Dottorato di ricerca in Ecologia forestale ; The presence of contaminated sites in ever increasing numbers brings several management problems and often leads to a waste of important resources, such as soils and water which cannot be utilised. Remediation with conventional technologies is sometimes unfeasible due to economic reasons or for the opposition of the public opinion, but it is often the only available alternative. Since many years, biological techniques for remediation, bioremediation and phytoremediation, have been studied; they can give acceptable results with a lower environmental impact, even if with longer time periods. In particular, the use of higher plants in decontamination has been limited by legislation constraints, and also for lack of plant species which can be really effective towards specific contaminants. The main objective of this thesis was to enhance the potentials to remediate the environmental contamination through biological systems. It is considered that poplars and willows can contribute to this objective for some reasons: 1) poplars and willows have a fast rate of growth, high biomass productivity, high transpiration rate and grow easily from cuttings; 2) there are experimental evidences of a wide genetic variability between and within species concerning the ability to absorb and immobilize metals inside the plants and their allocation to the various plant organs; 3) exists a wide germplasm availability of both genera that include interspecific hybrids, partially of exotic provenance, and species of the national flora. In this context, the specific objective was to evaluate phytoremediation capability of some poplar and willow clones for cadmium tolerance, accumulation and translocation by a hydroponic screening. Rooted cuttings were exposed for three weeks to 50 μM cadmium sulphate in a growth chamber and physiological parameters and cadmium content distribution among plant parts were evaluated. The results allowed to select some clones that were better able to survive, grow and accumulate cadmium than others. In fact these clones adapted to cadmium presence, by means of growth and eco-physiological changes, such as maintenance of photosynthesis and transpiration, cadmium allocation in roots or original cuttings, developing of protective mechanisms and changing the allocation pattern of biomass. Poplar clones, with similar characteristics of accumulation, distribution and tolerance to cadmium, were classified by means of hierarchical cluster analysis. Moreover, tolerance index (Ti), bio-concentration factor (BCF) and translocation factor (Tf) were analysed to compare the behaviour of poplar and willow clones with regard to cadmium tolerance, accumulation and translocation to aerial parts. On average, poplar clones showed a two times higher capability to remove metal from the solution respect to willow, expressed as total BCF. On the other hand willow clones exhibited a more than double ability to accumulate metal in the aerial parts respect poplar, expressed as Tf. Comparison between the two species for that regards cadmium tolerance was highlighted by the analysis of Ti. On the basis of the dry biomass of total plant, on average of all clones analysed, Ti revealed that willows tolerate cadmium much more than poplars. Finally, the effects of cadmium on poplar and willow clones with different translocation capacity to leaves were examined by imaging chlorophyll fluorescence analysis to characterise the damage produced by metal at leaf level. This technique has been shown to be capable of revealing spatial and temporal changes during plants stress development as well as environmental effects on several aspects of whole plant physiology. For this study poplar and willow clones with an increasing content of cadmium in leaves were used. The results indicated that willow clone was more tolerant at leaf level than other poplar clones, as maintained a high photosynthetic activity. Nevertheless, while poplar clones showed a low cadmium content willow clone exhibited the highest one. Such a discrepancy could be ascribed to a different mobility of heavy metals inside and between cells in the tested clones. Probably, willow bound cadmium in the veins and in necrotic areas on leaf surface without to damage the rest of the leaf blade, while poplars showed a wide diffusion of the damage. ; L'esistenza di siti contaminati, in numero sempre crescente, pone seri problemi gestionali e comporta spesso la perdita di risorse importanti, sotto forma di suoli e acque che non possono essere utilizzati. Il risanamento con tecnologie convenzionali è a volte proibitivo per motivi economici o per la resistenza dell'opinione pubblica, ma rimane spesso l'unica possibilità. Sono da diversi anni studiate tecnologie biologiche di risanamento, biorimediazione e fitorimediazione, che possono fornire risultati accettabili con un minore impatto ambientale, anche se a volte con tempi più lunghi. In particolare, l'uso di piante superiori per la decontaminazione è limitato per carenze normative, ma anche per la mancanza di specie vegetali veramente efficaci nei confronti di determinati inquinanti. L'obiettivo principale di questa tesi è stato di accrescere le potenzialità di risanamento ambientale mediante sistemi biologici. A tale scopo si ritiene che le Salicacee possano contribuire a questo obiettivo per alcune importanti ragioni: 1) pioppi e salici sono piante a rapido accrescimento, elevata produzione di biomassa, alta capacità traspirativa e facilmente propagabili per talea; 2) esistono evidenze sperimentali di una grande variabilità genetica tra specie ed entro le specie per quanto riguarda la capacità di assorbimento, di mobilizzazione dei metalli all'interno della pianta e di allocazione di questi inquinanti verso i diversi organi vegetali; 3) esiste un'ampia disponibilità di germoplasma per entrambi i generi che include sia ibridi inter- e intraspecifici, in parte di provenienza esotica, sia specie della flora nazionale. In questo contesto, l'obiettivo specifico è stato quello di valutare, attraverso una selezione effettuata in coltura idroponica, la capacità di fitorimediazione di alcuni cloni di pioppo e salice per accumulo, traslocazione e tolleranza al cadmio. In talee radicate esposte per tre settimane in camera di crescita in presenza di solfato di cadmio 50 μM, sono stati misurati i parametri fisiologici e il contenuto e la distribuzione del metallo nelle varie parti della pianta. I risultati hanno permesso di selezionare alcuni cloni che sono in grado di sopravvivere, crescere ed accumulare il cadmio meglio di altri. Infatti questi cloni si sono adattati alla presenza del cadmio, attraverso modifiche nella crescita e nella fisiologia, come il mantenimento di una elevata attività fotosintetica e traspirativa, una distribuzione del metallo alle radici o al fusto, lo sviluppo di meccanismi protettivi e il cambiamento della distribuzione della biomassa ai vari organi. I cloni di pioppo, con caratteristiche simili di accumulo, distribuzione e tolleranza al cadmio, sono stati classificati attraverso l'analisi gerarchica dei cluster. Inoltre, sono stati analizzati l'indice di tolleranza (Ti), il fattore di bio-concentrazione (BCF) e il fattore di traslocazione (Tf) per confrontare il comportamento dei cloni di pioppo e salice per quanto riguarda accumulo, traslocazione alla parte aerea e tolleranza al cadmio. In media, i cloni di pioppo hanno mostrato una capacità due volte più elevata di rimuovere il metallo dalla soluzione rispetto ai salici, espressa come BCF totale. D'altra parte i cloni di salice hanno evidenziato una capacità più che doppia di accumulare il metallo nella parte aerea della pianta rispetto ai pioppi, espressa come Tf. Il confronto fra le due specie per quanto riguarda la tolleranza al cadmio è stata valutata attraverso l'analisi del Ti. Considerando il peso totale della biomassa secca, come media di tutti i cloni analizzati, il Ti ha mostrato che i salici risultano moto più tolleranti al cadmio dei pioppi. Infine, sono stati esaminati gli effetti del cadmio su alcuni cloni di pioppo e salice con differente capacità di traslocazione del metallo alle foglie, attraverso l'analisi delle immagini di fluorescenza della clorofilla, per caratterizzare il danno causato dal metallo a livello fogliare. Questa tecnica si è rivelata capace di mostrare cambiamenti spaziali e temporali durante lo sviluppo dello stress come pure gli effetti ambientali su alcuni aspetti legati alla fisiologia della pianta. Per questo studio sono stati utilizzati cloni di pioppo e salice con un crescente contenuto di cadmio nelle foglie. I risultati hanno indicato che il clone di salice è risultato più tollerante rispetto agli altri cloni, in quanto ha mantenuto una elevata attività fotosintetica. Tuttavia, mentre i cloni di pioppo, avevano un basso contenuto di cadmio il clone di salice aveva il contenuto più elevato. Un tale disaccordo potrebbe essere attribuito ad una differente mobilità dei metalli all'interno e tra le cellule dei cloni analizzati. Probabilmente, il salice ha confinato il metallo nelle venature e nelle aree necrotiche sulla superficie fogliare senza danneggiare il resto della lamina fogliare, mentre i pioppi hanno mostrato un'ampia diffusione del danno.

Mehling, Sebastian (Dogus Author) ; This Essay is not meant to deliver a new history of Turkey-EU relations. Neither is it a fully-fledged discourse analysis of the debate on Turkish Accession within German Newspapers. Its focus lies instead on the political language, more precisely on the discursive logics, which were used within the discussion on the complex policy decision of whether or not Turkey can or should join the European Union. lts major claim is thereby, that it is the character of language that determines the way in which discussion about politics are structured. Language is accordingly defined, first, as a collectively derived 'tool-kit' which is only used by individuals. Every individual statement, indeed any individual reflection, is thus framed by collective structures and must obey predominant linguistic rules (to a certain extent) in order to be meaningful and enable the individual to communicate with its environment. On the other hand it is equally true, that .every meaningfu1 statement must redefine those structures, so as to adjust them and make them useful within the individual speech situation. What emerges from this perspective on language, is a mutual and tense relationship between structure and agency, between continuity and change and between the other and the self, i.e. a dialectical relationship between both, which is necessary to construct a meaningful reality. In consequence, and secondly, every meaningful statement must connect to a historicist beyond, i.e. an other time beyond the individual speech situation. The individual present must thus be embedded in speculations about past and future, in order to endow the statement made with the necessary element of consistency and direction in time, without however, proving that something like a meaningful history/futııre does exist outside of language. Thirdly, but equally emergıng from the first point, it is indispensable for every meaningful statement to refer to a collectivist beyond, i.e. the speculative and imagined other, which is not directly involved within the individual speech situation. This is done to endow the statement made with the necessary element of direction in (social) space, without, however, implying an authentic representation of the other within the statement made. Accordingly, every statement within a political debate cannot avoid potentially ideological speculations about a teleological connection of past and future, as well as it cannot avoid a stereo-typical representation and evaluation of difference, ranging from the same (or self), over similar ( or core ), to different ( or peripheral other) and contradictory ( or the outside other). On the other hand, however, it is exactly the actual utilisation of these linguistic tools within a communicative confrontation between two or more individual debate participants, which triggers a mutual re-definition of them and thus enables an inter-subjective creation of a social reality. Yet, this does not mean that communication leads necessarily to dialogue and understanding. It can equally lead to misunderstanding, or be performed through mutually exclusive monologues. Instead it means that all kinds of statements are formulated within a present negotiation and bargaining process, in which commonsensical knowledge about the self and the other, about the past and the future, is re-defined according to the new situation at hand. It is thus feasible to approach the complex discursive landscape of the debate on Turkish accession to the EU, from the perspective of language. If one does so it becomes clear how the specific argumentation used connect to certain discursive logics, so as to receive from them the necessary normative horizon it needs to produce itself as authentic reflection on reality, which can trigger consistent and morally legitimate decisions. The structuring discourse logics used within the debate, can be categorised under the labels of the French notion of Civilisation, the German notion of Kultur, and the English notion of cosmopolitanism. This categorisation thereby is constructed as ideal-type categorisation, which reduces an over-complex debate reality and creates clear-cut distinctions between the camps, in order to provide a structure that can trigger understanding. However, it does not suggest that the ideal types formulated strictly correspond to anything real. lt thus resembles both, the structuring frame of language and the ideological and stereotypical distortions, which necessarily emerge from this reductionist, selective and speculative procedure of structuring. The ideal types of Civilisation, Kultur and cosmopolitanism are accordingly defined as discursive logics, which produce mutually exclusive but interdependent, ideological evaluations of historical and social development. Yet, although these evaluations do not correspond to any social reality, they are nevertheless able to re-create it through their employment of a self-referential and self-evident, i.e. quasi-realistic narrative, which sets itself off against the other logics and thus produces itself as the more realistic and more trustful alternative. Hence, by doing this, the discursive logics employ the linguistic fundamental of a dialectical relation between two poles (thesis and antithesis), whereby reality logically must emerge in between those poles (as a synthesis). An argumentative chain based on the logic of Civilisation, for example, can thus materialize itself as more realistic, when it is able to disqualify counterarguments as being based on the ' amoral ', 'unrealistic' and 'obsolete' boundaries of a thesis Kultur and antithesis cosmopolitanism, which are accordingly synthesised and balanced within the logic of Civilisation. However, this process works as well from out the other discursive logics, exactly because neither of them can be verifıed or falsified, i.e. objectively proven by the yardstick of an outside reality. Instead, they produce reality among each other verify themselves by falsifying the altematives, within a mutual but tense relationship of dependence and exclusion. Accordingly one can define the three discursive logics as fundamentally based on the same linguistic method of dialectical production of reality, whereby, they however, essentially differ in the way they emphasis on one feature of society and de-emphasise the corresponding alternatives. Whether one or the other discursive logic is used does therefore not depend on their objectivity, but instead on their utility for the identity project of the debate participant that employs one of them. The analysis of (a selection of articles from) the German debate illustrates this fact by applying the theoretically derived ideal-type categorisation to newspaper articles, which were published in between 2002 and 2004. The statements made in those articles are all essentially based on normative speculations about what the specific qualities of European societies are. In so doing they derive their meaning not primarily from their analytical quality. Their meaning rather depends on their capacity to construct an internally consistent narrative, i.e. their ability to re-produce the framing discourse logics of Civilisation, Kultur or cosmopolitanism and to establish an ordering hierarchy among them within the speech situation at hand. The thesis concludes thus that it is impossible to arrive at an objectively right evaluation of the compiex social environment around the political decision whether Turkey should join the EU or not. However, the more channels for communication exist, where individuals can confront and (re-)negotiate their commonsensical knowledge with or against each other, the more probable it is that a dynamic debate emerges, which keeps the fruitful dialectical tension alive. The question, whether an entity called Turkey will join a European Union or not, is thus not so important. La falta de recursos financieros en nuestro país hace que sé empiece a buscar por fuera lo que no hay dentro; es así como surge la necesidad de hacer esta investigación, mediante un proceso de ubicación de los actores y competencias de quienes participan en el manejo de la situación ambiental del departamento del Tolima. El análisis de fuentes de financiación nacional e internacional se enfocó en lo relacionado con la temática: Saneamiento Básico (Residuos sólidos, Contaminación hídrica), Suelo (Erosión, Deforestación) y Biodiversidad (Flora y Fauna). Al estudiar las fuentes de financiación que ayudan en la solución de la problemática ambiental, de las cuales se tomaron las diez que llenan las expectativas que se tienen para el proyecto, se escogieron las siguientes: Agencia colombiana de cooperación Internacional, Embajada Británica, Embajada de Canadá, Embajada Española, Fondo para la Acción Ambiental de Colombia, Alianza Fondo para la Acción Ambiental, Ecofondos, Fundación Interamericana I.A.F., Unión Europea y Fondo para el Medio Ambiente Mundial y se obtuvo como resultado un manual donde se detalla cada una de estas explicando la metodología para conseguir los recursos y la estrategia para aplicarlos. The analysis of national and international sources of financing focused on the subject: Basic Sanitation (Solid Waste, Water Pollution), Soil (Erosion, Deforestation) and Biodiversity (Flora and Fauna). When studying the sources of financing that help in the solution of the environmental problem, of which the ten that meet the expectations that are had for the project were taken, the following were chosen: Colombian Agency for International Cooperation, British Embassy, Embassy of Canada, Spanish Embassy, Fund for Environmental Action of Colombia, Alliance Fund for Environmental Action, Ecofunds, IAF Inter-American Foundation, European Union and Global Environment Fund and as a result a manual was obtained detailing each of these explaining the methodology to obtain the resources and the strategy to apply them. As the environmental problem belongs to everyone, this research has been developed thinking about saving time and in turn facilitating the user the way to quickly and efficiently access the existing information on these organisms, and thus, the Community Action Boards , mayors, representatives, governors, corporations, managers and NGOs and other people interested and committed to the environment, can quickly access and consult these sources of financing.

