After looking for some lessons with a discussion of the conceptual dimensions of good governance that are important to sustained socio-economic performance from the perspective of international agencies like the World Bank and the Asian Development Bank, the author assesses the general performance of the East Asian miracle economies using a select group of good governance indicators from the World Economic Forum's World Competitiveness Report. Based on this assessment, the author highlights some lessons for Philippine political and administrative development including other areas of improvement. (DÜI-Sen)

THE PHYSICIAN ANALOGY IN POLITICS IS NOT INHERENTLY ELITIST OR ANTITHETICAL TO CONSTITUTIONAL GOVERNMENT, AS MODERN CRITICS HAVE CLAIMED. ON THE CONTRARY, IN ITS ORIGINAL DEVELOPMENT AMONG THE ORATORS OF FOURTH-CENTURY ATHENS, IT EPITOMIZED THE AIMS OF CONSERVATIVE DEMOCRATS, OFFERING BOTH A PERSPECTIVE THAT REINFORCED THE IDEA OF A PRESCRIPTIVE CONSTITUTION GROUNDED IN TRADITIONAL AND A CONCEPTION OF LEADERSHIP COMPATIBLE WITH THE EGALITARIAN ANIMUS OF THE RESTORED DEMOCRACY. In the 1970s, Gustavo Lagos held the Chair of International Relations at the Faculty of Law at the U of Chile. Under his tenure, Chile became one of the principal centers of Latin American social science & found its place in the international arena. Lagos was able to construct this institution under adverse political conditions. His main contributions to theory on international relations -- his concept of atimia & his writings on the globalized future -- are described. M. Pflum
International audience ; This paper describes and analyses the conflicts of interests that have emerged following the implementation of a World Bank-assisted tourism development plan for the Wadi Rum Reserve (Jordan). Casting a political and cultural look at the conflict, the argument is that the crisis was unavoidable because it had underlying causes that were neither technical nor managerial. Neither at the planning, nor at the implementation level was any consideration given to the political and cultural implications of the project for the local community. This paper argues that such political and cultural underpinnings are the fundamental lynchpins behind the crisis.

Abstract. This paper critiques what can be interpreted as an application of the literature on state failure in current political economy and political science to the changing role of political parties in advanced post–industrial democracies, Katz and Mair's theory of cartel parties. It develops an alternative set of hypotheses about the dynamics of parties and party systems with the objective to clarify empirical terms according to which rival propositions can be tested. Specifically, the paper rejects three propositions in the theory of cartel parties and advances the following alternatives. First, party leaders are not divorced from their members and voting constituencies, but become ever more sensitive to their preferences. Second, inter–party cooperation generates a prisoner's dilemma in the competitive arena that ultimately prevents the emergence of cartels. Ideological convergence of rival parties has causes external to the competitive arena, not internal to it. Third, conventional parties cannot marginalize or coopt new challengers, but must adjust to their demands and electoral appeals. The age of cartel parties, if it ever existed, is not at its beginning, but its end.

The article is devoted to the study of the formation of culture and policy Memory of the Holocaust victims in modern Ukraine. On the example of the international scholar and educational project "Protecting Memory", which has been going on in Ukraine for more than ten years, the author analyzes the current state, trends, challenges and prospects of creating places of Memory and culture honoring the memory of World War II victims. war, including Ukrainian Jews and Ukrainian Roma. The article also provides a thorough analysis of the fundamental differences in the policy of remembrance for the victims of the Holocaust during the communist regime in Ukrainian lands and in modern democratic Ukraine. In the period from 1945 to 1991, the Communist authorities of the Ukraine banned a special memory of Jewish people, which were the victims of the Holocaust, all victims of National Socialism (official title of the Nazi part − NSDAP in German) during World War II were marked by the euphemism of the Soviet regime as "peaceful Soviet citizens". The anti-Semitic policy was particularly harsh between 1948 and 1953, when Ukrainian Jews affected by the Nazi occupation came under the brunt of Soviet postwar repression. Thus, the feature of the tragic fate of Jewish communities during the domination of the Nazi anti-Semitic ideology and practice was completely leveled. The USSR denied the identities of civilian victims of the Nazi occupation, especially Jewish people and Roma. Only in the days of sovereign and independent Ukraine, the identity and memory of the victims of the Holocaust and the Roma Genocide in Ukraine were revived. One of the most powerful examples of restoring the historical memory of these civilian victims of the Nazi regime in Ukraine was the "Protecting Memory" project. Thanks to this project, during 2010−2020 in five regions of Ukraine − Lviv, Rivne, Volyn, Vinnytsia, Zhytomyr regions, 20 Memorials to Ukrainian Jewish people and Roma who were killed by Nazi punitive forces and their helpers during the German occupation of Ukraine in 1941−1944 were established. THE WESTERN AND EASTERN PERSPECTIVES WHICH ARE OVERLAYED ONTO A UNIQUE AFRICAN EXPERIENCE OF POLITICS ARE OUTLINED; AND FOUR MAIN APPROACHES TO TEACHING AFRICAN POLITICS ARE DISCUSSED.
Despite its recognized significance in social life, leadership is a notoriously elusive subject that generates a host of different points of explanatory focus. This is particularly so in the field of political leadership, which has been afflicted by an enduring split between the biographical idiosyncrasies of individual leaders and the specialist contributions from an array of social science disciplines. This new study is designed to establish an improved balance between this often myopic and confusing bifurcation of approaches.

This Open Access book explains the philosophy, design principles, and community organization of Decidim and provides essential insights into how the platform works. Decidim is the world leading digital infrastructure for participatory democracy, built entirely and collaboratively as free software, and used by more than 500 institutions with over three million users worldwide. The platform allows any organization (government, association, university, NGO, neighbourhood, or cooperative) to support multitudinous processes of participatory democracy. In a context dominated by corporate-owned digital platforms, in the era of increasing social structuring via Artificial Intelligence, Decidim stands as a public or community owned platform for collective human intelligence. Yet, the project is much more than its technological features. Decidim is in itself a crossroad of the various dimensions of the networked society, a detailed practical map of its complexities and conflicts. The authors distinguish three general dimensions of the project: (1) the political - shedding light on the democratic model that Decidim promotes and its impact on public policies and organizations, (2) the technopolitical - explaining how this technology is democratically designed and managed to produce and protect certain political effects, and (3) the technical - presenting the conditions of production, operation, and success of the project. This book systematically covers those three levels in an academically sound, technologically consistent, and politically innovative manner. Serving as a useful resource and handbook for the use of Decidim, it will not only appeal to students and scholars interested in participatory and digital democracy but also to professionals, policy-makers, and a wider audience interested in learning more about the Decidim platform. The aim of this paper is to explore the modern trends of political leadership in relation to young generation in Slovakia as interpreted by the results from international collaborative research project. The author tries to address the issues of trust, attitudes and challenges within democratic governance and political leadership in contemporary political and social agenda in the specific case study of Slovakia. First, we use the theoretical approaches to understand political leadership in context and then we apply the qualitative analysis of individual interviews with respondents in two field sites in Slovakia to link the issues of democratic governance and political leadership. Finally, using the survey data and quantitative statistical analysis we measure the political trust and attitudes of young people toward politicians and social organizations. This paper confirms the relatively large negative positions of young people to their political interest, trust, attitudes to political elites and practical democratic performance.
