Bireylerin, devletlerarası ilişkilerin kurulması ve bu ilişkilerin yönetilmesinde ön plana çıkan politikadaki güncel gelişmeleri takip ederek politikaya dâhil olması, iyi bir yönetişim alt yapısının oluşturulmasında önem arz etmektedir. Nitekim günümüzde, gerek yerel/bölgesel gerekse ulusal ve uluslararası düzlemde politikaya dâhil olma sürecinde kolayca erişilebilir, doğrudan, etkileşimli ve etkili bir aracı ifade eden sosyal medyanın kritik bir rol oynadığı görülmektedir. Diğer taraftan, çalışmanın odağında yer alan ve yerel siyasetin önemli birer dinamiği olan belediye meclislerinde merkezi role sahip belediye meclis üyeleri, Türkiye'de belediyeciliğin en önemli yapı taşlarından birisi olma niteliği taşımaktadır. Buradan hareketle bu çalışma, vatandaşların yaşantılarına etki edecek, proje, yatırım ve problem alanlarına ilişkin kararların alındığı belediye meclislerindeki üyelerin politik ilgi düzeylerinin politik katılım ile arasındaki ilişkide sosyal medya gibi önem arz eden bir enstrümanın aracılık rolünün incelenmesine ilişkin literatürde açıkça görülen eksikliğin giderilmesi amacıyla gerçekleştirilmiştir. Bu bağlamda, kartopu örneklem yöntemiyle, Mersin ilindeki 141 belediye meclis üyesine anket uygulanarak, elde edilmiş olan veriler, "SPSS 26.0" programı ile analize tabi tutulmuştur. Analiz sonucunda ise, politik ilginin politik katılım ile istatistiksel olarak anlamlı bir ilişkiye sahip olduğu ortaya çıkmıştır. Dahası, siyasal açıdan sosyal medya algısının hem politik ilgi hem de politik katılım ile istatistiksel olarak anlamlı bir ilişki içerisinde olduğu tespit edilmiştir. Ek olarak, politik ilginin politik katılım ile arasındaki ilişkide, siyasal açıdan sosyal medya algısının aracılık rolüne sahip olduğu görülmüş ve bu hususlar doğrultusunda geleceğe yönelik çıkarımlarda bulunulmuştur. ; The political engagement of individuals via following current changes in politics that stands out within the establishment and management of intergovernmental relations is noteworthy for setting up a good governance substructure. Indeed, it has been seen that social media that refers to an easily accessible, direct, interactive and effective tool has a critical role in the process of political engagement in both local/regional and national/international planes at present. On the other hand, members who have a pivotal role in the municipal assembly that signify a fundamental dynamic of local politics and center of this study is one of the significant milestones in Turkey's municipalism. From this point of view, this study aims at being fulfilled a clear need of researches in the literature related to examination of mediating role of social media as an important instrument within the relationship between political interest and political engagement in the municipal assembly where decisions regarding project, investment and problem areas that affect the citizens' lives are being taken. In this respect, the questionnaire has been applied to 141 assembly members through the snowball sampling method in Mersin, and the data has been analyzed using "SPSS 26.0" program. As a result of the analysis, it has been revealed that political interest has a statistically significant relationship with political engagement. Furthermore, it has been determined that the political perception of social media has a statistically significant relationship with both political interest and political engagement. Additionally, it has been seen that the political perception of social media has a mediating role within the relationship between political interest and political engagement, and accordingly, future deductions have been made.

The article analyses the relations between Russia and the West for almost three decades - from the moment of the collapse of the USSR to the present day. Russia openly opposes the Western world and its democratic model, value systems, and cultural codes. There are several stages of Russia's foreign policy towards the United States and Western Europe. Russia's initial positive attitude towards Western politics soon ended in disappointment. It became clear that although earlier international stability was ensured by the military parity of the two competing systems, after the collapse of the USSR, one economy became the basis for this stabilization. Few reckoned with a weakened Russia, although at that time the Kremlin wanted, together with other powers, to solve global problems. Improving the economic situation and paying off the external debt became a priority for Russia, which was possible due to the good conjuncture of the fuel market. Russia has become completely independent from the West, deprived of an instrument of financial pressure, has ceased to accept the status of a weak state, to which in the 1990s others could dictate conditions and ignore its voice. After the annexation of Crimea, the European Union condemns Moscow's actions, while realizing at the same time that the Russian Federation is its strategic partner. Both sides are closely linked by energy interests. Faced with the sanctions imposed after the annexation of Crimea, Russia is trying to find alternative priorities for its political and economic activities in Asia. The article presents a broad analytical framework for determining Russia's position among world players and identifying the instruments of the struggle for influence between the Russian Federation and the West. ; В статье прослеживаются отношения России и Запада на протяжении почти трех десятилетий – с момента распада СССР до нынешнего дня. Россия открыто противостоит западному миру и его демократической модели, системе ценностей, культурному коду. Можно выделить несколько этапов внешней политики России по отношению к США и Западной Европе. Изначальное положительное настороение России к западной политике вскоре закончилось разочарованием. Стало понятно, что хотя ранее международная стабильность обеспечивалась военным паритетом двух конкурирующих систем, после распада СССР основой для этой стабилизации стала одна экономика. С ослабленной Россией мало кто считался, хотя в то время Кремль хотел вместе с другими державами решаль проблемы мирового масштаба. Приоритетом для России стало улучшение экономической ситуации и погашение внешнего долга, что удалось благодаря хорошей конъюнктуре на топливном рынке. Россия стала полностью независимой от Запада, лишенного инструмента финансового давления, перестала принимать статус слабого государства, которому в 1990-е годы другие могли диктовать условия и игнорировать его голос. После аннексии Крыма Европейский Союз осуждает действия Москвы, осознавая одновременно, что РФ является ее стратегическим партнером. Обе стороны тесно связаны энергетическими интересами. Столкнувшись с санкциями, введенными после аннексии Крыма, Россия пытается найти альтернативные приоритеты для своей политической и экономической деятельности в Азии. В статье представлена широкая аналитическая рамка для определения позиции России среди мировых игроков и выявления инструментов борьбы за влияние между РФ и Западом.

