In den letzten Jahren war die Bevölkerungszahl der Stadt Rendsburg rückläufig. Mit der Aufgabe der militärischen Nutzung der Eiderkaserne im Jahr 2008 hat sich für die Stadt Rendsburg die Chance ergeben, ein innerstädtisches Quartier mit 340 Wohneinheiten mit besonderer Wohn- und Lebensqualität zu entwickeln. Somit sind mehr als doppelt so viele Wohnungen geplant, als in dem Zeitraum von 2011 bis 2015 fertiggestellt wurden. Vor diesem Hintergrund stellt sich die Frage, ob das Konversionsprojekt Eiderkaserne das Potenzial hat, einen Reurbanisierungsprozess einzuleiten. Da die Entwicklung des Neubaugebietes erst im Jahr 2019 vorgesehen ist, kann die Fragestellung zum jetzigen Zeitpunkt nicht abschließend beurteilt werden. Allerdings sind die Planungen auf Zielgruppen - Familien mit Kindern und ältere Haushalte - ausgerichtet, die in den letzten Jahren überwiegend in das Rendsburger Umland abgewandert sind. Somit kann eine Trendumkehr eingeleitet werden. Auch die durchgeführten Interviews mit der Stadtverwaltung, dem Sanierungsträger, einem privaten
Selbstnutzer sowie mit einem Projektentwickler machen deutlich, dass durch das Konversionsprojekt Eiderkaserne eine positive Bevölkerungsentwicklung erzielt und die
Abwanderung in das Umland abgeschwächt werden kann. Zumindest ist davon auszugehen, dass ein ungenutztes städtisches Gebiet in Wert gesetzt wird und Konzentrationsprozesse ausgelöst werden, die eine Aufwertung der Innenstadt bewirken.

Der Beitrag untersucht die langfristigen Auswirkungen von Katastrophen auf die politische Kultur am Fall der deutschen Nordseeküste. Norddeutsche Küstenregionen bieten ein gutes Beispiel für Bewältigungsstrategien, die durch Permanenz 'kulturell' geworden sind. Die deutsche Nordseeküste wird als Risikoregion (Kenneth Hewitt) beschrieben, die seit nahezu einem Millennium ihre eigene Risikotechnologie besitzt. Deiche und Drainagesysteme haben eine Kulturlandschaft der Protektion gegen die Gefahren des Meeres geformt - eine Landschaft der Bewältigung. Darüber hinaus haben Deiche der Gesellschaft Anforderungen ihrer Aufrechterhaltung und Rekonstruktion auferlegt, die das Alltagsleben bestimmt haben. In diesem Beitrag wird das Deichrecht und seine Entwicklung als der vielleicht dauerhafteste Ausdruck der politischen Kultur einer 'hydrographischen Gesellschaft' (Simon Schama) skizziert und interpretiert. Es entstand gleichermaßen aus Kooperation, kommunaler Organisation und Konflikt. Wechselwirkungen zwischen Recht, Technologie, lokalen und zentralen politischen Gewalten sowie wiederholten Katastrophenerfahrungen werden untersucht. ; Taking the case of the German North Sea coast, this paper seeks to investigate the impacts of disaster on political culture in a long-term perspective. German North Sea regions offer a good example for strategies of coping that became 'cultural' through permanency. The German North Sea coast will be described as a 'region of risk' (Kenneth Hewitt) that has had its own risk technology for almost a millennium. Dikes and drainage systems have shaped a cultural landscape of protection against the dangers of the sea. It is a landscape of coping. By imposing demands of upkeep and reconstruction dikes have strongly influenced the daily life and political culture of North Sea communities. Dike law will be interpreted as the most obvious expression of a 'hydrographic society' (Simon Schama) that has emerged from cooperation, communal organization, and conflict.

