The article presents results from the German part of an international research project, which studied from 2008 to 2011 the impact of ethnicity on the biographical prospects of urban youth in nine countries of the European Union, and places these findings in the wider framework of research on minority youths and the role of educational experiences in everyday processes of "minoritization". The focus is set specifically on the ways in which hegemonic discourses of integration and prevalent (negative) assessments of different cultural capital actually "make the differences" and influence adolescents' perceptions of integration, segregation, and their own societal membership in Germany.
The article studies the main stages of development of national legislation regulating the management of a higher education establishment. It conducts the analysis of the works of modern scientists having dealt with the issues of regulating the activities of a higher education establishment in various aspects, issues of management information defining and systematizing, problems of legal regulation in the higher education establishment management and certain aspects of its statutory and regulatory support by international and foreign legislation, theoretical and practical aspects of administrative and legal regulation in Ukrainian education in the context of European integration. The paper analyzes and highlights three main periods of national legislation development on the higher education establishment management. The first stage of development of legislation on the higher education establishments management (XIX – 1920) is associated with the adoption of the Provisional rules about the higher education establishments management of the Ministry of public education of August 27, 1905 and legislative acts regulating the higher education establishments management. The second stage of development of legislation on higher education (1920-1990) is associated with the fact that during the existence of the USSR, the management of higher education had its own peculiarities, as far as the political system of Soviet government and the state apparatus differed from the modern state democratic structure, and on its territory there were state bodies that existed only under the communist regime. Higher education management was carried out centrally by legislative acts of both the republican and all-union levels, in the complete absence of autonomy of higher education establishments. Third stage of development of the national legislation on higher education management is characterized by the reform of the higher education system on the basis of adopted legislative and bylaws, especially, Ukraine's Higher Education Act of 2014, the creation of conditions for the autonomy of the higher education establishment management, the introduction of bodies and institutions for monitoring the higher education quality standards and recommendations of the European Union. ; У статті розглядаються основні етапи розвитку національного законодавства, що регулює управління закладом вищої освіти. Здійснено аналіз праць сучасних науковців, які займалися питаннями регулювання діяльності закладів вищої освіти в різних аспектах, питаннями визначення і систематизації управлінської інформації, проблеми правового регулювання управління закладом вищої освіти та окремими аспектами його нормативно-правового забезпечення міжнародним та зарубіжним законодавством, питанням теорії і практики адміністративно-правового регулювання освіти України в умовах євроінтеграційних процесів. Проаналізовано та виділено основні три періоди розвитку національного законодавства про управління закладом вищої освіти. Перший етап розвитку законодавства про управління закладами вищої освіти (ХІХ – 1920 рр.), пов'язаний з прийняттям Тимчасових правил про управління вищими навчальними закладами Міністерства народної освіти від 27 серпня 1905 р. та законодавчих актів, які регулювали питання управління закладами вищої школи. Другий етап розвитку законодавства про вищу освіту (1920-90-ті рр.), пов'язаний з тим, що за період існування СРСР управління вищою школою мало свої особливості, оскільки політична система радянської влади, державний апарат відрізнялись від сучасного демократичного устрою нашої держави, а на її території діяли державні органи, які існували лише в умовах комуністичного режиму. Управління вищою освітою здійснювалось централізовано законодавчими актами як республіканського, так і загальносоюзного рівнів, у повній відсутності автономії закладів вищої освіти. Третій етап розвитку національного законодавства про управління вищою освітою характеризується реформуванням системи вищої школи на основі прийнятих законодавчих та підзаконних нормативно-правових актів, зокрема, Закону України «Про вищу освіту» 2014 року, створенням умов для автономізації управління закладом вищої освіти, запровадження органів та установ із контролю за забезпеченням якості вищої освіти до стандартів і рекомендацій Європейського Союзу.

There is a worldwide declining trend in the number of countries that have retained capital punishment since the end of World War II, and the international society has created a series of benchmarks for modern democracies represented by the acquis communautaire by the European Union (EU), and relevant covenants by the United Nations (UN). Despite their efforts to urge Japan to abolish capital punishment, the Japanese government does not try to match it up and is rather running backwards in the international trend retaining inhuman and degrading practices. This paper examines the Japanese institutional and cultural context, and clarifies where the governmental resistance to the anti-death penalty norm stems from. It will critically investigate which institutional frameworks have been constraining anti-death penalty activists from getting involved in Japanese policymaking; and the extent to which cultural factors have been hindering their activities from gaining roots in Japan. Critical assessment of which specific approaches can help EU institutions and other European activist groups influence Japan more effectively concludes this paper.

Despite companies' efforts to cultivate positive relationships with their consumers, negative relational episodes such as customer service failures are inevitable. This study examines how perceived controllability of a service failure determines responses from consumers who have previously formed quality relationships with the company. Specifically, it distinguishes two types of quality relationships: communal and exchange relationships. It investigates how these two types of relationships interact with different levels of perceived service failure controllability, and collectively influence consumers' emotional, cognitive, and behavioral responses (i.e., anger, perceived betrayal, and negative WOM intention) to the failure encounters. Results of an online experiment ( N = 140) show that consumers experience a greater level of anger and perceived betrayal when they consider the service failure as highly controllable (vs. uncontrollable) by the company. More important, this effect pattern only occurs when prior company-consumer relationships are communal rather than exchange. The results of this study enrich our body of knowledge on the role of company-consumer relationships in service failure encounters and provide useful guidelines for company-consumer relationship development and service failure management and recovery.
Abstract This article investigates the role of intersubjective and situated meanings and norm contestation for militarised humanitarian interventions from a critical perspective. The International Relations (ir) literature on humanitarian interventions, the Responsibility to Protect doctrine, and emergence of norms is explained and critically evaluated. The case analysed here is Turkey and its foreign policy discourse regarding interventions in Libya and Syria. Based on the case and literature review, the author concludes that critical approaches particularly provide useful tools to understand the role of identity, changing foreign policy narratives, and power constellations in world politics.
This analysis identifies the dominant media frames in the coverage of four right-wing populist actors — Vladimir Putin, Donald Trump, Silvio Berlusconi, and Roman Abramovich — by the Bulgarian editions of Elle and Cosmopolitan. Although the political platforms of these men are not, in fact, anti-establishment, which is the core characteristic of populism, they are referred to as populist actors because of their use of populist tools and discourses to practice so-called "neo-populism from above." The four men were framed as: a carriers of a "golden touch"; b sources of profound/problematic wisdom; and c admirable collectors of "trophy" women. The findings are discussed as illustrative of the tabloidization of U.S. women's magazine brands in the post-communist context of Bulgaria.

The Dumbarton Oaks proposals of October 7, 1944, reflect a development of ideas concerning international political and judicial organization in which the Section of International and Comparative Law of the American Bar Association has played a significant part. Its recommendations calling for the establishment of an international organization, including an improved system for settling justiciable disputes, have found their way into resolutions of the Association, composed of some thirty thousand lawyers. These resolutions preceded the joint projects of the United States, the United Kingdom, the Soviet Union and China for an international organization for the maintenance of peace and security.
