The evening of Friday, November 22, 1963 the Spartanburg Journal published an extra edition to inform Spartanburg citizens of President Kennedy's assassination. This publication states that Kennedy was shot at approximately 12:30 pm (CST) by an unknown assassin and was pronounced dead at 1:00 pm (CST). At the time of publication, there was no word on when Vice President Johnson would take the oath of office to succeed President Kennedy, and Lee Harvey Oswald was in custody for the murder of a Dallas policeman. The Nanjing Government applied temporary environmental regulations to guarantee good air quality during the Youth Olympic Games (YOG) in 2014. We study the effect of those regulations by applying the emission estimate algorithm DECSO (Daily Emission estimates Constrained by Satellite Observations) to measurements of the Ozone Monitoring Instrument (OMI). We improved DECSO by updating the chemical transport model CHIMERE from v2006 to v2013 and by adding an Observation minus Forecast (OmF) criterion to filter outlying satellite retrievals due to high aerosol concentrations. The comparison of model results with both ground and satellite observations indicates that CHIMERE v2013 is better performing than CHIMERE v2006. After filtering the satellite observations with high aerosol loads that were leading to large OmF values, unrealistic jumps in the emission estimates are removed. Despite the cloudy conditions during the YOG we could still see a decrease of tropospheric NO2 column concentrations of about 32 % in the OMI observations when compared to the average NO2 columns from 2005 to 2012. The results of the improved DECSO algorithm for NOx emissions show a reduction of at least 25 % during the YOG period and afterwards. This indicates that air quality regulations taken by the local government have an effect in reducing NOx emissions. The algorithm is also able to detect an emission reduction of 10 % during the Chinese Spring Festival. This study demonstrates the capacity of the DECSO algorithm to capture the change of NOx emissions on a monthly scale. We also show that the observed NO2 columns and the derived emissions show different patterns that provide complimentary information. For example, the Nanjing smog episode in December 2013 led to a strong increase in NO2 concentrations without an increase in NOx emissions. Die Folgen sind bis in die jüngste Vergangenheit hinein bemerkbar. Während in der westlichen kriegsgeschichtlichen Literatur vor allem die Motive Hitlers für den Überfall diskutiert worden sind - ob es sich hier um einen 'Präventivschlag' handelte oder um eine unbegründete Aggression bzw. um einen weltanschaulichen Eroberungskrieg -, konzentrierte sich die neuere sowjetische Militärgeschichtsschreibung vornehmlich auf die Frage, warum der deutsche Überfall die sowjetische militärische und politische Führung derart überraschen konnte - mit katastrophalen Folgen für die Rote Armee wie für die Zivilbevölkerung. Entgegen immer noch anzutreffender Rechtfertigungsbemühungen für das eigensinnige Verhalten Stalins durch Verweise auf sogenannte 'objektive' Erklärungsursachen - etwa die angebliche technische Überlegenheit der deutschen Wehrmacht - unternimmt diese Studie den Versuch, die verantwortungslose persönliche Haltung Stalins und seiner engsten Berater in den kritischen Wochen und Monaten nach dem Überfall aufzuzeigen. Der deutsche Einmarsch in die Sowjetunion war keine 'Überraschung' - wie sie gern von Stalins Apologeten bezeichnet wird -, sondern durch diplomatische wie Geheimdienstberichte sehr präzis datiert. In ihrem Allmachtswahn ignorierten Stalin und seine Berater diese Warnungen, und auch nach dem Einmarsch waren sie unfähig, sachgerechte, koordinierte Entscheidungen für eine rechtzeitige und effektive Abwehr zu treffen." Government agencies and businesses cooperate and invest heavily to achieve reliable and secure global supply networks. A so-called data pipeline, which integrates data from various parties in the supply chain and incorporates data from new tracking and monitoring technologies, would enable real-time data management for businesses. This IT infrastructure has a global scale, since it has to function both within and across countries and continents. Governments can use this data pipeline to improve the coordination of border management and reduce the administrative burden for businesses. Furthermore, businesses and government can collaborate to capitalize on modern IT and use the innovation for improving risk and data management. This paper explains a conceptual model of the data pipeline and its governance implications. As this global infrastructure cannot be built by government alone but needs to be largely realized by businesses, a public-private governance model is needed. Governments, and even supra-national institutions, would need to create the right technical, organizational, and legal environment (e.g. standards, harmonization of procedures, mutual recognition), and have to provide alternative incentives to stimulate the development of those parts of the pipeline that are without commercially viable business models. ; Infrastructures, Systems and Services ; Technology, Policy and Management
