Das Erkenntnisinteresse dieser Studie gilt den Peacekeeping-Operationen als Instrument des internationalen Konfliktmanagements durch die Vereinten Nationen. Seit mehr als fünfzig Jahren stellen die Peacekeeping-Operationen der Vereinten Nationen ein wichtiges Instrument der internationalen Friedenssicherung dar, im Zeitraum von 1948 bis 1996 wurden ca. 750.000 Soldaten und Zivilisten aus 71 Staaten in insgesamt 41 UN-Friedensoperationen eingesetzt. Im Gegensatz zu den Gesetzen herkömmlicher Militärdoktrinen wirken die UN-Soldaten nicht mit dem klassischen Machtmittel des Zwangs, sondern durch den Konsens aller am Konflikt beteiligten Parteien. Im Mittelpunkt der Untersuchung steht die Analyse und Deskription der UNIFIL-Friedensmission im Libanon (United Nations Interim Force in Lebanon) im Zeitraum von 1978 bis 1998. Im Gegensatz zu anderen traditionellen UN-Friedensmissionen konnte UNIFIL zu keinem Zeitpunkt auf der Grundlage eines Konsenses der involvierten Konfliktparteien operieren. Der negative Verlauf der UNIFIL-Mission im Libanon verdeutlicht, daß der Konsens aller an einer UN-Operation beteiligten Parteien eine unerläßliche Bedingung für den erfolgreichen Verlauf einer Friedensmission darstellt.

Karl Theodor Vahlen, professor of mathematics and Rector of Greifswald University was the first Gauleiter of the Pomeranian National Socialists. Early on he built up the organisation in the Gau and led the party to notable electoral successes, had a seat in the Reichstag and published the National Socialist daily newspaper. In 1927, however, the paper had to close, Vahlen, under Hitler's pressure, had to give up his office and with his entire top Gau leadership had to leave Pomerania. This came about because Vahlen belonged to a group of National Socialists with pronounced socialist tendencies in league with the Straßer brothers, a group which developed in north Germany after the failed Hitler Putsch in 1923 and which began to distance itself from Hitler. A co-founder of the NSDAP association of Gaus in northern and western Germany and personal friend of Otto Straßer, Vahlen was numbered among the opponents of Hitler within the NSDAP who were fought against and systematically removed after Hitler's release from prison. The author examines the activities of the first National Gypsy Minority Self-Government in Hungary (1995-1998). It is argued here that, in respect of Roma, Hungary's innovative system of minority representation is subject to conflicting tensions stemming both from the context of the disintegration of most Roma from the mainstream economy and society, as well as the competitiveness of nascent Roma political activity. The author identifies a tendency towards unaccountable empire building and for the control of increasingly large sums of public money, resulting from structural problems of the system which need to be addressed if it is to be an effective and successful mechanism for minority representation.
