States' increasing recognition of Indigenous rights in the realm of natural resources has led to a variety of co-management arrangements and other forms of melded authority, evolving over time into increasingly complex governance relationships. This article takes up such relationships within the analytical frame of multilevel governance, seeking lessons from the experiences of Indigenous involvement in water policy in Canada's Northwest Territories (NWT). It examines the way that effective collaboration in resource governance can emerge within the space of tension between evolving Indigenous rights regimes and the continued sovereignty of the state. At the same time, the analysis raises questions about whether multilevel governance can contribute to meaningful decolonization of relationships between settler states and Indigenous Peoples.
This special issue focuses on the governance of peripheries in CEE from a multiscalar perspective to identify current policy responses and practices at the European, regional, cross-border and local levels. We attempt to unite various paradigms of peripheries by taking a governance approach – paradigms that, when used independently, threaten to further fragment our understanding of non-core territories across CEE. The introductory paper progresses from discussing the territorial basis of peripheries, through rescaling processes and issues of governance, to the introduction of selected papers included in this issue.
Has Japan's post-Second World War transformation into one of the most militarily capable nations been the result of 60 years of truly representative government? This research compares government-collected opinion polls to policy trends and actions, to determine whether the case of Japan's remilitarization argues for or against the country's democratic quality. For the purpose of this research, the size of Japan's military and its legislative freedom to act as a more conventional military were considered the most pertinent militarization policies. Results indicated that those policies were consistently unjustified by measured opinion, suggesting elitist policy formation. However, other policy areas, such as Japan's military budget, participation in UN peacekeeping, and national defense capability, have indicated a more pluralist model of policy formation. Therefore, results suggest that the country's remilitarization has been the product of both elitist and pluralist governance.
The introduction of directly elected mayors is one of the most significant recent developments in the structure of governance of the UK. The first mayor of London was elected in 2000, and the model has spread slowly but surely to other cities across the country, with varying powers and parameters attached.
In May 2017 there were elections in six English city-regions for directly elected metro mayors. These new positions as figureheads of combined authorities were a prerequisite of the transfer of powers from Whitehall arranged by George Osborne when he was at the treasury.
Mayoral roles and responsibilities are fairly clearly defined and circumscribed in legislation and the contractual arrangements with government, but there are still plenty of unknowns within what is a novel form of governance and power in the UK. David Sweeting's volume is a timely and useful guide to the issues and argument. It takes a number of the key debates around the salience of directly elected mayors in urban governance and fleshes them out with useful case studies that look in-depth at cities around the world.
