Este trabajo busca comprender las transformaciones físicas y administrativas de la ciudad de Bogotá en la década de 1920 a partir de la voz de sus habitantes y de las organizaciones comunitarias y civiles, documentada en la correspondencia del Concejo Municipal. En la medida que se centra en las solicitudes de la población, la investigación se diferencia de otros estudios de la historia urbana, y busca comprender la relación entre lo público y lo civil, en un momento en que Bogotá pasa por fuertes transformaciones urbanas y administrativas. La investigación fue conducida a partir de la lectura y análisis de un extenso archivo de cartas enviadas al Concejo Municipal en ese periodo, así como de la elaboración de planos donde fueron situadas las múltiples solicitudes de acuerdo al sector a que se referían. En esta tesis se debate el papel que tuvieron los habitantes de los diferentes barrios de la ciudad en la creación de una agenda pública en el periodo de estudio, qué herramientas y argumentos tenían para presionar las decisiones del Concejo, y cómo se transformó la noción de responsabilidad, y las maneras de entender el espacio urbano y sus agentes. Finalmente, a partir de estas mismas cartas fue posible comprender las distintas figuras para identificación, formas de asociación y de agremiación de los habitantes, en función de sus necesidades y de acuerdo a su organización ciudadana y política. ; Abstract. This thesis seeks to understand the physical and administrative transformations of the city of Bogotá during the 1920s based upon the voice of its inhabitants and of its community and civil organizations, as documented in the correspondence of the Concejo Municipal (City Council). In so doing it differs from the usual urban studies approach. The investigation focuses on the relationship between the notions of public and civil, in a moment in which Bogotá sustains drastic urban and administrative transformations. It was conducted through examination and analysis of an extensive archive of letters sent to the Concejo Municipal in this period, as well as the elaboration of plans in which the multiple petitions are situated according to the place to which they referred. This thesis discusses the role of the inhabitants of different neighborhoods in the development of a public agenda in the studied period. Also it investigates which tools and arguments did they have at hand to influence the Concejo's decisions. Finally, the change in the notion of responsibility as well as the understandings of urban space and its actors. It was also possible, based upon these letters, to comprehend the inhabitants' distinct ways to identify and associate themselves, according to their demands and political and civil organization. ; Maestría

Theoretical concepts of "structure" and "structural intersection" are analysed in this article. The use of these concepts in political science and their critical interpreta­tion is presented by analyzing positivist, ideational and post-modernist approaches. Sociological understanding of structure, which encompasses both material and idea­tional elements is created. Under the suggested definition, structure is seen as com­prised of identity, institutions and material base. The interaction of these structural elements forms scientifically usefull concept, which can be applied in the analysis of the socio-political processes in post-soviet transformations. Opportunities and limita­tions of "structural intersection" analysis, which include both international relations and internal policy perspectives are also presented. Though term "structural intersection" is often used in Lithuanian academic dis­course, its understanding is still very vague. This paper's goal is to present short overview how the term "structure" has been used in political science. Based on the analysis of different theories in political sciences, international relations and socio­logy, integrated concept of structure is created. The definition of structure includes three main elements: identity, institutions and material base, each of them forming separate structural dimension, which interact and have integrated constitutive effect on agents' behaviour. Presented theoretical approach is based on ideational ontology and sees the reality as a complex set of interactions between ideas, mental-cognitive models and material elements. It is maintained that the elements of structural rea­lism, constructivism and new institutionalism theories should be alltogether incor­porated into the socio-political reaserach. Though it makes any social reasearch very complex, it provides the investigator with an opportunity to understand the context and circumstances (both ideational and material) in which the subject of analysis is embeded. Since political world is comprised of the subjects that have different undersating of their role, goals and place in the world, "structural understanding" is necessary in order to choose appropriate tools and resources in the research process. Practical recomendations, which are inseperable element of all social science also can be better appraised with the use of "structural understanding". Empirical application of the "structural reasearch model" is presented using the cases of Russian and Euro­pean structures and the impact of their intersection on post-soviet trarnsformational processes. ; Straipsnyje iš teorinės perspektyvos nagrinėjama struktūros sąvoka politikos moksluose ir jos vartojimas analizuojant "struktūrų persidengimo"fenomeną posovietinėje erdvėje. Pateikiami konceptualiai adaptuoti siūlymai dėl struktūrų ir jų persidengimo analizės tarptautinių santykių kontekste. Struktūra nagrinėjama kaip atskirų visuomeninio gyvenimo dimensijų (tapa­tybinės, materialiosios ir institucinės) tarpusavio priklausomybė ir santykis. This article