Iran's presidential election, necessitated by the death in a helicopter accident of President Ebrahim Raisi May 19, will be held June 28. Under Iran's constitution, early elections for a successor must take place within 50 days after the previous president has either died or resigned, or was impeached and removed from office.Over 80 people, mostly previous and current officials, registered with the Ministry of Interior as candidates. The Guardian Council, a constitutional body, vets all candidates for national elections. On Sunday June 9, the Council announced a list of six eligible candidates. Of the six, five are from the ranks of the hardline and conservative factions, and were widely expected to qualify, while the sixth candidate, a reformist, is a surprise.Of the five hardline and conservative candidates, Mohammad Bagher Ghalibaf, 62, a retired Brigadier General in the Islamic Revolutionary Guard Corps, former commander of the IRGC air force, former commander of the national police, former Tehran Mayor, and current Speaker of the Majles, or parliament, has run for the presidency three precious times — in 2005, 2013, and 2017. He has been involved in many economic corruption cases, and, when he was the commander of the national police, he also played a leading role in repression of college and university students, intellectuals, and dissidents. But he is trusted by the Supreme Leader Ayatollah Ali Khamenei, to whom loyalty is the deciding factor. He is also rumored to be a relative of Khamenei's wife.Alireza Zakani, 58, is Tehran's current Mayor. He is a medical doctor by education, and when he was a university student, he was the head of the Basiji [hardline] student organization. He was also a four-term Majles deputy. He too has been involved in multiple corruption cases, and, since his election as the capital city's mayor, has been accused of nepotism by appointing his relatives to important posts — one reason, perhaps, why his tenure has generally been regarded as a failure. He was also a candidate for the presidential elections of 2013 and 2017, but was ruled ineligible by the Guardian Council each time.Another hardline candidate is Saeed Jalili, 58, Iran's former chief nuclear negotiator and secretary-general of Iran's Supreme National Security Council, as well as a former deputy foreign minister for Europe and the United States. He is currently Khamenei's representative to the SNSC. He lost his right leg in the Iran-Iraq war in the 1980s. He is regarded as an ultra-hardliner who is highly unpopular because, as the nuclear negotiator, he is widely blamed for the referral by the International Atomic Energy Agency of Iran's nuclear dossier to the United Nations Security Council, which subsequently approved six resolutions against Iran and which led in turn to Washington's own harsh economic sanctions. He was a candidate in the 2013 presidential elections but received only 11 percent of the votes against the very popular moderate candidate, Hassan Rouhani and then ran gain in 2021 only to withdraw in favor of Raisi.The hardline cleric Mostafa Pourmohammadi, 64, who served as both interior minister and justice minister is best known for his membership in the "death committee," a group of four clerics and judges, including Raisi, who played the key role in the execution of close to 4,000 political prisoners in 1988 [including two close friends of mine, not to mention my brother and cousin, both university students, who were executed in, respectively, 1981 and 1985].The final hardline candidate is Amir-Hossein Ghazi Zadeh Hashemi, 53, who is a medical doctor. Although he is not well known in the West, he served four terms in the Majles, including one term as deputy speaker. He was also a candidate in the 2021 elections but came in fourth in the number of votes received.The surprise candidate is Masoud Pezeshkian, 69, who is a medical doctor and cardiologist. He is a reformist, and a five-term Majles deputy, including the current session. He was minister of health in the second administration of former reformist president Seyyed Mohammad Khatami (2001-2005). He is from a prominent family in west Azerbaijan province in northwestern Iran and has a solid reputation for being uncorrupted. During a student uprising in July 1999, he, spoke out in defense of the students as dean of the medical school at the University of Tabriz. He also harshly criticized the government, after Mahsa Amini, the young woman whose death while in the custody of the security forces sparked widespread demonstrations in Iran in September of 2022 that lasted for several months.Many believe that Ghalibaf is Khamenei's preferred candidate. He was also rumored to be his preferred candidate in 2005, but the behind-the-scenes support that he was receiving was suddenly withdrawn. It turned out later that he had been caught in a corruption case. As past elections in Iran have demonstrated, however, the outcome depends largely on turnout.If the turnout is around 40 percent of eligible voters, as it was in the last two elections for the Majles in 2020 and again this year, as well as in the 2021 presidential election, one of the hardline candidates will most likely be elected given that they can rely on a solid social base of support amounting to about 20 percent of eligible voters and their ability to mobilize another 15-20 percent of voters through various means. In that case, Ghalibaf will have a good chance of succeeding the fourth time around.If, however, the turnout is between 50 to 60 percent, then, it is likely that no candidate will receive more than 50 percent of the votes, and the top two vote-getters will advance to the second round. If the turnout is larger than 60 percent, which was the case for Khatami in 1997 and 2001 and Hassan Rouhani in 2013 and 2017, then Pezeshkian will have an excellent chance of winning.A large turnout is possible only if the middle class, young people, and what is referred to Iran as the gray strata of the society — those who are usually silent but choose for a variety of reasons to vote or not vote — decide to vote. There is no question that a very large majority of Iranian people do not support the ruling hardline elite. They are rightly angry over deep economic corruption, suffocating social restrictions, and political repression. They demonstrated their anger by largely staying home in the last three national elections for the Majles and presidency.Some analysts, including Abbas Abdi, a leading reformist and analyst, believe that a higher percentage of the people, which he estimated to be around 55 percent, may vote, because Raisi is widely regarded as a total failure in following up on his campaign promises to improve economic conditions for most Iranians, and the country needs a better, more competent, and less corrupt government that can come to power only through their votes. Since Pezeshkian is an Iranian Turk, he can help bringing out a significant portion of eligible ethnic voters in the northwest and western parts of the country. It is also widely expected that Khatami, who is still highly respected in Iran, will throw his support behind Pezeshkian, as will Rouhani. In a statement, 151 political activists and former officials, including former Foreign Minister Mohammad Javad Zarif, called for a large turnout next month.Hardline websites and other mouthpieces of the conservatives have already begun attacking Pezeshkian, which will likely help to further polarize the elections between the people and the hardliners and could well produce a backlash resulting in a larger turnout, as it has in the past.If Pezeshkian is elected — and that is still a big if — Iran's foreign policy will take on a more moderate tone, relations with European Union and cooperation with the IAEA regarding Iran's nuclear program will improve, and, internally, a far more competent administration will run the country. This will not solve Iran's long-term problems regarding its people's aspiration for a democratic political system and respect for human rights, but it will provide a reprieve from years of instability, political tension, and economic incompetence.

