Innovations create new possibilities for the welfare state. Digital technologies, however, can create a range of surprising and unintended effects. Lost in Digital Translations: Studies of Digital Resistance and Accommodation to the Welfare State in Practice is an exploration of what happens when digital technologies intersect with welfare state practices.

This book seeks to develop a creative critique of digital welfare. Digitalising welfare runs the risk of undermining or suppressing knowledge dimensions that are central in the distribution of welfare – in short, knowledge can be 'lost in digital translation'. The universal welfare state is intended for all citizens. By sensitizing us to what is lost in digital translation, we are made aware of some of the exclusionary mechanisms that impact our digital society.

In this anthology a group of researchers investigate how digitalisation influences the most ambitious welfare state in the world: Norway. Given Norway's extensive welfare system, the process of digitalisation has had a profound impact. Digital technologies are used to enhance cooperation and coordination between health trusts and municipalities, standardizing communication between frontline workers and citizens, and even altering the architectural design of public buildings, all of which influences the quality of welfare services. At the same time, patient security is endangered, vulnerable groups experience even more exclusion from society, and for others, the quality of welfare deteriorates.

Reconciliation by Stealth advances a novel approach to evaluating the effects of transitional justice in postconflict societies. Through her examination of the Balkan conflicts, Denisa Kostovicova asks what happens when former adversaries discuss legacies of violence and atrocity, and whether it is possible to do so without further deepening animosities.Reconciliation by Stealth shifts our attention from what people say about war crimes, to how they deliberate past wrongs. Bringing together theories of democratic deliberation and peacebuilding, Kostovicova demonstrates how people from opposing ethnic groups reconcile through reasoned, respectful, and empathetic deliberation about a difficult legacy. She finds that expression of ethnic difference plays a role in good-quality deliberation across ethnic lines, while revealed intraethnic divisions help deliberators expand moral horizons previously narrowed by conflict. In the process, people forge bonds of solidarity and offset divisive identity politics that bears upon their deliberations. Reconciliation by Stealth shows us the importance of theoretical and methodological innovation in capturing how transitional justice can promote reconciliation, and points to the untapped potential of deliberative problem-solving to repair relationships fractured by conflict.

In Challenges to US and Mexican Police and Tourism Stability, author Peter Tarlow examines the US-Mexico border crisis and its impact on tourism, along with tourism security in both the United States and Mexico. He also examines the impact of police corruption and cartels on the tourism industry. Presenting detailed case studies of the U.S. cities of Chicago, New York, San Francisco, and Washington D.C, the collection concludes with comparisons on the issues facing tourism policing in the US and Mexico, exploring the dangers, hopes and recommendations for the future. The way a state's police force operates generates a range of complex and interconnected issues, including law enforcement's role in tourism. Recent debates have arisen around the media and law enforcement such as the incidents leading to the George Floyd protests and the Defund-the-Police movement. Challenges to US and Mexican Police and Tourism Stability examines the impacts that historical, political, and social campaigns targeting police practices have had on law enforcement in general and on the tourism industry in particular, specifically focusing on recent developments in both the USA and Mexico. The Tourism Security-Safety and Post Conflict Destinations series provides an insightful guide for policy makers, specialists and social scientists interested in the future of tourism in a society where uncertainness, anxiety and fear prevail.

Die sozialen Folgen der Pandemie, die Teuerungskrise als Armutsfalle und vielschichtige soziale Ungleichheiten: Die sozialen Entwicklungen der letzten Jahre in Österreich zeigen einige Problemfelder auf. Österreichs Sozialpolitik war jüngst darauf fokussiert, auf akute Krisen zu reagieren - und war vor dem Ausbruch der Pandemie von Rückschritten geprägt. Wie lassen sich diese Entwicklungen einordnen? Und welche Ansätze gibt es, um eine progressive Weiterentwicklung des Sozialstaats anzusteuern? Die Beiträge dieses Bandes liefern darauf Antworten und spannen einen weiten Bogen - von Arbeitsmarkt, Armut und Bildung über Gesundheit, Pensionen und Pflege bis hin zu Sorgearbeit und Vermögen.