Programme doctoral en Science politique, mention Relations internationales ; Our doctoral dissertation explores two anomalies regarding the theories of transboundary water interactions. Lake Victoria, where all material, economic and environmental conditions are given for conflict and yet cooperation is achieved. And Uruguay River, where a solid institutional regime existed and the environmental conditions were optimal, yet the cooperation was cracked and the conflict broke out. To elucidate the riddle of these cases, instead of examining the political and institutional aspects of these basins, as some approaches do, or the physical ones, as do others, we propose a different path. Our approach is to look at what gives rise to the actions of agents interacting with their environment, namely human nature and the functioning of the brain. In order to conduct this query, we relay on three axes. The first one is that of the interviews we conducted in Kenya, Tanzania, Uganda, Argentina and Uruguay. The second is the sociology of Gabriel Tarde, which invites to an updated continuation of a research project of the social, that allows the integration of scientific developments regarding biological, evolutionary and cognitive aspects of humans. The third axis is that of neuroscience, which confirms several intuitions of Gabriel Tarde, and makes it possible to better understand the aspects referring to the human nature in its interaction with society and the environment. Our investigation shows how the dynamics of conflict and cooperation converge into the human consciousness, as the key that, beyond any given environmental situation, allows humans to actualize innumerable potentialities. ; Notre thèse explore deux anomalies quant aux théories sur les interactions hydriques transfrontalières. Le lac Victoria, où toutes les conditions matérielles, économiques et environnementales sont données pour les conflits, et pourtant la coopération s'impose. Et le fleuve Uruguay, où un régime institutionnel solide existait et les conditions environnementales étaient optimales, et pourtant la coopération fût brisée et le conflit éclata. Pour élucider l'énigme de ces cas, au lieu de sonder les aspects politiques et institutionnels des bassins, comme font certaines approches, ou ceux physiques, comme en font d'autres, nous proposons une autre voie. Notre démarche consiste à porter le regard vers ce qui donne naissance aux actions des agents en interaction avec leur milieu, à savoir la nature humaine et le fonctionnement du cerveau. Afin de conduire cette enquête, nous nous appuyions sur trois axes. Le premier est celui des entretiens que nous avons réalisés dans les bassins étudiés. Le deuxième est la sociologie de Gabriel Tarde, laquelle invite à une continuation actualisée d'un projet de recherche du social permettant l'intégration des développements scientifiques biologiques, évolutifs et cognitifs. Le troisième axe est celui des neurosciences, lesquelles confirment plusieurs intuitions tardiennes, et permettent de mieux cerner les aspects référant à la nature humaine dans son interaction avec la société et l'environnement. Notre enquête montre alors comment les dynamiques du conflit et de la coopération convergent dans la conscience, en tant que la clé qui, par-delà toute situation environnementale donnée, permet aux humains d'actualiser d'innombrables potentialités.