Among these facets the right to safety in the Global North cities experiencing the influx of refugees and other migrants from the Global South deserves critical attention. It invites the question how to operationalize that right to the mutual advantage of such newcomers and native residents. S Nicholas of Methone and His Polemics Against Proclus in the Context of the Byzantine Proclosrenaissance The article is concerned on the features in polemics of the Byzantine Church author Nicholas of Methone with the authorities who kept the doctrine of Proclus in XII century. We have suggested the names of the authors in Nicholas' epoch, with whom he could maintain his latent dialogue in his writings. On the example of interpreting the Platonian notion concerning the hierarchy of causes of Being and the notion of Universals we show that Nicholas whose more inclined to Nominalism, fallen into divergence both with Non-orthodox and same Orthodox authors on that point. So that the analysis of his writings reveals the difference with the widespread position in Byzantium, characteristic to the Alexandrian school of Ammonius, which supported the Doctrine of Universals' existing in three modes. Marakhonova S. I. The Outstanding Far Easten Fine Arts'scholar Serge Elisseeff and His Petrograd Environment The article deals with Serge Elisseeff 's activities in the field of fine arts. This was one of his most great interests and he is considered by some people the history of Far Eastern culture and fine arts scholar first of all. Elisseeff began his fine arts studies when a student in Japan. Later in 1915-1920 in Petrograd he prepared a lot of lectures on Far Eastern fine arts at the state university and some other institutes. Elisseeff spent the first decade of his emigration from Russia in Paris where he worked as the Japanese collection keeper in the Guimet museum. The Paris period was the most productive for Elisseeff 's scientific publications most part of which belonged to fine arts' problems. From 1934 to 1958 Serge Elisseeff spent in the USA as the Harvard University professor and director of the Harvard-Yenching Institute. This doctrinal phenomenon of the neo-Pentecostal Word-Faith Movement encourages analysis of its genealogical beginnings, theology and epistemology. Extreme forms of fideism and rejection of the sentient experience, which is foreign to the scientific rationality, do not reveal a scientistic orientation of consciousness but rather a quasi-scientific fleur, employed to disguise the magical nature of the movement's practices. Semiotics of Buryats'wedding jewelry The subject of the report is the jewelry as an objective code of the wedding ritual. The author analyses the syncretic structure of their semiotic functions on a broad ethnographic material. Scandinavian Influence in the Russian Artistic Culture of XIX-XX Centuries The turning age of the XIX-XX centuries changed the idea about Russian and West European Art interaction. To bridge the Russian culture isolation it was necessary to introduce the status of the foreign culture to Russian artists and the society. The exhibitions of Scandinavian painters arranged at the end of the XIX century showed National Romanticism of Nordic neighbours to Russia and gave an example of entering European way of development with no national peculiarities losses. Scandinavian Influence had a visible affect on Russian architecture at the turn of the century especially in the North Capital of Russia. Making the acquaintance with Scandinavian Art achievements enhanced creative opportunities and made Russian artists participate in more significant artistic life events of the turn of the century. Космография Южной Азии в письменных памятниках вишнуитской и буддийской традиций В статье дан сравнительный анализ вишнуитской и буддийской космологических систем. Отмечается, что радиально-кольцевая морфология земной поверхности характерна как для буддийской, так и для вишнуитской традиции. Числовая семантика материков, представленная в космографии Южной Азии, демонстрирует, что ойкумена осмыслялась как совершенная, идеологически отражающая непрерывность двух традиций. Общим для обеих традиций является признание человеческой формы рождения как единственно благой, дающей возможность достижения окончательного освобождения (мокша, нирвана). The South Asia's Cosmography in the Texts of Vaishnavist and Buddhist Traditions The comparative analysis of the Vaishnavist and Buddhist cosmological systems is given in this article. It is noticed that the radially-ring morphology of a terrestrial surface is characteristic both for Buddhist, and for Vaishnavist traditions. The numerical semantics of continents presented in the Southern Asia's cosmography shows that ecumena was comprehended as the perfect, ideologically reflecting continuity of two traditions. The general for both traditions is the acceptance of the human birth form as a unique good, giving the chance for achievements of definitive clearing (moksha, nirvana). Penelitian ini bertujuan untuk menguji dan menganalisis pengaruh pendapatanasli daerah, dana alokasi umum, dana alokasi khusus terhadap belanja modal dengan pertumbuhan ekonomi sebagai variabel moderasi pada pemerintah daerah kabupaten/kota di Provinsi Kalimantan Barat pada tahun 2015-2019. Penelitian ini menggunakan metode kuantitatif dengan data sekunder yangdiambil dari website bps dan djpk. Sampel dalam penelitian ini sebanyak 12 kabupaten dan 2 kota selama periode 5 tahun dengan teknik sensus sebagai teknik penarikan sampel. Teknik analisis data menggunakan aplikasi linier berganda yaitu Moderated Regression Analysis (MRA) yang mengandung unsur interaksi dengan menggunakan bantuan perangkat lunak SPSS 25. Hasil penelitian menunjukkan bahwa dana alokasi khusus berpengaruh positifterhadap belanja modal. Sedangkan pendapatan asli daerah, dana alokasi umum tidak berpengaruh terhadap belanja modal. Pertumbuhan ekonomi tidak memoderasi pengaruh pendapatan asli daerah terhadap belanja modal tetapi, pertumbuhan ekonomi terbukti memoderasi pengaruh dana alokasi umum dan dana alokasi khusus terhadap belanja modal, namun pertumbuhan ekonomi bersifat memperlemah pengaruh dana alokasi khusus terhadap belanja modal. Lake Chad is an oasis in the middle of the desert. It is a tropical lake whose active basin feeds largely on the waters of the Chari River and its main affluent, the Logone River. To a lesser extent, it receives contributions from the Komadougou Yobé, the Beid, the Yedseram and the Ngadda basins. The size of the lake is variable due to the fluctuations in the rainfall regime. Nearly one hundred million inhabitants rely on its waters for food. For several decades, its population has been suffering a hydric and humanitarian crisis that is the result of a combination of various factors. The purpose of this paper is to address this multidimensional problem from a hydrosocial perspective, focusing not only on environmental issues but also considering that water crises are the consequence of symbiotic relationships between human beings and nature. This political-ecological perspective suggests, in Swyngedouw's words, a close correlation between the transformations of, and in, the hydrological cycle at local, regional and global levels on the one hand and relations of social, economic and cultural power on the other (2009, p. 56). Thus considered, crises involve state structures and political decisions, geometries of power, economic and social relations of its inhabitants, and the relationship established between these factors and the environment. Therefore, this study does not consider the Lake Chad issue as the mere result of a natural desertification process or as a consequence of climate change, influenced or not by human action. Instead, we consider that this issue comprises multiple variables and actors that interact and influence each other, thus shaping the current situation of the region, which also involves four African states. Additionally, we will use the concept of "waterscape" to refer to "a landscape unity" resulting from the interaction between societies and their environment, which involves, therefore, "all social, economic, cultural and political processes through which nature is perceived and transformed by societies, as well as - in return - the influence of these environmental changes on societies" (Molle, 2012, p.220). In its current form, Lake Chad's waterscape shows a region suffering constant human displacements and insecurity due to the conflicts triggered by human migrations in search of new lands as a consequence of the desertification caused by changes in rainfall levels. These displacements are, in turn, influenced and aggravated by state action and state violence, and by the proliferation of various armed movements that leverage the situation to pursue their illicit activities linked to organized crime. The Lake Chad Basin is part of a circuit of trade routes established centuries ago by populations largely dependent on livestock and agriculture, who experienced periods of peaceful coexistence among them, and others not so peaceful. In modern times, this modus vivendi has been disrupted by droughts and desertification. Consequently, populations have moved from the most arid to the most humid regions, while confrontations between semi-nomadic populations or herders and sedentary populations have proliferated. In the basin states, these displacements soon led to violent clashes between herders and farmers over land