analyzes the development of Vocational Education and Training (VET) in Denmark. It traces the characteristics of the Danish VET system of today back to the late 19th century. It was during this period that the control of the guilds over apprentices was replaced by a free market model and later by legislative regulations. Parallel to this development, the masters began to engage in the liberal education of their apprentices. Later, this involvement was institutionalized by giving the social partners a central role, alongside the Ministry of Education, in the management of the VET system. With the introduction of new VET legislation in 1956, the dual system was introduced, combining workplace training with practical and theoretical school-based training. Although workplace training today comprises 2/3 of vocational education and training, the introduction of daytime school-based training signaled the beginning of a process in which the VET system became more and more integrated in the general educational policy of the country. The article illustrates how this has forced the VET system to adapt to changing political strategies in ways which do not necessarily reflect problems inherent to the VET system itself. The strategy of education for all is considered as an example. ; El presente trabajo analiza el desarrollo de la formación profesional en Dinamarca. Explica las características del sistema VET que se han ido conformando desde finales del siglo XIX. Fue en esa etapa en la que se produce el cambio de un sistema de control profesional de carácter gremial a otro basado en el mercado laboral. En paralelo a este proceso, los «maestros» van a comenzar a implicarse en la educación liberal de sus aprendices. Más tarde, esta implicación adquiere dimensión institucional para dar paso a un mayor peso de los agentes sociales, junto con el Ministerio de Educación, en el control y desarrollo del sistema VET. La regulación normativa de 1956 establece el «modelo dual» que combina formación en el puesto de trabajo con elementos prácticos y teóricos de formación basados en la escuela. Aunque la formación en puesto de trabajo comprende actualmente las dos terceras partes de la «educación vocacional», la introducción de la formación basada en la escuela significa el inicio de un proceso en el que el sistema VET se integra en las políticas generales de educación en Dinamarca. El artículo ilustra cómo este proceso ha forzado al sistema VET a adaptarse a los cambios políticos, lo que indica que no necesariamente se ponen de manifiesto los problemas propios del sistema VET. La estrategia de la «educación para todos» se considera como un ejemplo de este planteamiento.

This publication presents finding of a rapid appraisal of institutions supporting livestock trade and marketing in Somalia. The study was carried to: identify institutions supporting livestock trade and marketing in the country; evaluate the roles played by these institutions in facilitating livestock trade and marketing information flow; application of grades and standards in livestock trade, and livestock export marketing promotional activities; assess the level of networking among these institutions while facilitating livestock export trade and marketing; analyze constraints faced by these institutions in executing their activities. It was anticipated that this will be useful in designing supportive infrastructure to enable them play an effective role in improving livestock trade and marketing through enhanced accountability and competence. Emphasis was put on organizations involved in livestock marketing information flow, application of grades and standards in livestock products, and, livestock export promotion. This study identifi ed some forms of organizations supporting livestock export trade in Somalia, viz. brokers, veterinary services delivery systems, port authorities, livestock shipping firms, money transfer services, local government and regional administrations that were in-charge of livestock markets, central government, and a variety of private traders associations. These organisations supported the principal market participants: the small-scale traders, agents of exporters, and exporters in their trial to make effective livestock export trade. The organizations operated under a set of rules and procedures that influenced their activities in facilitating livestock. However, it was noted that there was limited capacity to enforce adherence to some of the rules and regulations by these organizations. This appraisal recognized that although there exist informal grading system based on a number of attributes (age of animal, sex of animal, nutritional status, weight and size, breed and health status), none of the identified institutions was engaged in overt activities to develop further and publicize application of these grades in livestock trade. This was noted to persist despite the general knowledge that suitable grading would significantly promote trade. This appraisal established that currently, the main centre of attention of the public sector is at the ports of exit. In these ports, the government implements a rudimentary animal health certifi cation system, based on clinical inspection of animals prior to loading. There are also some instances of monitoring in some of the secondary markets. Implementation of an effective health and certification system is constrained by limited capacity, both human and physical within the respective institutions and by the absence of a central veterinary administration that is recognized internationally. These constraints need urgent redress to guarantee participation in livestock export trade by Somali traders. It is important to note that a certification system put in place should also be cost effective and easy to apply in order to be sustainable.