155 p. ; La presente investigación, se realizó en la Institución Educativa Class - Institución Educativa Distrital en adelante IED, en la ciudad de Bogotá – Colombia, con el fin de analizar las estrategias que fundamentan la gestión educativa, en relación a la planificación de la práctica pedagógica inclusiva, con los aportes teóricos de autores, entidades y organizaciones gubernamentales nacionales e internacionales acerca de gestión, estrategias, prácticas pedagógicas e inclusión. Fue desarrollada a partir de una metodología humanista de tipo cualitativo, que permitió interactuar de manera natural con los informantes claves que, para la investigación son los directivos y docentes, de tal manera que se llegó a comprender la forma en que se presenta el fenómeno en el contexto de estudio. Esta investigación, fue efectuada en tres etapas; inicialmente generando un acercamiento al problema mediante la exploración de información, seguido de una recolección de datos por medio de instrumentos como: la entrevista no estructurada, la lista de cotejo y la revisión documental, en las que se tuvo en cuenta las experiencias y las prioridades de los participantes del estudio. A partir de las categorías de análisis, se obtuvo como resultado, que si bien, los directivos y docentes hacen la organización de la planificación educativa para la población con discapacidad, aún existen barreras actitudinales y de conocimiento basadas en imaginarios que dificultan la participación efectiva en el marco de la educación inclusiva. Se concluye, considerando de esencial importancia, articular las estrategias de la gestión educativa con la práctica pedagógica de los docentes, fomentando la construcción colectiva interdisciplinaria, con aportes de mejora acerca de los ambientes de aprendizaje, generando espacios de socialización, reflexión y diálogo con toda la comunidad educativa. ; This present investigation was maked in the Educational Institution Class - Institutional Educational District in the city of Bogotá - Colombia, in order to analyze the strategies that support the educational management, in relation to the planning of the inclusive pedagogical practice, with the theoretical contributions of national and international authors, entities and governmental organizations about management, strategies, pedagogical practices and inclusion. It was developed based on a qualitative humanistic methodology, which allowed natural interaction with key informants who, for the research, are the directors and teachers, in such a way that the way in which the situation is presented in the context of study. Said investigation was carried out in three stages; initially generating an approach to the problem through the exploration of information, followed by data collection through instruments such as: the unstructured interview, the checklist and the documentary review, in which experiences and priorities were taken into account of study participants. Then of the result of the analysis categories, it was obtained that although, the directors and teachers organize the educational planning for the people with disabilities, there are still imaginary-based attitudinal and knowledge barriers that hinder effective participation in the inclusive education framework. It´s concludes, considering it of essential importance, to articulate the strategies of educational management with the pedagogical practice of teachers, promoting interdisciplinary collective construction, with contributions to improve learning environments, generating spaces for socialization, reflection and dialogue with all the educational community

FOREWORD It is widely accepted that the 19th century was described as European century and 20th century was characterized as the American century. 21st century does not have, as yet, a generally acknowledged name as we are in a post-Cold War or post twentieth century. However, these labels do not portray the current period of transition through which the international system moves. Where should we look for this transition? The answer may be Asia where 21st century can be labelled as Asian century due to its size, population, underground/upperground resources, conflict zones, military expenditures and Asia's growing importance in the global economy. Almost three decades ago, the world had heard of Central Asia region which was a source of vast undeveloped gas, oil, mineral resources as well as economic, water, border, minorities, security, statehood and regional integration problems left from the Soviet Union. After independence in 1991, Central Asian states of Kazakhstan, Kyrgyzstan, Uzbekistan, Turkmenistan and Tajikistan started to appear in the world news as their vast size, oil, gas and their pivotal geography make them of strategic importance to the post-Cold War era. At a significant location on which many civilisation and ideas intersected throughout history, the Central Asia region actualizes the distinctive mission of construction of a bridge between West and East states in the era of globalisation. A foreword should not anticipate a book but describe it's intention. The book -THE CHANGING PERSPECTIVES OF CENTRAL ASIA IN THE 21st CENTURY- is intended to provide readers with prominent knowledge of independence period, actors, minority issue, nation-state building process, energy, security, water, boundary, regional integration and the foreign policy of the five Central Asian Countries With one another and with Russia, China, America, the European Union and Turkey. The book combines the latest available information with contemporary debates in Central Asia to prepare academics, students, business persons and those who are interested in to know the past and to assess the possibilities for the future and its potential impact on world politics. It aims to raise some questions by presenting a picture of the evolving relations of these five Central Asian countries with global actors, both historical and current developments that affect those actors' relationships, and ostensible contemporary global trends that those transitions produce. We would hereby like to convey our genuine thanks to all of the contributors for their flexibility and their personable and constructive cooperation in the submission of their significant and valuable chapters. Саме тому уряд України спрямовує свої зусилля на розвиток і втілення в життя стратегій та практик нарощення експорту, таких як функціонування ефективних механізмів відшкодування податків і зборів експортерам, зростання можливостей кредитування, спрощення регулятивного механізму, покращення співпраці між економічними гравцями, поєднання коротко- і довгострокової політики стимулювання експорту. Водночас, українським експортерам важливо розуміти і впроваджувати механізми та інструменти нарощення експорту на рівні мікроекономіки, такі як: активне використання провідних інтернет-ресурсів для пошуку ділових партнерів; вивчення і аналіз критеріїв, які широко використовуються у світі для оцінки експортерів і вибору потенційних партнерів; активна участь у виставковій діяльності, зокрема у торгових виставках в країнах, куди планується експорт; аналіз ризиків при укладанні угод з агентами; розвиток продаж через онлайн платформи, що стало особливо актуальним у період пандемії Covid-19; здобуття сертифікатів якості; активізація співпраці з посольствами і торгово-промисловими палатами при виході на зовнішні ринки; участь у державних тендерах іноземних країн та інші. ; Export plays an important role in Ukraine's economy, influencing the level of economic growth, employment and balance of payments. A successful export strategy is an important component of our country's competitiveness in the 21st century and a guarantee of jobs growth. That is why the Government of Ukraine focuses its efforts on strategies and practices to increase exports, such as effective mechanisms for reimbursing taxes and fees to exporters, increasing lending opportunities, simplifying the regulatory mechanism, improving cooperation between economic players, combining short- and long-term export promotion policies. The economic crisis caused by the recent Covid-19 epidemic, the confrontation of the world's leading countries in global trade, and the decentralization of world trade open up opportunities for Ukraine to increase trade relations with new countries, not just permanent partners.The upward trend over the last ten years has been in favor of developing countries, including Ukraine. The flexibility, mobility and lower costs that these countries can afford have a competitive advantage to increase export potential and international expansion. This article considers a comprehensive approach to building export potential at the macroeconomic and microeconomic levels, takes into account the main risks in the financial planning of Ukrainian exporters and offers a number of practical recommendations for export growth.It is important for Ukrainian exporters to understand and implement mechanisms and tools to increase exports at the microeconomic level, such as: active use of leading Internet resources to find business partners; study and analysis of criteria that are widely used in the world to evaluate exporters and select potential partners; participation in exhibition activities, in particular trade fairs of countries where export is planned; risk analysis in concluding agreements with agents; development of sales through online platforms, which became especially relevant during the Covid-19 pandemic; obtaining quality certificates; intensification of cooperation with embassies and chambers of commerce and industry while entering the foreign markets; participation in government tenders of foreign countries etc.