Derzeit bestimmt ein ressourcenintensiver und nicht nachhaltiger Konsumstil das globale Wirtschaften. Auch mit einer umweltschonenderen Produktion oder einer "Green Economy" müssen neue Konsummuster gefunden werden, um den ökologischen Fußabdruck des Einzelnen zu verkleinern. Die Sharing Economy, das gemeinsame Nutzen von Gütern, hat gerade über digitale Verleih-, Tausch- und Secondhandplattformen viel zusätzliches Potenzial gewonnen. In diesem Buch wird analysiert, was Menschen dazu motiviert, sich für das Sharing zu entscheiden, oder was sie andernfalls davon abhält. Die Ergebnisse werden umso greifbarer, indem sie mithilfe von Mehrfachbefragungen und Interviews aus Sicht der Akteure abgeleitet werden. Neben einer wissenschaftlichen Fachleserschaft richtet sich die Studie damit auch an Privatpersonen, Unternehmen aus der Sharing-Gemeinde sowie an Initiativen und Organisationen, die neue Wege zur Ressourcenschonung gehen und möglichst viele Menschen erreichen wollen.

Germany's shortage of skilled workers has sharply increased, especially in the social and education sectors, health and care, construction and skilled crafts, information technology and jobs in science, technology, engineer­ing and mathematics (STEM). Simultaneously, the demand for low quali­fied labour has also been growing, for instance in help and house­hold-related services. While EU member states continue to be the source for the majority of labour migration, their migration potential is declining due to their simi­larly ageing and shrinking populations. Recruiting workers from third coun­tries, including Germany's development partner countries, will become of strategic importance. In spite of many recent reforms, the recruitment of workers from third coun­tries is still inadequate, and not enough attention has so far been paid to development policy aspects. Germany's recruitment activities need to be more closely embedded in fair, development-orientated partnerships with countries of origin, in which their interests are taken into account and the rights of migrant workers are respected. Since many industrialised countries now recruit workers, this could also be a competitive advantage for Germany. The German government should make use of the extensive experience gained from the pilot projects to attract skilled workers for large-scale recruit­ment programs. These projects will require the systematic co­operation of all relevant ministries (whole-of-government approach) as well as the involvement of civil society and the private sector to set the course for development-orientated recruitment. The German government should engage even more strongly in the rele­vant global processes and forums whilst advocating fair recruitment. (author's abstract)

Der russische Angriffskrieg gegen die Ukraine offenbart, wie groß die sicherheitspolitische Abhängigkeit Europas von den USA ist. Als wichtigster Unterstützer der Ukraine sind die USA seit Kriegsbeginn die unverzichtbare Führungsmacht des Westens. Umso größere Sorgen machen sich viele Europäer mit Blick auf die US-Wahlen im November 2024.

Macht und Legitimität der europäischen Argumentationszusammenhänge haben gelitten. Dennoch zählen Interessen und Ideen in Europa weiter nur dann, wenn sie als Argumente vorgebracht werden. Jenseits des Argumentierens ist Europa unregierbar. Zwei Fragen stehen im Zentrum des Bandes: Was meint Argumentieren? Wie lauten die Argumente Europas? Mit Aristoteles und Wittgenstein entwickelt der erste Teil eine Methode zur Narration politischer Argumentationszusammenhänge. Der zweite Teil legt eine historische Sprachspieltopik von der Montanunion bis zum Green New Deal vor. Das Buch ist gleichermaßen interessant für alle mit praktischem Interesse an der EU wie für alle mit sprachphilosophischem Interesse an der Politikwissenschaft.

In this Parallel Report, the National CRPD Monitoring Mechanism highlights aspects of the implementation of the Convention that have proven problematic in Germany, and on which the UN Committee on the Rights of Persons with Disabilities (the Committee) should focus at the State party review process regarding Germany.

