The new draft of a UN binding instrument on Transnational Corporations and Other Business Enterprises presents both opportunities and risks. The process for this agreement has visibly evolved this year, and the new draft addresses many criticisms that the EU has raised in the past. These developments should be seen as an opportunity for the EU to formally enter into negotiations in a timely manner.

Abstract
The article analyses the human rights-based approach to sanitation from theoretical and practical perspectives. The first section of the article briefly introduces the path toward a recognition of sanitation as a human right within the international legal framework. In the second section, emphasis is given to the content of the human right of sanitation. The third section examines the state obligations implied by this right. The fourth section focuses on Lithuania and seeks to analyse whether and how the rights-based approach to sanitation is reflected in the Lithuanian legal system.

AbstractThe European Court of Human Rights' judgment in the Al-Jedda case dealt with the lawfulness of UK detention practice in Iraq under the European Convention on Human Rights. The Court's opinion could, however, be read as having broader implications for the ability of states parties to that treaty to conduct detention operations in situations of armed conflict. This article analyzes what the Court did – and did not say – about the application of international humanitarian law.

Human resources planning is becoming more important as the Public Services (primarily of Belize, Grenada, Guyana and Jamaica) face the scarcity of "human capital", and begin to plan for, rather than react to, human resource management problems. The effectiveness of human resource planning depends largely on how well the information resource is managed. This article focuses on general considerations for implementing and managing human resource information systems, shares related Caribbean experiences and imperatives for the future.