The prevalence of overweight and obesity has increased with alarming speed over the past twenty years. It has recently been described by the World Health Organisation as a 'global epidemic'. In the year 2000 more than 300 million people worldwide were obese and it is now projected that by 2025 up to half the population of the United States will be obese if current trends are maintained. The disease is now a major public health problem throughout Europe. In Ireland at the present time 39% of adults are overweight and 18% are obese. Of these, slightly more men than women are obese and there is a higher incidence of the disease in lower socio-economic groups. Most worrying of all is the fact that childhood obesity has reached epidemic proportions in Europe, with body weight now the most prevalent childhood disease. While currently there are no agreed criteria or standards for assessing Irish children for obesity some studies are indicating that the numbers of children who are significantly overweight have trebled over the past decade. Extrapolation from authoritative UK data suggests that these numbers could now amount to more than 300,000 overweight and obese children on the island of Ireland and they are probably rising at a rate of over 10,000 per year. A balance of food intake and physical activity is necessary for a healthy weight. The foods we individually consume and our participation in physical activity are the result of a complex supply and production system. The growing research evidence that energy dense foods promote obesity is impressive and convincing. These are the foods that are high in fat, sugar and starch. Of these potentially the most significant promoter of weight gain is fat and foods from the top shelf of the food pyramid including spreads (butter and margarine), cakes and biscuits, and confectionery, when combined are the greatest contributors to fat intake in the Irish diet. In company with their adult counterparts Irish children are also consuming large amounts of energy dense foods outside the home. A recent survey revealed that slightly over half of these children ate sweets at least once a day and roughly a third of them had fizzy drinks and crisps with the same regularity. Sugar sweetened carbonated drinks are thought to contribute to obesity and for this reason the World Health Organisation has expressed serious concerns at the high and increasing consumption of these drinks by children. Physical activity is an important determinant of body weight. Over recent decades there has been a marked decline in demanding physical work and this has been accompanied by more sedentary lifestyles generally and reduced leisure-time activity. These observable changes, which are supported by data from most European countries and the United States, suggest that physical inactivity has made a significant impact on the increase in overweight and obesity being seen today. It is now widely accepted that adults shoud be involved in 45-60 minutes, and children should be involved in at least 60 minutes per day of moderate physical activity in order to prevent excess weight gain. Being overweight today not only signals increased risk of medical problems but also exposes people to serious psychosocial problems due mainly to widespread prejudice against fat people. Prejudice against obese people seems to border on the socially acceptable in Ireland. It crops up consistently in surveys covering groups such as employers, teachers, medical and healthcare personnel, and the media. It occurs among adolescents and children, even very young children. Because obesity is associated with premature death, excessive morbidity and serious psychosocial problems the damage it causes to the welfare of citizens is extremely serious and for this reason government intervention is necessary and warranted. In economic terms, a figure of approximately â,¬30million has been estimated for in-patient costs alone in 2003 for a number of Irish hospitals. This year about 2,000 premature deaths in Ireland will be attributed to obesity and the numbers are growing relentlessly. Diseases which proportionally more obese people suffer from than the general population include hypertension, type 2 diabetes, angina, heart attack and osteoarthritis. There are indirect costs also such as days lost to the workplace due to illness arising from obesity and output foregone as a result of premature death. Using the accepted EU environmental cost benefit method, these deaths alone may be costing the state as much as â,¬4bn per year. The social determinants of physical activity include factors such as socio-economic status, education level, gender, family and peer group influences as well as individual perceptions of the benefits of physical activity. The environmental determinants include geographic location, time of year, and proximity of facilities such as open spaces, parks and safe recreational areas generally. The environmental factors have not yet been as well studied as the social ones and this research gap needs to be addressed. Clearly there is a public health imperative to ensure that relevant environmental policies maximise opportunities for active transport, recreational physical activity and total physical activity. It is clear that concerted policy initiatives must be put in place if the predominantly negative findings of research regarding the determinants of food consumption and physical activity are to be accepted, and they must surely be accepted by government if the rapid increase in the incidence of obesity with all its negative consequences for citizens is to be reversed. So far actions surrounding nutrition policies have concentrated mostly on actions that are within the remit of the Department of Health and Children such as implementing the dietary guidelines. These are important but government must now look at the totality of policies that influence the type and supply of food that its citizens eat and the range and quality of opportunities that are available to citizens to engage in physical activity. This implies a fundamental examination of existing agricultural, industrial, economic and other policies and a determination to change them if they do not enable people to eat healthily and partake in physical activity. The current crisis in obesity prevalence requires a population health approach for adults and children in addition to effective weight-reduction management for individuals who are severely overweight. This entails addressing the obesogenic environment where people live, creating conditions over time which lead to healthier eating and more active living, and protecting people from the widespread availability of unhealthy food and beverage options in addition to sedentary activities that take up all of their leisure time. People of course have a fundamental right to choose to eat what they want and to be as active as they wish. That is not the issue. What the National Taskforce on Obesity has had to take account of is that many forces are actively impeding change for those well aware of the potential health and well-being consequences to themselves of overweight and obesity. The Taskforce's social change strategy is to give people meaningful choice. Choice, or the capacity to change (because the strategy is all about change), is facilitated through the development of personal skills and preferences, through supportive and participative environments at work, at school and in the local community, and through a dedicated and clearly communicated public health strategy. High-level cabinet support will be necessary to implement the Taskforce's recommendations. The approach to implementation must be characterised by joined-up thinking, real practical engagement by the public and private sectors, the avoidance of duplication of effort or crosspurpose approaches, and the harnessing of existing strategies and agencies. The range of government departments with roles to play is considerable. The Taskforce outlines the different contributions that each relevant department can make in driving its strategy forward. It also emphasises its requirement that all phases of the national strategy for healthy eating and physical activity are closely monitored, analysed and evaluated. The vision of the Taskforce is expressed as: An Irish society that enables people through health promotion, prevention and care to achieve and maintain healthy eating and active living throughout their lifespan. Its high-level goals are expressed as follows: Its recommendations, over eighty in all, relate to actions across six broad sectors: high-level government; education; social and community; health; food, commodities, production and supply; and the physical environment. In developing its recommendations the Taskforce has taken account of the complex, multisectoral and multi-faceted determinants of diet and physical activity. This strategy poses challenges for government, within individual departments, inter-departmentally and in developing partnerships with the commercial sector. Equally it challenges the commercial sector to work in partnership with government. The framework required for such initiative has at its core the rights and benefits of the individual. Health promotion is fundamentally about empowerment, whether at the individual, the community or the policy level.

This paper analyzes the impacts of selected trade facilitation measures on international trade flows. A gravity model is used to estimate four equations: a pooled cross-section model; a fixed-effects model; a random effects model; and a Poisson maximum likelihood estimator. The contribution of the paper is twofold. First, the analysis uses a recent data set, a panel that includes trade data from 2011 and 2012 for 72 countries. Second, to measure the impacts of trade facilitation measures, the analysis includes dummy variables for the presence of an authorized economic operator program, the existence of a single-window program in the countries in the sample, and the existence of a mutual recognition arrangement between pairs of countries in the sample. The results show that the presence of an authorized economic operator program and the existence of a single-window program will improve countries' trade performance. By contrast, the existence of a mutual recognition arrangement will not necessarily improve countries' trade performance. These results suggest that, in general, trade facilitation measures as a whole will help countries improve their trade performance.

Recent data show that the institutional content of preferential trade agreements has evolved over time. Although pre-1990s preferential trade agreements mostly focused on tariff liberalization, recent agreements increasingly contain deep provisions in diverse areas, such as intellectual property rights, investment, and standards. At the same time, there has been a remarkable increase in the internationalization of production through foreign direct investment and outsourcing. This paper employs the Antràs and Helpman (2008) model of contractual frictions and global sourcing to study how deep trade agreements affect the international organization of production. The paper constructs new measures of the depth of preferential trade agreements and of vertical foreign direct investment to test the theory. Consistent with the model, the analysis finds evidence that the depth of trade agreements is correlated with vertical foreign direct investment, and that this is driven by the provisions that improve the contractibility of inputs provided by suppliers, such as regulatory provisions. Because this implication of the model is specific to the so-called "property rights" theory of the multinational firm, the findings provide empirical support to this approach vis-à-vis alternative theories of firm boundaries.

Herr Hanselka, herzlichen Glückwunsch zum Amtsantritt als neuer Fraunhofer-Präsident. Welches Dienstfahrzeug werden Sie fahren?



 



Funktional muss es sein. Als ich beim Karlsruher Institut für Technologie (KIT) anfing, habe ich den Sechszylinder meines Vorgängers gegen einen Vierzylinder eintauschen lassen. Damit fühlten
sich die Fahrer nicht so gut, aber ich habe mich gut gefühlt. Heute denkt man nicht mehr in Zylindern, sondern in anderen Antriebsformen. Klar ist also: Fahren muss das Fahrzeug, ich muss drin
arbeiten können, aber Luxus oder Statussymbol brauche ich nicht.



 



Wie sieht es mit der Kategorie der Hotels aus, in denen Sie übernachten werden?



 



Ich schlafe sehr häufig für 80 Euro die Nacht. Es gibt aber Jahreszeiten und Situationen, in denen mit 80 Euro nichts zu machen ist – denken Sie zum Beispiel an die Hannover-Messe –, und wenn man
die nötigen Mehrausgaben plausibel begründet, geht das auch mit dem Reisekostengesetz in Ordnung. Ist eine ordentliche Begründung nicht möglich, dann sollte man es nicht machen. So einfach ist
das. Ich sehe da kein Problem. In Zeiten gleich mehrerer Polykrisen auf dem gesamten Planeten steht Fraunhofer aber vor ganz anderen Herausforderungen.



 



Die massiven Vorwürfe gegen den Fraunhofer-Vorstand um Ihren Vorgänger Reimund Neugebauer sind aber ein
Problem. Sie betreffen unter anderem den Umgang mit Spesen und Steuergeldern, ein mutmaßlich problematisches Führungsverhalten und die angebliche Erzeugung eines Klimas der Angst. Als neuer
Präsident erben Sie die alten Skandale, die Vertrauenskrise nach außen und innen und die gerade erst begonnene Aufarbeitung.



 



Als neuer Präsident bin ich verantwortlich für die Fraunhofer-Gesellschaft, und dieser Verantwortung stelle ich mich. Es ist eine Selbstverständlichkeit für mich, dass all die Vorwürfe, die im
Raum stehen, transparent und lückenlos aufgeklärt werden. Die Federführung dafür liegt beim Senat, und da gehört sie auch hin. Meine Rolle als Präsident wird darin bestehen, dass der Vorstand und
ich den Senat bei seiner Aufklärungsarbeit weiterhin vollumfänglich unterstützen. Und wenn es soweit ist, wird es meine Aufgabe sein, aus bestätigten Fehlern und Fehlverhalten die notwendigen
Konsequenzen zu ziehen, so dass sie sich nicht wiederholen können. Ein Klima der Angst kann ich bei Fraunhofer nicht wahrnehmen.









HOLGER HANSELKA, 61, ist Maschinenbauingenieur und wurde am 25. Mai vom Fraunhofer-Senat einstimmig zum neuen Präsidenten der Forschungsgesellschaft gewählt. Die
vergangenen zehn Jahre war er Präsident des Karlsruher Instituts für Technologie (KIT) und fungierte als für den Forschungsbereich Energie zuständige
Vizepräsident der Helmholtz-Gemeinschaft, zu der das KIT gehört. Bevor Hanselka nach Karlsruhe kam, leitete er das Fraunhofer-Institut für Betriebsfestigkeit und Systemzuverlässigkeit in
Darmstadt. Das KIT hatte von 2006 bis 2012 den Status einer Exzellenzuniversität, verlor ihn dann vorübergehend – und gewann ihn 2019 zurück. Bei Fraunhofer gilt Hanselka nach angesichts der

Verlassen Sie sich nicht zu sehr auf den Senat? Immerhin war er es, der noch im August 2021, als längst massive Whistleblower-Vorwürfe gegen Reimund Neugebauer laut wurden, Ihren
Vorgänger nicht nur im Amt bestätigt, sondern seine Amtszeit sogar noch verlängert hat. Einfach so im Umlaufverfahren. 



 



Wie der Senat in der Vergangenheit gewirkt hat, kann ich schwer beurteilen. Anfang dieses Jahres stand die Stellenausschreibung für das Präsidentenamt in der Zeitung, erst seitdem habe ich mich
intensiv mit Fraunhofer und auch mit dem Fraunhofer-Senat auseinandergesetzt. Seitdem, das kann ich sagen, war ich besonders von der ebenfalls neuen Senatsvorsitzenden Hildegard Müller sehr
beeindruckt und ihren Bemühungen um eine transparente und lückenlose Aufklärung. Daher lautet meine Antwort: In einen Senat unter Frau Müllers Leitung habe ich großes Vertrauen. Und wie gesagt:
Ich als Präsident werde dafür sorgen, dass auch wir als Vorstand gemeinsam jeden erdenklichen Beitrag leisten, die Dinge zu klären.



