A Beninese Imam's Controversial 2019 Election Campaign: Muslim Leadership and Political Engagement in a Minority Context
International audience ; In Benin, the general furor surrounding the 2019 legislative elections held without opposition parties caused many to overlook the fact that Ibrahim Ousmane, a wellknown imam from Cotonou, was ultimately elected to the National Assembly. His decision to run in the elections had sparked intense debates over political participation, the criteria used to select the community's "legitimate" representatives, and, more broadly, the nature of Islamic religious authority in a minority context. In this article, I use the controversy that erupted in 2019 as a starting point for exploring disputes within Benin's Muslim community and the dilemmas of Muslim minority politics. These disputes center on how its members can engage with national politics to promote their collective interests and maintain their political autonomy from the state. The crisis can also be understood in terms of a "generational" struggle for religious authority, in a context where there are competing sources of legitimacy.

National audience ; The study of the governance of Islam in four cities in France and in the United Kingdom reveals convergences on both sides of the Channel, despite national models that are often presented at odds with each other. Whether it be the mobilisation by some part of the laïque voluntary sector in Rennes and Nantes or the recentralisation of the governance of the counter-extremism policy Prevent by the British government, both phenomena result in the disciplinary government of Muslim conduct in public spaces. In the four case studies, and in spite of various degrees of resistance, grassroots players, both professionals and volunteers, are encouraged by city and government authorities to consider Muslim orthodoxy and orthopraxis as deviant conduct with regard to secular norms, and in some cases even as signs of radicalisation that pose a threat to public order and therefore call for exceptional measures. ; L'étude de la gouvernance du fait musulman par quatre municipalités françaises et britanniques révèle des convergences de part et d'autre de la Manche, malgré des modèles nationaux souvent renvoyés dos à dos. Qu'il s'agisse de la mobilisation d'une partie du secteur associatif laïque à Rennes et à Nantes ou de la recentralisation de la gestion du programme de lutte de la radicalisation Prevent par le gouvernement britannique, les deux phénomènes aboutissent à une disciplinarisation des comportements musulmans dans l'espace public. Dans les quatre cas d'étude, et en dépit de résistances d'amplitudes variables, certain.e.s acteurs et actrices de terrain, professionnel.le.s ou bénévoles, sont invité.e.s par les autorités municipales ou gouvernementales à envisager l'orthodoxie et l'orthopraxie musulmanes comme des comportements déviants vis-à-vis des normes séculières et parfois même comme des signes de radicalisation qui menacent l'ordre public et qui méritent donc un traitement d'exception.

An Investigation into the Socio-Political Dissonance between the French Government and the Islamic French Minority
The Islamic minority in France today is experiencing adversity as the government of France passed legislation stating that all facial coverings will be henceforth illegal, restricting or prohibiting religious symbols in various public spaces. Some Islamic women feel as though this is a pointed attack on women of the Muslim faith for their choice to wear traditional clothing which covers the face and body. There have been outcries that this is a human rights violation and restriction of religious rights. This project is an examination of the effects of France's "burqa ban" and restrictions on religious symbols on both Islamic men and women who live in France. The goal of this project is to speak directly to those affected by this legislation and to understand the perspective and opinions of French Muslims. Records such as documented personal testimonies, legal archives, and transcriptions of in-person interviews are utilized to study the perspective of this minority in response to the controversial legislation. Neglecting to pursue an understanding of another culture and belief system will only yield disharmony among groups, and this research aims to avoid this phenomenon. In collecting the data, I set a goal to have and later discuss a better understanding of this issue and the people affected by it.

Le parti Baath et la dynastie al-Asad en Syrie : la laïcité dans un contexte communautaire
National audience ; La laïcité constitue l'un des aspects importants de l'idéologie du parti Baath. Si sa conception ne préconise pas le principe de la séparation de l'Etat et de la religion, elle s'attache à exclure toute implication de la religion dans le politique. C'est au nom d'un nationalisme arabe laïque que le Baath prétend rassembler toutes les communautés syriennes abstraction faite de toute considération religieuse. Le règne des Asad commence avec la prise du pouvoir par Hafez al-Asad (père de l'actuel président) par un coup d'Etat le 16 novembre 1970. Il devient le premier président issu d'une minorité musulmane alaouite, mettant ainsi fin à la tradition syrienne des présidents de la bourgeoisie citadine sunnite. Il règne sur la Syrie pendant trente années jusqu'à sa mort en 2000 où il est succédé par son fils Bachar al-Asad. Le caractère autoritaire et communautaire du régime des Asad débouche sur une séparation entre l'exercice du pouvoir politique et l'idéologie du parti Baath censée l'inspirer. Dans ce contexte, la laïcité revêt une dimension symbolique et devient un moyen et non un objectif à atteindre. Le recours aux pratiques communautaires et la recherche de légitimité sont autant d'obstacles qui ont affecté considérablement l'orientation laïque du Baath et abouti à la mise en place de mesures qui relèvent d'une laïcité contestée et polémique. Il est important de mettre l'accent, dans le contexte syrien, sur la question de l'ambigüité de la politique du Baath à travers l'analyse du fonctionnement et du comportement du régime politique de la dynastie al-Asad face à la question de la laïcité. Comment ces régimes réussissent-ils à se donner l'image d'un pouvoir laïque tout en manipulant les communautés et en instrumentalisant la laïcité afin de légitimer et pérenniser leur pouvoir, sous prétexte d'être en butte aux divisions communautaires et d'œuvrer pour l'unité nationale ?
