What does it mean to say we live in a permanent state of emergency? What are the juridical, political and social underpinnings of that framing? Has international law played a role in producing or challenging the paradigm of normalised emergency? How should we understand the relationship between imperialism, race and emergency legal regimes? In addressing such questions, this book situates emergency doctrine in historical context. It illustrates some of the particular colonial lineages that have shaped the state of emergency, and emphasises that contemporary formations of emergency governance are often better understood not as new or exceptional, but as part of an ongoing historical constellation of racialised emergency politics. The book highlights the connections between emergency law and violence, and encourages alternative approaches to security discourse. It will appeal to scholars and students of international law, colonial history, postcolonialism and human rights, as well as policymakers and social justice advocates

Relations between the European Union (EU) and the Islamic Republic of Pakistan are based on a Cooperation Agreement on Partnership and Development, in force since 2004. This accord seeks to enhance two-way trade, support comprehensive and sustainable development, and promote investment and mutually beneficial economic, technical, and cultural links. ft helps build Pakistan's economic capacity to interact more effectively with the EU and the world. The EU and Pakistan are pursuing a strategic relationship that aims to eradicate poverty and extremism by advancing economic and development goals and supporting sustained democratic governance as agreed in a summit in June 2009. Both partners must realize that it would be mutually beneficial to explore new innovative avenues of cooperation and collaboration in different fields to give the existing relationship a firmer footing.

There is no doubt that one of the most contentious terrains of contestation in the supposed clash of values between Islamism and western values is the role of women in society. Thus, the issue of women's rights has become the litmus test for Arab societies with respect to the current zeitgeist of human rights in the age of democracy and liberalism. There is today a stereotypical view of debates surrounding women's rights in the Arab world where two distinct camps are in conflict with each other. On the one hand there are 'globalised' liberal and secular actors that strive for women's rights and therefore democracy, while on the other are obscurantist movements that are anchored in religious tradition, resist globalisation and are therefore autocratic by assumption. This article challenges this view and through an empirical study of the changes to the Code of Personal Status in Tunisia and Morocco it demonstrates that the issue of women's rights is far more complex and, in particular, it finds that there is a very significant decoupling between women's rights and democracy in the region, despite a progressive liberal shift in the gender equality agenda.

'Skills is the most important lever within our control to create wealth and to reduce social deprivation' (Leitch, 2006:2). The above statement taken from the Treasury-sponsored Leitch Review of Skills reflects the central importance that the UK government attaches to skills as the key to both economic performance and social justice. Skills have not only become the main focus of policy intervention but are increasingly being conceived, at least by policy makers, as an alternative to, or replacement for, more traditional industrial relations concerns. This issues paper explores the reasons behind this policy shift and the challenges it presents for the development of a 'joined up' skills strategy.

AbstractThis paper examines the impact of European Court of Human Rights (ECtHR) decisions on the field of religion and education in Greece around the issues of the content and objectives of religious education, the exemption thereof, and religious symbols in school. The findings indicate that despite the relevance of ECtHR case law with the specific field in Greece, the Court's role in influencing such national debates is minimal. Drawing on empirical research and discourse analysis, the paper argues that this is due to the doctrine of the margin of appreciation, apparently linked to strategic references to and varying interpretations of the Court's judgments; the unwillingness of actors to litigate in a potentially sensitive, lengthy, and costly procedure; and to a shared belief in the perceived primacy of constitutional provisions on religion and education that precludes the formation of structured mobilizations.

En las últimas décadas las ciencias sociales se han visto deconstruidas por diferentes corrientes de pensamiento crítico que buscan analizar el sistema mundo actual, la política global y las relaciones sociales desde paradigmas y epistemologías otras que sirvan para interpretar las diferentes temporalidades y localidades del poder y del conocimiento. Una de las corrientes más novedosas es el llamado pensamiento decolonial. Esta propuesta surge dentro del debate crítico en las ciencias sociales, originalmente en las áreas de Sociología, Historia y Economía Política, y más recientemente en la disciplina de las Relaciones Internacionales. El pensamiento decolonial se plantea como crítico de las ya establecidas teorías poscoloniales. Es impulsado desde América Latina por el proyecto conocido como modernidad/colonialidad/decolonialidad, que nos invita a cuestionar la modernidad europea desde la reflexión de su antítesis, la colonialidad en América, y los efectos que la colonialidad del poder, del saber, y del ser, han tenido sobre el sujeto colonial global. This course investigates the relationships between international criminal law and other branches of international law. It begins by examining four issues of general international law: the principal sources of international law, jurisdiction and immunities, State responsibility, and use of force. It then explores internationalhumanitarian law, focusing on definitions of war crimes and difficulties in linking IHL and ICL. Next, it examines refugee law, paying particular attention to the exclusion of war criminals from refugee protection and to international crimes that may be related to the rights and treatment of refugees. The final chapter explores the relationship between ICL and human rights law, examining the position of human rights within the Rome Statute of the ICC, as well as the human rights aspects of genocide, crimes against humanity, various procedural rights relating to fair international trials and the contribution of human rights fact-finding mechanisms