The article is devoted to the topical issue of studying the foreign experience of legal regulation of the franchise agreement. The author emphasizes that there is no comprehensive full-fledged regulation of the franchise agreement either in the national legislation of individual EU member states or at the international level. The article focuses on the franchisor's obligation to enter into an agreement to provide future franchisees with information about doing business under the franchise system, including the basic conditions of the franchise, data on the number of franchisees in the network, its growth, financial performance, etc. The experience of legal regulation of a franchise agreement in such foreign countries as the USA, Great Britain, Italy, Germany, Spain, Estonia, Lithuania, Australia, etc. is considered. The duality of the legal regulation of franchising at the federal and local levels, as well as the prevalence of the most favorable rules for franchisors (USA) is demonstrated. The author focuses on the experience of the institute of self-regulation of franchising and the establishment of appropriate criteria for franchise companies in the absence of government regulation (Britain). The need to adopt a single institutional law in the field of franchising and to enshrine in it all the key terms used in franchising: the actual franchise agreement, know-how, entrance fee, royalties (periodic payments for the use of intellectual property), the franchisor's goods (Italy). It is expedient to establish a provision on mandatory pre-contractual disclosure of information, according to which the counterparty is provided with information on experience, company experience, prospects for the development of the relevant market, duration of the agreement, terms of renewal or termination of contractual relations (France). ; Стаття присвячена актуальному питанню вивчення зарубіжного досвіду правового регулювання договору франчайзингу. Автором підкреслюється, що відсутність комплексної повноцінної нормативної регламентації договору франчайзингу ні в національному законодавстві окремих держав-членів ЄС, ні на міжнародному рівні. У статті акцентується увага на зобов'язанні франчайзера щодо укладення договору надати майбутньому франчайзі інформацію про ведення бізнесу за системою франчайзингу, включаючи основні умови самої франшизи, дані про кількість франчайзі в мережі, її зростання, фінансові показники роботи і т. д. У статті автором розглянуто досвід правового регулювання договору франчайзингу в таких зарубіжних країнах як США, Велика Британія, Італія, Німеччина, Іспанія, Естонія, Литва, Австралія та ін. Продемонстровано дуальність законодавчого регулювання франчайзингу на федеральному та місцевому рівні, а також на превалюванні найбільш вигідних норм для франчайзерів (США). Автором акцентовано увагу на досвіді функціонування інституту саморегулювання франчайзингової діяльності та встановленні відповідних критеріїв для франчайзингових компаній за умов відсутності державного регулювання (Британія). Зауважено необхідність прийняття єдиного інституційного закону у сфері франчайзингових правовідносин та закріплення у ньому всіх ключових термінів, які використовуються у франчайзингових відносинах: власне договору франчайзингу, ноу-хау, вступного внеску, роялті (періодичні платежі за користування об'єктом інтелектуальної власності), товару франчайзера (Італія). Встановлено доцільність закріплення положення щодо обов'язкового переддоговірного розкриття інформації, відповідно до якого контрагенту надається інформація про стаж роботи, досвід компанії, перспективи розвитку відповідного ринку, тривалість дії угоди, умови поновлення чи припинення договірних відносин(Франція).