Der Artikel zeigt erste Schlussfolgerungen aus der Studie 'Die Reform der staatlichen Hochschulsteuerung durch Kontraktmanagement und ihre Bedeutung für Mitbestimmung und Chancengleichheit an den Hochschulen'. Dabei werden zuerst kurz der Entwicklungsstand dargestellt, besondere Schwierigkeiten der Verhandlungen aufgezeigt und die vereinbarten Berichtspflichten und Sanktionen im Ländervergleich erläutert. Im Verlauf werden unterschiedliche Inhalte der Vereinbarungen analysiert und daraus abschließend eine Strategie für die weitere Entwicklung der Kontraktsteuerung im Hochschulsektor abgeleitet. Peter the Great's journey around Northern Germany in 1716 was characterised by a war that had agitated the Baltic from the beginning of the century and by diplomatic negotiations that aimed to provide the Romanov dynasty with strong European ties. The cities and duchies of the northern Holy Empire were at the intersection of these goals. In the context of geopolitical reorganisation caused by the Great Northern War, the dukes of Mecklenburg-Schwerin and Schleswig-Holstein-Gottorp were interested in finding a new protector for their defenceless territories in face of the threat posed by the three traditional northern powers, Sweden, Denmark, and Brandenburg. The northern cities, too, played an important role in the tsar's commercial projects because after the Thirty Years' War, a phase of Swedish supremacy had begun in the Baltic when those cities had been an impenetrable barrier between Russia and Western European and Atlantic trade. Furthermore, it is a little known but important fact that most of the cities visited by the imperial Russian couple were princely residences or cultural centres of European outreach. In this respect, the places Peter I and his spouse Catherine stayed in help us to better understand interactions between the Russian government and the interlocutors that they met during their journey. This paper is based on unpublished documents kept in the archives of Lübeck and Schwerin and on journals of that period: these allow the author to analyse the complexity and diversity of German reactions to the presence of the tsar in this region. By fluctuating between military actions and matrimonial festivities, this journey also reveals the ambiguous perception of Russia by observers. ; Поездка Петра Великого в Северную Германию в 1716 г. была сопряжена с решением двух основных проблем: это война, сотрясавшая Балтийский регион с начала века, и дипломатические переговоры, направленные на обеспечение династии Романовых прочными европейскими связями. Города и герцогства на cевере Священной Римской Империи находились на пересечении этих целей. В контексте геополитической реорганизации, случившейся из-за Северной войны, герцоги Мекленбург-Шверина и Шлезвиг-Гольштейн-Готторопа были заинтересованы в возможности найти нового покровителя для своих беззащитных территорий перед угрозами, исходящими от трех традиционных северных держав – Швеции, Дании и Бранденбурга. Также северные города, будучи торговыми центрами, играли важную роль в царских коммерческих проектах. После Тридцатилетней войны начался этап шведского господства на Балтике, где эти города были непреодолимым барьером между Россией, с одной стороны, и западноевропейской и атлантической торговлей, с другой. Кроме того, и это малоизвестный, но все же важный аспект – большинство городов, которые посетила российская царская чета, были княжескими резиденциями или культурными центрами европейского значения. Маршрут Петра I и его супруги Екатерины в северных городах весной 1716 г. позволяет лучше понять взаимодействие между российским правительством и различными акторами, с которыми они встречались во время этой поездки. Автор опирается на неопубликованные документы, хранящиеся в архивах Любека и Шверина, а также на периодические издания того периода, чтобы понять, как проходили дипломатические переговоры, и проанализировать сложность и разнообразие реакций северных немцев на физическое присутствие царя в этом регионе Европы. Это путешествие свидетельствует о неоднозначном восприятии Петра Великого и России как новой державы в европейской игре.