Observation and measurement of the ocean's ecosystems is demanding and costly. It makes verification of our theories difficult and forces us to engage in collective action based upon often very imperfect concepts of the dynamics of the system. Once we establish the institutions of col-lective action we adopt 'official' conceptions of system dynamics and generate expectations about how the natural system will react to our collective actions. In response individuals invest-ment in skills, knowledge, capital, technology, business plans, scientific agendas and so on. The self-interest reflected in these investments filters the amount and the quality of private information provided to the public so that it is consistent with the self-interest of agents who acquire that information. This limits and biases the private information available to managers. If the system being managed is simple (or if we think it is) and the costs of data collection minor, these impairments are not of any account (or we may think they are not); under these circumstance, a public science body should be able to gather whatever information is necessary for continuing adaptive governance. In a complex system, however, these impairments deprive the governance process of valuable information, and reduce the scope of collective action (the set of feasible rules). This creates path dependent lock-in that reduces adaptive capacity, generating, thereby, the circumstances for still another tragedy. Our way out of this dilemma rests in an understanding of the limits of our ability to predict and control natural systems. We are most able to predict a response to our actions at broad, slow moving ecological scales, e.g., a single stock of fish next year. Consequently, we gravitate towards institutional solutions that cater to that predictive ability. But these kinds of solutions impair feedback and make us vulnerable to surprises that develop over a longer period of time and at finer ecological scales. Maintaining adaptive capacity, consequently, means moving toward institutions that are less specific and longer-term, i.e., multi-scale and system based. This tends to improve feedback by reduc-ing the bias and increasing the breadth of private information provided to the public. This cannot be accomplished, however, without taking into account the constraints on the efficient flow of information within institutions/organizations. Recognizing these limita-tions is the other part of our way out. In particular, we cannot afford to base governance on a centralized organization that operates only at a broad scale; by doing so, we misalign private incentives and social objectives, incur very high enforcement costs, forfeit the ability to use a broad range of policies necessary for sustainability and, overall, create an environment in which information about the environment and the impact of our activities is very costly

This research is divided into three stages: the first part is a general presentation of the approach and investment conditions in an emergent country, and highlights the politics and the role played by foreign investors in such countries. It also explains future prospects such as the recourse to creative supply on these markets. Secondly, the bibliographic section is dedicated to the many works regarding the innovation or creative supply (including all forms of new value creation in relation to the context) to its management, as well as the role that it plays in the strategic politics of the firm. The last part provides the description and analysis of the practical experience related to creative supply in a sample of nine firms, following an investigation led by their leaders. While the results do show that there is a growing interest for the concept, the survey also reveals that there is a lack of conceptualization of this concept, or even, sometimes, a lack of awareness of its practice. Based on a detailed examination of key implementing factors, all of this permitted, the proposal of a conceptual framework for creative supply, based on critical internal and external decision criteria. This study concludes with a set of recommendations for various agents having a role to play in innovative approaches in emergent countries. ; Cette recherche ce décline en trois phases : la première présente, d'une manière générale, les conditions d'approche et d'investissement dans un pays émergent, en faisant ressortir les politiques et le rôle joué par les investisseurs étrangers dans de tels pays, mais aussi les perspectives d'avenir tel que le recours à l'offre créatrice sur ces marchés. Une partie bibliographique est consacrée aux divers travaux ayant trait à l'innovation ou encore l'"offre créatrice" (englobant toute forme de création de valeur nouvelle par rapport au contexte considéré), à son management, ainsi qu'au rôle qu'elle joue dans la politique stratégique de l'entreprise. Le dernier volet présente la description, puis l'analyse de la pratique, en matière d'offre créatrice, d'un échantillon de neuf entreprises, prenant appui sur une enquête menée auprès de leurs dirigeants. Les résultats montrent, certes, un intérêt grandissant pour le concept, mais surtout, révèlent un manque de conceptualisation de la manoeuvre, voire l'absence, parfois, de prise de conscience de sa pratique. Ceci a permis, grâce à un examen précis des facteurs entrant dans son élaboration ou sa mise en oeuvre, de proposer un canevas de conceptualisation de l'offre créatrice se fondant sur les principaux facteurs décisionnels internes ou externes. Cette étude conclut, enfin, sur une série de préconisations à l'attention des différents acteurs ayant un rôle par rapport à l'acte d'innover, dans le contexte étudié.