Annotation. This article examined the indications of Euroscepticism in the EU institution. In particular, it analysed elements of opposition to the EU in the European Council, the European Commission, the European Parliament and the Council of the European Union, and in other EU subsidiary bodies. I paid considerable attention to studying the political views of the Heads of State and Government of the European Council. The study found leaders of mostly Central and Eastern European countries have ties to Russia and criticise the organisation's policies that weaken integration, although are members pro-European parties. Much attention has been drawn to the ideology of political parties and groups that are members of the European Parliament. Looking at the research, the number of Eurosceptics in the European Parliament has not decreased, but there is no strengthening of communication and cooperation between them. This means the level of Euroscepticism in parliament declined. Besides, it described the political views of the commissioners and their commitment to the ideas of Euroscepticism. As a result, the European Commission remains the most pro-European institution. The article also considered Euroscepticism in the EU Council. Hence, Member States have doubts about the EU policies that slow down cooperation. However, it is difficult to argue about the rise of Euroscepticism in the EU institutions and its negative impact on strengthening cooperation. European integration is a rather complex process, influenced not so much by Euroscepticism as by the economic situation, the unification of legislation, and international relations. Euroscepticism in the institutions is not a threat to European integration, but only as a factor which slows down cooperation and promotes adaptation states and their citizens. ; Анотація. У цій статті визначено та проаналізовано ознаки євроскептицизму в інституціях ЄС. Зокрема, охарактеризовано елементи опозиції до ЄС у Європейській Раді, Європейській комісії, Європейському парламенті та Раді Європейського Союзу, а також в інших допоміжних органах ЄС. Значну увагу приділено вивченню політичних поглядів Глав держав та урядів, які входять до Європейської Ради. Дослідження показало, що, попри членство у проєвропейських партіях, лідери, переважно, держав Центрально-Східної Європи мають зв'язки з Росією і критикують політику організації, що послаблює інтеграцію. Також у статті проаналізовано ідеологію політичних партій та груп, які входять до Європарламенту. Зауважимо, що кількість євроскептиків у Європарламенті не змінилася, проте між ними не спостерігається посилення комунікації та співробітництва. Це свідчить про зниження рівня євроскептицизму у парламенті. Крім того, охарактеризували політичні погляди комісарів та їх прихильність до ідей євроскептицизму. І визначили, що Європейська комісія залишається найбільш проєвропейською інституцією ЄС. У статті також розглянули євроскептицизм у Раді ЄС. Проаналізувавши рівень опозиції до ЄС в урядах держав‑членів, визначили, що сумніви щодо політики ЄС, які спостерігаються в урядах держав‑членів, уповільнюють співпрацю. Однак, складно стверджувати про негативний вплив євроскептицизму на посилення співробітництва, а тим більше прослідкувати зростання опозиції в інституціях ЄС. На прояви євроскетицизму в європейських інституцій впливають також економічна ситуація, адаптованість законодавства та ситуація на міжнародній арені. У зв'язку з цим, євроскептицизм в інституціях варто розглядати не як загрозу європейській інтеграції, а лише як фактор уповільнення співпраці, що сприяє адаптації держав до нових вимог організації.

Elle raconte la vie tumultueuse de l'artiste depuis sa jeune vie d'étudiante, son accident et sa relation passionnelle avec le muraliste Diego Rivera. De nombreuses références aux tableaux de Frida Kahlo sont inclues dans la scénographie et rappellent la richesse et la complexité de son oeuvre : plus de cent quarante tableaux dont une cinquantaine d'autoportraits qui se déclinent en différents thèmes : la politique, la mexicanité, l'amour, la nature, la souffrance, la féminité ou encore la mort. C'est à partir de l'analyse d'une scène en particulier [qui galvanise la radicalité de l'épreuve de l'avortement et offre un cadre à l'expression de la temporalité propre à cet évènement, que je qualifie de traumatique] que le présent article, qui se situe à la croisée du cinéma et de la psychanalyse, explicite une étape décisive du processus créateur chez Frida Kahlo. Ici, l'examen de la dialectique entre processus créateur et traumatisme, permet de saisir, à l'état naissant, la mise en oeuvre de modalités de création picturale qui signe une temporalité inédite dans son art pictural. Au-delà, le défi du biopic est de parvenir d'une part à tisser, modeler, mettre en scène et en images la vie de cette artiste horsdu-commun ; et d'autre part de permettre au spectateur de découvrir l'intrication entre la subjectivité créatrice de l'artiste et son oeuvre.