 



Obwohl dem Senat zum Teil noch dieselben Leute angehören, die sich wie eine Mauer vor Reimund Neugebauer
gestellt, im Herbst 2021 die Vorwürfe gegen ihn
per Senatsbeschluss als "durchweg 







haltlos" und die Aufklärung faktisch als abgeschlossen eingestuft haben. Übrigens sitzen auch im Vorstand, den Sie jetzt leiten, noch Leute, die über viele Jahre
Weggefährten Neugebauers waren. Darunter Alexander Kurz, der seit 2011 verschiedene Vorstandsämter bekleidet hat, als enger Vertrauter Neugebauers gilt und genau wie dieser von der
Fraunhofer-Mitgliederversammlung für das Rechnungsjahr 2022 nicht entlastet wurde. Wir erinnern uns: Die
Rücktrittsforderungen nach den im Februar 2023 öffentlich gewordenen Vorwürfen im Bericht des Bundesrechnungshofs, erhoben unter anderem von Bundesforschungsministerin
Stark-Watzinger, richteten sich gegen den Vorstand als Ganzes.



 



Der Senat hat zur Aufklärung der sehr eindeutigen Vorwürfe im Rechnungshofbericht einen eigenen Ausschuss eingerichtet, der sich sehr intensiv seiner Arbeit widmet, und zwar in enger
Zusammenarbeit mit verschiedenen Kanzleien und der Staatsanwaltschaft. Als bislang Außenstehender ist mein Eindruck, dass mit Unterstützung des gesamten Vorstands alles getan wird, was man tun
kann, um Transparenz zu schaffen und aufzuklären. Die Frage nach den Konsequenzen, die ich gerade schon angesprochen habe, kann erst seriös beantwortet werden, wenn zu der begonnenen Untersuchung
Ergebnisse vorliegen. Alles andere wäre unlauter. Worüber ich mir ehrlich gesagt die größeren Gedanken mache: Wie können und müssen wir die Governance bei Fraunhofer so verändern, dass künftig
jeder seine Rolle hat, das Zusammenspiel funktioniert und vor allem auch die Aufsichtsfunktion des Senates greift? Da sehe ich Nachholbedarf.

Was meinen Sie konkret?



 



Die jetzt zu Recht von allen geforderte Compliance funktioniert nur, wenn die Governance einer Institution sauber aufgestellt ist. Und genau an der Stelle kann ich mit der Erfahrung, die ich
anderswo gesammelt habe, meinen vielleicht wichtigsten Beitrag leisten. Ich werde mein Wissen und meine Erfahrung aus den vergangenen Jahren auf die Fraunhofer-Gesellschaft übertragen und
hinterfragen: Was haben wir schon? Was fehlt? Das ist eine Aufgabe, auf die ich mich freue, weil sie klar und pragmatisch ist und ehrlich gesagt gar nicht so kompliziert. Man muss sie halt
gründlich erledigen. Und dann können wir uns wieder um unser Kerngeschäft kümmern. 



 



Wenn Sie von der anderswo gesammelten Erfahrung sprechen, meinen Sie das KIT, an dem Sie 2013 Präsident wurden? 



 



In der Tat sehe ich eine Parallelität zwischen dem Zustand, in dem sich das KIT damals befand, und der Situation bei Fraunhofer heute.



 



2013 hatte das KIT gerade seinen Status als Exzellenzuniversität verloren, die Fusion der Universität mit einem Helmholtz-Zentrum steckte in der Krise, die Stimmung war schlecht und das
Vertrauen der Mitarbeiter in die Institution gestört. Was fehlte, war ein vergleichbarer Compliance-Skandal.



 



Aber die institutionelle Governance war auch damals ein Problem. Und aus dieser Parallelität schöpfe ich Mut für meine aktuelle Aufgabe. Es ist mir einmal gelungen, das Ruder herumzureißen. Warum
sollte es mir nicht ein zweites Mal gelingen? Der Schlüssel zum Erfolg war und ist aus meiner Sicht der Dialog. Mit den Menschen reden ist das, was ich kann. Und ich glaube, dass man mir zutraut,
nach außen und innen aufrichtig zu kommunizieren und ehrlich miteinander umzugehen. Gerade am Anfang werde ich ein hohes Maß an Energie aufs Zuhören verwenden, um zu verstehen, wo die Probleme
und Nöte liegen und wie wir gemeinsam zu Lösungen kommen. 



 



"Dialog" und "Transparenz" sind in der Krisenkommunikation viel genutzte und oft missbrauchte Begriffe. 



 



Nicht, wenn die Leute merken, dass sie ehrlich gemeint sind. Ich werde alles ansprechen, alles hinterfragen, mir zu allem erst eine Meinung bilden, wenn ich die der anderen gehört habe. Dialog
funktioniert nur auf Augenhöhe – nur wenn ich selbst alles auf den Tisch lege, kann ich die anderen dazu ermutigen, das Gleiche zu tun. Das heißt nicht, dass alles geändert wird oder geändert
werden kann. Aber, wo wir alle gemeinsam – und damit meine ich wirklich Fraunhofer als Ganzes – Fraunhofer besser machen können, werden wir nicht zögern, es zu tun. Diese herausragende
Institution, deren Präsident ich nun sein darf, hat so viele Stärken, für sie arbeiten so viele engagierte und hochprofessionelle Menschen, es wäre doch gelacht, wenn wir es nicht schafften, uns
wieder auf unsere weltweit anerkannte Arbeit zu konzentrieren.

Aus den Fraunhofer-Instituten ist großer Frust zu vernehmen, dass sie jetzt gerade stehen sollen für die mutmaßliche Steuerverschwendung in den Chefetagen. Nach dem Motto: Wir dürfen
unseren Gästen nicht einmal mehr Kekse zum Kaffee servieren, weil es in der Zentrale Ärger um vermeintlich überflüssige Dienstfahrten oder angeblich horrende Bewirtungs- und Hotelrechnungen
gibt.



 



Es trifft zu, dass die Fraunhofer-Gesellschaft verschärfte Auflagen im Zuwendungsbescheid durch das Bundesforschungsministerium bekommen hat, wie mit Geschenken, Bewirtungen oder Reisekosten
umzugehen ist, deren Rigorosität man zum Teil schon hinterfragen kann. Ich finde, wir müssen auch da zur Normalität zurück, wie sie das Gesetz vorgibt: nicht wie die Fürsten speisen, aber es kann
auch nicht sein, dass es nur noch Wasser und Salzstangen gibt. Angesichts der Vorwürfe ist das Pendel zu stark in die entgegengesetzte Richtung ausgeschlagen. 



 



Wenn für Sie eine funktionierende Governance in einer sauberen Rollenverteilung zwischen den Gremien und einer funktionierenden Aufsicht besteht, was bedeutet das für das künftige
Verhältnis zwischen Senat, Vorstand und Mitgliederversammlung?



 



Der Senat kann nicht alles beaufsichtigen, deshalb ist der erste Schritt, seine Kontrollaufgaben genau zu definieren, zu denen sicher zentral die Überprüfung des Wirtschaftsplans gehört. Die
Kontrollaufgaben, die der Senat hat, muss er dann professionell erledigen. Dafür muss er aus Menschen bestehen, die die Fähigkeiten und das Wissen haben, die notwendigen Bewertungen vornehmen zu
können. Die bereit sind, möglicherweise ein Veto gegen eine Entscheidung des Vorstands einzulegen, wenn es die Aufsicht erzwingt. Genauso muss die Leitungsaufgabe des Vorstandes beschrieben sein,
und ich als Präsident muss die Aufgabenverteilung des Vorstands vertreten, und gemeinsam müssen wir die nötigen Kompetenzen aufweisen, um diese zu erledigen. Drittens die Mitgliederversammlung:
Ein eingetragener Verein, wie die Fraunhofer-Gesellschaft einer ist, hat weniger gesetzliche Anforderungen in Sachen Transparenz zu erfüllen als zum Beispiel eine Aktiengesellschaft. Darum muss
die Mitgliederversammlung es zu ihrer zentralen Aufgabe machen, die Fraunhofer-Satzung so zu überarbeiten, dass sie die im Gesetz fehlenden Regeln, die Rollen- und Mandatsbeschreibungen für eine
moderne Governance und Compliance, erfüllt. Das mag alles ein bisschen theoretisch klingen, ist aber grundlegend und muss einmal durchdekliniert werden. Das ist Fleißarbeit und hier und da auch
eine Machtfrage.

Nur hier und da? 



 



Macht ist an sich nichts Böses. Man muss nur definieren, wo sie liegt und wo nicht, und dass mit Macht auch immer Verantwortung verbunden ist. Das gilt es möglichst rational zu beschreiben, ohne
Rollenbeschreibungen und Menschen zu vermischen. Aber klar: Wenn man mehr Macht in das eine Körbchen und weniger ins andere legt, schafft das hoffentlich die nötige institutionelle Balance, mag
aber den einen oder anderen Betroffenen aus dem Gleichgewicht bringen. Macht muss sich aber von der zu erfüllenden Funktion ableiten und nicht von Personen. 



 



Die von Ihnen beschworene Rationalität in Ehren. Aber seien wir ehrlich: Sie als Präsident sind neu, Sie kommen aber in ein System hinein mit vielen Leuten, die sich an dieses System
gewöhnt haben – und damit an eine Machtverteilung, die womöglich weniger transparent, aber sehr real ist. Wie wollen Sie die überzeugen, die im Moment die Macht haben – zumal Sie die impliziten
Machtstrukturen gar nicht genau kennen? 



 



Wenn man eine Governance neu und transparent festzurrt, heißt das noch lange nicht, dass sich alle Personen dem unterwerfen werden. Darum braucht man Aufsichtsorgane. Vor allem aber braucht es
die Hartnäckigkeit, jedem Menschen die immer gleichen Fragen zu stellen. Was tust du? Warum tust du die Dinge so, wie Du sie tust? Wem gegenüber trägst Du für Dein Handeln die Verantwortung? Wer
hat dir etwas zu sagen? Wem hast du etwas zu sagen? Und: Ist es so richtig organisiert? All das habe ich am KIT schon einmal durchexerziert. Und aus dieser Erfahrung sage ich: Die meisten
Dysfunktionalitäten entstehen nicht durch Vorsatz, nicht aus bösem Willen, sondern sie wachsen historisch und werden dann nicht mehr hinterfragt. Ich bin mir sicher: Ich werde viele Stellen
finden, wo die Zuständigkeiten nicht richtig definiert sind und es nur funktioniert, weil die Menschen im Sinne der Sache die organisatorischen Schwächen kompensieren. Bis es dann halt irgendwann
nicht mehr funktioniert. Diese ganze Fragerei wird mir sicherlich gerade am Anfang nicht nur Sympathien einbringen, aber für Sympathie werde ich nicht bezahlt. Sondern für Sinnstiftung. Und wenn
dieser Sinn zu erkennen ist, folgen dem am Ende die Menschen.  



 



Auch die Menschen, die in einem transparenten System zu den Verlierern zählen?



 



Ich bestreite, dass irgendwer in einem solchen System verliert. Vielleicht muss man sich neu orientieren, sich neu aufstellen. Aber was ist so schlimm daran? Wenn alles sich verändert, verliert
nur der, der stehenbleibt. Und so ist Fraunhofer nicht. Das ist eine agile Gesellschaft, die aus veränderungsbereiten Menschen besteht, die sich an Märkten und ihren Bedürfnissen orientieren. Im
Vergleich zu einer klassischen Universität wird es das für mich einfacher machen.

Werden Sie auch den Kontakt suchen zu den Whisteblowern innerhalb der Fraunhofer-Gesellschaft, die bislang aus Angst vor den Konsequenzen meist aus der Anonymität heraus agieren
mussten?



 



Ich wünsche mir, dass wir bei Fraunhofer wieder lernen, miteinander zu reden und nicht übereinander. Das heißt: Ob Sie gute Nachrichten haben oder schlechte, bitte kommen Sie zu mir. Ich möchte
eine Kultur, in der intern alles zu sagen erlaubt ist, auch das, was sich nicht gut anhört. Nur wenn alles gesagt wird, können wir gemeinsam darüber nachdenken, was zu tun ist. Wenn ich als
Präsident Dinge nur um die Ecke erfahre, über irgendwelche Bande, macht das die Sache mit dem Dialog nicht unmöglich, aber schwieriger. 



 



Der Bundesrechnungshof hat kürzlich seinen zweiten Fraunhofer-Bericht in diesem Jahr fertiggestellt. Darin kritisiert er den Umgang mit Rücklagen und die Abwicklung des internen
Wettbewerbs zwischen den Fraunhofer-Instituten. Noch mehr Altlasten, mit denen Sie umgehen müssen?



 



Ich hatte bislang keinen Zugang zu diesem zweiten Bericht. Ich kenne auch nur die von Ihnen erwähnten Buzzwords. Sobald ich den Bericht habe, werde ich die Schlussfolgerungen des Rechnungshofs
sehr genau studieren. Was ich schon jetzt und ein bisschen ins Blaue hinein sagen kann: Das Modell von Fraunhofer unterscheidet sich grundlegend von dem, was die Max-Planck-Gesellschaft oder die
Helmholtz-Gemeinschaft ausmacht. Bei Fraunhofer ist weniger als ein Drittel des Haushalts durch staatliche Grundmittel finanziert; der Anteil, den die Institute selbst erwirtschaften müssen, ist
viel größer. Wir müssen also wie Unternehmer denken und agieren. Dazu gehört, die eigene Liquidität zu sichern für Phasen, in denen die Geschäfte mal nicht so gut laufen. Dass eine solche Logik
nur schlecht zur Kameralistik staatlicher Haushalte passt, dass es da immer wieder Spannungen gibt und geben muss, ist offensichtlich. Rücklagen gehören in dieses Spannungsfeld. Ich bin gespannt,
was der Rechnungshof an Vorschlägen hat, um hier eine vernünftige Balance herzustellen.  



 



Bevor Sie 2013 ans KIT wechselten, haben Sie selbst ein Fraunhofer-Institut geleitet. Der vom Rechnungshof kritisierte interne Wettbewerb zwischen den Instituten ist Ihnen also nicht
fremd. 