use and access to water sources. In view of such a scenario, states have not acted effectively in order to stop violence. Since their independence, the Sahelian states have neglected the desert regions of their territories mainly because of the resistance of their inhabitants to bureaucratic state practices that affected their nomadic or semi-nomadic way of life. This is the reason why such regions never had access to the basic services or economic possibilities that were available at urban centers. Consequently, desert regions did not have access to health, education, basic health services or even safe drinking water. States have also failed to implement a land policy that ensures access to the resources that each sector needs in order to survive and prosper. The legal gaps regarding land tenure and the coexistence of several "legal categories" (such as reserves, communal land, vacant land, etc.) is a pervasive reality in this region, which reveals traditional coexistence mechanisms that are not in line with states' bureaucratic dynamics, sometimes clashing with them. The Lake Chad Basin states have not either been able to bring an end to the terrorist violence unleashed mainly by Boko Haram and Islamic State in West Africa Province (ISWAP). As a matter of fact, one of the main strategies for recruiting members and getting civilian support in the early days of Boko Haram had to do with the provision of basic health services and the opening of Koranic schools, trying to fill the gaps left by an absent state. Subsequently, Boko Haram resorted to forced recruitment, looting and widespread violence against the inhabitants of the cities and towns where it settled. The states' military response was channeled through the Multinational Joint Task Force (MNJTF) and various national or bilateral operations in the affected states. The MNJTF organized several boisterous operations –some of them successful, and others not so much- but managed to significantly reduce Boko Haram's area of influence. Taking the hydrosocial perspective into account, this paper seeks to analyze the variation in the rainfall level and its impact on the lake´s conditions; the historical and current population movements of the various ethnic groups inhabiting the region; the role of the region's inhabitants and the policies imposed on them by the four basin states; the state, communal and terrorist violence occurring in the area; and the link among these factors as determinants of the current regional crisis. ; El lago Chad es un oasis en medio del desierto. Se trata de un lago tropical cuya cuenca activa se alimenta principalmente de las aguas del río Chari y de su afluente el río Logone. Cerca de cien millones de habitantes viven de sus aguas. Desde hace varias décadas, su población atraviesa una situación de emergencia hídrica y humanitaria que es producto de una combinación de factores. Este artículo busca abordar esta problemática multidimensional desde la perspectiva hidrosocial que focaliza no solamente en las cuestiones ambientales, sino que considera que las crisis hídricas son resultado de las relaciones simbióticas entre el ser humano y la naturaleza. Esta perspectiva político-ecológica supone una estrecha relación entre las transformaciones en el ciclo hidrológico a nivel local, regional y global, de una parte, y las relaciones sociales, políticas, económicas y culturales de poder, de otra. Así considerado, las crisis involucran las estructuras estatales y las decisiones políticas, las geometrías de poder, las relaciones económicas y sociales de sus habitantes, y la relación que se establece entre estos factores y el medio ambiente. Por ello, este estudio no considera la cuestión del lago Chad como el mero resultado de un proceso natural de desertización o de cambio climático influenciado o no por la acción humana. Consideramos en cambio, que esta problemática está atravesada por múltiples variables y actores que interactúan y se influencian entre sí determinando la situación actual de la región, que en este caso, involucra además a cuatro estados africanos. Se utilizará asimismo el concepto de waterscape, entendiendo por ello "una unidad de paisaje", que es resultado de la interacción entre las sociedades y su ambiente. En su expresión actual, el waterscape del lago Chad muestra una región que sufre desplazamientos humanos constantes debido a los cambios en el régimen de lluvias, la falta de aguas y de pasturas, resultantes de la desertización. A su vez, este movimiento de pueblos provoca conflictos comunales entre ganaderos y agricultores por la posesión y el uso de la tierra. La falta de legislación y de una gestión estatal que contemple una adecuada política de tierras agrava la violencia cotidiana que, por otra parte, también se ve exacerbada por la violencia estatal a la hora de reprimir los enfrentamientos comunales. Desde hace casi dos décadas, la región ha visto la proliferación de diversos grupos armados que encuentran en esta situación una ocasión propicia para desarrollar sus actividades ilícitas vinculadas al crimen organizado. Teniendo en cuenta los lineamientos teóricos que hemos esbozado líneas arriba, en este artículo buscamos analizar la actual crisis del lago Chad como una crisis regional en la que se entremezclan factores ambientales, sociales y políticos. En este sentido, analizaremos la variación del régimen de lluvias y sus repercusiones sobre los estados del lago, los movimientos poblacionales históricos y actuales de las diversas etnias que habitan la región, el rol y las políticas impuestas para con habitantes por parte de los cuatro estados de la cuenca, la violencia estatal, comunal y terrorista que se verifica en la zona, y la vinculación entre estos factores como determinantes de la actual situación de la región.
This book is a political economy study that tackles the relationship between public finance and politics in Egypt during the period 1981-2003. It analyzes how the authoritarian regime of Hosni Moubarak has adapted to its fiscal crisis and how this crisis has affected the relationships between state and society and between the different parts and levels of the state. Political economy studies on Egypt have maintained that the reproduction of authoritarianism in this country has mainly been achieved through state control of huge economic resources. The rentier type of the Egyptian state ¬¬– its dependence on non-fiscal resources like foreign aid, workers' remittances, oil, and Suez Canal tolls – has made possible the successful survival of authoritarian politics. Economic rent has given the regime the possibility to buy off the population's political passivity and to avoid having recourse to taxing economic actors. However, the decline of the rentier elements of the Egyptian state and its mounting fiscal crisis haven't destabilized the regime. This study explains how the fiscal crisis has transformed the distribution of resources within the state. The transformation is dealt with on three levels: the ministerial, the central/local, and the regional. The 1990s witnessed a declining share of some institutions like the ministries of Defense and of Supply and a rising share of the ministries of Interior, Culture, Education and Religious affairs. This transformation is explained by the necessities of responding to the political challenges facing the regime. During the same period, the central state apparatus increased its share of public resources at the expanse of the local administrations, but at the price of reducing the functions these local administrations have to fulfill and by giving some de facto freedom to local units to mobilize resources from the population. Thus, during the 1990s, the regime tended to increase Upper-Egypt's share of public resources in order to combat the rise of the armed Islamic movement in this region. This tendency has been, however, defeated by the persistence of the centralized bias imbedded in state institutions, in particular those institutions created by the Nasser regime and kept in place by Sadat and Mubarak. The book argues that the Egyptian state is undergoing a process of 'normalization' in which 'normal' fiscal revenues will replace exceptional rentier revenues. Strategies of increasing the tax burden without enhancing the political resistance of social groups are analyzed. The study explains why the "no taxation without representation" demand was not raised against the authoritarian regime and why the Egyptian population has been subjected to the paradox of "more taxation and less representation". The role played by the judiciary in solving political crises (what could be called the 'judiciarization' of politics) is emphasized to explain this paradox. This study argues that the endurance of the authoritarian regime despite the decline of its rentier revenues can be explained by two factors: first, the fiscal crisis was interrupted by a period of extraordinary influx of rentier resources (1990-1994); second, the regime's survival strategy of "institutional stagnation" and "fragmented adaptation" has been successful in inhibiting political aggregations of economic and social demands. The regime has been firm on maintaining the formal institutional configuration of the state intact and at the same time it has adapted to the fiscal crisis with fragmented and informal institutional arrangements. Egyptian politics is thus undergoing a certain change. This change is, however, very slow, fragmented and not easily visible. The