Abstract International assessments of evidence on climate change (e.g. Intergovernmental Panel on Climate Change, IPCC) or national climate change risk assessments (e.g. UK Climate Change Risk Assessment, CCRA) do not offer a sufficiently granular perspective on climate impacts to adequately inform governance of resilience to climate risks at the local level. Using an analysis of UK decision-makers managing and responding to heatwaves and flood risks, this paper argues how more robust local evidence is needed to inform decision-making regarding adaptation options for enhancing local resilience. We identify evidence gaps and issues relating to local climate change impacts, including sources and quality of evidence used, adequacy and accessibility of evidence available, ill-communicated evidence and conflicting or misused evidence. A lack of appreciation regarding how scientific evidence and personal judgement can mutually enhance the quality of decision-making underpins all of these gaps. Additionally, we find that the majority of evidence currently used is reductively based upon socio-economic and physical characteristics of climate risks. We argue that a step change is needed in local climate resilience that moves beyond current physical and socio-economic risk characterisation to a more inclusive co-constitution of social and politically defined climate risks at the local scale that are better aligned with the local impacts felt and needs of stakeholders.

Summary
This article argues that by using the European Union Delegation (EUD) in Sarajevo as an organisational proxy, the EU creates tools allowing it to participate in the enhancement of external administrative co-governance in Bosnia and Herzegovina. Inspired by the organisation theory approach, this article conceives of the EUD Sarajevo as a hybrid organisation. Such organisations are defined as a product of a combination of two sovereign organisations pursuing a common interest. They recombine multiple institutional logics, stimulate institutional change and spark innovative practices. The conceptualisation of the EUD Sarajevo as a hybrid organisation offers analytical insight for understanding the EU's role in the society of states and allows us to theorise more concretely about the impact that a non-state actor has on the transformation of the institutions of diplomacy and sovereignty, which are foundational institutions of the international system of states.

Transnational Municipal Networks (TMNs) are increasing in size, scope and number on the global arena. They reflect a tendency for city governments to coordinate environmental action through networked forms of governance. In this article, we argue that a new generation of TMNs has entered the global scene to help cities steer their efforts to handle environmental issues. In contrast to the characteristics of older TMNs as public, inclusive, and self-governed, new-generation TMNs are influenced by private actors, they are exclusive, and employ enforcement mechanisms to secure the fulfilment of network goals. To underline the diversity of TMNs and thus better understand urban networked governance, we present a case study of the 100 Resilient Cities initiative covering its conduct in 2013–2019. Looking at its actor composition and membership terms, we identify a hybrid nature different from the one described in earlier literature on European TMNs primarily. This subscription to a hybrid form of governance calls for a larger discussion on the implications of this shift in governance type and on the extent to which hybridisation implies a shift of power from the public to the private sphere.

AbstractThe Aboriginal Cultural Heritage Act 2003 (QLD) (ACHA) removes the Queensland Government from any direct role in the regulation of Aboriginal cultural heritage, and operates by encouraging and in certain circumstances, requiring agreements between developers and Aboriginal groups. This paper argues that these agreements constitute a form of private governance. Agreements between developers and Aboriginal groups have traditionally been seen as falling outside private governance literature as they are domestic and contractual in nature. However, private governance theory has recently been used to understand agreements between developers and Indigenous groups in Canada and this paper will demonstrate that the approach of the ACHA constitutes a form of private governance. This paper will analyse the ACHA against key principles for good governance and explore the challenges for the protection of Aboriginal cultural heritage when the state is removed as regulator.

We explore the effect of institutional directors on Chief Executive Officer (CEO) pay (total, fixed, and variable compensation). We delve particularly into the impact of pressure-sensitive and pressure-resistant institutional directors, who, respectively, represent institutional investors who maintain and investors who do not maintain a business relationship with the firm whose board they serve on. Focusing on CEO total pay, the findings show that institutional and pressure-resistant directors on boards behave similarly, affecting CEO total pay in a nonlinear way: as the presence of institutional and pressure-resistant directors on boards increases, the monitoring hypothesis prevails, and subsequently, better corporate governance decreases CEO total pay. However, when their presence on boards exceeds a critical point, the entrenchment hypothesis holds, thereby leading to an increase in CEO total pay. Contrary to our predictions, pressure-sensitive directors do not affect CEO total pay. Regarding the CEO's compensation structure (fixed and variable), the results suggest that institutional and pressure-resistant directors increase fixed compensation and reduce variable pay, while pressure-sensitive directors affect neither fixed nor variable compensation. This evidence supports the view that institutional directors should be considered as a heterogeneous collective. JEL CLASSIFICATION: G3, G34, M12

