Das Augenmerk der Analyse richtet sich vor allem auf die unterschiedlichen Steuerungsinstrumente und Einflusspotentiale internationaler Organisationen, insbesondere der EU und OECD, sowie die Kapazität des Nationalstaates, Politikwandel hervorzurufen. Von besonderer Bedeutung in diesem Zusammenhang sind institutionelle Vetopunkte und historische verankerte bildungspolitische Leitideen. Es wird gezeigt, dass die französische Hochschulpolitik im Untersuchungszeitraum von einem Spannungsverhältnis zwischen Kontinuität und Wandel geprägt ist. Einerseits lässt sich ein allmählicher Wandel hin zu mehr Autonomie und Wettbewerb für die Hochschulen feststellen, der in den letzten ca. 10 Jahren aufgrund von Internationalisierungsprozessen wie dem Bologna-Prozess sowie dem unterdurchschnittlichen Abschneiden französischer Hochschulen bei internationalen Leistungsvergleichen intensiviert wurde. Globale Gerechtigkeit gebiete vielmehr die Errichtung von Institutionen, durch die die Völker ermächtigt werden, die Gestaltung ihres Schicksals in die eigenen Hände zu nehmen. Hierfür postuliert er auch eine Verantwortlichkeit der internationalen Gemeinschaft. Am Ende, so der Autor, münde die Antwort auf die Frage nach den Bedingungen globaler Gerechtigkeit in das Projekt der Herstellung rechtfertigungsfähiger Institutionen von "global governance"
