In The Nomos of the Earth, Carl Schmitt presents an account of the end of the epoch of European public law, and the state that it supported, which has received little attention. Yet Schmitt s account serves to illustrate broader issues involved in the periodization of international relations. This article begins by pointing out the comparative neglect of periodization in international relations before turning to a critical assessment of Schmitts account in The Nomos of the Earth. It concludes by suggesting how Schmitt s flawed account can help us to understand the wider significance of periodization in international relations. Adapted from the source document.

حدث نقاش كبير حول الأصل في العلاقات الدولية بين السلم والحرب بين فلاسفة الغرب، وكلمة الأصل تقابلها كلمة الاستثناء، وأهمية البحث في الأصل تكمن في النتائج المترتبة على ذلك في تقرير مشروعية الحرب والمساحة التي تحتويها هذه المشروعية، فإذا كان الأصل في العلاقات الدولية هو الحرب فإن الموانع ضدها تقل، كما أنه إذا كان الأصل هو السلم فإن مساحة مشروعية الحرب تضيق.

Les réponses données par les officiels du régime autoritaire de la Hongrie aux propositions de coopération de l'Institut Rousseau et du Bureau international de l'éducation (BIE) montrent que les aspects éducatifs des invitations leur importaient peu. Ce qui les préoccupait, c'était de savoir si une réponse positive à ces initiatives pouvait ou non servir la réalisation des objectifs idéologiques ou politiques du régime. Il ressort aussi de l'enquête que si les chefs de file du BIE tenaient à mettre en avant le caractère scientifique de leurs activités, celui-ci pouvait être biaisé par le mode de fonctionnement intergouvernemental de l'organisation. Ainsi les documents du BIE de l'époque ne reflètent-ils pas les tendances totalitaires apparues en Hongrie au milieu des années 1930 dans le domaine de l'éducation.