Introduction. In the current conditions of global transformation, the role and importance of regions is growing every year, because the rise of the differentiation of social and economic development is an extraordinary problem, which is extremely negative in the formation of a market economy. Today, the regions are not only becoming active stakeholders of international economic relations, but also are actively involved in the formation of relevant regional economic area, which become the background for the development of the country as a whole. That is why the analysis of terminological bases of social and economic development of the region is a topical issue, the research of which revealed that current economic science contains a huge number of alternative theories, models of growth and development of regions. It is worth noting the basic theories of regional development such as a theory of cumulative development, neoclassical theories, theories of regional growth and modern ones. Theories of regional development are formed on the basis of changes in interregional levels of development through the use of the mechanism of "natural market", according to which the factors of production are moved to those regions where they are paid more. Scientists focused on social, geographical, political indicators of development and logistics (transport) costs. According to the theory of regional growth of J. Borts and J. Stein, the changes taking place in the social and economic life are caused by the rapid development of factors of manufacturing. In the second half of XX century R. Solow, J. Mead, A. Lewis found out that positive growth was directly connected with the labor productivity, which depends on scientific and technological progress and effective management. R. Solow, emphasized that the main task of the theory is to equalize the level of development of highly developed and backward regions by increasing the rate of economic growth where these indicators are most critical [5]. The purpose of the article. It should be noted that in most works of foreign scholars there is no difference between "local" and "regional" development. Researchers usually emphasize that the consideration of "regional" or "local" development should be carried out on an interdisciplinary basis, considering all factors: geographical, economic, urban. The historical interpretation of economic development was narrowed only to the economic space: the basis of this development is an increase in income and employment. In the early 80's of the last century, the nature, quality and sustainability of regional development become the focus in their social, cultural, political, environmental dimensions. Interregional inequalities in welth and living standards call into question traditional economic indicators, as to their adequate reflection of the nature and content of regional development. Thus, economic systems should be human-oriented aimed at development and increasing rates of economic growth. The purpose of the regional economy is to identify and develop the strengths of each region and reduce the negative impact of external factors, so as to create decent living conditions, ensuring jobs, implementing scientifically-based programs of socio-economic development of a particular region (taking into account geographical, political, social characteristics) Results. Thus, the study of the evolution of scientific thought on regional development makes it possible to identify basic theories and concepts and characterize their evolutionary conditionality. It was found that the early theory of stimulating regional development took into account only economic factors, but the process of evolution and cyclicality makes it impossible to study regional competitiveness beyond the social, geographical conditions of a particular region. Most theories and concepts about regional development appeared in the 70s and 90s of the last century. All of them are based on the fact that the achievement of high socio-economic indicators mainly depends on the quality of management, not just on the resource potential. Differing in fundamental approaches, theories and concepts offer different mechanisms of influence on the state of territories, taking into account the location of economic objects, their interaction with the external environment, interaction and partnership at the local level, human potential and others. To some extent, each theory reflects the essence of the current processes of any region at some stage of its development. The vector of scientific research in this area is shifting from the macro level to the macro level. Therefore, our next research will focus on the study of decentralization processes at different regional levels. ; У статті проаналізовано термінологічні основи дослідження соціально-економічного розвитку регіону, виділено найбільш вагомі напрямками регіонального розвитку: неокласичні теорії; теорії кумулятивного росту; теорії регіонального зростання за рахунок конкурентних переваг регіону; сучасні теорії. Дійшли до висновку, що спільними положеннями із досліджених теорій є: модернізація традиційної теорії розміщення виробництва; виділення нового фактора - обсягу ринку; введення просторових чинників як внутрішніх джерел зростання регіонів; визначення каналів зближення відмінностей розвитку регіонів шляхом індустріалізації периферії. Аналіз вищезазначених теорій сприятиме теоретичному обґрунтуванню формування та реалізації ефективної політики та зменшенню диспропорцій між найбіднішими та найбагатшими регіонами. Подальші дослідження будуть спрямовані на концептуалізацію моделі сучасного регіонального розвитку в умовах децентралізації.

