Az oktatási feltételekhez kötött transzferek (FKT) olyan készpénztámogatások, amelyeket a szülőknek (esetenként közvetlenül a gyermeknek) fizetnek ki abban az esetben, ha a tanköteles korú gyermek rendszeresen iskolába jár. Amennyiben ez a feltétel nem teljesül, felfüggesztik a támogatás további folyósítását, vagy utólag vissza kell azt fizetni. Az FKT támogatások általános célja a gyermekek iskolai részvételének növelése, a közoktatásban töltött évek meghosszabbítása, illetve a korai iskolaelhagyók és tartós hiányzók számának mérséklése. Disszertációm az Európai jóléti politikákban még viszonylag újdonságnak számító oktatási feltételekhez kötött készpénztranszferek kialakulásával, a kontinensen történő elterjedésével és működésének sajátosságaival foglalkozik. A kutatás alapja a TÁRKI Európai Bizottság megbízásából végzett, európai FKT-k hatásaival foglalkozó vizsgálata, amelyben az intézet külsős munkatársaként vettem részt. Dolgozatom első kérdése, hogy: Milyen szerepe volt a nemzetközi gazdasági szervezeteknek az európai FKT-k megjelenésében? Következő kérdésem: Milyen szerepe volt a helyi döntéshozóknak és a társadalmi akaratnak az FKT-k bevezetésében? Szintén fontos kérdés, hogy: Mely társadalmi csoportok a programok szankcióinak elsődleges elszenvedői?, illetve: Hogyan változnak a vizsgált országok egyes oktatási mutatói a feltételekhez kötött támogatások bevezetését követően?. A kérdések megválaszolása érdekében három EU tagállam oktatási feltételhez kötött transzferéről készítettem esettanulmányt: a magyarországi iskoláztatási támogatásról, a bolgár gyermeknevelési támogatásról, illetve a Belgium Flamand tartományában működő iskoláztatási támogatásról. Kutatásom során részletesen elemeztem a programokat érintő szakpolitikai dokumentumokat (nemzeti és nemzetközi stratégiák, akciótervek, jogszabályok, publikációk, stb.), továbbá kvalitatív interjúkat készítettem az FKT-kal foglalkozó kormányzati és civil szakemberekkel mindhárom országban. Vizsgálatomból kiderült, hogy noha a feltételes transzferek bevezetése nem hozható közvetlen összefüggésbe a nemzetközi szervezetek (Európai Unió, Világbank, IMF) elvárásaival, ezen szervezetek tagállami jóléti politikákra gyakorolt nyomása igen jelentős. A helyi döntéshozók és a vizsgált országok közvéleménye – különösen a kelet-európai országokban –igen jelentős mértékben támogatják a pénzbeli támogatások oktatási feltételekhez kötését. Kutatásom tanulsága szerint az FKT szankciói elsősorban az egyébként is hátrányos szociális helyzetű csoportokat sújtják, különös tekintettel a szegényekre, az etnikai kisebbségekre és az elmaradott területek lakosaira. Eredményeim alapján, a disszertációban vizsgált FKT-k csak kis mértékben, vagy egyáltalán nem képesek a gyermekek korai iskola-elhagyásának és hiányzásának országos mutatóit javítani, valamint a gyermekeket hosszabb ideig az iskolapadban tartani.

In China, money, currency and payment transactions are manifestations of state sovereignty and political power. The primary objective of Chinese monetary policy is to maintain domestic stability, expand the scope of its own influence internationally, and reshape the global financial and monetary system to make it more compatible with the structures of the Chinese one-party state. China is pursuing the internationalisation of the renminbi on several tracks in small persistent steps and with a long-term perspective, but it has so far shied away from the decisive transition to convertibility. For the time being, the renminbi does not play a significant role on the global financial and currency markets. However, it is gaining ground as a trading, credit and reserve currency in Asia and the Global South. China is a pioneer in the development and introduction of digital central bank money. It is striving to play a leading role in the digitalisation of international payment transactions. Prospectively, the technology and infrastructure developed in China and the standards set for cross-border payments using blockchain and real-time transactions could replace the current international banking and clearing system in a cost-effective manner. The Chinese leadership believes that digital central bank money offers great potential: In terms of domestic policy, it creates further opportunities for surveillance and repression. Internationally, it would become easier for China and third countries to circumvent Western financial sanctions. In response to China's currency campaign, the European Union and the European Central Bank should step up their own efforts to internationalise and digitise the euro. Europe should avoid dependence on China when it comes to the future critical infrastructure of an interoperable system for international payments with digital central bank money. (author's abstract)

In the media and political space, the theme of inequality has grown to a considerable extent in recent years, as evidenced in particular by the great success of Thomas Piketty Le Capital's work in the 21st century. This issue of inequality has proved to be all the more important as it has been felt in a context of great mistrust towards political staff. This was particularly evident during the yellow vests movement, one of the longest social movements in recent history. The intensity of this challenge to the economic system as well as political elites and the partisan system reminds us of the importance of a better understanding of the formation of political and economic judgments, which contribute to the acceptance of the system in place or, on the contrary, to its challenge. Work on the feelings of justice of French people shows that they consider that they live in a society that is too unequal and that they show a strong concern for social justice (Forsé, Galland, 2011). The new social justice and fairness module of the ESS survey, which was administered between October 2018 and March 2019 to 1715 surveyed, provides unprecedented data to examine whether this shared finding of injustice in society is found when individuals judge their personal situation and its different dimensions: levels of wealth, educational trajectory or employability. This module thus makes it possible to examine whether political mistrust is rooted in negative judgements on its own personal trajectory and injustices. ; Dans l'espace médiatique et politique, le thème des inégalités a pris ces dernières années une ampleur considérable, ce dont témoigne notamment le très grand succès rencontré par l'ouvrage de Thomas Piketty Le Capital au 21e siècle.