 



Einen internen Wettbewerb gibt es nicht nur bei Fraunhofer, er ist der Wissenschaft inhärent. Bei Helmholtz wird er über die Programmorientierte Förderung ausgetragen, mal in Kooperation, mal in
Konkurrenz zwischen den Zentren. An den Hochschulen bewerben sich Wissenschaftlerinnen und Wissenschaftler gemeinsam um DFG-Projektgelder und wetteifern zugleich um dieselben Töpfe. Die eine
Woche sind sie Begutachtete, die nächste Woche Gutachtende. Diese Formen des Wettbewerbs halte ich für zwingend erforderlich, damit unser Wissenschaftssystem agil bleibt. Das Besondere bei
Fraunhofer ist, dass die Institute rechtlich unselbstständig sind. Wenn sie im Wettbewerb besonders erfolgreich sind und Überschüsse erwirtschaften, gehen diese Überschüsse auf die
Gemeinschaftsebene. Das muss zwangsläufig begleitet werden von einer anderen internen Verrechnung zugunsten der gut wirtschaftenden Institute, um den Anreiz und die Dynamik zu erhalten. Auch das
ist eine Frage der vernünftigen Balance. Hier werde ich mich als Fraunhofer-Präsident dafür einsetzen, bei den Haushältern im Bundestag das nötige Verständnis zu schaffen und gleichzeitig im
Dialog mit der Politik Wege zu finden, wie man das jetzige System zugleich bedarfsgerecht und anforderungsorientiert  gestalten kann.

Ist Fraunhofer inmitten seiner Modernisierungskrise Sinnbild für ein ganzes Land, dessen Geschäftsmodell nicht mehr funktioniert? Spätestens in der Corona-Zeit zeigte sich, dass die
Bundesrepublik ein dramatisches Innovationsproblem hat: eine veraltete Infrastruktur, eine lückenhafte Digitalisierung, eine in Teilen dysfunktionale Verwaltung – und eine Wirtschaft, die sich zu
lange auf angestammte Produktlinien verlassen hat.  



 



Ich glaube, es handelt sich eher um eine Krise der Haltung als der Modernisierung.



 



Was meinen Sie damit?



 



Ich fange mit dem Positiven an. Ich war am vorvergangenen Wochenende in München und habe aus naheliegenden Gründen eine neue Wohnung gesucht. Da kam ich an einem Schild vorbei, auf dem war ein
Hirsch abgebildet, und ich habe erwartet, dass "Nicht füttern" drunter steht. Von wegen. Drauf stand: Wenn Sie die Tiere füttern möchten, denken Sie daran, dass es Pflanzenfresser sind, also
bitte pflücken Sie Pflanzen oder nehmen Sie Mohrrüben. Die Bayern haben es irgendwie drauf, habe ich da als Norddeutscher gedacht. Die wissen, wie die Menschen sind, und anstelle von Verboten,
die doch keiner einhält, gibt es pragmatische Tipps. Damit bin ich wieder bei der Krise der Modernisierung oder besser der Haltung. Wir müssen wegkommen von diesem Wahnsinn der Überregulierung
und immer noch mehr Bürokratie, in den wir hineingeraten sind. Wir müssen als Gesellschaft wieder mehr Zuversicht und Vertrauen in die Menschen haben und ihnen mehr Freiraum geben. 



 



Sagen Sie ausgerechnet nach dem, was gerade bei Fraunhofer passiert ist? 



 



Ich kann da keinen Widerspruch erkennen. Für eine Ermöglichungskultur, die ich meine, brauchen Sie zuerst ein klares Regelwerk, eine in sich stimmige Governance. Wenn ich beides habe, ist
zugleich die Zahl der unsinnigen Vorschriften reduziert, dann brauche ich keine Bürokratiemonster, um die Einhaltung der Regeln zu überprüfen. Anstatt immer mehr Leute einzusetzen, die sich
angucken, was alles nicht funktioniert, sollten wir den Spieß umdrehen und dafür sorgen, dass die Dinge erstmal wieder funktionieren. Und je besser sie funktionieren, desto transparenter geht es
zu, und desto weniger Leute müssen es kontrollieren. 



 



Und die Innovationskrise erledigt sich dann quasi wie von selbst mit? Ist das nicht etwas zu einfach? Bei vielen Technologien hat Deutschland längst den Anschluss verloren, und das
gründlich. Da hat auch Fraunhofer wenig dran geändert – das immer noch einen Großteil seiner Lizenzeinnahmen aus einer Innovation der 80er und 90er Jahre bestreitet: des
MP3-Standards. 



 



Da bin ich doch deutlich optimistischer als Sie und habe auch einen weiteren Innovationsbegriff. MP3 war vor allem ein Patenterfolg. Aber die Innovation, für die Fraunhofer steht, ist mehr als
die wirtschaftliche Verwertung einzelner Technologien. Unser Kerngeschäft ist es, Forschungsaufträge mittelständischer Unternehmen auszuführen, aus denen dann in Form von Gemeinschaftsprojekten
neue Erkenntnisse, Anwendungsmöglichkeiten und Produkte entstehen. Wenn Sie sich auf dem Weltmarkt umschauen, könnten Sie auf die Produkte unzähliger Unternehmen "Fraunhofer inside"
draufschreiben, das ist unser Kerngeschäft, der Gradmesser unseres Erfolgs. Nur wird der in der politischen Debatte allzu oft auf die Zahl unserer Startups, Spinoffs und Patente verkürzt.

nicht irgendwo auf der Welt produziert werden, sondern bei uns in Deutschland, und dass dies dann auch in unserer Gesellschaft wertgeschätzt wird."



 



Soweit der Werbeblock für Fraunhofer. Eigentlich ging es mir aber um Deutschlands technologischen Rückstand.



 



Und an der Stelle bin ich ganz bei Ihnen. Wir gehen in Deutschland zu wenig ins Risiko. Wenn ich mir die Zukunftstechnologien anschaue, zum Beispiel die Künstliche Intelligenz, die Robotik oder
die Energiespeicherung, dann befinden sich sämtliche Schlüsselspieler außerhalb von Deutschland und, in den meisten Fällen, Europas. Die Batterietechnik ist ein gutes Beispiel. Ob in Ulm oder
Münster, bei der Forschung sind wir gut dabei, da gehören wir auch unter Fraunhofer-Beteiligung zur Weltspitze. Aber wir schaffen es nicht, die Forschungsergebnisse in die nächste oder
übernächste Generation von Batterien auf den Weltmarkt zu bringen. Unser Ziel muss sein, dass uns genau dieses wieder gelingt: dass diese Batterien nicht irgendwo auf der Welt produziert werden,
sondern bei uns in Deutschland, und dass dies dann auch in unserer Gesellschaft wertgeschätzt wird. Genau da kommt es auf uns bei Fraunhofer an. 



 



Was können Sie von der internationalen Konkurrenz lernen?



 



Nehmen wir das Feld der Künstlichen Intelligenz. Da könnten Sie jetzt auch mit einigem Recht sagen, da sei für uns in Deutschland der Zug abgefahren. Aber ich glaube das nicht. Wir müssen genau
hinschauen, was Amazon oder Microsoft erfolgreich macht. Das meiste werden wir nicht nachmachen können, weil die finanziell in ganz anderen Dimensionen unterwegs sind. Aber wir können schauen,
wie auch wir die Künstliche Intelligenz nutzen, um zum Beispiel unsere Produktionsprozesse der Analyseverfahren zu verändern. Entscheidend ist, dass wir nicht zur verlängerten Werkbank anderer
werden, sondern dass wir uns schleunigst die richtigen Partner in der deutschen und europäischen Industrie suchen. Dass wir uns mit ihnen zusammentun, um neue Technologien entwickeln, die zu
unserer Wirtschaft passen und zu neuen Produkten und Wertschöpfungen führen. Keine Sorge, ich bin nicht naiv, ich weiß schon, dass wir aufpassen und hungrig bleiben müssen. Aber wann immer ich
ein Fraunhofer-Institut besucht habe in der letzten Zeit, habe ich diesen Hunger in den Augen unserer jungen Wissenschaftlerinnen und Wissenschaftler gesehen.



 



Der neue Präsident der Max-Planck-Gesellschaft, Patrick Cramer, hat im Interview hier im Blog die Verbesserung der Karrierewege als
zentrales Ziel seiner Amtszeit benannt. Nachdem auch Sie gerade die Bedeutung junger Forschender so betont haben, welchen Änderungsbedarf sehen Sie an der Stelle bei Fraunhofer?



 



Zur Abwechslung mal überhaupt keinen. Wer zu Fraunhofer geht, tut das nicht vorrangig um einer wissenschaftlichen Karriere willen. Wer die anstrebt, ist an den Universitäten oder bei Max Planck
besser aufgehoben. Wer zu Fraunhofer geht, den interessiert das Projektgeschäft. Der möchte nah dran sein an den Belangen der Wirtschaft und der Märkte – und dabei möglicherweise eine Promotion
mitnehmen. Und über diese Promotion springe ich dann entweder in die Industrie oder übernehme Verantwortung anderswo in der Gesellschaft. Dass ich nach einer Promotion aus der Fraunhofer-Welt
hinaus auf eine Postdoc-Stelle wechsle, eine Habilitation anstrebe oder Richtung Juniorprofessur, ist ungewöhnlich und sollte es bleiben. 



 



Zu den Aufgaben eines Fraunhofer-Präsidenten gehört vor allem auch die Lobbyarbeit gegenüber der Politik. Wofür werden Sie sich einsetzen in einer Zeit, in der mit viel zusätzlichem Geld
nicht zu rechnen ist und einige sogar die regelmäßigen Aufwüchse für die Forschungsorganisationen in Frage stellen?



 



Ich fordere nicht mehr Geld. Ich fordere, dass die Politik alles dafür tut, dass wir wieder eine starke und gesunde Wirtschaft bekommen. Politik muss dafür die nötigen Rahmenbedingungen schaffen.
Politik kann aber auch, und das ist besonders wichtig, Haltung zeigen, sich öffentlich positionieren. Politik braucht das Selbstbekenntnis zu unserer Wirtschaftskraft und ihrer Bedeutung, sie
muss sie fördern und priorisieren. Wenn die Politik das tut, findet auch Fraunhofer seine Rolle als technologieorientierter Ermöglicher unserer wissensbasierten Art zu wirtschaften. Wir haben
nichts Anderes als Nation, wir haben keine Rohstoffe, wir können nicht vom Ackerbau leben, wir haben nur unsere Art zu forschen und zu wirtschaften, aber in der waren wir immer richtig gut. Dahin

Ich halte es für wichtig, dass die Politik sich noch einmal das Zuwendungsrecht ansieht. Wir entsprechen in der Art, wie wir wirtschaften, weniger den anderen Forschungsorganisationen und stärker
der Bundesagentur für Sprunginnovationen, die gerade neue Freiheiten in der operativen Verwendung von Steuergeldern erhalten hat. Warum sollten Elemente davon nicht auch für Fraunhofer anwendbar
sein?  



 



Nach zehn Jahren verlassen Sie jetzt das KIT, das Sie zurück zum Exzellenzstatus geführt haben.
Angesichts der gerade angelaufenen nächsten Runde der Exzellenzstrategie: Wie ungünstig ist der Zeitpunkt Ihres Weggangs für die Karlsruher Erfolgschancen?



 



Wir Menschen neigen dazu, uns die Welt schönzureden, aber ich glaube tatsächlich, dass der Zeitpunkt für meinen Weggang nicht besser sein könnte. Regulär wäre meine Amtszeit im September 2025 zu
Ende gewesen, mitten in der entscheidenden Phase der Exzellenzstrategie. Ein Präsident, dessen Abschied fest- oder dessen Wiederwahl aussteht, hätte dann die Strategie für die nächsten sechs
Jahre präsentieren müssen. Sowas kommt bei Gutachtern gar nicht gut an. Insofern ist es nahezu ideal, dass sich das KIT jetzt, zwei Jahre vor Beginn der Begutachtungen, eine neue Präsidentin oder
einen neuen Präsidenten suchen kann. 



 



Wie stark schmerzt Sie der Abschied?



 



Ich habe mehr gelernt, als ich je geglaubt habe, lernen zu können. Ich hatte das Privileg, alle Professorinnen und Professoren zu berufen, ich konnte in alle Wissenschaftsdisziplinen
hineinschauen von den Natur- über die Ingenieur- bis hin zu den Geistes- und Sozialwissenschaften. Ich habe so viele neue Facetten für mich erkannt, wie Wissenschaft funktioniert und wie Menschen
funktionieren in diesen Wissenschaften. Diese zehn Jahre des Lernens kann mir keiner nehmen, die begleiten mich in die nächste Welt hinein. Ich hatte 2013 das Bild einer Einrichtung vor Augen,
das ich umsetzen wollte, und das habe ich meines Erachtens auch getan. Ich bin angetreten mit einem Zehn-Punkte-Plan für zehn Jahre, und diese zehn Punkte sind jetzt abgearbeitet. 



 



Beim KIT war es ein Zehn-Punkte-Plan für zehn Jahre, wie viele Punkte für wie viele Jahre werden es bei Fraunhofer?

und diese Veränderung will ich erreichen. Einen neuen Punkteplan braucht es dafür nicht, denn es wäre langweilig, immer genau das Gleiche zu machen. Aber dass ich einen Plan habe, haben Sie
hoffentlich gemerkt.