Mit der Verabschiedung der Flora-Fauna-Habitat-Richtlinie (FFH-RL) im Jahr 1992 wurde ein Meilenstein für den Naturschutz auf europäischer Ebene gesetzt. Alle EU-Mitgliedsstaaten sind demnach verpflichtet, ein europaweit zusammenhängendes Netz von Schutzgebieten (nach FFH-RL und nach Vogelschutz-Richtlinie) unter dem Namen Natura 2000 zu schaffen. In der FFH-RL wird ausdrücklich die Überwachung von Lebensraumtypen und Arten gefordert. Es sind umfassende Daten zu ihrem Vorkommen, zur Verbreitung und zu ihrem Erhaltungszustand zu sammeln. Alle sechs Jahre ist ein ausführlicher Bericht darüber abzulegen, so dass mit der FFH-Richtlinie die erste gesetzlich verankerte Pflicht zum flächenhaften Monitoring in der EU eingeführt wurde. Die Erfassung von aktuellen Daten zur Erfüllung dieser Monitoringaufgaben ist mit einem beträchtlichen Zeit- und Kostenaufwand verbunden. Es besteht die Notwendigkeit, geeignete Konzepte und Methoden für die Datenerhebung zu entwickeln. Im Hinblick auf den hohen und wiederkehrenden Informationsbedarf für die Erfüllung der FFH-Berichtspflichten ist der Einsatz der Fernerkundung unbedingt notwendig. Die traditionell verwendeten analogen Luftbilder sind in ihrer Herstellung und Auswertung für die finanziell schlecht ausgestatteten Verwaltungen nicht mehr zu bezahlen. Die neue Generation höchstauflösender Satelliten (v.a. Quickbird) bietet die Möglichkeit, kleine und weit verstreute Gebiete kostengünstig zu überwachen. Es fehlen jedoch geeignete automatisierte Methoden für die Auswertung der Satellitenbilder, die im Sinne der FFH-Richtlinie einsetzbare Ergebnisse liefern könnten. Die wiederholte Bewertung des Erhaltungszustandes von Lebensraumtypen kann nur auf der Grundlage von Indikatoren objektiv und übertragbar erfolgen. Biotopelemente (z.B. der Gehölzanteil) sind sehr wichtige Indikatoren für die Bewertung der Habitatstruktur und von eventuell vorhandenen Beeinträchtigungen. Vor diesem Hintergrund war das Ziel dieser Arbeit, ein Verfahren zu entwickeln, das höchstauflösende Satellitendaten für die Erfassung von Indikatoren für das Monitoring ausgewählter FFH-Lebensraumtypen der Offenbereiche einsetzt und das dabei eine möglichst weitgehende Automatisierung erreicht. Es wurde ein wissensbasierter Ansatz gewählt, der mit Hilfe allgemeingültiger Regeln und unter Einbeziehung von a-priori Information (z.B. Biotoptypen- und Landnutzungskartierung) eine vollautomatische Klassifikation von Biotopelementen ermöglicht. Das Verfahren arbeitet auf Pixelbasis und stellt eine hybrides hierarchisches Klassifikationssystem dar. Die Flächengrenzen der Lebensraumtypen und die Genauigkeit der Klassifikation müssen im Anschluss visuell überprüft werden, so dass es sich insgesamt um eine semi-automatische Vorgehensweise handelt. Das Verfahren wurde anhand vier ausgewählter Untersuchungsgebiete in Brandenburg für zwölf unterschiedliche Lebensraumtypen der Offenbereiche entwickelt und validiert. Die Übertragbarkeit auf andere Gebiete, andere Grundlagendaten und andere Auflösungsstufen wurde ausführlich in vier weiteren Untersuchungsgebieten (in Brandenburg, Thüringen und Schleswig-Holstein) getestet. Für die untersuchten Lebensraumtypen der Halbtrockenrasen und Moore gab es aufgrund der Ausstattung der Testgebiete nur sehr wenig Vorkommen und terrestrisch verifizierte Grundlagendaten, diese sollten weiter untersucht werden. Für die Ermittlung der Indikatoren für Heidehabitate, für Dünen mit offenen Sandtrockenrasen und für Süßwasserlebensräume ist das Verfahren an sehr vielen Flächen erfolgreich getestet worden und kann operationell eingesetzt werden. Der Einsatz der höchstauflösenden Satellitenbilder und des Klassifikationsverfahrens kann das Monitoring von FFH-Lebensraumtypen insgesamt erheblich erleichtern. Es ist möglich, für die untersuchten Lebensraumtypen Strukturindikatoren und Beeinträchtigungen abzuleiten sowie die Flächengrenzen zu überprüfen. Dazu kommt die Erstellung aktueller Biotoptypen- und Landnutzungsdaten und die Verfügbarkeit aktueller digitaler Orthofotos für die terrestrische Kartierung. Große Flächen können schnell bearbeitet werden und die Trefferquote und Konstanz der visuellen Interpretation kann mit der automatischen Klassifikation wesentlich erhöht werden. Die Flächenanteile wichtiger Indikatoren sind sehr genau berechenbar und eine gute Grundlage nicht nur für das Monitoring, sondern auch für die detaillierte Maßnahmenplanung. ; The adoption of the EC Habitats Directive (FFH-RL) in 1992 was an important milestone for nature conservation on the European level. The provisions of the Directive require every Member State to establish a coherent net of Special Areas of Conservation (SAC) embraced with the Special Areas of Protection (SPA) from the EC Birds Directive under the name Natura 2000. Furthermore the EC Habitats Directive claims the introduction of a range of different measures like the surveillance of habitats