L'un des membres de la conférence internationale de la Croix-Rouge qui s'est tenue à Rome il y a deux ans, M. Buzzati, professeur de droit international à l'université de Macerata, vient de publier un Compte rendu critique des travaux de cette assemblée, et nous désirons, tout en le signalant à l'attention de nos lecteurs, noter ici les observations qu'il nous a suggérées.
Die chinesische Volkswirtschaft wies auch im Jahre 1997 - wie in den Vorjahren - eine hohe Wachstumsrate auf. Wenngleich es der chinesischen Wirtschaft infolge ihrer außenwirtschaftlichen Abschottung gelang, einstweilen von der asiatischen Finanzkrise verschont zu bleiben, könnten die Folgen dieser Krise die chinesische Wirtschaftsentwicklung in Zukunft durchaus negativ beeinflussen. Die von den südostasiatischen Ländern im Gefolge der Finanzkrise vorgenommene Abwertung verbessert ihre Konkurrenzsituation auf den internationalen Märkten im Vergleich zur VR China. Internationale Agenturen bewerten zudem den gegenwärtigen Zustand des chinesischen Bankensystems und die zukünftigen Perspektiven ausländischer Direktinvestitionen in China als negativ. Hinzu kommt das ungelöste Problem der Privatisierung der riesigen Staatsunternehmen. Trotz anhaltenden Wirtschaftswachstums bedarf die chinesische Volkswirtschaft daher grundlegender struktureller Reformen. (BIOst-Mrk)
This book analyzes the externalization of the EU's immigration and asylum practices towards non-member transit countries and the consequences of this process. Selected policy areas of externalization (border management, visa policy, readmission agreements and asylum policy) are applied to Turkey and Morocco as two main migration transit countries within two different institutional cooperation mechanisms: Turkey as an EU candidate country within the EU's enlargement policy; Morocco without membership prospect within the EU's neighborhood policy. Yldzapplies theoretical debates and critically compares the rhetoric in policy papers with practice in the field. This volume not only contributes to the issue of the external dimension of EU immigration policy by incorporating transit countries into the debate, but also expands upon our understanding of the EU's contested external governance paradigm. It will be of use to students, scholars, and policy makers in the field of European studies, migration and asylum studies, international relations, and political science.
This research applies a neoclassical realist framework to explore the causes and consequences of Russia's recent "reorientation to Asia." Based on an analysis of publications and fieldwork conducted in Russia, the paper examines both the international systemic and the Russian domestic factors that have contributed to this important change in Russia's foreign policy. At the system level, Russia's turn to Asia can be understood as a part of its longer campaign of balancing against American unipolar domination. At the unit level, economic demands to develop Russia's eastern territories, together with the complex socio-political processes of post-Soviet identity formation, generated a political environment that was conducive to Asia-oriented policies. Russia's reorientation to Asia implies not only comprehensive strategic cooperation with specific Asian powers, such as China, South Korea, or Japan, but also a "reinvention" of Russia as a Eurasian power. Given Russia's cross-continental spread and economic and military capabilities, its reorientation to Asia may have significant implications for the balance of power in the current world system. The regime of innocent passage is a well-established body of customary international law. However, when there is a dispute over sovereign entitlement to a territorial sea or its outer limit, the applicability and legal effect of the regime are brought into question. This article considers the applicability of the regime of innocent passage and its legal effect in disputed waters by critically examining the relevant jurisprudence of international courts and tribunals that have dealt with territorial and maritime disputes. The efficacy of the findings from this analysis will then be evaluated from a legal policy perspective in the interest of the maintenance of international peace and security.

Der Beitrag gibt zunächst einen Überblick über den wissenschafts- und politikgeschichtlichen Hintergrund der "Forschungsgruppe Weltgesellschaft", deren Ansatz im Folgenden vorgestellt wird. Die Forschungsgruppe Weltgesellschaft hat Kriterien für eine Konzeptualisierung von Weltgesellschaft entwickelt, mit denen die wesentlichen Dimensionen des Wandels der internationalen Beziehungen systematisch analysiert werden können: Institutionalisierung grenzüberschreitender Beziehungen, Ausdifferenzierung von Handlungsebenen, Diffusion von Akteuren. Als Resultat dieses Wandels werden Integrations- und Fragmentierungstendenzen gesehen, die anknüpfend an Max Weber mit Vergemeinschaftung und Vergesellschaftung beschrieben werden. Alternative Konzepte von Weltgesellschaft sind die von Buzan und Meyer. Die Kritik an Weltgesellschaftskonzepten bestreitet sowohl einen signifikanten Wandel der internationalen Beziehungen als auch Realisierbarkeit und Wünschbarkeit einer Weltgesellschaft. (ICE2)
THIS ESSAY BRIEFLY EXAMINES THE KINDS OF TERRORISM THAT HAVE OCCURRED IN FRANCE IN THE PAST 20 YEARS AND THE RECENT DOMESTIC AND INTERNATIONAL MEASURES TAKEN TO COMBAT THEM. DOMESTICALLY, COUNTERMEASURES INCLUDE LEGISLATIVE AND PROCEDURAL CHANGES AND REORGANIZATION OF POLICE STRUCTURES AND OPERATIONS. ON THE INTERNATIONAL LEVEL, INCREASED CO-OPERATION HAS TAKEN PLACE IN THE AREAS OF LEGAL CONVENTIONS, DIPLOMATIC INITIATIVES AND POLICING.

Students of international summit diplomacy argue that personal, face-to-face interaction between national leaders is an important factor in building trust between states. The generation of personal impressions is held to be a nonrational process driven by instinct, psychology, or the structure of the brain. However, actors may still respond to these impressions rationally. I present a model of how leaders should respond to their impressions at summits. Some implications are that attending summits may be reassuring if they are costly and trustworthy types can get good impressions of each other and then cooperate, but that mistaken impressions can also form that can lead to exploitation of trustworthy types by untrustworthy types. I illustrate the model with reference to the summits in Singapore and Hanoi between US President Donald Trump and North Korean leader Kim Jong-un.
Before the Second World War it was a cardinal Commonwealth principle that intra-imperial disputes must be kept away from international fora. Yet in 1946 the not-yet-independent India complained to the United Nations about South African legislation discriminating against people of Indian origin. It did so without seeking Britain's approval, and went on to level fierce criticism at Britain's opposition to the UN General Assembly's discussion of the matter. This article explains the circumstances which led to these events; uncovers the divergent responses of the relevant British government departments – the India Office, the Dominions Office, and the Foreign Office – and shows how they were resolved; depicts the way in which Britain's delegation to the General Assembly handled the matter; and discusses the significance and consequences of the dispute for South Africa and for Anglo-Indian relations.