Author's introductionThis review of recent feminist analyses and theorizing of labor markets uses a global lens to reveal the forces shaping gender inequality. The first section introduces the key words of globalization, gender and work organization. Next, I examine gender as embodied labor activity in globalized worksites, and the effects of globalization on gendered patterns of work and life. Putting gender at the center of globalization discourses highlights the historical and cultural variability of gender relations intersecting with class, race and nationality, and highlights the impact of restructuring on workers, organizations and institutions at the local, national and regional as well as transnational levels. Then I turn to look at labor market restructuring through commodification of care, outsourcing of household tasks and informalization of employment to show how these processes shape the complexity of relationships between and the interconnectedness of social inequalities transnationally and in global cities. Place matters when analyzing how service employment alters divisions of labor and how these labor market changes are gendered. Global restructuring not only poses new challenges but also creates new opportunities for mobilization around a more robust notion of equality. The final section explores the development of spaces for collective action and the rise of new women's and feminist movements (e.g., transnational networks, non‐governmental agencies). The study of globalization, gender and employment has broad importance for understanding not only the social causes but also the social consequences of the shift to a post‐industrial society.Author recommendsAcker, Joan 2004. By tracing the lineage of current feminist literature on globalization to women and development research, Joan Acker shows both the continuities and distance traveled from the previous terrain of debate. New feminist scholarship on globalization owes a debt to these important, albeit limited, studies of women at work in Latin America, Africa and Asia, but acknowledges the need to go beyond the category of women to analyze specific forms and cultural expressions of gendered power in relationship to class and other hierarchies. One of the major advances in feminist theory comes under the microscope of Acker's keen analysis when she excavates how gender is both embodied and embedded in the logic and structuring of globalizing capitalism. This extends the case she made in her earlier pioneering research on gender relations being embedded in the organization of major institutions. For the study of globalization, Acker posits that the gendered construction (and cultural coding) of capitalist production separated from human reproduction has resulted in subordination of women in both domains. Acker uncovers the historical legacy of a masculine‐form of dominance associated with production in the money economy that was exported to and embedded in colonialist installation of large‐scale institutions. By the late 20th Century large‐scale institutions promoted images and emotions that expressed economic and political power in terms of new articulations of hegemonic masculinity. As an article outlining debates on the nature of globalization and of gender, it serves as a good introduction to the topic.Chow, Esther Ngan‐Ling 2003. 'Gender Matters: Studying Globalization and Social Change in the 21st Century.'International Sociology 18, 3: 443–460.Chow's introduction to the special issue on 'Gender, Globalization and Social Change in the 21st Century' in International Sociology (2003) reviews the literature on gender and globalization and provides an excellent overview of 'gender matters.' Her definition of globalization captures salient features of the current era. This definition encompasses the economic, political cultural and social dimensions of globalization. Further, she offers a framework for studying the 'dialectics of globalization', as 'results of conflicting interaction between the global and local political economies and socio‐cultural conditions…' A dialectics of globalization is a fruitful approach for studying transformative possibilities. This article could serve as background reading or as part of an introductory section.Arlie Russell Hochschild, Arlie Russell. 2003. 'Love and Gold.' Pp. 15–30 in Global Women: Nannies, Maids and Sex Workers in the New Economy, edited by Barbara Ehrenreich and Arlie Russell Hochschild. Metropolitan Books.Hochschild's chapter in Global Women examines the transfer of traditional women's work to migrant women. Women in rich countries are turning over care work (nannies, maids, elder care) to female migrant workers who can be paid lower wages with few or no benefits and minimal legal protections. This global transfer of services associated with a wife's traditional role extracts a different kind of labor than in prior migrations based on agricultural and industrial production. Emotional, sexual as well as physical labor is extracted in this current phase of globalization; in particular, emotional labor and 'love is the new gold'. Women migrate not only to escape poverty, but also to escape patriarchy in their home countries by earning an independent income and by physical autonomy from patriarchal obligations and expectations. Many female migrants who leave poor countries can earn more money as nannies and maids in the First World than in occupations (nurses, teachers, clerical workers) if they remained in their own country. Thus, migration can be seen as having contradictory effects on women's well‐being and autonomy. Their detailed research comparing three localities in Greater London is a corrective to the oft‐cited multi‐site study of global cities by Saskia Sassen. They find that Sassen underestimates gains and losses for both men and women in the 'new' economy. Place makes a difference when assessing the impact of women's increased rates of labor market participation on income inequality and patterns of childcare. The article outlines a new research agenda by 'placing' working women's lives at the center of analysis.Parrenas, Rhacel Salazar 2008. The Force of Domesticity: Filipina Migrants and Globalization. New York: New York University Press.Rhacel Salazar Parrenas brings together her influential research on Filipina migrants and extends her path‐breaking ethnographic analysis to include Filipina domestic workers in Rome and Los Angeles and entertainers in Tokyo. David Eng incisively captures the importance of Parrenas's analysis when he states, 'Extracted from home and homeland only to be reinserted into the domestic spaces of the global north, these servants of globalization exemplify an ever‐increasing international gendered division of labor, one compelling us to reexamine the neo‐liberal coupling of freedom and opportunity with mobility and migration'. The book is well suited to illuminate discussions of domesticity and migration, transnational migrant families, the impact of migration laws in 'home' and 'host' countries, and transnational movements among migrant women.Walby, Sylvia. 2009. Globalization and Inequalities: Complexity and Contested Modernities. London: Sage.This book introduces new theoretical concepts and tests alternative hypotheses to explain variation in trajectories of gender relations cross‐nationally. It synthesizes and reviews a vast literature, ranging from the social sciences to the natural sciences to construct a new approach to theorizing the development of gender regimes in comparative perspective. Sylvia Walby seeks to explain the different patterns of inequalities across a large number of countries. The analysis differentiates between neo‐liberal and social democratic varieties of political economy, and makes explicit the gender component of institutions and their consequences. The project builds on Walby's pioneering work on comparative gender regimes, and extends the research by operationalizing empirical indicators for a range of key concepts, and by analyzing links between a wide set of institutions (including economy, polity, education and violence) and how these are gendered in specific ways. As in the past, Walby is not afraid to tackle big questions and to offer new answers. Throughout the book, like in her previous body of research, Walby takes on the question of social inclusion/exclusion and critically interrogates concepts of democracy, political participation, equality and rights. Walby uses a comparative lens to examine the democratic 'deficit' in liberal and social democratic countries, and how migration restructures patterns of inequality and the consequent reconstitution of national and ethnic relations within countries. There is more to the book than abstract theoretical debates. Walby poses and assesses alternative political projects for achieving equality. The book is an original contribution that will likely influence sociology in general and theories of social change in particular.Online resourcesStatus of women in the world: United Nations Development Fund for Women (UNIFEM) http://www.unifem.orgUNIFEM was established at the United Nations in order to foster women's empowerment through innovative programs and strategies. Its mission statement summarizes UNIFEM's goals as follows: 'Placing the advancement of women's human rights at the center of all of its efforts, UNIFEM focuses on reducing feminized poverty, ending violence against women; reversing the spread of HIV/AIDS among women and girls; and achieving gender equality in democratic governance in times of peace as well as war'. Erst fünf Länder haben die "Startchancen"-Vereinbarungen ratifiziert. Kein Anlass zur Sorge – oder wollen einige Landesregierungen so doch noch Druck auf den Bund ausüben, weil die Digitalpakt-Verhandlungen erneut in der Krise stecken? Die KMK setzt dem BMBF jedenfalls jetzt eine Frist.

ES WAR EINE MAHNUNG, deren aktueller Hintergrund sich nicht sofort erschloss. Vergangenen Donnerstag verlangte der stellvertretende Vorsitzende der SPD-Bundestagsfraktion, Sönke Rix, die
Länder müssten das "Startchancen"-Programm sofort umsetzen. "Verzögerungen können wir uns hier nicht leisten." Auf die Frage nach dem Anlass für Rix' Wortmeldung teilte die Pressestelle der
Fraktion mit, diese sei eher als allgemeiner und grundsätzlicher Appell zu lesen, nach dem Motto: Bitte jetzt keine politischen Spielchen mehr. 



 



Vielleicht war der konkrete Anlass ja, dass aktuell erst fünf von 16 Landeskultusministern die beiden Bund-Länder-Vereinbarungen unterzeichnet haben, die das milliardenschwere
Förderprogramm für benachteiligte Schüler rechtlich besiegeln. So hat es eine aktuelle Umfrage ergeben, die mir in den vergangenen Tagen von allen 16 Ländern beantwortet wurde.



 



Thüringen, Rheinland-Pfalz, Hamburg, Bremen und Baden-Württemberg sind durch, die übrigen elf sind es nicht.
Obwohl die "Startchancen" bereits zum 1. August starten sollen, bis dahin die ersten Schulen ausgewählt sein und erste Programmstrukturen in allen Ländern stehen müssen. Und obwohl der
Bund die zur Finanzierung wesentlicher Programmteile nötige Gesetzesänderung zur Umsatzsteuerverteilung erst in Angriff nehmen will, nachdem alle Länder sich committed haben. 



 



Glaubwürdige Rückmeldungen
und trotzdem Restzweifel



 



Umgekehrt sind derart auf Kante genähte Zeitpläne von früheren Bund-Länder-Programmen nicht unbekannt, und laut Umfrage befinden sich zahlreiche Länder kurz vor dem Zieleinlauf: In
Brandenburg etwa hat das Kabinett Kultusminister Steffen Freiberg (SPD) am Dienstag grünes Licht zur Unterzeichnung gegeben, und die meisten übrigen Kultusminister
teilen mit, dass sie bis Ende April/Anfang Mai unterschreiben werden. Teilweise fehlt noch die Kabinettszustimmung, teilweise ist noch ein parlamentarisches Verfahren nötig (siehe Kasten unten).
Doch fast überall klingen die Rückmeldungen glaubwürdig so, dass es nur noch um Routine geht.



 



Warum dennoch Restzweifel bei einigen Beobachtern bleiben? Weil es einige wenige Länder mit Regierungsbeteiligung der Union gab, die noch Anfang des Jahres, kurz bevor die
"Startchancen"-Vereinbarung besiegelt wurde, ihre endgültige formelle Zustimmung rhetorisch an die Klarheit  geknüpft hatten, wie es mit dem andern großen Bund-Länder-Bildungsprogramm,
dem Digitalpakt weitergeht. Diese Klarheit fehlt aber bis heute – was aber bedeutet das dann für die Ratifizierung der "Startchancen" durch diese Länder, droht da tatsächlich doch noch das, was
manche als "politische Spielchen" befürchten?



 



Ein Blick auf die Antwort aus Bayern. Die Unterrichtung des bayerischen Landtags gemäß Parlamentsbeteiligungsgesetz sei  abgeschlossen, teilt eine
Ministeriumssprecherin mit. Auch der Ministerrat sei in der Vergangenheit bereits über das Programm informiert worden. "Da sich zum damaligen Zeitpunkt allerdings nur sehr allgemeine Aussagen zur
Ausgestaltung des ersten Programmjahres treffen ließen, ist beabsichtigt, den Ministerrat im Mai nochmals zu informieren und anschließend die Rechtsgrundlagen zu unterschreiben."



 



Aus Sachsen heißt es kurz und bündig: "Wir haben noch keine Unterschrift geleistet. Die Umsetzung der Kabinettsbefassung erfordert noch einige Klärungen." Und
Hessen meldet, es sei "noch nichts unterzeichnet worden. Aktuell läuft dazu noch ein Beteiligungsverfahren mit verschiedenen Ressorts."



 



Kultusminister warnen BMBF vor Rückschritten
in den Digitalpakt-Verhandlungen



 



Alles drei Antworten, die nicht gerade die letzte Skepsis nehmen, denn sie machen deutlich: Es liegt offenbar gar nicht mehr vor allem an den Kultusministern. Und während die sich
gewiss auch in Bayern, Sachsen oder Hessen am Ende nicht vor ihre Schulen stellen und das Scheitern des "Startchancen"-Programms verkünden wollen würden, könnten die politischen Rationalitäten in
den betreffenden Staatskanzleien und Finanzministerien andere sein. Würden. Könnten: Auch in BMBF und Kultusministerkonferenz (KMK) heißt es also im Augenblick abwarten und Daumen drücken. Und
parallel so tun, als ob alles in trockenen Tüchern wäre, weil nur dann die Programmvorbereitung noch zeitlich gelingen kann. 



 



Was das Risiko politischer Spielchen eben nicht gleich null sein lässt, ist die sich nicht enden wollende Verhandlungskrise zwischen Bund und Ländern beim Digitalpakt. Nachdem es
Mitte März zwischenzeitlich so aussah, als könnte seine Fortsetzung komplett platzen, schien es, als hätten sich BMBF-Chefin Bettina Stark-Watzinger (FDP) und ihre Länderkolleg:innen wieder
zusammengerauft. Doch hielt der nach dem Spitzengespräch demonstrativ vorgetragene Optimismus offenbar nur kurz. Inzwischen kritisieren die Länder nämlich intern erneut, dass der Bund
Absprachen nicht einhalte. Nicht einmal auf ein Protokoll der gemeinsamen Krisensitzung habe man sich einigen können.



 



Offiziell halten sich die Kultusminister mit Stellungnahmen derzeit zwar zurück, um die Verhandlungen nicht zusätzlich zu belasten. Das BMBF wiederum reagierte auf Anfragen zum Stand der
Gespräche schon in der Vergangenheit stets mit dem Hinweis auf deren Vertraulichkeit.



 



Doch hat KMK-Präsidentin Christine Streichert-Clivot, im Hauptberuf SPD-Kultusministerin des Saarlands, erst am Montag in einem Brief an Stark-Watzinger erneut die Verbindlichkeit
getroffener Verabredungen angemahnt, sonst drohten, so Streichert-Clivot, bei den Digitalpakt-Verhandlungen statt weiterer substanzieller Fortschritten substanzielle Rückschritte. Was die Länder
in dem Brief, der mir vorliegt, konkret und zum wiederholten Male verlangen: ein "klares Bekenntnis" der Bundesregierung zur Digitalpakt-Fortsetzung und zur Hinterlegung eines
finanziellen Volumens, das sich in Höhe und Laufzeit mindestens am ersten Digitalpakt inklusive seiner in der Corona-Zeit getroffenen Zusatzvereinbarungen orientieren müsse. Also inklusive
Länderanteil gut sieben Milliarden Euro, verteilt auf mindestens fünf Jahre.



 



Stark-Watzinger weiß selbst nicht, 



wieviel Geld sie bekommt



 



Außerdem pochen die Länder darauf, ihren Teil der Absprachen eingehalten und Anfang April wie vereinbart ihren Vorschlag für eine Vereinbarungs-Präambel vorgelegt zu haben, der den Digitalpakt
2.0 in den Gesamtkontext der digitalen Bildung in Deutschland stelle. Genau das, ein "Gesamtkonzept für digitale Bildung", hatte Stark-Watzinger zuletzt wiederholt gefordert als Voraussetzung, um
die tatsächlichen Mittelbedarf seriös einschätzen zu können.



 



Während der Bund sich aus Sicht der Länder einseitig nicht an den vereinbarten Zeitplan gehalten hat. Jetzt, so heißt es im Brief von Streichert-Clivot, habe das BMBF seinen Textvorschlag
 erst für den 26. April angekündigt. Vier Tage vor der nächsten geplanten Bund-Länder-Verhandlungsrunde am 30. April und aus Sicht der Länder zu knapp für möglichst konkrete und konstruktive
Verhandlungen. Weshalb die Kultusminister fordern, dass der Bund spätestens am 19. April liefern solle. Was im KMK-Brief als "klare Erwartungshaltung der Länder" bezeichnet wird – was man als
Fristsetzung verstehen muss.