Egyptian case is one of the success of a regime and the failure of a state. The regime has succeeded since it has reproduced itself. But the state has failed because it is unable to facilitate capitalist development in the country. This book tries to show how the success of the regime has produced the failure of the state in Egypt. ; Cette thèse traite du rapport entre les finances publiques et la politique en Égypte durant la période de 1981-2003. Elle analyse comment le régime autoritaire de Hosni Moubarak s'est adapté à la crise financière de l'État et comment cette crise a affecté, d'une part, les rapports entre l'État et la société et, d'autre part, les différentes institutions de l'État. Les recherches en économie politique sur l'Égypte s'accordent sur le fait que la reproduction de l'autoritarisme dans ce pays est principalement due au contrôle étatique des ressources économiques. La nature rentière de l'État égyptien, c'est-à-dire sa dépendance vis-à-vis des ressources abondantes non fiscales comme les recettes du pétrole ou l'aide étrangère, ont permis au régime d'acheter la passivité politique de la population tout en maintenant un faible taux d'imposition fiscale sur les acteurs économiques. Pourtant, alors que les ressources de la rente rétrécissent, et que la crise financière ne cesse de prendre de l'ampleur, le régime égyptien reste un modèle de stabilité dans la région. La thèse s'appuie sur les théories classiques et récentes traitant du rapport entre les finances publiques et la politique pour enrichir la théorie simpliste de l'État rentier selon laquelle l'origine des revenus de l'État détermine sa nature politique. Ainsi selon cette théorie, l'État rentier est forcément autoritaire et la disparition de la rente ouvre la voie à la démocratisation. L'approche adoptée dans cette thèse est influencée par le néo-institutionnalisme historique et « la nouvelle économie politique » qui met l'accent sur les institutions étatiques dans l'étude de la transformation des politiques publiques et dans les changements politiques. L'étude montre comment la crise budgétaire a transformé la distribution des ressources au sein de l'État. Cette transformation est abordée sur trois axes : entre les différents ministères, entre les autorités centrales et locales et entre les différentes régions. Les années 1990 ont vu la baisse des ressources de quelques institutions dont le ministère de la Défense, de l'Approvisionnement. D'autres ministères ont vu croître leurs ressources, notamment l'Intérieur, la Culture, l'Éducation et les Affaires religieuses. J'analyse les changements dans la distribution des ressources en termes de réponse aux défis politiques imposés au régime égyptien dans les années 1990. Durant la même période, le niveau central de l'État a vu croître sa part des ressources publiques au détriment du niveau local, mais au prix de la contraction des fonctions que ce niveau local doit jouer et d'une liberté accrue donnée aux unités locales pour mobiliser les ressources auprès de la population. Durant les années 1990, le régime décida d'augmenter la part de la Haute Égypte (le Sud) dans les ressources publiques pour y combattre la montée en puissance du mouvement islamiste armé. Pourtant, en raison des « biais institutionnels » (concept formulé par l'école du néo-institutionnalisme historique), la distribution des ressources n'a pas été corrigée, le centralisme subsiste et le Sud resta marginalisé. Cette thèse défend l'idée que l'État égyptien est entré dans un processus de « normalisation » dans lequel les recettes fiscales normales doivent substituer aux recettes rentières exceptionnelles. Le dilemme du régime est alors d'augmenter le fardeau fiscal sur la société sans produire de résistance politique. L'étude contredit la maxime « no taxation without representation » (pas d'impôt sans représentation) et montre comment, la situation en Égypte aujourd'hui doit être plutôt qualifié de « more taxation and less representation » (plus d'impôts et moins de représentation). Le rôle joué par l'appareil judiciaire dans l'allègement des crises politiques du régime de Moubarak est proposé pour expliquer ce paradoxe. Ce rôle a affaibli toute politisation et agrégation des résistances face à l'impôt. La Justice a effectivement supprimé plusieurs impôts du fait de leur nature non constitutionnelle. Les données quantitatives avancées révèlent une implication croissante de la Justice dans la résolution des conflits entre l'État et la société dans ce domaine. Un fait qui a produit une « juridisation » des conflits. L'étude suggère que la reproduction du régime autoritaire malgré la chute structurelle de ses revenus rentiers tient à la stratégie de la survie du régime, basée sur « la stagnation institutionnelle » et « l'adaptation fragmentée ». Cette stratégie a été efficace dans la neutralisation des revendications économiques et sociales. Le régime a insisté à maintenir la configuration institutionnelle et constitutionnelle de l'État intacte et, dans le même temps, il s'est adapté à sa crise budgétaire par des aménagements institutionnels informels et fragmentés. La politique égyptienne est en train de changer, mais ce changement est lent, fragmenté et difficilement visible. Le cas égyptien est celui du succès d'un régime et l'échec d'un État. Le régime a réussi puisqu'il est parvenu à se reproduire, mais l'État a échoué puisque il n'est pas en mesure de faciliter le développement capitaliste dans ce pays. Cette thèse essaie de montrer comment le succès du régime a produit l'échec de l'État en Égypte. L'utilisation conjointe dans cette étude des concepts de l'État et du régime avait pour objectif d'inclure dans l'analyse, à la fois, d'une part les structures objectives et les stratégies des acteurs, et d'autre part les contraintes d'un système et la liberté relative des acteurs.
Global alliance for vaccines and immunization (GAVI) is the third largest multilateral in the health sector. It has a single-purpose mandate, to increase access to immunization in poor countries. The World Bank is a founding partner to GAVI and remains a major partner, particularly at a financial level by supporting operations of two major innovative financial mechanisms on its behalf. The Bank's most significant contribution is a key role in the establishment and management of two innovative financing mechanisms (International Finance Facility for Immunisation (IFFIm) and Advanced Market Commitment (AMC)) that have contributed one-third of GAVI's financial resources from 2000 to 2010. The relationship with GAVI has been collegial and constructive in countries where there is engagement, but in many countries the Bank is not substantially involved in immunization. This review concludes that the status quo leaves organizational synergies untapped, and that stronger Bank involvement, drawing on its strengths in sustainable funding for immunization, addressing inequities in access to immunization, investments in health systems strengthening, and donor coordination in health can help achieve greater development results.
Policy makers and regulators have devoted much effort to reforms aimed at improving financial stability in response to lessons from the 2007-09 crisis. At the same time, much effort has also been directed to promoting greater financial inclusion as an enabler of equal opportunity. To some extent, these endeavors have been exerted in silos, neglecting the possibility that financial inclusion and financial stability could be significantly intertwined, positively or negatively. If there are synergies or trade-offs between inclusion and stability, policy decisions must be informed, and the policy setting, design, and implementation adjusted accordingly. This paper (i) discusses the relationship between financial inclusion and stability, (ii) illustrates empirically interactions between the two financial sector outcomes, and (iii) outlines policy challenges stemming from these interactions.

Today, Afghanistan is a nightmarish place for many Afghans, marked by a lack of rights and opportunities. It's crucial to recognize this reality. However, it's also important to acknowledge that numerous predictions from Washington did not materialize as expected. For all the admonishments of the Biden administration, Afghanistan has not become a gift for China or Russia, or a hotbed of transnational terrorism.President Biden faced relentless criticism for the withdrawal, decried as squandering "20 years of blood and sacrifice" by Republican Senator Jim Risch and branded "fatally flawed" by Democratic Senator Bob Menendez. Former Secretary of Defense Leon Panetta, who oversaw the end of the U.S. surge in Afghanistan during President Obama's tenure, likened the evacuation to the infamous Bay of Pigs fiasco, even before the tragic loss of 13 U.S. service members and at least 170 Afghans in an ISIS attack. Meanwhile, former Secretary of State Mike Pompeo, who less than one year earlier had proudly stood for a photo op with the Taliban's chief negotiator, after agreeing to withdraw U.S. troops, told Fox News that the "Biden administration has just failed in its execution of its own plan." In April, the Wall Street Journal's Editorial Board partly attributed Russia's invasion of Ukraine to "U.S. surrender in Afghanistan" and during a Congressional hearing in July, Congressman Michael McCaul labeled the withdrawal "a mistake of epic proportions." Failure is, indeed, an orphan.One of the most frequently cited reasons