International audience ; The relationship of culture and religion is reciprocal. Cultures are under the impact of religions and these also undergo the impact of cultures. So sometimes these are the cultural elements of an ethnic group manifested more prominently in the religion of the latter, and sometimes it is the religious teachings that influence the culture. The right and left sides form an opposition which has repercussions in the two fields of culture and religion. By their existence in religious texts, this couple acquires a fairly strong religious connotation; it also has an important place in different cultures, whether monotheistic or even pagan. In this article, we will try to focus first on the origin and influence of this couple in one or other of the areas of religion and culture where a physical pattern becomes the criterion of Good and Evil. We will question its multidimensional aspect and study the specifics of this couple evoking a strong dualism. Thus we will study the mutual impacts of the religious and cultural connotations of this couple and this through the study of different cultures. In the second time, we will be interested in the sacred texts of different religions in order to identify the evocations to this dualism. We could then take a comparative look at the texts from different religions and we will dwell in particular on the Shiite jurisprudence which turns out to be fertile ground for the existence of this dualism which would serve as a benchmark between Good and Evil . ; La relation de la culture et de la religion est réciproque. Les cultures sont sous l'impact des religions et celles-ci subissent également l'impact des cultures. Ainsi parfois ce sont les éléments culturels d'une ethnie se manifestent de manière plus importante dans la religion de cette dernière, et parfois ce sont les enseignements religieux qui influencent la culture. Les côtés droit et gauche forment une opposition qui a des retentissements dans les deux domaines de la culture et de la religion. De par son existence dans les textes religieux, ce couple acquiert une connotation religieuse assez forte ; il a en plus une place importante dans différentes cultures que ce soient monothéistes ou même païens. Dans cet article, nous essayerons de nous pencher dans un premier temps sur l'origine et l'influence de ce couple dans l'un ou l'autre des domaines de la religion et de la culture où un schéma physique devient le critère du Bien et du Mal. Nous nous interrogerons sur son aspect multidimensionnel et étudierons les spécificités de ce couple évoquant un dualisme fort. Ainsi nous étudierons les impacts mutuels des connotations religieuses et culturelles de ce couple et ce à travers l'étude de différentes cultures. Dans un second temps, nous nous intéresserons aux textes sacrés de différentes religions afin d'y repérer les évocations à ce dualisme. Nous pourrions ensuite porter un regard comparatif sur les textes provenant de différentes religions et nous attarderons notamment sur la jurisprudence chiite qui s'avère un terrain fertile à l'existence de ce dualisme qui servirait d'un point de repère entre le Bien et le Mal.

The coronavirus pandemic has become an event after which the world will no longer be the same. The disease rapidly swept across countries and continents, irreversibly changed social and personal life, struck spheres of economy, politics, international relations, education and health care, invaded the field of everyday life, leisure, and communication. Within the framework of this article, an attempt is made to comprehend the most significant transformations and explicate the parameters of the new reality, for which the authors introduce the concept of "Vita Covida".Vita Covida (the life of a person and society in the context of the Covid-19 pandemic and its consequences) is considered, first of all, as an anthropic collapse — the destruction of the foundations of human existence, a violation of the rhythm of everyday existence in its most stable, essential modes — repetition and order, predictability and rest. Vita Covida caused a panhuman "attack of claustrophobia", placing residents of large cities in the closed space of their apartments, broke social ties, turning "everyone" into a "potential carrier of infection", changed the parameters of social space with new prohibitions and social distancing, transformed subjective time, giving it colors of "stringiness", "melancholy" and "aimlessness".The anthropic collapse is organically connected with the biopolitical crisis, also caused by the pandemic: social contradictions are exacerbated to the limit, the distrust between the authorities and the population is rapidly growing. Society and its state-power structures are faced with the dilemmas of "saving the economy" or "stopping the spread of the virus", "supporting people who have been left out of work" or "preserving financial reserves". Vita Covida makes it possible to consider the relationship between the authorities and the population from a new perspective. ; Пандемия коронавируса стала событием, после которого мир уже не будет прежним. Болезнь стремительно охватила страны и континенты, необратимо изменила общественную и личную жизнь, поразила сферы экономики, политики, международных отношений, образования и здравоохранения, вторглась в области быта, досуга, общения. В рамках настоящей статьи предпринимается попытка осмысления наиболее существенных трансформаций и экспликации параметров новой реальности, для обозначения которой авторами вводится концепт «Vita Covida».Vita Covida (жизнь человека и общества в условиях пандемии вируса Covid-19 и ее последствий) рассмотрена прежде всего как антропный коллапс — разрушение основ человеческого бытия, нарушение ритма повседневного существования в его наиболее устойчивых, сущностных модусах — повторяемости и порядка, предсказуемости и покоя. Vita Covida вызвала общечеловеческий «приступ клаустрофобии», поместив жителей крупных городов в замкнутое пространство квартир, нарушила социальные связи, превратив «каждого» в «потенциального разносчика инфекции», изменила параметры социального пространства новыми запретами и социальной дистанцией, преобразовала субъективное время, придав ему окраску «тягучести», «тоски» и «бесцельности».Антропный коллапс органически связан с биополитическим кризисом, также обусловленным пандемией: до предела обострены социальные противоречия, стремительно растет недоверие между властью и населением. Общество и его государственно-властные структуры столкнулись с дилеммами «спасти экономику» или «остановить распространение вируса», «поддержать людей, оставшихся без работы» или «сохранить финансовые резервы». Vita Covida делает возможным рассмотрение отношений власти и населения в новом ракурсе.