 



Der Eindruck, dass Stark-Watzingers Ministerium weiter auf Zeit spielt, kommt nicht von ungefähr. Tatsächlich kann das BMBF die Forderung nach einem verlässlichen Finanzvolumen nämlich immer noch
nicht erfüllen. Die Haushaltsaufstellung im Bund läuft schleppend, Bundesfinanzminister Christian Lindner (FDP) hat die Frist, in der die Ressorts ihre Sparvorschläge für den 2025er
Bundeshaushalt einreichen sollen, inzwischen vom 19. April um zwei Wochen nach hinten geschoben. Und erst danach, also im Mai, gehen die Budgetverhandlungen zwischen Finanzministerium und den
übrigen Ministerien in die heiße Phase. 



 



Ein Ablauf, der überhaupt nicht zusammenpasst mit dem Zeitplan, auf den die Kultusminister lange pochten. Er sah vor, dass bereits Mitte Mai die Vereinbarung zum Digitalpakt 2.0
unterschriftsreif vorliegen sollte. Dann nämlich läuft der Digitalpakt 1.0 offiziell aus, und man möchte den Schulen und Schulträgern eine Anschlussperspektive präsentieren. Allerdings hatte
die Koordinatorin der SPD-Bildungsminister:innen, die rheinland-pfälzische Ressortchefin Stefanie Hubig, schon nach dem Krisentreffen im März gesagt, es werde einen angepassten Zeitplan geben,
doch blieb unklar, wie genau der aussehen sollte.



 



Inzwischen signalisieren die Kultusminister, dass selbst der Juni, also der Zeitpunkt der nächsten offiziellen KMK-Sitzung, noch akzeptabel sei für sie zur abschließenden Beratung und
Vereinbarung. Im Brief der KMK-Präsidentin fordern die Länder entsprechend, dass  beim Treffen am 30. April ein solcher – neuer – verbindlicher Zeitplan verabredet werden solle.



 



Aber was genau signalisiert eigentlich der Bund? Genau das, sagen viele Kultusminister, sei das Problem. Anstatt offen den Stand der Budgetverhandlungen mit dem Ministerium von Christian
Lindner zu kommunizieren, halte das BMBF immer wieder einseitig Terminabsprachen nicht ein, vertröste, liefere später und dann auch oft anders und vager als erwartet. 



 



Jetzt Klarheit schaffen,



wo das möglich ist



 



Nur dass die Kultusminister nicht wirklich einen Hebel haben, um den Handlungsdruck im BMBF zu verstärken. Die Nichtunterzeichnung der "Startchancen", siehe oben, ist es entgegen mancher
Gedankenspiele ganz bestimmt nicht (mehr). Und wenn der Bund den Digitalpakt 2.0 doch noch kassiert, wäre das zwar ein enormer Gesichtsverlust für Bundesministerin Stark-Watzinger, die in
der Vergangenheit immer wieder über eine mögliche größere Rolle des Bundes gerade in der digitalen Bildung räsoniert hat – aber davon hätten die Kultusminister gleich welcher Couleur rein gar
nichts. Denn dann stünden sie den Schulträgern in ihren Bundesländern allein gegenüber, die wissen wollen, wie sie die durch den Digitalpakt entstandenen digitalen Bildungsstrukturen, von der
Hardware über die Software bis hin zur Didaktik und eingestellten Systemadministratoren, weiter finanzieren sollen. Verlierer wären alle: Stark-Watzinger, Kultusminister, Schulträger – und
vor allem die Schülerinnen und Schüler. 



 



Streichert-Clivot führt in ihrem Brief aus, für die Länder sei weiter von zentraler Bedeutung einen modernen pädagogischen Anspruch mit der inhaltlichen und systematischen Weiterentwicklung des
Digitalpakts zu verbinden und in den Vereinbarungstext zu integrieren, vor allem mit Blick auf eine zukunftsfähige schulische Bildung und erforderliche Maßnahmen wie Beratung, digitaler
Content und IT-Administration. Die pädagogischen Schwerpunkte sollten hier besonders auf der Weiterentwicklung des Lehrens und Lernens, den Curricula, der Schul- und Unterrichtsentwicklung sowie
beim Thema Content und adaptives Lernen mithilfe von KI-gestützten Tools liegen. Sätze, die ganz offenbar belegen sollen, dass es den Länder nicht nur um das Geld vom Bund geht –
was aus dem Bund gern immer wieder einmal so impliziert wird.



 



Öffentlich sagt KMK-Präsidentin Streichert-Clivot auf Anfrage diplomatisch, sie nehme weiter ein starkes Commitment Stark-Watzingers wahr, den Digitalpakt 2.0 umzusetzen, "und ich hoffe und
erwarte, dass sie den verabredeten Zeitplan einhält." 



 



So bleibt den Schulen die Unsicherheit in Sachen Digitalpakt voraussichtlich noch eine Weile erhalten – und BMBF und Kultusminister engagieren sich weiter in wenig ergiebigen Verhandlungen. Umso
mehr ist zu hoffen und zu erwarten, dass tatsächlich alle Länder jetzt ihrerseits an der Stelle schnell Klarheit schaffen, an der sie es können: bei den "Startchancen". 


Startchancen-Unterschrift: Wie ist der Stand in den übrigen Ländern?







Berlins Senatsverwaltung für Bildung teilt mit, die Vereinbarung befinde sich "im Verfahren" und werde "wie besprochen" rechtzeitig
übermittelt.



 



Das Kabinett in Mecklenburg-Vorpommern werde sich "voraussichtlich noch im April" mit der Bund-Länder-Vereinbarung und der Verwaltungsvereinbarung
befassen, sagt der Ministeriumssprecher mit. Danach könne die Unterzeichnung erfolgen.



 



In Niedersachsen befindet sich die Ratifizierung der Vereinbarung laut Ministerium derzeit in den letzten Zügen. Sie werde voraussichtlich am 23.
April ins Kabinett eingebracht und anschließend dem Ministerpräsidenten zur Unterzeichnung vorgelegt.



 



Das Kabinett in NRW hat bereits Anfang März grünes Licht für die Startchancen gegeben, noch 




läuft das parlamentarische Verfahren, bevor unterzeichnet werden kann.



 



Im Saarland soll die förmliche Kabinettserfassung ebenfalls "zeitnah" erfolgen, anschließend werde Ministerin
Streichert-Clivot unterschreiben.



 



In Sachsen-Anhalt soll in dieser Woche das Kabinett zustimmen, im Anschluss werde der Landtag unterrichtet und um Stellungnahme gebeten. Sofern
diese positiv ausfalle, "wird die Ermächtigung erteilt, die Vereinbarungen zwischen Bund und Ländern über das Startchancen-Programm zu unterzeichnen."



 



Schleswig Holsteins Bildungsministerin Karin Prien werde "voraussichtlich Ende April/Anfang Mai ihre Unterschrift leisten. Das Kabinett habe
bereits zugestimmt, derzeit laufe noch das vierwöchige parlamentarische Verfahren.

