International audience ; The Paris Agreement aims to limit global mean temperature rise this century well below 2 degrees Celsius above pre-industrial levels. This target has wide-ranging implications for Europe and its cities, which are the source of substantial proportions of greenhouse gas emissions. This paper reports the state of planning for climate change by collecting and analysing local climate mitigation and adaptation plans across 885 urban areas of the EU-28. A typology and analysis framework was developed that classifies local climate plans in terms of their spatial (alignment with local, national and international policy) and sectoral integration (alignment into existing local policy documents). We document local climate plans that we call type A1: non-compulsory by national law and not developed as part of international climate networks; A2: compulsory by national law and not developed as part of international networks; A3: plans developed as part of international networks. This most comprehensive analysis to date reveals that there is large diversity in the availability of local climate plans with most being available in Central and Northern European cities. Approximately 66% of EU cities have an A1, A2, or A3 mitigation plan, 26% an adaptation plan, 17% joint adaptation and mitigation plans, and about 30% lack any form of local climate plan (i.e. what we classify as A1, A2, A3 plans). Mitigation plans are more numerous than adaptation plans, but mitigation does not always precede adaptation. Our analysis reveals that city size, national legislation, and international networks can influence the development of local climate plans. We found that size does matter as about 70% of the cities above 1 million inhabitants have a comprehensive and stand-alone mitigation and/or an adaptation plan (A1 or A2). Countries with national climate legislation (A2), such as Denmark, France, Slovakia and the United Kingdom, are found to have nearly twice as many urban mitigation plans, and five times more likely to produce urban adaptation plans, than countries without such legislation. A1 and A2 mitigation plans are particularly numerous in Denmark, Poland, Germany, and Finland; while A1 and A2 adaptation plans are prevalent in Denmark, Finland, UK and France. The integration of adaptation and mitigation is country-specific and can mainly be observed in countries where local climate plans are compulsory, especially in France and the UK. Finally, local climate plans of international climate networks (A3) are mostly found in the many countries where autonomous, i.e. A1 plans are less common. The findings reported here are of international importance as they will inform and support decision-making and thinking of stakeholders with similar experiences or developments at all levels and sectors in other regions around the world.

Essential oils and enzymes are alternatives to feed additives for ruminants that aim to replace the use of ionophores and improve animal performance, but their mechanisms of action are different. Therefore, the present study aimed to verify if there is a synergistic effect in the combined use of enzymes carbohydrates and essential oils on the performance, ingestive behavior and carcass traits of steers fed a high-energy diet. During the finishing period of 78 days, 40 steers were assigned to four treatments: CON- control; ENZ- enzymatic complex; EO- essential oil blend; ENZ+EO - enzymatic complex combined with essential oil blend. Regardless of the feedlot periods, the ENZ+EO treatment caused a reduction in the dry matter intake (12.48%) compared to the control. The ENZ+EO treatment resulted in the lowest mean fecal output and, consequently, the highest dry matter digestibility (DMD) and starch digestibility (SD), compared to the other treatments. Animals that received EO and ENZ+EO in the diet spent more time in feeding. As for the number of times animals visited the feeding trough, the highest values were presented by the animals in the EO, ENZ and ENZ+EO treatments. For the carcass parameters, only the subcutaneous fat thickness on the rib was significantly different between treatments, with the highest values obtained by adding EO and ENZ+EO (8.80 and 8.10 mm respectively). Thus, the combination of carbohydrate enzymes and essential oils proved to be synergistically beneficial in relation to better use of nutrients and productive performance of feedlot steers.

Out of eight types of local climate plans identified in total we document three types of stand-alone local climate plans classified as type Al (autonomously produced plans), A2 (plans produced to comply with national regulations) or A3 (plans developed for international climate networks). There is wide variation among countries in the prevalence of local climate plans, with generally more plans developed by central and northern European cities. Approximately 66% of EU cities have a type Al, A2, or A3 mitigation plan, 26% an adaptation plan, and 17% a joint adaptation and mitigation plan, while about 33% lack any form of stand-alone local climate plan (i.e. what we classify as Al, A2, A3 plans). Mitigation plans are more numerous than adaptation plans, but planning for mitigation does not always precede planning for adaptation. Our analysis reveals that city size, national legislation, and international networks can influence the development of local climate plans. We found that size does matter as about 80% of the cities with above 500,000 inhabitants have a comprehensive and stand-alone mitigation and/or an adaptation plan (Al). Cities in four countries with national climate legislation (A2), i.e. Denmark, France, Slovakia and the United Kingdom, are nearly twice as likely to produce local mitigation plans, and five times more likely to produce local adaptation plans, compared to cities in countries without such legislation. Al and A2 mitigation plans are particularly numerous in Denmark, Poland, Germany, and Finland: while Al and A2 adaptation plans are prevalent in Denmark, Finland, UK and France. The integration of adaptation and mitigation is country-specific and can mainly be observed in two countries where local climate plans are compulsory, i.e. France and the UK. The aim of this study was to evaluate the forage production, nutritional value (including protein fractions), and morphogenic characteristics of African star grass on nitrogen fertilizer in a single application and split applications of two and four, under mob grazing. The study was conducted on a 1.5 ha area with well-established African star grass (Cynodon nlemfuensis). The area was divided into 18 paddocks of 400 m2. for three treatments and six replications that were assigned through a randomized block design. The treatments were: Nap1 =Single N application; Nap2= split into two N applications; and Nap4: split into four N applications. Fertilizer application was 200 kg ha-1 of N in topdressing. Pasture was monitored weekly by sward height. Grazing began when the forage reached between 25 and 30 cm in height and ceased at 10 cm. In almost all months evaluated, Nap1 recorded the highest forage production, daily accumulation rate and available forage mass. Some morphogenic characteristics changed between the fertilization strategies, particularly in the months with greater water availability. The chemical composition did not fluctuate between treatments. African star grass can be fertilized with a single application of nitrogen at 200 kg ha-1 to attain greater forage mass and proportion of leaves, without any changes to the chemical composition and nitrogen fractions. These components were modified by the vegetative phase of the forage.

Effective, integrated ocean observation is key to suggesting actions to reduce anthropogenic impact from coastal to deep-sea environments and address the main challenges of the 21st century, which are summarized in the UN Sustainable Development Goals and Blue Growth strategies. The European Multidisciplinary Seafloor and water column Observatory (EMSO), is a European Research Infrastructure Consortium (ERIC), with the aim of providing long-term observations via fixed-point ocean observatories in key environmental locations across European seas from the Arctic to the Black Sea. These may be supported by ship-based observations and autonomous systems such as gliders. In this paper, we present the EMSO Generic Instrument Module (EGIM), a deployment ready multi-sensor instrumentation module, designed to measure physical, biogeochemical, biological and ecosystem variables consistently, in a range of marine environments, over long periods of time. Here, we describe the system, features, configuration, operation and data management. We demonstrate, through a series of coastal and oceanic pilot experiments that the EGIM is a valuable standard ocean observation module, which can significantly improve the capacity of existing ocean observatories and provides the basis for new observatories. The diverse examples of use included the monitoring of fish activity response upon oceanographic variability, hydrothermal vent fluids and particle dispersion, passive acoustic monitoring of marine mammals and time series of environmental variation in the water column. With the EGIM available to all the EMSO Regional Facilities, EMSO will be reaching a milestone in standardization and interoperability, marking a key capability advancement in addressing issues of sustainability in resource and habitat management of the oceans ; This work was funded by the project EMSODEV (Grant agreement No 676555) supported by DG Research and Innovation of the European Commission under the Research Infrastructures Programme of the H2020.