and species, a report on species conservation and a report on the implementation of the Directive. An extensive amount of data on occurrence, geographical range, representativity and conservation status of habitats and species is required. Every six years a report on the implementation of the Directive is due, which incorporates the first statutory obligation on area-wide surveillance within the European Union. The collection of actual information with regard to these obligations is associated with considerable amounts of time and expenses. Thus applicable concepts and methods for data acquisition have to be developed. Facing the high and repeated information demand the employment of remote sensing is necessary. Traditionally analogue air photos were used for vegetation monitoring, but their acquisition and interpretation are no longer affordable for the Nature Conservation Administration in Germany. The new generation of digital very high resolution satellites (particularly Quickbird) offers the opportunity for a cost-efficient survey of small and widespread areas. But suitable automated methods for the analysis of those satellite data in terms of the EC Habitats Directive are missing. The repeated and impartial assessment of the conservation status of habitat types can only be based on indicators. Elements of biotopes (e.g. percentage of shrubs) are very useful indicators for the assessment of habitat structure and impairments. The aim of this study was to develop a method for the analysis of very high resolution satellite data, that can be used for the acquisition of indicators to support the monitoring of a selected subset of non-forested habitats and that operates to a large extent in an automated mode. With a knowledge-based procedure, implementing universal rules and integrating a-priori information (e.g. biotope type and land use maps), a fully-automated way was found to classify biotope elements. The procedure is pixelbased and works with a hybrid and hierarchical classification scheme. Subsequent to the classification the habitat borders and the classification accuracy have to be evaluated visually. The method was developed and validated for 12 different non-forested habitat types on the basis of four test sites in Brandenburg. The transferability on other sites, other a-priori information and different geometric resolutions was tested in detail with the help of four additional test sites (in Brandenburg, Thuringia and Schleswig-Holstein). For the investigated habitat types that represent bogs and dry grasslands only few habitat areas were available due to the character of the test sites, they should be examined further. For the investigated habitat types that represent dry heaths and inland dunes and for freshwater habitat types the procedure has been successfully validated on the basis of many areas and can be used operationally. The use of very high resolution satellite data and the developed classification procedure can substantially support the monitoring of habitat types. It was possible to automatically derive indicators assessing the structure and existing impairments of the investigated habitat types. The habitat borders have to be verified visually. Additional results of the procedure are actual biotope type and land use maps and digital ortho photos as an important support for the terrestrial mapping. Large areas can be processed in short time and also the accuracy and stability of the visual interpretation increase with help of the automated classification. Percentages of important indicators can be calculated on a high level of detail. They represent a very good basis not only for the monitoring but also for the explicit planning of conservation measures.

Coastal and marine areas represent an increasingly important and relevant action space for spatial planning. However, to a large extent marine (or maritime) spatial planning has emerged separately from terrestrial spatial planning, constituting its own epistemic community. In particular, previous studies indicate that Marine Spatial Planning often follows an expert-driven resource management rationale focused on sea-use regulation. This paper examines practices of Marine Spatial Planning and Integrated Coastal Zone Management at the German North Sea coast. The paper focuses in particular on the engagement of spatial planners with these practices and their perception of their role therein. We seek to understand what form spatial planning at the coast and at sea currently takes and how this might develop in the future in response to current and anticipated policy developments. We argue for the necessity of a communicative, cross-sectoral approach to spatial planning at sea, providing a spatial vision for the future that extends from the Exclusive Economic Zone to encompass both the coastal waters of the federal states and the land-sea interface in a substantive manner.