for why the U.S. military had to remain in Afghanistan was rooted in counterterrorism efforts. Indeed, fighting terrorism was the reason for the authorization for the use of military force that allowed U.S. troops to be deployed to Afghanistan in the first place. President Biden drew criticism from certain pundits when he asserted on August 16, 2021, that "Our only vital national interest in Afghanistan remains today what it has always been: preventing a terrorist attack on [sic] American homeland." He emphasized that the original mission was, in fact, a response to a terrorist attack and had a primary focus on counterterrorism. Some pundits might find this fact inconvenient, especially those who have come to believe that our presence in Afghanistan was primarily about nation-building, rather than acknowledging that nation-building itself was an ill-conceived strategy within the context of the War on Terror. In the lead-up to the withdrawal, the notion of over-the-horizon counterterrorism capabilities was often ridiculed as ineffective. During the fall of 2021, the Pentagon assessed that the Islamic State-Khorasan Province (ISKP), an ISIS offshoot in Afghanistan, could potentially launch an attack on the U.S. within as little as 6 months. Yet, nearly two years later, no ISKP attack originating from Afghanistan has targeted U.S. soil. Furthermore, senior analysts at the National Counterterrorism Center (NCTC) recently evaluated that the group relies on "inexperienced operatives in Europe" to carry out attacks abroad. In other words, the next generation of 9/11 hijackers is not being trained in Afghanistan. The Biden administration showcased its ability to secure significant over-the-horizon victories against terrorists, such as when a U.S. drone killed al-Qaeda chief Ayman al-Zawahiri in a Kabul apartment on July 31, 2022. As of last March, Nicholas Rasmussen, the Department of Homeland Security's counterterrorism coordinator, viewed the likelihood of a 9/11-style attack as "almost inconceivable." The world of today is different than on the morning of September 11, 2001. Back then, Afghans had extremely limited communication with the outside world. In contrast, today, over 60 percent of adults own a cell phone, with more than 80 percent having access to one. This trend holds true for other once-isolated parts of the world as well. This connectivity will pose challenges to the Taliban's ability to enforce their draconian restrictions over the long-run. It has also changed the way terrorists operate. In the realm of terrorism, the world is indeed flat. Extremist ideologies can be disseminated, and terrorists can recruit overseas operatives to inflict harm. But this may not be such a big win for terrorist groups like ISKP. While their capacity for recruitment is more substantial than in the past, their ability to train and direct quality recruits without interference is actually diminished. Meanwhile, the capacity of potential target nations to intercept such plots is stronger than ever before. Instead of participating in a global campaign of terrorist whack-a-mole, it is our domestic defenses that are best positioned to protect the homeland. This isn't meant to downplay the potential of ungoverned spaces to serve as breeding grounds for adept and motivated terrorists. However, concerning the case of Afghanistan, NCTC analysts concluded that the Taliban's activities have "prevented the branch [ISKP] from seizing territory that it could use to draw in and train foreign recruits for more sophisticated attacks."While it's true that terrorism can be managed and nation-building wasn't the purpose of going to war, it was still shocking for many Americans to witness the swift collapse of a government that so many U.S. lives, tax dollars, and lives of our Afghan partners had contributed to building. One reason for the astonishment shared by lawmakers, media, and the American public over the evacuation debacle, the vanishing of Afghan security forces, and the hasty departure of the Ghani administration, stems from a steady flow of falsehoods regarding the war. Rather than a deliberate effort of intentional deceit, it was more of a collective exercise in self-deception, omission, and hopeful exaggeration. As the U.S. war in Afghanistan trudged onward, a carefully curated liturgy of talking points was repeated in Washington. Our leaders were well aware that Afghanistan was an archipelago of cut-off cities and forward operating bases, while the Taliban dominated the countryside, roads, and the night. It was no secret that Ashraf Ghani was surrounded by a circle of sycophantic advisors. The economy was sustained by a continuous flow of aid and war-related industries. Yet, speaking candidly about this was rare until after the Afghan government collapsed.A cognitive dissonance made it acceptable for U.S. lawmakers, foreign elites, military-aged men who had fled their conflict-ridden countries, and even human rights organizations to not only call for the perpetual deployment of American soldiers but to claim we owed such a commitment. Of course, the U.S. military was more than enthusiastic to oblige. And for soldiers, there is an unrelenting desire and pressure to deploy. I too volunteered to deploy. However, the enthusiasm of young warfighters shouldn't grant a blank check for putting them in harm's way.Since the U.S. withdrawal, unsettling truths emerged. Although tens of thousands of Afghan soldiers made the ultimate sacrifice, when push came to shove — even before the Americans' departure — Afghan forces fell to the Taliban. Their supplies ran out and corrupt leaders in Kabul left them to die or surrender. The strongman warlords, elevated by Washington and summoned by Ashraf Ghani to save the republic, fled to neighboring countries. Over the years, the Taliban were dismissed as a proxy of Pakistan, disconnected from Afghan society, yet, it was the Afghan government, created through an international conference in Bonn, Germany, and supported with billions of U.S. aid, that failed to inspire Afghans to fight for its survival at a crucial moment. Many observers, myself included, were confident that Afghans would fiercely resist the Taliban and the country would rapidly descend into civil war. The country has instead fallen into a haunting silence.One prediction that has come true is the dire situation for women under the Taliban's rule that can only be described as gender apartheid. They have progressively restricted girls'and women's right to education, closed gathering places and livelihoods like beauty parlors, and even banned women from a national park. Their actions seem more driven by an obsession with control of every aspect of women's lives than religious doctrine. Additionally, the Taliban have stifled dissent and used torture against rivals. We must confront these harsh realities and take meaningful actions, but we must also avoid making promises we cannot fulfill, both for the sake of Afghans and our own credibility.Today, Afghanistan is not at war for the first time in twenty years, with violent deaths decreasing from well over 20,000 per year in the years leading up to the U.S. withdrawal to under 2,000 last year. The country hasn't turned into a narco-state. The Taliban also haven't abandoned their extremist beliefs, disavowed al-Qaeda, or restrained the Pakistani Taliban. However, their current focus seems to be inward on Afghanistan. The Afghan economy is struggling, partly due to Taliban mismanagement, though it doesn't appear to be much worse than the previous government at management, and their corruption seems to be less. Their cruelty, however, seems unfailing.It's worth reflecting on why so many of our predictions were inaccurate. The U.S. facilitated Afghanistan's development, but it also prolonged the war. Now, Taliban rule and the isolation it creates has plunged Afghans into deeper poverty and created a nightmare for women, a bargain from hell, created by Washington and its partners in Kabul, but that ultimately can only be resolved by Afghans themselves.
The Thai economy in 2012 rebounded from the severe floods but continues to be affected by the slowdown in the global economy. Real GDP in 2012 is projected to grow by 4.7 percent supported by the rebound in household consumption and greater investments by both the private and public sectors as part of flood rehabilitation and the government s consumption-stimulating measures. The economy is projected to grow by 5 percent in 2013 as manufacturing production fully recovers and the global economy sees a modest recovery. Exports in 2013 are therefore expected to grow by 5.5 percent compared to only 3.6 percent in 2012. Budget deficit will be 2.5 percent of GDP for FY2013 plus additional off-budget spending for water resource management projects in FY2013. Public debt is estimated to be close to 50 percent of GDP in 2013. The paddy pledging scheme is estimated to cost around 3.5 percent of GDP each year, while the actual losses will be realized once the rice stocks are sold. The minimum wages have been raised by 40 percent nation-wide in 2012 and will be raised to a uniform rate of THB300 per day. Developing higher skills is imperative for higher incomes, living standards, and for Thailand to grow sustainably and inclusively. Thailand can do better in enabling the poor and vulnerable groups to participate in productive economic activities by pursuing a coordinated approach between universal and targeted social policy.