PurposeSince firms are often puzzled with the adoption of proper governing mechanism to achieve their environmental benefits, this research examines how green supplier integration (GSI) affects environmental performance via environmental innovation and the moderating role of ambidextrous governance.Design/methodology/approachThe authors tested the hypotheses by adopting two-waved survey data from 206 Chinese manufacturers and the hierarchical regression analysis.FindingsThe results revealed that GSI is positively linked with both incremental and radical environmental innovation, which further enhance environmental performance. Moreover, balanced ambidexterity enhanced the link between GSI and incremental environmental innovation, while combined ambidexterity alleviated the link between GSI and radical environmental innovation.Practical implicationsFirms should integrate suppliers into their activities of dealing with environmental issues to realize environmental benefits through facilitating environmental innovation. Moreover, the choice of different dimensions of ambidextrous governance can affect the environmental benefits of GSI.Originality/valueThis research enriches the authors' understanding of how to achieve environmental benefits by engaging in GSI, and it provides a novel and insightful approach for better managing GSI from the perspective of ambidextrous governance.

Background: Health information governance (IG) in Australian hospitals was hitherto unexplored. Objectives: To determine hospitals' health IG status and maturity in Victoria, Australia, identify drivers and barriers affecting IG adoption, examine electronic health data breach response plan usage and assess employees' electronic data breach awareness. Method: Mixed-methods descriptive study utilising an online survey of directors – clinical/health information services and chief health information managers (HIMs) in Victorian hospitals, ≥50 beds. Results: Response rate: 42.9% ( n = 36). Fifty percent ( n = 17) of respondent-hospitals had an IG program. IG equally supported decision-making and risk identification and prevention. The greatest potential organisational damages from system disruption or failure were information loss (66.7%) and clinical risks (63.9%). HIMs in 15 (55.6%) hospitals had knowledge to monitor and detect electronic data breaches. Staff in 19 (70.4%) hospitals knew who to inform about a suspected breach. Most hospitals had mature health information-related IG practices, most (88.9%, n = 24) provided IG-related education, 77.8% ( n = 21) regularly reviewed data breach response plans. The strongest IG drivers were privacy-security compliance and changes to data capture or documentation practices (82.8%, n = 24); the greatest barriers were implementation complexity (57.1%, n = 16) and cost (55.6%, n = 15). Conclusion: These baseline Australian data show 50% of respondent-hospitals had no formal health IG program. Privacy-security compliance, and audits, needed improvement; however, most hospitals had well-developed medical record/health information IG-relevant schedules, policies and practices. HIMs, the professionals most engaged in IG, required upskilling in electronic data breach detection.

PurposeMotivated by the agency theory, this study aims to empirically examine the nexus between board attributes and a firm's financing decisions of non-financial listed firms in Palestine and how the previous relationship is moderated and shaped by the level of gender diversity.Design/methodology/approachMultiple regression analysis on a panel data was used. Further, we applied three different approaches of static panel data "pooled OLS, fixed effect and random effect." Fixed-effects estimator was selected as the optimal and most appropriate model. In addition, to control for the potential endogeneity problem and to profoundly analyze the study data, the authors perform the one-step system generalized method of moments (GMM) estimator. Dynamic panel GMM specification was superior in generating robust findings.FindingsThe findings clearly unveil that all explanatory variables in the study model have a significant influence on the firm's financing decisions. Moreover, the results report that the impact of board size and board independence are more positive under conditions of a high level of gender diversity, whereas the influence of CEO duality on the firm's leverage level turned from negative to positive. In a nutshell, gender diversity moderates the effect of board structure on a firm's financing decisions.Research limitations/implicationsThis study was restricted to one institutional context (Palestine); therefore, the results reflect the attributes of the Palestinian business environment. In this vein, it is possible to generate different findings in other countries, particularly in developed markets.Practical implicationsThe findings of this study can draw responsible parties and policymakers' attention in developing countries to introduce and contextualize new mechanisms that can lead to better monitoring process and help firms in attracting better resources and establishing an optimal capital structure. For instance, entities should mandate a minimum quota for the proportion of women incorporation in boardrooms.Originality/valueThis study provides empirical evidence on the moderating role of gender diversity on the effect of board structure on firm's financing decisions, something that was predominantly neglected by the earlier studies and has not yet examined by ancestors. Thereby, to protrude nuanced understanding of this novel and unprecedented idea, this study thoroughly bridges this research gap and contributes practically and theoretically to the existing corporate governance–capital structure literature.