Brexit and the Northern Ireland Constitution considers the intersection of two processes: the complex and constitutional process of the United Kingdom's withdrawal from the European Union - Brexit - and the steady yet fragile development of the Northern Ireland constitution deriving, primarily, from the Belfast 'Good Friday' Agreement of 1998. Interdisciplinary in approach, the analysis draws on legal and political theory to develop a novel framework for assessing the progressive impact of Brexit on the Northern Ireland constitution based on systematic definitions of both. This approach elucidates dynamics and implications not yet considered in the otherwise extensive debates about Brexit and its impacts on Northern Ireland. Based on detailed analysis of the Brexit process it is argued that its impact on the constitution of Northern Ireland has been profound. Fundamentally, Brexit changed the political and legal environment in which the Northern Ireland constitution had existed for over twenty years. Embracing 'constructive ambiguity' the 1998 Agreement recognises and accommodates the concerns of both unionists and nationalists in Northern Ireland; it did not therefore solve the constitutional conflict but rather allowed it to be managed differently through an innovative system of multileveled governance: within Northern Ireland (power-sharing devolution), on the island of Ireland (North-South cooperation), and between the islands of Great Britain and Ireland (East-West cooperation) all underpinned by a multifaceted principle of constitutional, popular, and cross-community consent. By forcing a paradigmatic shift in the way that the systems of government established by the 1998 Agreement operate, Brexit disrupted the 'constructively ambiguous' compromise that it represents. Completed two years after the legal implementation of UK withdrawal from the EU, Whitten concludes by considering the potential longer-term constitutional repercussions of Brexit both within and beyond Northern Ireland's (recently notorious) borders.

This book presents evidence-based research on climate-neutral and resilient farming systems and further to provide innovative and practical solutions for reducing greenhouse gas emissions and mitigating the impact of climate change.

Intensive farming systems are a significant source of greenhouse gas emissions, thereby contributing to global warming and the acceleration of climate change. As paddy rice farming is one of the largest contributors, and most environmentally damaging farming systems, this will be a particular focus of the book. The mitigation of greenhouse gas emissions needs to be urgently addressed to achieve the 2 degrees Celsius target adopted by COP21 and the 2015 Paris Agreement, but this is not possible if local and national level innovations are not accompanied by international level cooperation, mutual learning and sharing of knowledge and technologies. This book, therefore, brings together international collaborative research on climate-neutral and resilient farming systems compiled by leading scientists and experts from Europe, Asia and Africa. The chapters present evidence-based research and innovative solutions that can be applied or upscaled in different farming systems and regions across the world. In recent years, through novels and television series ("Vikings", "Millennium", "Borgen" or "Occupied"), Nordic culture has become more visible internationally. At the same time, researchers are questioning what the North is, its conceptualisation, its cultural implications, its geographical characteristics, its social and political challenges. This volume is part of the current debate on the Nordic imaginary based on a notion, Nordicity, which intersects with borealism. Plural and mobile, the North inspires both scriptural and figurative production based on desire, dream, fascination or fantasy. The real, tangible and contingent North is only the apparent surface of a manufactured and invented North. How can we express northernness today? Is a theory of the North possible? This volume attempts to answer these questions by bringing together contributions from researchers in Nordic studies, literature, linguistics and the humanities: each is given the opportunity to define his own conception of Nordicity. This book examine polices through the eyes of the practitioners, both top-down and bottom-up; it decentres policies and policymaking. To decentre is to unpack practices as the contingent beliefs and actions of individuals. Decentred analysis produces detailed studies of people's beliefs and practices. It challenges the idea that inexorable or impersonal forces drive politics, focusing instead on the relevant meanings, the beliefs and preferences of the people involved. The book presents ten case studies, covering penal policy, zero-carbon homes, parliamentary scrutiny, children's rights, obesity, pension reform, public service reform, evidence-based policing, and local economic knowledge. It introduces a different angle of vision on the policy process; it looks at it through the eyes of individual actors, not institutions. In other words, it looks at policies from the other end of the telescope. It concludes there is much to learn from a decentred approach. It delivers edification because it offers a novel alliance of interpretive theory with an ethnographic toolkit to explore policy and policymaking from the bottom-up. Written by members of the Department of Politics and International Relations of the University of Southampton, with their collaborators at other universities, the book's decentred approach provides an alternative to the dominant evidence-based policy nostrums of the day. R.A.W. Rhodes is Professor of Government at the University of Southampton, UK. Previously, he was the Director of the UK Economic and Social Research Council's 'Whitehall Programme' (1994-1999); Distinguished Professor of Political Science at the Australian National University (2006-11); and Director of the Research School of Social Sciences at the Australian National University (2007-8).