Plurilateral initiatives are again gaining importance in climate diplomacy as a complement to multilateral efforts – not least in view of the lack of progress in implementing the Paris Agreement and more difficult conditions in the UN process. New alliances are expected to facilitate agreement within smaller groups of countries wishing to lead by example and to effectively advance climate action with ambitious goals and more stringent measures. This, inturn, can have an impact beyond individual initiatives and provide normative pressure and incentives for additional states to cooperate. However, plurilateral alliances cannot necessarily overcome the structural challenges that hamper more effective international climate cooperation. In light of this, German and European climate diplomacy should anticipate the specific procedural challenges of individual initiatives, set priorities among the various options, and aim to specify the mandate and design of individual initiatives early on. Zwischen 2019 und 2022 hat das Forschungszentrum des Bundesamts für Migration und Flüchtlinge (BAMF-FZ) die Umsetzung des staatlich-gesellschaftlichen Pilotprogramms NesT zur Aufnahme besonders schutzbedürftiger Geflüchteter evaluiert. Der Forschungsbericht 44 befasst sich mit den Ergebnissen der Evaluation. Das NesT-Programm ist Teil des deutschen Resettlement-Programms. Im Jahr 2023 ist die Aufnahme von bis zu 200 besonders schutzbedürftigen Flüchtlinge mit dem NesT-Programm vorgesehen. Im Resettlement und NesT werden Personen aufgenommen, die aus ihren Herkunftsländern geflohen sind und sich in sogenannten Erstzufluchtsstaaten aufhalten. Geflüchtete erhalten somit die Möglichkeit einer dauerhaften Lebensperspektive in Deutschland. Mit dem NesT-Programm werden besonders schutzbedürftige Geflüchtete von zivilgesellschaftlichen Akteurinnen und Akteuren - den sogenannten Mentoring-Gruppen - finanziell und ideell in Deutschland unterstützt. So stellen sie den Geflüchteten einen angemessenen Wohnraum zur Verfügung und übernehmen für zwölf Monate die Nettokaltmiete. Zudem erklären sie sich bereit, die aufgenommenen Personen mindestens ein Jahr mit Rat und Tat zu unterstützen. Eine eigens für das NesT-Programm eingerichtete Zivilgesellschaftliche Kontaktstelle (ZKS - bestehend aus Vertretern der Caritas, des Deutschen Roten Kreuzes und der Evangelischen Kirche von Westfalen) ist Ansprechpartnerin für Interessierte und entstandene Mentoring-Gruppen.

Sicherheit wurde in der Frühen Neuzeit sehr viel umfassender verstanden als heute. In der historischen Epoche war Sicherheit ganz eng mit gesellschaftlicher Ordnung und Stabilität verknüpft. Die heteronormative Geschlechterordnung spielte dabei eine zentrale Rolle und wurde wesentlich über die Hierarchie und Arbeitsteilung im Haus legitimiert. Die 13 Beiträge aus Geschichte, Kunstgeschichte, Literaturwissenschaft, Philosophie und Theologie untersuchen die Entstehung und Ausformung dieser Zusammenhänge. Das gemeinsame Interesse gilt Texten, Bildern und Praktiken, die im Zeitalter der Renaissance eine Wissensordnung und visuelle Kultur von Sicherheit ausprägten, die bis heute nachwirkt und auch im aktuellen "gender security gap" greifbar wird.

Der Bericht zeigt Entwicklungen im Rahmen der Bildungs- und Erwerbsmigration von Drittstaatsangehörigen nach Deutschland im ersten Halbjahr 2022.

German development cooperation is pursuing the objective of reducing negative social and environmental effects in global (textile) supply chains and thus, in the long term, contributing to designing them more sustainably. This evaluation examines, in particular, the interaction between various development cooperation instruments and measures to promote sustainable global supply chains in the textile sector.

Im Auftrag des Bundesministeriums für Arbeit und Soziales hat Kantar Public (ehemals TNS Infratest Sozialforschung) im Jahr 2022 zum zehnten Mal nach 2003, 2004, 2006, 2008, 2011, 2013, 2015, 2017 und 2019 eine empirische Untersuchung zur Situation und Entwicklung der betrieblichen Altersversorgung in Deutschland durchgeführt. Einbezogen in die "Trägerbefragung zur Verbreitung der betrieblichen Altersversorgung 2021" (BAV 2021) wurden Pensionskassen, Pensionsfonds, Lebensversicherungen, die betriebliche Direktversicherungen anbieten, und öffentliche Zusatzversorgungsträger. Die Daten zu Direktzusagen und Unterstützungskassen basieren dagegen auf Geschäftsstatistiken des "Pensions-Sicherungs-Vereins auf Gegenseitigkeit" (PSVaG). Mit der BAV 2021 wird die bestehende Zeitreihe um die Referenzpunkte Dezember 2020 und Dezember 2021 ergänzt und nunmehr die 20-jährige Entwicklung der betrieblichen Altersversorgung seit Inkrafttreten des Altersvermögensgesetzes (AVmG) und des Altersvermögensergänzungsgesetzes (AVmEG) am 1. Januar 2002 und bis nach Inkrafttreten des Betriebsrentenstärkungsgesetzes (BRSG) im Januar 2018 aufgezeigt.
