Данная статья посвящена анализу рисков взаимного недопонимания в контексте проведения странами-членами НАТО и ОВД крупномасштабных военных и командно-штабных учений в 1983 г. Проблема взаимного недопонимания рассматривается в контексте классической «дилеммы безопасности», сформулированной Дж. Герцем еще в 1951 г. и адаптированной к вопросам проведения военных учений Д. Адамски. Несмотря на все имеющиеся знания, аналитику, разведку и другие формы коммуникации между Западным и Восточным блоком, между ними зачастую возникала проблема взаимного недопонимания. Особенно ярко это проявилось в ходе проведения командно-штабных учений стран НАТО «Искусный лучник 83», которые поставили мир на грань ядерной войны. При том, что западные страны рассматривали учения как демонстрацию своей мощи для сдерживания возможного нападения со стороны ОВД, страны Восточного блока воспринимали эти учения как мероприятия, непосредственно угрожающие их военной безопасности. По мнению автора, именно военные учения, проводимые обеими сторонами, были наиболее значимым фактором и самой главной причиной резкого ухудшения отношений между Западом и Востоком в начале 1980-х гг., последовавшего за периодом разрядки международной напряженности в 1970-е гг. Статья основана на большом эмпирическом материале, архивных данных, личных беседах автора с участниками описываемых событий. ; This article analyzes the risks of mutual misunderstanding caused by NATO and the Warsaw Treaty Organization (WTO) large-scale military command-and-staff exercises in 1983. The problem of mutual misunderstanding is analyzed in the context of the classic «Security Dilemma» elaborated in 1951 by J. Gertz and adapted to military exercise issues by D. Adamski. In spite of all the available knowledge, analysis, intelligence and other forms of communication between the West and the East, a problem of mutual misunderstanding appeared between two blocs. This was highlighted during the command and staff exercises of the NATO countries «Able Archer 83» when the world was put on the brink of nuclear war. Given that the Western countries have considered exercises as a deterrence of possible attack by the WTO, the Eastern Bloc countries considered such activities directly threatening their military security. According to the author, these were military exercise carried out by both sides, which represented the most important factor of the sharp deterioration in relations between the West and the East in the early 1980s following the period of détente in the 1970s. The article is based on a large empirical data, archives data, personal interviews by the author of the participants of these events.

Politische, wirtschaftliche, soziale und ökologische Krisen haben im beginnenden 21. Jahrhundert mehr denn je einen globalen Zuschnitt. Wenn die Weltwirtschaft ins Wanken gerät, wenn die internationale Staatengemeinschaft Maßnahmen gegen Hungerkatastrophen zu ergreifen versucht, wenn ein nuklearer Unfall (wie zuletzt im Frühjahr 2011 in Japan) weltweite Auswirkungen zeitigt oder wenn vor dem Internationalen Strafgerichtshof in Den Haag die Verantwortlichen für die Massaker während des Jugoslawienkonflikts zur Rechenschaft gezogen werden – stets rückt die zwischenstaatliche, internationale Verständigung auf die Agenda. Auch die zeithistorische Forschung geht im frühen 21. Jahrhundert in wachsendem Maße über den Nationalstaat hinaus. Viele Arbeiten wählen einen europäischen Rahmen, erste Studien integrieren globalhistorische Bezüge. Eine gesteigerte Aufmerksamkeit kommt außerdem der lange Zeit von vielen nur wenig beachteten internationalen Sphäre zu. Der im Zeitalter der Extreme oft vergessene Internationalismus der Jahrzehnte vor dem Ersten Weltkrieg erlebt nun in der Historiographie ein breites Comeback.
Tim B. Müller gelingt eine Neudeutung der intellektuellen Architektur des Kalten KIrieges, die zugleich die Politik dieser Epoche in neuen Licht erscheinen lässt. Und: Die linksintellektuelle Gruppe um Herbert Marcuse erfährt eine fundamentale Neuinterpretation, indem sie hier erstmals in ihrem historischen Kontext des frühen Kalten Krieges dargestellt wird.

