Se ofrece una reflexión sobre las consecuencias que puedan tener los atentados del 11 de marzo y se proponen algunas medidas para contrarrestar los efectos negativos que puedan derivarse de ellos. Los atentados de Madrid, cuya autoría se atribuye en estos momentos al entramado terrorista de al-Qaeda, pueden convertirse en un éxito estratégico de la yihad global. Se trata de acciones que refuerzan el discurso y la moral de los yihadistas; pueden dañar la solidez de la coalición internacional contra el terrorismo; y pueden perturbar también la convivencia social en los países con comunidades árabes o musulmanas numerosas. Resulta necesario explorar medidas que ayuden a prevenir dichos efectos.

In the wake of two catastrophic intelligence failures -- 9/11 & the yet-to-be-found weapons of mass destruction in Iraq -- American intelligence is reeling. This article examines how the U.S. press fared in covering the intelligence community before & after those events. It also explores what the obstacles are that now face journalists & what the stakes are. At no time has covering the intelligence community been more demanding or more important. Ironically, the obstacles that face both reporters & intelligence officers are much the same. The article closes with some suggested strategies & approaches gleaned from the most successful intelligence reporting. The Bush administration's foreign policy following the launch of the 'war on terror' has so fundamentally altered the traditional foundations for the transatlantic relationship that the latter's continued existence as a 'security community' may be at risk. Security communities need nurturing through a continuous process of socialization from the leading state to other members in order to safeguard the essential 'glue' of the community: shared identity, values, & trust. Such a process of patient socialization & explanation of American foreign policies has been part of 'normal politics' since the establishment of the post-war liberal institutional order. The 'Bush Revolution', however, constitutes a re-definition of foreign policy, that may be seen either as a return to or a departure from 'normal politics'. Adapted from the source document.

Discusses the significance of the siege waged by Islamic terrorists at an elementary school in Beslan, North Ossetia, Russia, that resulted in 326 deaths (50% of them children), 727 wounded, & 200+ missing. Impacts both on individuals & on the nation as a whole are considered, comparing this tragedy to the September 11, 2001, terrorist attacks in the US. It is suggested that the incident illuminates major problems with Russia's security services, including massive intelligence failures & a lack of coordination among militia forces, antiterrorist units, & local armed civilians. Ironically, the siege seems to have strengthened rather than diminished support for President Vladimir Putin; several reasons for this are proffered. Putin's policy toward the ongoing Chechen resistance & foreign policy toward other countries that support these rebels are reviewed, & signs of a growing authoritarianism are noted. K. Hyatt Stewart

Interdiction of terrorist funds is a priority for intergovernmental cooperation. However, multilateral & unilateral attempts to ensure timely reporting of transactions made by targeted individuals or groups, & to deny them access to the international financial system, have had limited success. This is mainly due to economic disincentives for the disclosure of the identity & purpose of transacting agents, particularly those using correspondent banking services, informal money transfer networks (MTNs) & offshore financial centres (OFCs). This paper proposes that solutions should be based on positive incentives for disclosure, & could include trans-border withholding taxes on transactions with unregulated clients & the provision of affordable transfer systems for emigrants. 24 References. Discusses US homeland security policy & its impact on Canada, seen by some to be a security liability to the US given the view of the border as essentially undefended. The nature of the US policy is examined highlighting the Depts of Homeland Security & Defense. Canada's response is then documented; attention is given to efforts related to the Canadian Forces & the imperative not to succumb to US security unilateralism. Despite US efforts, problems remain regarding the implementation of homeland security on the budgetary, doctrinal, legal, & bureaucratic fronts; the role of the military is a vexing issue. In this light, it is asserted that, while work remains, Canadian efforts to provide its own security while assuring the US compare favorably. J. Zendejas
