When once again today, international law is claimed as legitimizing foreign policies and actions, the author of the present article demands at the same time a prohibition of wars against terror. Les événements pacifiques sont si peu à l'ordre du jour de notre Europe ensanglantée, qu'il paraît presque hors de saison de parler de l'exposition internationale de San Francisco, qui vient de s'ouvrir après de gigantesques préparatifs de plus de deux ans. Et cependant le chroniqueur de la Croix-Rouge internationale ne peut laisser passer cet événement sans en dire quelques mots.

La plupart des Comités centraux nous ont exprimé de façon très sentie, leur sympathie à l'occasion de la perte de notre regretté vice-président. Plusieurs de leurs membres, qui l'avaient rencontré dans les conférences internationales, avaient su apprécier sa haute valeur morale, les services qu'il rendait à l'œuvre internationale de la Croix-Rouge, en même temps que sa personnalité distinguée et son esprit cultivé.

L'un des membres de la conférence internationale de la Croix-Rouge qui s'est tenue à Rome il y a deux ans, M. Buzzati, professeur de droit international à l'université de Macerata, vient de publier un Compte rendu critique des travaux de cette assemblée, et nous désirons, tout en le signalant à l'attention de nos lecteurs, noter ici les observations qu'il nous a suggérées.

Examines the settlement of varied military & political disputes to quell increasing doubts about the viability of preventive diplomacy (PD) as a way for great powers to defuse international crises. Seven chronological cases, beginning with the 1830 Belgian revolt against the Dutch & ending with the recent conflict in Bosnia-Herzegovina, are explored to shed light on how uncompromising local attitudes, rifts within international coalitions, & risks of PD failure were eventually overcome. Special emphasis is given to the endgame phase of conciliatory & coercive approaches to interventionist PD. It is emphasized that PD is not a one-time effort, & the failure of early intervention does not necessarily preclude the success of continued efforts. Key PD components of insulation & intervention are examined, noting that the primary task of a great power coalition involves overcoming the resistance of local antagonists in order to get them to accept an agreed-upon settlement. Four key distinctions for explaining cases of satisfactory PD settlements are discussed along with the policy implications of the case comparisons. 1 Table. J. Lindroth
