The variations on power transition theory so widely used to frame analysis of U.S.–China relation tend to assume the inevitability or at least strong probability of China surpassing the United States in economic power if not necessarily military power. In the terminology of social psychology's attribution theory, China is imputed with the identity of a state that is inevitably rising. The Chinese Communist Party encourages this attribution among Chinese people and foreigners. But China's economic rise – the foundation of its comprehensive rise – appears to have entered an inflection point in the mid-2010s and may now be stalling. In critical respects, China increasingly resembles the last two countries that 'attempted' a globe-level rise: the unsuccessful cases of postwar Japan and the Soviet Union. China's labor force is shrinking; the country relies excessively on unsustainable debt increases to fuel economic growth; and pollution is seriously harming public health. But even if China's rise conclusively stalls, it may take quite some time before the Chinese public and outside observers recognize the new reality because of intrinsic biases in the cognitive logic of attributing identities to actors. Chinese copyright laws have not yet given sufficient consideration to copyright exceptions or limitations to facilitate access to copyright works for persons with a print disability. Now that China has become a signatory party of the Marrakesh Treaty to Facilitate Access to Published Works for Persons Who Are Blind, Visually Impaired or Otherwise Print Disabled, it would be significant if China could amend its copyright laws so as to end the "book famine" for a huge population with a print disability. The objective of this paper is to evaluate the effectiveness of Chinese copyright exceptions for the print disabled and propose amendment options for China's copyright law to ensure compliance with its signatory obligations. To this end, the paper provides an overarching examination of China's copyright exception arrangements for the print disabled, identifies the gap between Chinese copyright laws and the Marrakesh Treaty, and analyses previous proposals on copyright law reform. Zum Abschluß - und im Kontrast zu den vor angegangenen Teilen sollen nun einige systematische Betrachtungen folgen, in denen die Leistungen von Staat und Gesellschaft seit 1945 bewertet werden und die auch Ausblicke auf die weitere sozioökonomische Einteilung, auf die "China-Frage" und auf die künftige Stellung Taiwans in der Welt skizzieren sollen.

Chinas schneller wirtschaftlicher Aufstieg, der sich in den 90er Jahren vor allem in zweistelligen Zuwachsraten zeigt, darüber hinaus aber auch die Zunahme seines militärischen Potentials und nicht zuletzt die u.a. von Samuel Huntington ausgelöste Diskussion über einen drohenden "Zusammenstoß der Zivilisationen" haben nicht nur bei den asiatischen Nachbarn des Reichs der Mitte, sondern auch im Westen die Frage ausgelöst, ob am Horizont eine neue Gefahr heraufzieht und wie dieser "Gefahr" zu begegnen sei.Drei Aspekte spielen dabei eine hervorragende Rolle, nämlich die militärische, die kulturelle und die wirtschaftliche "Bedrohung".

Am 9. März 1995 Unterzeichneten die USA, Japan und Südkorea die Gründungsakte der Korean Peninsula Energy Development Organization (KEDO). Das Ziel der KEDO ist die Umsetzung des Genfer Rahmenabkommens zwischen den USA und der Demokratischen Volksrepublik Korea, das kurzfristig das nordkoreanische Nuklearprogramm auf dem Stand von 1994 einfriert. Langfristig sollen die bestehenden nordkoreanischen Nuklearanlagen mit Hilfe der KEDO vollständig demontiert und durch moderne, proliferationsresistente Leichtwasserreaktoren (LWR) ersetzt werden. Aufgabe der KEDO ist es hierbei einerseits, die Finanzierung für die beiden LWR bereitzustellen und andererseits die Energieversorgung Nordkoreas durch die Lieferung von Alternativenergie bis zur Fertigstellung der beiden Reaktoren zu ergänzen.