Labor needs may change with agricultural production practices, as commercial crops often require more labor than staples (e.g. horticulture requires additional weeding and regular harvesting in comparison to seasonal staple cultivation) and as farming practices change (e.g. regular irrigation requires consistent labor, and mechanization may displace labor at some stages of production). Despite being crucial to profitable farming systems, we know less about land and labor market failures than other constraints to agricultural technology adoption and productivity. Further evidence is required to understand important gaps in our knowledge of how farmers can best utilize household and hired labor, in addition to agricultural technologies.Evidence from randomized evaluations on labor and agricultural productivityThe Agricultural Technology Adoption Initiative (ATAI), a collaboration between the Center for Effective Global Action (CEGA) and the Abdul Latif Jameel Poverty Action Lab (J-PAL), was launched in 2009 to rigorously test programs that aim to increase farmers' welfare through the broader use of technologies that help increase farmers' productivity in sub-Saharan Africa and South Asia. Since then, ATAI has funded randomized evaluations to answer critical questions around labor decisions and constraints to farmers' growth. This research has focused on how labor affects and is affected by gender and household dynamics, mechanization, and income diversification. But, there are a number of open questions yet to be rigorously tested.Household labor and gender dynamicsResearch has shown that there is a gender gap in agricultural productivity. Women, who make up nearly half of the agricultural labor force in Africa, produce less per hectare on average than men. This may be because women often have more limited access to productivity-enhancing resources and knowledge of improved practices. They also tend to have less agency in allocating their own time and labor. Gender equity among agricultural laborers and household members is therefore an essential piece in unlocking broader productivity and growth in sub-Saharan Africa, particularly.Households often allocate labor along gendered lines — women may be more involved in planting, food processing, and ensuring dietary diversity, while men may be involved in field preparation, sales, managing non-household workers, or harvest. One ATAI-funded pilot study in Zambia looked at intra-household dynamics related to agricultural technology adoption and broader decision-making. Survey results suggested that a wife's bargaining power in the household explained the most variation in yields between the plots cultivated by herself and her husband, even more so than the practices they used. More evidence is needed to understand these intra-household dynamics, as well as the broader market dynamics related to demand for male versus female labor, differences in wages and work conditions, and productivity based on levels of cooperation for both women and men.Family labor versus hired workersBoosting agricultural productivity calls for an increased focus on changing farming systems toward higher-value crops that make more extensive use of labor throughout the year. Approximately 75 percent of farms worldwide rely on household labor to remain viable. Whether laborers come from the household or are hired externally affects costs and demand for work in local markets.Research has suggested that farmer profits can be improved by valuing work on agricultural activities done by household members the same as wages paid to hired labor. Intensive tasks require greater supervision, so households can cut costs by reallocating intensive activities to household members who may have an intrinsic motivation to do the job well, rather than seasonally hired workers. Similarly, supervision may be more difficult to allocate to hired labor so that farmers may need to prioritize family workers for certain tasks.Researchers have conducted evaluations in Ghana, Mali, Niger, and Zambia using different interventions and policy levers to assess households' decision making and pricing of family labor versus hired laborers.For example, the ATAI-funded evaluation in Niger tested the impact of providing training for the construction of an environmental technology (demi-lunes or water collection pits) on household labor allocation among other outcomes. Constructing demi-lunes is labor-intensive, and adhering to certain technical norms increases their effectiveness. Therefore, increased adoption of and investment in demi-lunes led households to reallocate household labor in the short-term to facilitate the construction of demi-lunes. Specifically, farmers moved household members to lead the more skilled yet cumbersome work of building the demi-lunes and hired outside laborers to cover seasonal agricultural tasks, such as sowing and weeding.Social norms and pressures additionally affect labor costs and patterns by influencing peoples' willingness to accept various jobs and salaries. An ATAI-funded study in India found that workers may take jobs with wage cuts in private, but reject them in public due to fear of social stigma. Understanding the balance between household labor and hired labor is essential to accurately value labor force participation and estimate labor productivity, particularly among small-scale farms in sub-Saharan Africa and South Asia where household members play a larger role in smooth farm operations.Agriculture mechanization: Labor-demanding and labor-saving technologiesMechanizing farm operations can allow laborers to work on other important tasks rather than time-consuming or high-skill tasks, like tilling, reaping, and sowing seeds. Some technologies and practices are labor-saving (tractors and irrigation systems), while others are labor-demanding (transplanting seedlings to fields to improve germination rather than broadcasting seeds into a tilled field). Adopting innovations may allow households to reallocate their time spent on manual labor to higher-skilled roles, supervising hired labor, overseeing mechanized processes, and for non-agricultural economic activities. In an ATAI-funded evaluation in India, researchers found that vouchers and cash grants for machine rentals increased mechanization during land preparation, freeing up hired labor in other stages of production and freeing up household time, particularly from members engaged in farm supervision activities. They also found evidence of higher time engagement in off-farm activities from farmers that already participated in those markets. However following the successful introduction of new technologies, complementary investments in labor may be required to ensure that technology is working the way it was intended. More research is needed to better understand the effect of introducing technologies at different stages of agricultural production.Promoting local economic diversification among agricultural householdsBroader planning against the agricultural calendar is a critical step in households' decisions to hire workers or seek off-farm employment for family members. Agricultural activities are seasonal, and demand and supply of labor for production and harvest ebb and flow depending on the time of year and skill of the worker. In many contexts, there is a lull in demand for labor after planting, often called a "lean season," where households have less disposable income. Therefore, there is a need to generate economic opportunities or activities for farming households outside of agriculture in their local market or in nearby urban centers.A randomized evaluation in Bangladesh looked at grants delivered to households who opted to migrate to urban areas for work during the lean season. Researchers found that the grants improved migrants' income and made it less competitive to get work within the village, increasing wages and the number of work hours available in the market.Future research could build on this and assess other ways to increase productive, local, and lucrative employment opportunities between peak planting and harvesting periods to ensure work is available throughout the year.Open questions for new research on agricultural laborAs some of the evaluations cited here suggest, results may not always translate to other contexts. Therefore, researchers often call for more research to test the aforementioned interventions and relevant questions in different agricultural labor markets.In addition to those highlighted above, there are a number of open questions at the nexus of labor and agriculture to develop a deeper understanding of wage setting, skill-building, and how households allocate labor to agricultural activities. Areas for further research include:assessing interventions that allow households to hire workers and take jobs in other sectors or allow them to more extensively use family labor throughout the year (through crop diversification, mechanization, role specialization, etc.)evaluating the effects of farm size, health of workers, contracting, and trust in the local labor marketshifting from subsistence cultivation of staple crops to intensive cultivation of commercial crops through a process of agricultural transformation, where the former heavily utilizes female labor while the latter is traditionally a domain of male labor in many contexts; and understanding what complementary interventions can improve outcomes for women when labor demands and activities favor menimproving access to productive assets, like machine rentalstesting interventions designed to engage women and other vulnerable or marginalized groups, such as landless laborers, in more lucrative, appealing, or empowering work.On February 21, ATAI released its newest call for proposals, and encourages more research that expands the body of evidence related to labor and agricultural systems. This dissertation studies 'the Arctic in Change'. In contrast to a traditional research setting, its aim is to engage with questions that respond to both 'the Arctic' and 'in Change' as preformed answer and outcome. Since 'the Arctic' is not constituted by a single definition, mode, science, art, discipline, method, state, continent, image, symbol, instance, agent or unit, it is considered and treated with the means and matters of bricolage in the spirit of post-qualitative inquiry. Accordingly, this approach requires involvement from a multiplicity of theoretical, methodological and research material: the intra-actions of performativity theory, the genealogy of discursive material practices, studies on perception, visual culture, aesthetics and ethics, art & design, ecology and ethology, as well as the politics residing in them. Furthermore, the recognition of the partiality, influence and agency of the elements constituting this study beyond the rationalised and controlled research design requires a more fluid manner of writing, deriving from the ideals of writerly and open text, infused with inter- and intratextuality and co-conducted in phenomenological writing to produce a novel conduct in avoiding firm structuring and hierarchy while pursuing open-ended objectives. The analysis begins by compromising the cohesion of Arctic representations as objects with unaltered identities, exhibiting a diorama of a polar bear. The seemingly neutral and passive object occupies several inherited subject positions that emerge from it as material outcomes. The representation holds the capacity to record the audience's corporeality through sensory and motoric traces and to perform through their bodies as fixed prepositions. The encounter endangers and re-establishes the participatory subject and object positions as co- and counter to each other. How representations are conducted is foremost a question of the manipulation of distance, which proceeds from aesthetics to epistemological and ontological conditions. Different characteristics emerge, disappear, become manageable or are in reach depending on their distance, which is defined as the relationship between the point of perception and the perceived. Attempts to overcome this distance with various scientific technologies and artistic techniques are inevitably influenced by what comes in-between. To penetrate the distance with direct bodily engagements for the purpose of Arctic investigation, is an act limited to the ontology of the knowing body. In order to perform under the natural and cultural environmental conditions related to the Arctic, the body is contained and reproduced as non-Arctic with specific material arrangements within the research vessel, from labour to recovery, to maintain it as a societal human subject. These discursive–material arrangements constitute the human body through an incorporeal–animal binary, constructed within the equipment of ergonomics and exercise inherited from agriculture and industrialisation. When the same adjustment, human–animal, is conducted in micro-space, it is transferred into the colonial project of discipline and cultivation as a rectilinear school: it emerges as an invasive species in the regional circular 'ecology' and as cultural violence towards the landscape that is formed by seasonal and regional movement that happens in circles, conducting the livelihood and the identity of the People. The reading and rewriting of the landscape, as well as the history and memory of the bodies within it, do not place these human–animal binaries beneath one another, but rather within an act of performative restructuring. While certain iconic animals, are considered representatives of the Arctic region, in the animal activist's attempt to speak for the other, to witness animal subjectivity with documentary techniques and technologies, they do not succeed in ethically mediating or negotiating the subjectivity of the animal-other as such. Such technique produces a hybrid subjectivity of the human, animal and recording technology combined that also fails to free itself from the weight of the genealogy of the human–animal relations of trapping, hunting, slaughter and putting on display. While problematising the capability to engage with the animal subject as an animal, the study further indicates the 'small other' taking place in subject–object encounters, restating 'in-between' as 'in-the-midst'. The human–animal relation contained in an artefact, and its capacity to contain and surface such genealogies, is finally studied in the context of contemporary political debate on the use, meaning and matter of the inuksuit, communities building and enacting stone figures erected traditionally by the Inuit for various purposes. While the inuksuit have been adopted by the national state with its colonial practices towards the indigenous peoples, the inukshuk re-emerges as a re-establishment of identity and power over life and region, natural, social and political bodies. The questions throughout the thesis suggest that 'the Arctic' is not accessible or returnable as the 'truth'; it is not capable to exist in the Lacanian Real, resisting all definitions and relations. It is composed in linguistic, imaginary and symbolic manner and matter as a figuration 'arcticulated' into an entity existing only 'in Change'. This entity is to be expressed with a figure that bends and reads in multiple modes. The Arctic is therefore a bearing in which one can dwell as a human being, where this being owes and invests itself in an intra-face, named a 'homunculus', a transferring and conducting of human characteristics. The outcomes ought to enable radical and critical thinking towards the 'taken for granted' truths of the Arctic as an object of inquiry through established metatheoretical conceptualisations. The 'homunculus' is offered as a guide for understanding the forms and matters of politics on the issue in a new way in order to have an impact on political science and beyond. ; Väitöskirjan tutkimuskohteena on "Arktinen muutoksessa". Perinteisesti tutkimuskysymyksestä johdettavan tutkimusasetelman sijaan tutkimuskohteen osat "Arktinen" ja "muutoksessa" tulkitaan ennakko-olettamina, tutkimusvastauksina, jolloin tutkimustavoitteeksi syntyy näihin lopputulemiin johtavien tutkimuskysymysten löytäminen. Koska Arktinen ei koostu yhdestä määritelmästä, modaliteetista, tieteen- tai taiteenalasta, oppiaineesta, metodista, valtiosta, mantereesta, kuvasta, symbolista, tilanteesta, toimijasta tai yksiköstä, käsitellään sitä brikolaasina jälkilaadullisen tutkimuksen hengessä. Lähestymistapa edellyttää useiden erilaisten teoreettisten, metodologisten ja tutkimusaineistollisten lähtökohtien hyödyntämistä performatiivisuusteoriasta genealogiaan, havainnon, visuaalisen kulttuurin, estetiikan, etiikan ja taiteen tutkimukseen, ekologiasta eläinten käyttäytymistieteeseen, sekä niiden poliittisen luonteen tunnistamiseen. Tavoitteen saavuttaminen edellyttää tiukasti kontrolloitua tutkimusasetelmaa ja raportointia joustavampaa kirjoittamistapaa, liikkuen fenomenologisesta kirjoittamisesta ja avoimesta tekstistä, intertekstuaalisuuteen ja intratekstiin, välttäen tutkimusta rajoittavia rakenteita ja hierarkioita, uudenlaisten sisältöjen ja avointen lopputulosten tuottamiseksi. Tutkimusanalyyttinen matka alkaa Arktisen representaatioiden koheesion ja identiteetin muuttumattomuuden kyseenalaistamisella. Tiedekeskuksen jääkarhudiorama ymmärretään performatiivisena artefaktina, joka ilmeisen neutraalina ja passiivisena esillepanona sisällyttää joukon polveutuvia subjektipositioita ja materiaalisia voimasuhteita. Jääkarhun representaatiolla on kapasiteetti tallentaa yleisön ruumiillisuus sensorisina ja motorisina jälkinä, ja liikuttaa yleisöään prepositioihin, asemoiden subjektin ja objektin tietynlaiseen keskinäissuhteeseen. Representaatioiden tuottamisessa on keskeisesti kysymys etäisyyden manipuloinnista, edeten estetiikasta, epistemologisiin ja ontologisiin kysymyksiin. Eri piirteet ilmaantuvat, katoavat, tulevat hallittaviksi tai tavoitettaviksi riippuen etäisyydestä eli suhteesta havaitsijan ja havainnoitavan välillä. Yritykset ylittää etäisyys tieteen käyttämien teknologioiden sekä taiteellisten tekniikoiden avulla tuottavat välittävän ja väliin tulevan tason, josta tulee erottamaton osa havainnoitavaa kohdetta. Yritys ylittää etäisyys Arktiseen suoran kehollisen kontaktin keinoin rajoittuu väistämättä tietävän kehon ontologiaan. Kuten tutkimusaluksella, Arktisen luonto- ja kulttuuriympäristössä suoriutuva keho on säilötty ja uudelleentuotettu ei-arktisena erityisillä materiaalisilla järjestelyillä ja tekniikoilla, säilyttääkseen inhimillisen kehon länsimaiseen yhteiskuntaan sovitettavana. Ihmiskehoa tukeva eläinten hyötykäytöstä liikkumisessa sekä maatalouden ja teollisuuden voimansiirrossa. Näin ollen ihmiskehoa muokkaavat diskursiivismateriaaliset käytännöt rakentuvat ihmisen ja eläimen yhdistävästä teknologisesta suhteesta, jossa eläimen ruumiillisuus on muutoin poissaolevana. Kun ihmisen ja eläimen agraarisesta suhteesta syntyvä mikro-tilallinen rakennekaava siirretään osaksi koloniaalista koulutusta ja kurinpitoa, ilmenee kultivointi suorakaiteenmuotoisena kouluympäristönä. Lineaarisuus ja suorakulmaiset muodot toimivat vieraslajin tavoin vaarantaen alueellisen kehällisen ekologian, toimien kulttuurisena väkivaltana kehällisen ja kausittaisen liikkeen muodostamaa maisemaa kohtaan, joka liittyy erottamattomana osana luontaiselinkeinoihin ja alueelliseen ryhmäidentiteettiin. Maiseman lukeminen ja uudelleenkirjoittaminen, ja sen sisältämien kehojen historia ja muisti, eivät aseta eläin-ihmis binaarin osapuolia toisilleen alisteisiksi, vaan keskinäiseen performatiiviseen suhteeseen. Tiettyjen ikonisten eläinten, kuten poron, tunnistetaan edustavan Arktista aluetta. Eläinaktivistiset yritykset todistaa eläimen subjektiivista kokemusta eri dokumentointitekniikoiden ja teknologioiden välittämänä epäonnistuvat todentamaan eläimen kokemuksen eettisesti. Kyseiset tekniikat tuottavat eläimen sijaan hybridisen subjektiviteetin koostuen ihmisen, eläimen ja tallentavan teknologian yhdistelmästä, joka ei onnistu vapautumaan tappamisen genealogiastaan, kuten ansapyynnistä, metsästyksestä, teurastuksesta ja voitonmerkeistä. Eläimen subjektiviteetin autenttisen esittämisen problematiikka paljastaa "pienen toisen" läsnäolon subjektin ja objektin välisessä suhteessa, jolloin suhteen tarkastelu "toista" kohtaan muuttuu välisestä keskiseksi. Ihmisen ja eläimen suhteen genealogian tallentuminen artefaktiin, joka toimii niin säilönä kuin esiintulopintana, tutkitaan lopuksi osana poliittista debattia koskien Kanadan Inuiitti- yhteisöjen eri tarkoituksiin perinteisesti kivistä pystyttämien inuksuk-hahmojen käyttöä ja merkitystä. Inukshuk edelleen toimii maisemallisesti alkuperäiskansaan kuuluvia ihmisiä toisiinsa, elinkeinoonsa, sekä ympäristönsä eläimistöön konkreettisesti sitovana sosiaalisen ja poliittisena ruumiina, samalla kun kansallisvaltio on kolonisoinut sen käyttöä. Kysymykset läpi tutkielman johtavat ymmärrykseen että "Arktinen" ei avaudu tai palaudu "totuudeksi" Lacanilaisessa ymmärryksessä, jossa "Todellinen" vastustaa kaikkia määritelmiä ja suhteellistuksia. Arktinen koostuu lingvistisestä, kuvitteellisesta, kuvallisesta ja symbolisesta hahmotelmasta, joka on "arktikuloitu" olevaksi vain "muutoksesssa". Tämän kokonaisuuden voi ilmaista hahmolla, joka taipuu ja on luettavissa eri modaliteeteissa. Arktinen on siten asema ja suuntima, jossa voidaan säilyä ihmisinä, investoiden siihen oman inhimillisen jälkensä 'homunculuksen'. Tutkimustuloksen on tarkoitus mahdollistaa radikaali ja kriittinen tapa ajatella Arktista totuudellisuutta, joka on "otettu annettuna", kehitettyjen metateoreettisten konseptien avulla. Homunculus toimii oppaana ymmärrykseen arktisen poliittisuudesta, uudistaen käsityksiämme yli politiikkatieteen rajojen.