Movement has been part of human history; it is and has been integrated inside every human, becoming active as a result of various factors which at a moment are more or less dominant in one's life. It is like a code written down in everyone's DNA, making humans unable or better said "hungry" to be free and always look for better. Starting in March 2010, the Arab Spring opened a door for the biggest migration flow in modern history. Such as conflicts were crossing borders from one state to another in the fight for democracy and freedom from regimes, as domino effect migration did the same. Numbers increased every day and during 2015, in time of Syrian crisis, we were witnessing a mayor migration flow to Europe since the European colonization and the Transatlantic Slave Trade. Mentioning the theory of push and pull factors as a starting point, although it has been used to explain the everyday movement of people, victims of human trafficking, towards rich countries which at the end become their countries of destination in the labyrinth of exploitation, lured by stories of well-paid jobs and good life, it can also be discussed in the context of migration movements during the 2015 and the beginning of 2016. Pushed by terror and war and pulled by the possibilities for a better life, a chance to stay alive, hundreds of thousands of people have fled their countries of origin and moving through the Balkan migration route are already inside or in front of the European Union's doors. Moving through Turkey, Greece, Macedonia, Serbia to Croatia, Slovenia, Austria or Germany; or to Hungary, Austria, Germany or Sweden (or other EU member country), some of them managed to get at the end of their destination, some of them were smuggled, some trafficked, unfortunately some ended their journeys among the waves of the Mediterranean Sea or some stayed into metal fences "hugs". During this global movement with so wide framework, several categories of people were put in the same basket, not even making an effort to draw a line between migrants and refugees. And it was the first important step for additional solutions. Instead of being practical, EU became an ignorant and selfish entity, lost in its quarrels between member states. Some started opening their borders wide, not thinking of tomorrow and others started building fences, locking up people and feeding them in a way even animals should not be fed. Was this the Union which arose from the ashes of the bloodiest war in human history? Or every atom of humanity was lost in the games of political intrigues and different interests? The protection of refugees has many aspects. It includes safety from being returned to the dangers they have fled; access to asylum procedures that are fair and efficient; and measures to ensure that their basic human rights are respected to allow them to live in dignity and safety while helping them to find a longer-term solution. States bear the primary responsibility for this protection. UNHCR therefore works closely with governments, advising and supporting them as needed to implement their responsibilities. (UNHCR, 2016) Migrants choose to move not because of a direct threat of persecution or death, but mainly to improve their lives by finding work, or in some cases for education, family reunion, or other reasons. Unlike refugees who cannot safely return home, migrants face no such impediment to return. If they choose to return home, they will continue to receive the protection of their government. For individual governments, this distinction is important. Countries deal with migrants under their own immigration laws and processes, but countries deal with refugees through norms of refugee protection and asylum that are defined in both national legislation and international law. (UNHCR, 2016) Starting with Lombroso's homo criminalis where immigrants were part of the analyzed possible criminals, through the Chicago School, whose conclusions were that foreigners have powerful criminal tendencies, immigration has always been connected to crime, trying to divide societies into "us' and "them", leave newcomers at the margins, exclude them and if possible, try to push them away. And today, the word immigrant, although being a bit wide (all foreigners with no importance of their ethnic, social, economic or professional background), always is narrowed into a direction in which it points out to those non - citizens who are not white, are poor, have no working skills, are coming from non - developed or developing countries, they will just steal our jobs or will be begging on the streets, and in worst cases will bring diseases etc. It is a picture of threatening asylum seekers, Muslim terrorists, Balkan "barbarians", criminal immigrants who will only destroy what we have worked for centuries. (Stanojoska, 2016) It is a modern fear wrapped in classical paper, that fear from strangers explained through sociological perspectives or as Garland (2001) says that all those others are endangering what we have and that our society should protect itself from their "vicious" attacks, rather than to think what to do afterwards in the need to rehabilitate everything they'll destroy. It starts with Durkheim's theory of anomie and his opinion of strengthening bonds and solidarity among individuals in the society and ends with Merton's strain theory. Namely, in his works, Emilie Durkheim speaks about punishment seen as an element or mechanism which helps into building and maintaining social solidarity and structure, so using it the community will try to push aside and suffocate all those foreign elements trying to threat local ones. Using such measures excludes immigrants who cannot "put their hands" onto cultural goals with their "instrumentum operandi", so being at the edge of survivor, their changing their "modus operandi" using different, in most cases unaccepted cultural means. (Stanojoska, 2016) Robin Cohen (1994:189) called this groups "third world immigrant" or "helots"; that is those immigrants who, in addition to being deprived of many rights enjoyed by citizens - principally, the right to vote and be elected - are in much worse situation than other foreigners in a given receiving country because they belong to an ethnic minority, are unskilled, and are poor. The difference between foreigners coming from poor and rich countries is also manifested in the enforcement of controls over borders: states do not distribute burden evenly. Foreigners coming from different parts of the globe are treated differently concerning formal and informal practices - visa requirements, restrictions on the right to entry and stay, enjoyment of civil rights, and judicial and extrajudicial treatment. (Aliverti, 2013) And at the end there is always a difference between "crimmigrants" or those seen as a danger, undocumented, maybe terrorists, people with criminal background) and "travelers (bona fide) or people who are privileged and can move without problems. (Franko Aas, 2011) The word "crimmigrant" is coinage and as a term originates from the words criminal and immigrant, and is used in purpose to describe the perception of immigrants and today, refugees coming from Arab countries, as potential criminals. (Stanojoska, 2016) The migration route is a path which moves on the same steps as the one of organized crime. A migration flow is like an open market for smugglers who can sell their products (in this case the possibility to get out of conflict zones and then get in the EU). Smuggling of migrants, but also trafficking in human beings is out there, on those paths, living among people's destinies, becoming their everyday life. As European Union member countries acted on the rivers of people, their path changed into the quest of salvation. In 2012, Greece finished its fence on the border land with Turkey, migrants and refugees started moving using Bulgaria (from Turkey). When, in 2014, Bulgaria finished its fence on the border with Turkey, people started using the Eastern Mediterranean Route to get to European land (from Izmir and Bodrum to Kos and Lesbos) and afterwards the Western Balkan Route to EU. After this path became alive, some member countries started building fences on their borders. At first Hungary built fence on its border with Serbia which moved migrants and refugees to Croatia (and then Hungary). Making such step was an alarm for Hungarian authorities who continued building fences, this time on the border with Croatia, which influenced another change of paths towards Slovenia. During the period of free movement towards EU countries, mostly Germany and Sweden, there were times of barriers on the borders between Croatia and Slovenia, which eventually culminated with barriers between Austria and Slovenia. Closing of the Western Balkan Route, without having another effective solution just opened another routes for such organized crime groups, which continued to use another path towards EU. Possible alternative routes are those from Greece towards Italy after crossing the Mediterranean Sea, or from Greece to Albania crossing the Adriatic Sea, or from Egypt towards Lampedusa in Italy or even from Turkey crossing the Black Sea towards Bulgaria or Romania. In other words, it would be something as the British ex-prime minister Mrs.Thatcher once bluntly put it, "we joined Europe to have free movement of goods…I did not join Europe to have free movement of terrorists, criminals, drugs, plant and animal diseases and rabies and illegal immigrants". (Eriksen, 2007) Criminal networks are typically composed of several key individuals. The organizer or leader of the network is usually located in a key migration hub and is responsible for the overall coordination within the network. Members of migrant smuggling networks typically work autonomously with a number of lower-level contacts who are part of their personal network. Low-level contacts are used as drivers, crew members, scouts, or recruiting agents. These contacts typically operate as part of a network only for a limited time and are exchanged regularly. Migrant smuggling networks are flexible and adapt to changing business demands by relying on auxiliary members as necessary. These auxiliary members act as money handlers, guarantors or forgers. These individuals provide services to the network, but do not form part of networks' core memberships. (Europol, 2015) March the 18th will be known as one of the days when EU once again has shown its two faced game in this migration flow to its territories. Although Germany was the loudest promoter of giving shelter to refugees inside EU, at the end this whole charade of one for all, 28 for themselves, ended with an EU - Turkey Agreement, which should end migratory movements to EU. The two most important points accented with this Agreement should help the Union to stop movement towards its territories. Namely, every irregular migrant crossing from Turkey to Greece or found on Greek territory will be returned back to Turkey and for every returned migrant with Syrian origin, EU will accept another Syrian who is in Turkey. Seen through prism of humanity, we do not get a solution, because the Agreement will just worsen things up, which is already happening with people living in tents in subhuman conditions on the Greek - Macedonian border and of course, with an increased number of asylum applications in Greece which stops the returning of irregular migrants. Is this the Europe we all dreamed off? Or is it just a dream, as it is for refugees and immigrants? Also, being in the prism of interest, but also happening, terrorism is a phenomenon directly connected to ISIS and Islamic State in Syria and Iraq. Penetrating in Turkey, through the shape of the Kurdish Workers' Party, terrorism has never been more alive and breathing at the doorstep of the European Union. Fear is associated with opinions declaring that using refugees many ISIS members will enter the Union, many sleeper cells among Europe will be awaken and will commit terrorist attacks in European metropolitan areas as revenge and part of the Holy War against infidels. Paris and Brussels will always be engraved in our memories as examples of how long can ISIS's hands be, and which consequences the so called "zombie" politics can suffer common European citizens.
