Insufficient attention towards the topic of public service motivation among Lithuanian scholars encouragedthe author to choose the object for the paper. The paper starts with the analysis of various theories of motivation(starting with A.Maslow theory of needs hierarchy and analyzing more complex theories of F.Herzberg,K.Alderfer, D.McCleland, V.Vroom, J.Adams, E.Lawler, W.Porter ). Similar theories can serve as the basis forfuture research in Lithuanian public sphere. Author states, that universal theory on motivation does not exist.This fact complicates applicability of various theories in practice as raises the question, which theory is the bestone (qualitative dimension). After choosing the theory, another question is what we have to measure. Attitudes(satisfaction), behavior (involvement) or both these elements should be used trying to measure motivation. Awish to participate in public policy implementation, serving public, loyalty to government; commitment andbenevolence are several specific motivators, which influence public servant's activity. It is shown that workingconditions, work content, salary, work safety, challenges, and possibilities for a career in private and publicsector lead to distinguish certain similarities and differences.

One of the features of "Kazan Chronicle" – the manuscript of the three hundred year history of relations between Russia and Kazan Khanate – is the unusual attitude of the author, a supporter of the policy of Ivan the Terrible, to the Kazan Tatars (the latter ones in some cases are portrayed sympathetically by him), is discussed in the article; examples of the destruction of literary etiquette in the "Chronicle" are given, the reasons for such descriptions, hidden in the biography of the unnamed author of "Kazan Chronicle", are explained. Episodes about violation of the contract with the fugitive Crimean tsar Ulanus, about the stay of the latter at the borders of Russia, by Vasily II the Blind, the Grand Prince of Moscow (Chapter 9), about treason of Kazan Khan Muhammad Amin against Ivan III the Great and about the further repentance of the former (Chapter 12), the perfidy of Shahghali, Khan of Kazan, who was Moscow's appointee, and killing by him of Chura, son of Naryk, Kazan nobleman who had saved him (Chapter 25), are discussed in the article in this aspect. In all those episodes of "Kazan Chronicle", what is reflected is not only the circumstances of the personal sympathy towards Kazan Tatars from the side of the author of the "Chronicle", who had lived for twenty years as a prisoner in Kazan, but also the destruction of literary etiquette, which was a trend characteristic of the 16th century literature.

In seinem Aufsatz beschreibt der Autor die praktischen Aufgaben, die sich dem wissenschaftlichen Autor stellen. Er versucht, einige der Gründe aufzuzeigen, "bei der Darstellung von Forschungsergebnissen einiges zu vermeiden und anderes zu bevorzugen". Dabei konzentriert er sich auf die im engeren Sinne hermeneutisch arbeitenden Sozialforscher - "auf die objektiven, strukturalen oder sozialwissenschaftlichen Hermeneuten, Forscher also, deren Forschungspraxis vor allem aus der detaillierten sequenzanalytischen Deutung von Texten besteht... Für diese Hermeneuten ergeben sich - werden sie als Autoren tätig - aufgrund der Besonderheit der eigenen methodologischen Verortung ganz besondere Aufgaben, die sich in dieser Form für die anderen Sozial- und Naturforscher (welche natürlich auch, wenn auch implizit hermeneutisch arbeiten) nicht stellen." Der Autor skizziert im einzelnen folgende Probleme: die Komplexität, die Nichtoperationalisierbarkeit der Methode, den Aufbau von äußerem Kontext. (psz)

Exploring adaptation pathways is an emerging approach for supporting decision making under uncertain changing conditions. An adaptation pathway is a sequence of policy actions to reach specified objectives. To develop adaptation pathways, interactions between environment and policy response need to be analysed over time for an ensemble of plausible futures. A fast, integrated model can facilitate this. Here, we describe the development and evaluation of such a model, an Integrated Assessment Metamodel (IAMM), to explore adaptation pathways in the Rhine delta for a decision problem currently faced by the Dutch Government. The theory-motivated metamodel is a simplified physically based model. Closed questions reflecting the required accuracy were used to evaluate the model's fitness. The results show that such a model fits the purpose of screening and ranking of policy options and pathways to support the strategic decision making. A complex model can subsequently be used to obtain more detailed information. ; Multi Actor Systems ; Technology, Policy and Management