A partir del año 2012, comenzaron a tomar estado público en la región del noroeste de la provincia de Buenos Aires (Argentina) conflictos en relación a las aplicaciones de agroquímicos y la delimitación de zonas de amortiguación o exclusión en las intermediaciones urbanas-rurales. Sin embargo, no todas las localidades evidencian el mismo estado de tratamiento y avance en materia legislativa que regule dichos espacios. Concretamente, el establecimiento sobre qué es lo que debe producirse, como debe ser producido, bajo qué condiciones, entre tantas otras cuestiones. Atendiendo que General Villegas es una ciudad que hasta la actualidad no cuenta con legislación en torno a los modos de producción en los territorios de borde, en el año 2019 dimos inicio a un proceso investigativo, el cual tiene como objetivo analizar tensiones y disputas en torno a las prácticas agropecuarias que se configuran en el periurbano, tanto por sujetos intersectoriales como extrasectoriales. Se trata de una ciudad cabecera del partido homónimo. De manera sucinta, podemos reconocer que esta localidad se encuentra ubicada en una zona agrícola-ganadera; en la cual se registra una tendencia ascendente del monocultivo de soja transgénica. Según datos arrojados por el Ministerio de Agroindustria de la Nación en relación a la campaña 2017/2018, el partido de General Villegas tiene el mayor uso de agroquímicos de la provincia, acumulando 4.500.000 litros; estimativamente unos 125 litros por habitante. Además, alcanza el 95% de superficie sembrada con cultivos transgénicos, particularmente unas 263.210 ha de sojas sembradas. El actual contexto pandémico tensiona el curso de la pesquisa, el avance del trabajo de campo y el encuentro con los sujetos locales. Fue un proceso que se vio —en algún sentido— truncado. De esta manera, nos preguntamos: ¿Cuáles desafíos metodológicos se presentan en nuestras pesquisas a partir del contexto de aislamiento social, preventivo y obligatorio? ¿Cómo configurar herramientas analiticas que nos permitan desplegar otros acercamientos a nuestros referentes empíricos? ¿De qué manera y en qué medida los registros fotográficos pueden constituirse como una estrategia privilegiada frente al confinamiento y distanciamiento social? A partir del planteamiento de estos interrogantes, el presente ensayo visual tiene como objetivo presentar, de la mano de la fotografía, la cotidianidad de la conflictividad ambiental por el uso de agroquímicos en General Villegas, puntualizando en las particularidades de los diversos sujetos intrasectoriales como extrasectoriales. Adherimos a una perspectiva que privilegia la vida cotidiana de los sujetos, en tanto dimensión que nos permite observar y relacionar las tendencias generales que forman parte de las experiencias particulares, como también considerar su historicidad (Ezpeleta y Rockwell, 1983). Sin embargo, frente a las profundas mudanzas configuradas en nuestros trabajos investigativos por la presencia del mencionado virus, la fotografía adquiere otra relevancia en relación al registro de la cotidianidad. Ciertos fenómenos sociales al ser transportados a otros soportes, se posibilita privilegiar el plano sensible y expresar su profundidad. De esta manera, apropiarse de la imagen en la práctica antropológica, permite enriquecer nuestros argumentos no de manera ilustrativa, sino como complemento de las narrativas etnográficas (Meirelles, 2016).Introducirnos al trabajo de campo con estas estrategias re-configuradas, nos posibilita focalizar la mirada en ciertos sucesos locales y desplegar otras lecturas a los registros generados. A través de un esfuerzo analitico y descriptivo, pudimos vislumbrar la conflictividad en los paisajes locales, la exposición y los riesgos a los ciertos sujetos someten cotidianamente a vecinos de la localidad. Es importante señalar que existen diferencias y desigualdades en la contaminación espacial y física. Observamos que aquellos expuestos día a día al sufrimiento ambiental, son vecinos y vecinas que residen en viviendas contiguas a producciones transgénicas. Además, generamos registro visual de un evento-clave que tuvo lugar el 20 de Julio del corriente año; fecha en el que se conmemora el día de la Bandera en Argentina. Por ello la Sociedad Rural convocó a un "banderazo" nacional por la posible expropiación de Vicentin. Se trata de una empresa cerealera y de oleaginosas con gran relevancia en la región, la cual entró en default principalmente por contraer una deuda millonaria con el Banco de la Nación Argentina. En este contexto, el gobierno presidido por Alberto Fernández integró en la agenda pública la posibilidad de iniciar un proceso de transformación hacia una administración de carácter público. En General Villegas numerosos automóviles de alta gama, y otros no tanto, se movilizaron bajo el lema "defensa de propiedad privada y la República". A manera de "caravana" fueron aproximadamente cien vehículos los que congregaron con bocinazos y banderas de Argentina de por medio. Sin ánimos de realizar generalizaciones, este suceso nos permite avizorar la presencia de un empresariado agroindustrial local, que en términos de posicionamiento social, no solo territorializa el modelo de agronegocios sino también, co-construye un poder hegemónico local junto al Estado empresarial, representado en este caso por el municipio de la localidad.Palabras clave: Trabajo de campo - Pandemia - Cotidianidad - Periurbano - Conflicto socio-ambiental - Agronegocios. No entanto, nem todas as localidades mostram o mesmo estado de tratamento e progresso nas questões legislativas que regulam esses espaços. Especificamente, o estabelecimento do que deve ser produzido, como deve ser produzido, em que condições, entre muitas outras questões. Como o General Villegas é uma cidade que até agora não possui legislação sobre os modos de produção nos territórios fronteiriços, em 2019, iniciamos um processo investigativo, que visa analisar tensões e disputas em torno de às práticas agrícolas configuradas no periurbano, tanto por sujeitos inter-setoriais quanto por extra-setoriais. É uma cidade líder da festa homônima. Resumidamente, podemos reconhecer que esta cidade está localizada em uma área agrícola-pecuária; em que há uma tendência ascendente na monocultura de soja GM. Segundo dados divulgados pelo Ministério da Agroindústria da Nação em relação à campanha 2017/2018, o partido General Villegas tem o maior uso de agroquímicos da província, acumulando 4.500.000 litros; estimados 125 litros por habitante. Além disso, atinge 95% da área plantada com culturas transgênicas, particularmente cerca de 263.210 ha de soja plantada.O atual contexto de pandemia enfatiza o curso da pesquisa, o progresso do trabalho de campo e o encontro com os sujeitos locais. Foi um processo que foi - em certo sentido - truncado. Desse modo, nos perguntamos: que desafios metodológicos são apresentados em nossa pesquisa a partir do contexto de isolamento social, preventivo e obrigatório? Como configurar ferramentas analíticas que nos permitem exibir outras abordagens para nossas referências empíricas? De que maneira e em que medida os registros fotográficos podem ser constituídos como uma estratégia privilegiada contra o confinamento e o distanciamento social? Com base nessas questões, este ensaio visual tem como objetivo apresentar, da mão da fotografia, o cotidiano do conflito ambiental decorrente do uso de agroquímicos no General Villegas, apontando as particularidades dos diversos sujeitos intra-setoriais como extra-setoriais. Aderimos a uma perspectiva que privilegia o cotidiano dos sujeitos, como uma dimensão que nos permite observar e relacionar as tendências gerais que fazem parte de experiências particulares, bem como considerar sua historicidade (Ezpeleta e Rockwell, 1983). Porém, diante das profundas mudanças configuradas em nosso trabalho de pesquisa devido à presença do vírus mencionado, a fotografia adquire outra relevância em relação ao registro da vida cotidiana. Certos fenômenos sociais, quando transportados para outros suportes, tornam possível privilegiar o plano sensível e expressar sua profundidade. Dessa forma, a apropriação da imagem na prática antropológica nos permite enriquecer nossos argumentos não de maneira ilustrativa, mas como complemento às narrativas etnográficas (Meirelles, 2016). Ao nos apresentarmos ao trabalho de campo com essas estratégias reconfiguradas, podemos focar nosso olhar em determinados eventos locais e exibir outras leituras nos registros gerados. Através de um esforço analítico e descritivo, pudemos vislumbrar o conflito nas paisagens locais, a exposição e os riscos que determinados indivíduos apresentam diariamente aos residentes locais. É importante notar que existem diferenças e desigualdades no espaço e na poluição física. Observamos que aqueles expostos diariamente ao sofrimento ambiental são vizinhos que moram em casas próximas a produções transgênicas. Além disso, geramos um registro visual de um evento importante que ocorreu em 20 de julho do corrente ano; data em que o dia da bandeira na Argentina é comemorado. Por esse motivo, a Sociedade Rural chamou uma "bandeira" nacional para a possível expropriação de Vicentin. É uma empresa de cereais e oleaginosas com grande relevância na região, que entrou em default principalmente por contrair uma dívida de um milhão de dólares com o Banco de la Nación Argentina. Nesse contexto, o governo presidido por Alberto Fernández integrou na agenda pública a possibilidade de iniciar um processo de transformação em direção a uma administração pública. No general Villegas, numerosos automóveis de luxo, e outros nem tanto, foram mobilizados sob o lema "defesa da propriedade privada e da República". Como "caravana", havia aproximadamente cem veículos reunidos com buzinas e bandeiras da Argentina no meio. 16 figuras,38 tabulaciones, referencias 150-151. ; A finales de los años 1990 el CATIE, con apoyo de varias ins tituciones, inició una red de ensayos de largo plazo en sistemas agroforestales con café. Los vacíos de información sobre las inte racciones agroecológicas en sistemas con diferentes enfoques de producción a largo plazo, sumados a la urgente necesidad de ase gurar sostenibilidad y restauración ecológica, fueron las principales motivaciones. Se presenta una reseña general de los primeros 20 años de estudios continuos en el CATIE, Turrialba, Costa Rica, a partir de un proceso interinstitucional e interdisciplinario. La idea base era generar conocimientos sobre las complejas interacciones entre clima, suelo, sombra, niveles y tipos de insumos y variedades de café que posibilitara el desarrollo de estrategias de diseño y manejo de sistemas agroforestales con potencial de sostener nive les de productividad aceptables y, a la vez, garantizar sinergismos ecológicos para la mejora del suelo, la biodiversidad y los servicios ambientales. El ensayo fue diseñado con seis tipos de sombra con la especie de servicio Erythrina poepiggiana y los maderables Terminalia amazonia (no fijador de nitrógeno) y Chloroleucon eurycyclum (fijador de nitrógeno), solos y en combinación, en contraste con el testigo a pleno sol. Como sub-tratamientos se definieron dos tipos de manejo (orgánico y convencional) en cuatro niveles: alto convencional (AC), moderado convencional (MC), orgánico intensivo (MO) y bajo orgánico (BO). La variedad principal de estudio fue la Caturra; además, se establecieron en algunos sistemas microparcelas con Costa Rica 95 y los híbridos Centroamericano y Milenio, L2A11, L3A17, L3A12 y L3A15. Luego de superar la fase crítica de establecimiento (primeros dos años), la plataforma de investigación se consolidó generando una invaluable base de datos y estudios a lo largo del tiempo. Con la colaboración de 22 universidades e instituciones de diversas partes del mundo, se desarrollaron 41 tesis de grado y posgrado, 23 artículos científicos en revistas internacionales y 22 documen tos técnicos para diferentes públicos. Los resultados, usando una síntesis matricial sobre los estudios de los sistemas evaluados, indican elementos claves sobre las interacciones agroecológicas y sus vínculos con la sostenibilidad productiva y sinergias ecológicas. Los sistemas de producción con la variedad Caturra a pleno sol y/o con dos podas drásticas anuales de los árboles de sombra (bajo aporte de biomasa y mucha entrada de luz) con manejos AC y MC, aun con altos niveles de productividad, impactaron negativamente en variables biofísicas y en servicios ambientales. Los SAF con Terminalia y Caturra con manejo BO perdieron viabilidad en los primeros 10 años. Los SAF, en su conjunto, mejoraron el micro clima. En particular los SAF con presencia de Erythrina mejoraron el desempeño productivo y los servicios ambientales. Todos los SAF presentaron mejor valoración de servicios ambientales que los sistemas a pleno sol. Los SAF que se destacaron en producti vidad y servicios ambientales fueron Erythrina en manejo MO y MC. Los sistemas Erythrina y Erythrina más Chloroleucon, ambos en manejo BO, han presentado buena rentabilidad, con bajos costos y buena valoración en servicios ambientales. Respecto a la comparación productiva entre diferentes variedades, los híbridos F1 Milenio y Centroamericano, produjeron más del doble (14 212,5 y 13 368,75 kg/ha respectivamente en valores promedio), que Caturra con el promedio más bajo (5230,62 kg/ha), y también superado por Costa Rica 95 (con promedio de 9823,75 kg/ha). Tanto los enfoques metodológicos, como las innovaciones generadas, han sido sociali zadas ampliamente en procesos de fortalecimiento de capacidades en los países productores de café en las Américas (capacitación a más de 42 041 productores). Se ha dado soporte al diseño e imple mentación de políticas cafetaleras orientadas a la sostenibilidad productiva, económica, social y ambiental. Para este logro fue determinante la colaboración con PROMECAFE, los Institutos de Café en Centroamérica, RECIPROCAFE y la Alianza de Mujeres en Café. En los últimos cuatro años, el Programa Regional de Gestión Integral de la Roya (PROCAGICA-IICA-UE), ha faci litado vínculos entre la agenda de investigación/validación en el ensayo propiamente y los protocolos de validación de innovaciones en la red de fincas de referencia en cinco países de América Central (Guatemala, Honduras, El Salvador, Nicaragua y Costa Rica). Dada su relevancia, aun con la meta inicial de 20 años ya cumplida, la idea es seguir operando en el ensayo de largo plazo de SAF con café en CATIE. Las experiencias pioneras desarrolladas han sido fuente para otras experiencias en diferentes países, lo cual permitió ampliar la red de ensayos agroforestales para estudios de largo plazo. En este ámbito, destaca el ensayo de SAF cítricos orgánicos (Hacienda de la Toca, São Paulo, Brasil); los ensayos de café, cacao y naranjilla (INIAP-Estación Central de la Amazonia, Ecuador); el ensayo SAF café (EARTH, Caribe, Costa Rica) y más recientemente, los ensayos de largo plazo con cacao y pasturas establecidos en CATIE ; In the late 1990s, CATIE, with the support of various institutions, began a network of long-term trials in agroforestry systems with coffee. The information gaps on agroecological interactions in systems with different long-term production approaches, and the urgent need to ensure sustainability and ecological restoration, were the main motivations. A general review of the first 20 years of continuous studies at CATIE, Turrialba is presented based on an interinstitutional and interdisciplinary process. The basic idea was to generate knowledge about the complex interactions between climate, soil, shade, levels and types of inputs and coffee varieties, which would enable the development of design and management strategies for agroforestry systems with the potential to sustain acceptable levels of productivity and the time to guarantee eco logical synergies for the improvement of soil, biodiversity and environmental services. The trial was designed with six types of shade with the service species Erythrina poepiggiana, and the hardwoods Terminalia amazonia (non-fixer of Nitrogen) and Chloroleucon eurycyclum (fixer of Nitrogen), alone and in combi nation, in contrast to the control in full sun. As sub-treatments, two types of management (organic and conventional) were defined at four levels: High Conventional (AC), Moderate Conventional (MC), Intensive Organic (MO) and Low Organic (BO). The main variety of study was Caturra, in addition, they were established in some microplot systems with Costa Rica 95 and: Centroamericano, Milenio, L2A11, L3A17, L3A12 and L3A15 hybrids. After over coming the critical phase of establishment (first two years), the research platform was consolidated, generating an invaluable database and studies over time. With the collaboration of 22 universities and institutions from different parts of the world, 41 undergraduate and graduate theses, 23 scientific articles in interna tional journals and 2 technical documents for different audiences were developed. The results, using a matrix synthesis of the studies of the evaluated systems, indicate key elements about agroecologi cal interactions and their links with productive sustainability and ecological synergies. The production systems with the Caturra vari ety in full sun and or with two drastic annual prunings of the shade trees (low contribution of biomass and a lot of light input) with AC and MC management, even with high levels of productivity, had a negative impact in biophysical variables and in environmental services. The AFS with Terminalia and with Caturra in BO management lost viability in the first 10 years. The AFS as a whole improved the microclimate. In particular, AFS with Erythrina presence improved productive performance and environmental services. All the AFS presented a better valuation of environmen tal services than the systems in full sun. The AFS that stood out in productivity and environmental services were Erythrina in MO management and MC management. The Erythrina and Erythrina plus Chloroleucon systems, both in BO management, have pre sented good profitability, with low costs and good valuation in environmental services. Regarding the productive comparison between different varieties, the Millennium and Central American F1 hybrids produced more than double (14212,5 and 13368,75 kg/ha respectively in average values) than Caturra with the low est average (5230,62 kg/ha), and also surpassed by Costa Rica 95 (with an average of 9823,75/ha). Both the methodological approaches and the innovations generated have been widely socialized in capacity building processes in the coffee producing countries of the Americas (training more than 42,041 produc ers). Support has been given to the design and implementation of coffee policies aimed at productive, economic, social and environ mental sustainability. The collaboration with PROMECAFE, the Coffee Institutes in Central America, RECIPROCAFE and the Alliance of Women in Coffee was decisive for this achievement. In the last four years, the Regional Program for Comprehensive Rust Management-PROCAGICA-IICA-EU has facilitated links between the research/validation agenda in the trial and the inno vation validation protocols in the network of reference farms in five Central American countries (Guatemala, Honduras, El Salvador, Nicaragua and Costa Rica). The pioneering experiences developed have been a source for other countries beyond Costa Rica, this allowed expanding the agroforestry trials network for long-term studies. In this area, the Organic Citrus AFS Trial (Toca Farm, São Paulo, Brazil), the Coffee, Cacao and Naranjilla Trial (INIAP-Central Amazon Station, Ecuador), the Coffee AFS Trial (EARTH, Caribbean Coast, Costa Rica) and more recently, the long-term trials with cacao and pastures established at CATIE