Cet article donne un aperçu des contacts entre la Roumanie et la Belgique entre 1859 et 1939, mais avec des considérations sur la Guerre Froide. Elle commence par l'historiographie, en montrant qu'une collaboration intense s'était déjà développée dans les années septante. Après, c'étaient surtout des historiens roumains qui continuaient les recherches. Comme ils ont surtout analysé les contacts politiques et culturels, cet article se concentre sur les relations économiques. Avant 1914, les investisseurs belges étaient actifs dans plusieurs domaines, comme l'industrie métallurgique, les chemins de fer, l'électricité et le pétrole, mais ce n'est que dans la sucrerie roumaine où la place des Belges fut prépondérante. En ce qui concerne le commerce, une grande partie de l'exportation roumaine était destinée à la Belgique (50% dans les années 1900-1903 et 30% dans les années 1904-1909), mais Anvers était en premier lieu un port de transit. Après la guerre, les relations économiques entre la Belgique et la Roumanie furent rapidement ré-initiées, mais les capitaux belges étaient souvent incommodés par la nationalisation. De l'autre côté, l'industrie électrique roumaine attirait de nouveaux investissements de capitaux belges vers la fin des années vingt. Pendant la Guerre Froide, les relations prenaient un visage complètement différent: non plus économique, industriel ou commercial, mais politique, sportif et culturel.
Die Verfasserin schildert die Disziplin 'Sportgeschichte' als ein Produkt des Kalten Krieges und analysiert die institutionelle Entwicklung der Disziplin seit der deutschen Wiedervereinigung. Im Mittelpunkt der Darstellung stehen die Aktivitäten des Sportwissenschaftlichen Instituts der Universität Potsdam, dessen Schwerpunkt die Forschung und Lehre über den Sport in beiden deutschen Diktaturen ist. Die Verfasserin argumentiert, dass auch im Sport die 'Zeitgeschichte' eine 'Streitgeschichte' ist, wodurch die Fortführung der akademischen Forschung auf diesem Gebiet begründet wird. Abschließend werden Publikationen zum Thema zusammengestellt.

Chinas strategische Bedeutung und Machtposition; 2. Chinas Haltung gegenüber den beiden Supermächten, besonders, was deren Politik im Pazifik betrifft; 3. Chinas Beziehungen zu den regionalen kommunistischen Mächten (Vietnam, Nordkorea); 4. Chinas Strategie gegenüber seinen nicht-kommunistischen Nachbarn. This open access volume addresses the role of external actors in social protection in the Global South, from the Second World War until today, analysing the influence of colonial powers, superpowers during the Cold War and contemporary donor agencies. Following an introduction to the analysis of external actors in social policy making in the Global South, the contributions explore which external actors were dominant in the decades after World War II, and how they shaped early and contemporary social protection making in developing countries. The latter half of the collection elucidates important players in the contemporary transnational social policy arena, such as donor organizations and international organizations, and critically evaluates the potential for and limits of the explanatory power of external actors in social protection making in the Global South, considering the relative contribution of external and domestic influences. By examining how transnational relationships and external actors have influenced the formation, development and transformation of social policies in the developing world, this collection will be an invaluable resource for scholars interested in social protection in the Global South from a range of disciplines. These include political science, social policy, and sociology, as well as historians of the welfare state, international relations scholars and scholars working on global and transnational social policy and development policy.
During the Cold war, the Soviet Union took an active part in the international peace movement,using it as a tool of its soft power. Weather control. Juxtaposing those two words is enough to raise eyebrows in a world where even the best weather models still fail to nail every forecast, and when the effects of climate change on sea level height, seasonal averages of weather phenomena, and biological behavior are being watched with interest by all, regardless of political or scientific persuasion. But between the late nineteenth century—when the United States first funded an attempt to "shock" rain out of clouds—and the late 1940s, rainmaking (as it had been known) became weather control. And then things got out of control. In Make It Rain, Kristine C. Harper tells the long and somewhat ludicrous history of state-funded attempts to manage, manipulate, and deploy the weather in America. Harper shows that governments from the federal to the local became helplessly captivated by the idea that weather control could promote agriculture, health, industrial output, and economic growth at home, or even be used as a military weapon and diplomatic tool abroad. Clear fog for landing aircraft? There's a project for that. Gentle rain for strawberries? Let's do it! Enhanced snowpacks for hydroelectric utilities? Check. The heyday of these weather control programs came during the Cold War, as the atmosphere came to be seen as something to be defended, weaponized, and manipulated. Yet Harper demonstrates that today there are clear implications for our attempts to solve the problems of climate change.