From the nostalgia of the Promised Land to the nostalgia of the exile land of the Moroccan Israelites The disappearance of the Jews in Morocco, noticed after the fact, gave rise to a great deal of questioning: were the motives behind this phenomenon mystical or Zionist in nature? Or were they the result of persecution? In the Morocco of the 1980's, the mellah showed the only remnants of the civilization, the testament of a bygone existence. Both recent and distant past in the memories of those living alongside the Jews. In pre-Protectorate Morocco, the Judeo-Arabic coexistence gave way to socio-economic organization that can ultimately be called interdependence. Economically speaking, the Jewish existence was seen as necessary for the Muslim society. It was the result of a coexistence, varying according to the era in question and the reigning symbiosis and hostility. Trades a Muslim could not or did not wish to take on were left to the Jews, from import-export trade to peddling. This division of work, perceived as both discrimination and allocation, is representative of the ambiguity of the Judeo-Arabic relation. This ambiguity disturbs the work of researchers in the field. If Jews were merely tolerated, subject to their discriminatory status, so be it, but their presence was still generally seen as necessary by the Muslim. By the same token, the Jews' political substatus in Muslim society represented a permanent strength against assimilation, and the preservation of an ancestral link with the homeland. The mellah, symbolizing exclusion, also allowed the Jewish community to be a homogenous social, political, economical and cultural group, a micro-society whose religious identity was constant and rigorous growth, through a series of rituals and practices. Tradition kept identity alive: the Jewish identity, alive in a single prayer to return to Holy Land. The fragile Judeo-Arabic equilibrium, little-known by those who dreamt of colonizing North Africa (beginning in the 19th century), was upset by the French Protectorate of Morocco (1912-1956). With its colonialist ideology, the latter imposes a policy that widened the gap between Jews and Muslims, exacerbating their religious differences and affecting their relations. The Protectorate Morocco had a rude awakening to a number of outside influences -the invasion of European capitalism, administrative reforms and modernism- causing rapid destruction of traditional values. The population grew poorer in their inability to maintain the furious pace of this revolution, while the Muslim intellectual youth, deprived of its traditional privileges, took up the struggle against the foreign stranglehold on its country. The spare of early nationalism driven by the Protectorate's so-called Berber politics, whose project was to distinguish between Berbers and Moroccans through possible conversion to Catholicism and the French language. The anticolonialist struggle found its way in a growing Islamic identity which attracted the masses and united Moroccan leaders behind the struggles of North Africa. In the Jewish community, the effect of the Protectorate is more significant. The westernization process attracts an elite aspiring to rise to the European level using the French language and culture, and wishing to legitimately free itself from the demeaning dhimma status. A long way from the parent population whose fate is the same as the Muslims, privileged individuals of the Jewish community distance themselves both from the religious tradition of the Jewish identity as well as the age-old Judeo-Arabic rituals. This distinction manifests itself in education and travel, or simply moving away. The new class of Europeanized Jews abandons the use of the vernacular for French and leaves the mellah to the poor, the uneducated, and the destitute. The tensions between Jews and Arabs in Palestine, intensified by the Balfour Declaration (1917), also feed the Muslim-Arabic identity whose followers include Muslim nationalists. This option distances the Jewish community from the political scene and thus future Moroccan perspectives. While the Muslim mass is won through this struggle, the Jewish mass continues, away from the political upheavals shaking the Arabic world, to dream of the Promised Land and nurture a sense of nostalgia. This nostalgia is fulfilled with the declaration of the State of Israel in 1948, thus launching the Moroccan 'aliya. Exile was the great memory, the mystical nostalgia, wandering and danger, uprooting and spiritual affirmation. Moroccan roots were merely of convenience despite lasting so many generations, though Moroccan Jews had buried there their forefathers, created shared ways and customs, tended to their cherished cemeteries, developed their languages. and nonetheless Morocco spiritually had only ever been a temporary home, a land of transition, a lesser evil in adversity? Once the wandering and danger over, what of this Promised Land? Did some nourishment, for the mind and body, heart and soul, rise from this new breeding ground where the long awaited and conflicted resettlement occurred? The components of the plural memory have come together in the great gathering: places, values and manners, feelings, social perceptions, exposing to all the divide, the diversity and marks of exile, showing the socio-theologico-political disparities. Disparities that Zionism, in its hope for Jewish unity, planned to standardize and smooth into unity. A project impossible without the cultural uprooting and the identity crisis of North Africans. Taken to Israel beginning in 1948, Moroccan Jews met with a Western model established by the pioneers of European socialism: the Ashkenazi. Very early, the Israeli population was divided into two groups; the Ashkenazi, founders of the country they lead, and their recently immigrated coreligionists: the North Africans, who, for the first twenty years of their lives in Israel, would be members of the proletariat. The messianic ideal motivating the Moroccan 'alya confronted the secular conception of the Israeli state. This conception involves the rejection of the Diaspora heritage and the Exile of the Jews in favour of a new "normal" nation in the image of developed Western societies. The secular State based on legitimate representation of the Jewish people, replaces religious identification with a state identification or nationalism, a status unknown to Moroccan immigrants barely removed from their secular status as traditional religious minority. To the Judaism by choice succeeds Judaism by nature and community organization becomes a complex state organization closed to new citizens. For new Moroccan immigrants, the Jewish identity should suffice for integration into the Promised Land, but once arrived, the reality of significant differences regarding religious practice, language, rituals, tradition, and economic differences caused disillusion of the sacred dream: "In Morocco, he was Jewish, Jewish through the heritage of Abraham, Isaac and Jacob, Jewish tangled in the holy and sacred Law of Moses. (.) In Israel, he became -what a turn of events!- Arabic." Out of this disillusion arose nostalgia, nostalgia for the first nostalgia, nostalgia for the exile that some authors (Ami Bouganim, Erez Bitton) would continue to sing: "She sings the exile, a nostalgic tone in the voice, the exile from Jerusalem, the exile from Spain, the exile from Morocco. (.) She sings a Spanish serenade then a French song, an Arabic threnody then a hymn in Hebrew. (.) Without end, Zohra's songs recreate the fabulous scenery of her past." Recreate the scenery of one's past to struggle against the oblivion of the deads and the depersonalization of the livings. Recalling an identity lost in a process of assimilation imposing the oblivion of the Jewish Diaspora and the rebirth of Modern Hebrew. Memory finds its place once again: recreating an identity and a culture parallel to the national Israeli identity and culture. And this reconstitution is first reactivated through maternal memory, a domestic memory constituting ancestral rituals, smell of cooking, laughters, household tasks, games, festive music, superstitions and rumours, jokes in local dialect. folkloric memories. Because the mother is the character who embodies tradition, who has been the least touched by the maelstrom of the 'alya. It is in the literary expression of Moroccan Israelites that we see this nostalgia, through characters who do not feel they are part of a coherent Israeli entity. The language, the culture and the mentality exacerbate these differences, and allow their particularism take its course. Even though it is an historical fact, the creation of the Israeli society underwent the rules of immigration. More than elsewhere, the Israeli terrain is best suited for a review of immigration issues: integration, acculturation, ethnic mix, as a hypothesis of the future of societies in the growing globalization of our world. ; De la nostalgie de la terre promise à la nostalgie de la terre d'exil chez les Israéliens originaires du Maroc La disparition, constatée après coup, des Juifs du Maroc suscita bien des interrogations : les motivations de cette envolée étaient-elles de