Mit der seit dem Jahr 2007 in Deutschland geltenden Neuregelung von Elterngeld und Elternzeit sollte neben anderen Zielen eine stärkere Einbeziehung von Vätern in die Betreuung ihrer Kinder erreicht werden. Untersucht wird die Inanspruchnahme des Elterngeldes durch Väter unter Berücksichtigung eigener und auf die Partnerin bezogener sozialstruktureller Merkmale und ökonomischer Ressourcen. Auf der Basis des Datensatzes "Junge Familien 2008"! (Rheinisch-Westfälisches Institut für Wirtschaftsforschung) werden die Determinanten eines Partnerantrags analysiert. Auf der Grundlage von durch die Elterngeldstellen erhobenen Daten für zwei ausgewählte norddeutsche Bundesländer wird der Frage nachgegangen, wodurch sich die Väter voneinander unterscheiden, welche für maximal zwei Monate oder einen längeren Zeitraum Elterngeld beanspruchen. Die Ergebnisse der empirischen Analysen belegen, dass ökonomische Abwägungen innerhalb der Partnerschaft von erheblicher Bedeutung für die Entscheidung zum Elterngeldbezug des Vaters und dessen Dauer sind.

On the day of unification, 3 October 1990, there became one sole political regime, which was that of Federal Republic of Germany, with sixteen autonomous administrative regions, referred to as the " Länder " (or States), and thus sixteen police forces and two federal-level police forces (one, the " Bundeskriminalamt " or BKA) similar to the FBI, and the other being the border and transport police, i.e. the " Bundesgrenzschutz polizei " (BGS) – (for details on the German police see Busch et al, 1998; and Rupprecht, 1995). Which lessons can this " German approach " provide in terms of transforming law enforcement or policing institutions? In answering this question, one ought to consider whether the uniqueness of the German political transition, based on the integral expansion of state structures from the FRG towards former GDR territories, can impart any lessons in police transformation for other states. Given the normative nature of this book (see the Introduction in Caparini and Marenin, 2003), which attempts to gain a better understanding of what a democratic police force actually is and ought to be, we shall, in particular, endeavour to understand how the authoritarian regime that existed in East Germany could have led to the introduction and success of reforms, or, to put it terms of " transitology " , to the transition and subsequent democratic consolidation of the police (See Stark and Bruszt, 1998 and Dobry (ed.) 2000, and also see Hancock and Welsh (eds.), 1994 and Offe, 1996 on the transition process in Germany). Before being able understand this issue, it is appropriate to include a few words about the GDR police prior to 1989 (for information on the GDR itself, see the Introduction in Fulbrooke, 1995; and for an extensive analysis of the GDR police, see Lindenberger, 1998). The police (" Volkspolizei " , or DVP), which consisted of approximately 120,000 officers, 1 was one of the pillars of national defence and was placed under the authority of the Secretary-General of the Communist Party. The DVP, which was organised on a military basis, found itself having to submit to oversight bodies and those conducting political investigations, most notably to the " Staatssichereit " or " Stasi " (information on the Stasi is provided in Fulbrooke, 1995). The Stasi, or " political police " viewed the DVP " Volkspolizei " , or regular police, as being poorly equipped, especially for dealing with criminal matters. The Vokspolizei were primarily responsible for public security and surveillance of local social activities. We will turn first to examine the " absorption " process, and then address the effects of this very particular feature on the transformation and democratisation of the police. The increasing centralisation of the FRG (German Federal Republic) since the time of Chancelor Willy Brandt (1969-74), the fight against internal terrorism (since 1972), and the increased professionalisation of police forces, encouraged a growing alignment of practices and structures from the 1970s. This was particularly encouraged through the device of the " Conferences of the Interior Ministers of the Lands (IMK) " , held under the authority of the Federal Minister, which brought about de facto a form of growing centralisation of the West German police forces, a process which continues even today.