The article considers the main trends in the legal regulation of the remuneration system in Ukraine in today's conditions, identifies the legal problems of the remuneration system, on the basis of which certain conclusions are made. It is noted that many issues remain unresolved, which requires a doctrinal justification of the strategy of reforming wages in labor relations, in the economic system and society in general. It is stated that despite the fact that in Ukraine, although the legal framework for the regulation of wages in accordance with international labor standards, the mechanisms of state and collective bargaining of wages have not yet worked in full. As their functioning is negatively affected by the imperfection of reforms in the monetary and tax systems, the lag in the formation of new economic entities, in the creation of a full-fledged system of social partnership and so on. Wages as the main way to ensure a sufficient standard of living should be a socio-economic indicator of the welfare of the latter, because it is, firstly, the main source of income for employees and determines the level of material well-being of households, and secondly, for employers a means of motivating employees to achieve the goals of the enterprise, thirdly, plays a significant role in ensuring economic growth. It is noted that under modern European integration conditions, 3 main criteria should be taken into account when developing a strategy and policy of remuneration at the enterprise. They must be: (a) internally fair (ie workers must be paid in proportion to the value of their work), (b) competitive (their wages must be commensurate with the market price of the job) and (c) create a personal interest in employees. ; У статті розглянуто основні тенденції у правовому регулюванні системи оплати праці в Україні в умовах сьогодення, виявлено правові проблеми системи оплати праці, на підставі чого зроблено певні висновки. Зазначено, що наразі багато питань залишаються не вирішеними, що потребує доктринального обґрунтування стратегії реформування оплати праці у трудових правовідносинах, в економічній системі й суспільстві загалом. Констатовано, що недивлячись на те, що в Україні хоча і створено законодавчо-правову базу впорядкування оплати праці відповідно до міжнародних трудових норм, механізми державного й колективно-договірного регулювання оплати праці ще не спрацювали в повному обсязі. Оскільки ж на їх функціонування негативно впливає недосконалість реформ у грошово-кредитній і податковій системах, відставання у формуванні нових суб'єктів господарювання, у створенні повноцінної системи соціального партнерства тощо. Оплата праці як основний спосіб забезпечення достатнього рівня життя громадян повинна виступати соціально-економічним показником добробуту останніх, оскільки вона, по-перше, є основним джерелом доходів найманих працівників та визначає рівень матеріального добробуту домогосподарств, по-друге, для роботодавців є часткою витрат виробництва та засобом мотивації працівників до досягнення цілей підприємства, по-третє, відіграє значну роль у забезпеченні економічного зростання країни. Зазначено, що за сучасних євроінтеграційних умов при розробленні стратегії й політики оплати праці на підприємстві мають братися до уваги 3 основних критерії. Вони повинні бути: (а) внутрішньосправедливими (тобто трудівникам необхідно платити пропорційно цінності результатів їх праці), (б) конкурентоспроможними (їх заробітна плата повинна відповідати ринковій ціні посади) і (в) створювати у співробітників особисту заінтересованість.

The subject of research is the process of forming a new type of economic thinking and entrepreneurship in the context of progressive globalization. The purpose of the article is to clarify the essence of economic thinking and entrepreneurship, and to justify promising directions for the formation of a new type of economic thinking and entrepreneurship in the context of progressive globalization. Research objectives: to consider the essence of entrepreneurship, justify entrepreneurship as a key competence in the context of globalization, identify the competence of entrepreneurship and the direction of their formation; reveal the need and specifics of formation a new type of economic thinking; to substantiate promising directions for the development of economic education in the context of entrepreneurship competences formation and the development of a new type of economic thinking in the progressive globalization context. Research methods. In the process of scientific research, we used the following general and specific scientific methods: methods of logical generalization and comparison, scientific abstraction, methods of synthesis, logical generalization and analogies. The methodological basis of the study was the scientific works of domestic and foreign scientists and leading experts, analytical materials of the Joint Research Center of the European Commission. Results of the work. The article defines the essence of entrepreneurship and rightly entrepreneurship as a key competence in the context of progressive globalization. Analyzed entrepreneurship competence and their formation direction. Revealed necessity and specificity of formation new type of economic thinking. Reasonably promising directions for development of economic education in the context of entrepreneurship competences formation and development new type of economic thinking in progressive globalization context. Practical implications. Results of the study can be used by educational institutions to consider the possibilities of modernizing education system and forming a new type of Ukrainian economic thinking and entrepreneurship in educational reforms context. Conclusions. The study made it possible to conclude that entrepreneurship is the key competence that must be developed throughout life in the process of lifelong learning. At the same time, economic education and upbringing, as a systematic process of forming among all members of society, entrepreneurship and certain moral qualities, economic thinking, optimal level of economic literacy, has an important role to play in activating the human factor, in implementing the concept of accelerating socio-economic development. Modern level of productive forces development and production relations requires the formation new type of economic thinking, aimed at initiative and entrepreneurship, at increasing responsibility, creative search for ways leading to a better final result at the lowest cost. Characteristic features of modern economic thinking are efficiency, careful attitude to the use of material, labor and financial resources. It is economic thinking that can be defined as a system of views on social life, the essence and laws of economic phenomena, on the goals, forms and methods of managing and managing production. We believe new type of successful, enterprising and productive personality of progressive era globalization is characterized by following indicators: high professionalism, active life position, developed economic thinking; formed the optimal structure of individual needs; ability to develop and improve interpersonal relationships; openness, tolerance and international cooperation.

