Abstract
Over-education has been demonstrated to be frequent and persistent across countries. It often goes together with working in a job not related to the field of study (horizontal mismatch) or in a job that requires lower skills than acquired (skill mismatch). We study which program characteristics help university graduates to obtain a good job match. We do the analysis for Spain since the presence of over-education is strong in this country. We analyze the three types of mismatch: over-education, horizontal mismatch, and over-skills. We focus on the role of program characteristics in avoiding over-education in the first job after graduation, and in exiting over-education in the early career. We find that those programs that are academically prestigious and those that promote entrepreneurial skills help avoid being mismatched in the first job and, in case of being mismatched in the first job, they help exit this situation. Overall, our results give support to policies promoting the development of entrepreneurial skills in the Spanish education system.

The Russian empire provided Islam a sheltered but precarious place within its borders. Sporadic efforts at forced conversion to Orthodoxy ended in 1773 with Catherine II's edict of religious tolerance, which officially acknowledged the existence of the Muslim community and allowed the free practice of its essential religious rites. Among these, pilgrimage to Mecca (hajj) was one of the most sacred. But distrust of Islam and fear of Muslim revolt, fed by an almost paranoid apprehension of pan-Islamic solidarity, were deeply embedded in tsarist policies and attitudes toward pious Muslims.

Good governance is a global and sustainable issue. International institutions offer the concept of good governance for bureaucracy and public services reform to various countries. Indonesia is one of the countries that have implemented and developed the concept of good governance.However, the establishment of such structures and regulations, is not a guarantee for improving the effectiveness of good governance implementation. In connection with the above mentioned issues, it is deemed necessary to conduct researc. The reasons of consideration that the majority of Indonesia's population adheres to Islam as great potential toward Islamic governance. This study is conducted to answer the problem formulation, what is similarities and differences between UNESCAP's Characteristics of Good Governance and Islamic Characteristics of Governance? The study used library research method, based on Holy Qur'an and Hadith Nabawi, relevant textbooks and websites, with direct observation in the field. Collecting and analyzing data based on descriptive qualitative method. This study was conducted in Indonesia, in the first half of 2018. Concluded, Islamic characteristics of governance consist of: shari'ah, 'adl, ta'awun, bayan, itqan & tawazun, shura, at-tabayun and mas'uliyah. There are similarities of categories, and differences the annotation of categories between UNESCAP's characteristics of governance and Islamic Characteristics of Governance. As an implication then government officials must apply Islamic governance and ethics for public service reform in Indonesia.

The subject of the article is a discussion of the grounds for qualifying the system of compulsory health insurance (CHI) created in Russia as an insurance system, which is questioned by many experts. The article sys tematizes theoretical and methodological approaches to the description of social health insurance systems. A comparative analysis of the evolution of national systems of compulsory health insurance and systems of budgetary financing of health care was carried out from the standpoint of considering institutional changes as strengthening or weakening three types of regulation (state, societal, private), which ensure the performance of the functions of revenue collection, pooling of funds, purchasing of services. On this basis, general characteristics of modern models of social health insurance, which distinguish them from budgetary systems, are highlighted. The Russian CHI system can be qualified as a social insurance system in terms of the formation and pooling of financial resources, but as a hybrid, combining elements of the insurance and budgetary systems, in terms of the purchase of medical care.

The purpose of this article is to identify the ways to develop the innovative potential of Russian export. As a perspective direction for enhancing Russian export sector, segment of services is considered to be the fastest growing and least dependent on the volatility of the global environment element of international trade. The article analyzes the dynamics of Russian exports of services over the past eleven years and concludes on the gradual strengthening of its position In this regard, attention is focused on the export of high - tech and intellectual services - analysis of Russian prospects and opportunities in this area. Also author's recommendations for the improvement of this segment in the long term are given. Special attention is paid to the development of national technology exports. As a result, the article analyzes experience of leading innovation-active countries and presents the author's development model of Russian export sector innovative potential.