nature mystique ou sioniste ? Ou la conséquence de persécution ? Dans le Maroc des années 80, le mellah seul en montrait les vestiges et témoignait d'une existence révolue. Un passé proche et lointain gisant dans les mémoires de ceux pour qui le Juif fut du voisinage. Dans le Maroc d'avant le Protectorat, la coexistence judéo-arabe donnait lieu à une organisation socio-économique que l'on peut, malgré tout, qualifier d'interdépendance. L'existence juive en société musulmane était reconnue nécessaire au plan économique. Il en découlait une coexistence dont la nature variait selon les périodes et les règnes entre symbiose et hostilité. Les corps de métiers qu'un musulman ne pouvait ou ne voulait faire étaient laissés aux Juifs depuis l'import-export jusqu'au commerce itinérant. Ce partage de fonction qui est perçu à la fois comme une discrimination et une répartition, comporte en soi l'ambiguïté du rapport juif-arabe. Cette ambiguïté embarrasse le travail du chercheur dans ce domaine. Que le Juif ne fut que toléré, soumis au statut discriminatoire, soit, il n'en demeure pas moins que sa présence était généralement reconnue nécessaire par le Musulman. Parallèlement, le sous-statut politique du Juif dans la société musulmane lui était une force permanente contre l'assimilation et pour le maintien d'un lien ancestral avec la terre antique. Le mellah qui symbolisait l'exclusion, permettait aussi à la communauté juive d'être un groupe social, politique, économique et culturel homogène, une micro-société dont l'identité religieuse se cultivait continuellement et rigoureusement en un ensemble de rites et de pratiques. La tradition véhiculait l'identité ; celle d'être juif, animée par une seule prière celle de retrouver la Terre Sainte. Le fragile équilibre judéo-arabe, méconnu par ceux qui rêvent de coloniser l'Afrique du Nord (à partir du 19ème siècle), se déstabilise avec le Protectorat français (1912-1956) au Maroc. Par son idéologie colonialiste, ce dernier avance une politique éloignant encore plus les Juifs des Musulmans en exacerbant leurs différences religieuses et en affectant leurs rapports. Le Maroc du Protectorat s'ouvre brutalement aux influences extérieures : invasion du capitalisme européen, réformes administratives et modernisme, causent une destruction accélérée des valeurs traditionnelles. La masse populaire s'appauvrit, faute de pouvoir suivre le rythme effréné de cette révolution, tandis que la jeunesse intellectuelle musulmane, privée de ses privilèges traditionnels, élabore des formes de lutte contre la mainmise étrangère sur son pays. La flamme naissante du nationalisme est attisée par la politique dite --berbère-- du Protectorat, dont le projet est de distinguer les berbères du peuple marocain par une possible conversion française et catholique. La lutte anti-coloniale trouve alors sa voie dans une identité islamique accrue qui attire les masses et rallie les leaders marocains aux luttes d'Orient. Dans la communauté juive, l'effet du Protectorat est plus conséquent. Le processus d'occidentalisation attire une élite qui aspire à s'élever au niveau des Européens par le moyen de la langue et de la culture française, et veut légitimement s'affranchir du statut réducteur de la dhimma. Loin de la population de base qui subit le même sort que les musulmans, les privilégiés de la communauté juive s'écartent à la fois de la tradition religieuse véhiculant l'identité juive et des coutumes judéo-arabes séculaires. Cette distinction se traduit par l'instruction et l'éloignement géographique. La nouvelle classe juive européanisée abandonne l'usage de la langue vernaculaire au profit du français et laisse le mellah aux pauvres, non instruits, démunis. Les tensions entre Juifs et Arabes en Palestine, affûtées par la Déclaration de Balfour (1917), alimentent, par effet sympathique, l'identité arabo-musulmane à laquelle s'identifient et adhèrent les nationalistes musulmans. Cette option éloigne la communauté juive de la scène politique et donc des perspectives marocaines d'avenir. Tandis que la masse musulmane est gagnée au combat, la masse juive continue, à l'écart des bouleversements politiques qui secouent le monde arabe, à rêver de la terre Promise et en cultiver la nostalgie. Nostalgie qui trouve son accomplissement à la déclaration de l'Etat d'Israël en 1948 et commence alors la 'aliya marocaine. L'exil c'était la grande mémoire, la nostalgie mystique, l'errance et la précarité, le déracinement et l'affirmation du spirituel. L'ancrage marocain ne fut que de circonstance quand bien même il perdura tant et tant de générations, quand bien même les Juifs du Maroc y ont enterré la cohorte de leurs aïeux, créé des us et coutumes partagés, entretenus leurs chers cimetières, forgé leurs langues.et néanmoins le Maroc ne fut, spirituellement, qu'une terre d'attente, un lieu transitoire, un moindre mal dans l'adversité ? Errance et précarité ne sont plus, mais qu'en-est-il de cette terre promise ? Une sève nourricière pour le corps et l'esprit, l'âme et le cœur, a-t-elle monté dans ce nouveau terreau où s'est accompli le réenracinement si longtemps différé ? Dans le grand rassemblement se sont affrontées les composantes de la mémoire plurielle : lieux, mœurs, sentiments, perceptions sociétales, dénonçant au grand jour les lignes de partage, les diversités et les empreintes d'exils, faisant apparaître les disparités socio-théologico-politiques. Disparité que le sionisme, dans son aspiration à l'unité du peuple juif, projetait d'uniformiser et de dissoudre dans l'unicité. Projet qui ne parvint pas sans éviter aux Orientaux le déracinement culturel et la crise d'identité. Envolés vers Israël à partir de 1948, les Juifs marocains rencontrent un modèle occidental établi par les pionniers issus du socialisme européen : les Ashkénazes. Très tôt, la population israélienne est divisée en deux classes ; les Ashkénazes, fondateurs du pays dont ils sont l'élite dirigeante, et leurs coreligionnaires récemment immigrés : les Orientaux, qui durant les vingt premières années de leurs vie israélienne en constitueront le prolétariat. L'idéal messianique qui motivait la 'alya marocaine se heurte à la conception laïque de l'état israélien. Conception qui implique le rejet de l'héritage diasporique et du Juif de l'exil pour une nouvelle nation "normale" à l'image des sociétés occidentales évoluées. L'état, laïque, basé sur une représentation légitime du peuple juif, remplace l'identification religieuse par une identification nationale, statut inconnu des immigrants marocains à peine coupés de leur statut séculaire de minorité religieuse traditionnelle. Au judaïsme de condition succède un judaïsme d'élection et à l'organisation communautaire une organisation étatique complexe et hermétique aux nouveaux citoyens. Aux yeux des immigrés marocains, l'identité juive devait suffire à les intégrer en terre promise, mais une fois là, la mise en présence de différences notables concernant la pratique religieuse, la langue, les coutumes, la tradition, les disparités économiques, produisirent la désillusion du rêve sacré confronté à la réalité concrète : "Au Maroc, il était juif, juif de par l'héritage d'Abraham, d'Isaac et de Jacob, juif empêtré dans la sainte et sacré Loi de Moïse. (.) En Israël, il est devenu --ô farce du destin !- arabe". De cette désillusion naquit la nostalgie, nostalgie de la nostalgie première, nostalgie de l'exil que certains auteurs (Ami Bouganim, Erez Bitton) chanteront sans cesse : "Elle chante l'exil, un embrun nostalgique autour de la voix, l'exil de Jérusalem, l'exil d'Espagne, l'exil du Maroc. (.) Elle passe d'une sérénade en espagnole à une chanson en français, d'une mélopée en arabe à un cantique en hébreu. (.)Sans cesse, les chants de Zohra reconstituent les décors fabuleux de son passé." Reconstituer les décors du passé pour lutter contre l'oubli des morts et la dépersonnalisation des vivants. Retrouver une identité perdue au cours d'un processus d'assimilation qui imposait l'oubli du Juif de la diaspora et la renaissance de l'Hébreu moderne. Ainsi la mémoire retrouve son rôle ; celui de reconstituer une identité et une culture parallèle à l'identité et à la culture nationale israélienne. Et c'est par la mémoire maternelle d'abord que se réactive cette reconstitution, une mémoire domestique faite de coutumes ancestrales, d'odeur de cuisine, de rires, de petits devoirs, de jeu, de musique festives, de superstition et de rumeurs, de blagues en parler local.mémoire folklorique. Car la mère est le personnage de la tradition que le maelström de la 'alya a corrodé le moins. C'est dans l'expression littéraire d'Israéliens issus du Maroc que pointe cette nostalgie avec des personnages qui ne se sentent pas dans une entité israélienne cohérente. Le parler, la culture, la mentalité exacerbent leurs différences et laissent agir leur particularisme. Bien que ce soit une particularité historique, la formation de la société israélienne a subi les règles de l'immigration. Plus qu'ailleurs, le terrain israélien est celui qui, le mieux, se prête à l'examen des problèmes posés par l'immigration : intégration, acculturation, mélange ethnique, en tant qu'hypothèse du devenir des sociétés dans la mondialisation.