Based on bibliometric exercises, this article discusses the national and international scientificproduction on the Brazilian contemporary city and its forms of management. Authors discuss theoutstanding recurrence of certain research topics on the debate of urban matters by the Brazilianacademy and the relation between such academic approach and the urban management practice. Itis in fact a discussion on the recurrence of certain topics among Brazilian urban scientific researchesand their appropriation by the practice of urban management by governmental agencies. This is adiscussion on priorities given by Brazilian urban science, approaches adopted, their novelties, theirthematic recurrences, and the way urban management practices react to this set of characteristics.Timeframe adopted begins in the 1990´s and finalizes in 2007. Source of information used is thethesis and dissertations data base of the National Council for Scientific and TechnologicalDevelopment (CAPES). This database now makes available the almost entire post-graduationproduction in the country. Discussion is so based on the way Brazilian academy sees the urbanphenomenon we now live in by investigating the possible reasons for thematic choices of research,priorities given certain by specific scientific areas, the contemporaneousness of these researchesas well as their possible anachronism. Despite the fact that the research prioritizes Brazilian city,discussion brought here may be contextualized in other urban realities. El marco temporal del análisis comienza en los años1990 y termina hacia finales de la década. La fuente de información principal es la base dedatos de tesis y disertaciones de la Coordinación de Perfeccionamiento de Personal de NivelSuperior (CAPES), que actualmente reúne casi la totalidad de los resultados de investigaciónde postgrado en Brasil. El artículo aporta un debate académico sobre el fenómeno urbanocontemporáneo en Brasil y trata de provocar la investigación en torno a las razonesque explican las opciones temáticas de los investigadores y sus prioridades, según las principalesáreas de la ciencia, sus contemporaneidades y sus anacronismos. El artículo centrala discusión en la ciudad brasileña, pero puede ser llevado a un debate más amplio: el de larelación entre la producción académica y su apropiación por parte de los usuarios finales.Las principales conclusiones se refieren a la reducida contemporaneidad de la investigaciónurbana, su baja adhesión con la práctica de la gestión urbana y la discusión necesaria sobrelas prioridades de los organismos de financiación científica.

The article discusses the possibility of the formation and further geopolitical influence of the Baltic-Black Sea Union. The idea of this interstate union is long-standing in European history and international relations in Eastern Europe. Its main goal is to create such a structure in the region that could unite the interests of the countries of the whole European space in ensuring security.The topic of the Baltic-Black Sea Union became relevant after the outbreak of the Ukrainian-Russian war in 2014. Accordingly, the countries of the central region were faced with the question of ensuring their own defense. However, this question cannot be considered separately from Ukraine. And it is she who should play a key role in his decision. Given this situation and the need to deter the aggression of the Russian Federation, the only means that can be effective is only force. In addition to a purely military threat, there is also a political and economic threat. The foundations for this are laid by cooperation between Germany and Russia.Therefore, the formula for the future of the Baltic-Black Sea Union should be of a military-political nature with the participation of the countries of Central and Eastern Europe. ; В статье рассматривается вопрос о возможности формирования и дальнейшего геополитического влияния Балто-Черноморского союза. Идея этого межгосударственного союза является давней в европейской истории и международных отношениях на землях Восточной Европы. Главная его цель – создать в этом регионе такую структуру, которая бы смогла объединить интересы всего европейского пространства в вопросах обеспечения безопасности.Тема Балто-Черноморского союза стала актуальной после начала украинско-российской войны в 2014 г. Соответственно перед странами центральноевропейского региона встал вопрос обеспечения собственной обороны. Однако, этот вопрос не может рассматриваться отдельно от Украины. И именно она должна сыграть ключевую роль в его решении. Единственным способом, который может быть эффективным в этой ситуации и при сдерживании агрессии Российской Федерации, остается исключительно сила. Кроме чисто военной угрозы существует еще и угроза политико-экономическая. Основания для этого уже заложены сотрудничеством между Германией и Россией.Поэтому формула будущего Балто-Черноморского союза должна иметь военно-политический характер з участием в нем стран Центральной и Восточной Европы. ; У статті розглядається питання щодо можливості формування і подальшого геополітичного впливу Балто-Чорноморського союзу. Ідея цього міждержавного союзу є давньою в європейській історії та міжнародних відносинах на теренах Східної Європи. Головна його мета – створити таку структуру в цьому регіоні, яка б змогла об'єднати інтереси країн всього європейського простору у забезпеченні безпеки.Тема Балто-Чорноморського союзу набула актуальності після початку українсько-російської війни у 2014 р. Відповідно перед країнами центральноєвропейського регіону постало питання забезпечення власної оборони. Однак, це питання не може розглядатися окремо від України. І саме вона повинна відігравати у його вирішенні ключову роль. З огляду на цю ситуацію та необхідність стримування агресії Російської Федерації єдиним засобом, який може бути ефективним, залишається виключно сила. Окрім суто воєнної загрози існує ще й загроза політико-економічна. Основи для цього закладені співпрацею між Німеччиною та Росією.Тому формула майбутнього Балто-Чорноморського союзу повинна мати військово-політичний характер з участю в ньому країн Центральної та Східної Європи.
