In this study, we outline the farm policy changes in the European Union, EU, and the United States, US, since 1996 and compare their levels of support under various policies. The producer support estimates for the EU are more than twice that of the US, although the value of EU agricultural production is only 30% more than the US production value. In the EU, reductions in the intervention (support) prices for cereals, oilseeds and beef sector have been compensated by increased direct payments, i.e., payments based on historical acreage and yield or animal head counts. In 1996, the US eliminated target prices and deficiency payments for major crops, and acreage set-sides for supply control. They have been replaced with fixed and emergency payments. However price floors (loan rate with deficiency payments) have been retained for major crops. The sugar and dairy sector policies of the EU and the US have undergone few changes since 1996.The initial EU and US agricultural proposals for the Doha round focused on reducing market access barriers and export subsidies, but refrained from limiting domestic support measures. Developing countries' effective opposition to these proposals led to the collapse of the 2003 WTO Ministerial Meeting at Cancun, Mexico. The recently announced Doha Work Program proposes complete elimination of export subsidies and significant reductions in market access barriers. In the case of domestic support, developing countries' views such as the reductions in product and non-product specific de minimis provisions, and the criteria for blue box payments are reflected in the proposal. At the same time, developed countries' views on the continued placement of direct payments in either blue or green box have been included in the proposal. However, agreement on the extent of reductions and the specific modalities is expected in the next 16 months. The final agreement, scheduled for presentation to members at the Hong Kong WTO Ministerial Conference in December 2005, likely depends on whether or not the new proposals and their modalities would result in meaningful limits on domestic support. ; Non-PR ; IFPRI1 ; MTID

The article aims to analyze Brexit from the perspective of the Visegrad Group countries in the context of the future of the European Union. Addressing this issue is important from the point of view of assessing the role of the EU for the Visegrad countries. The main thesis of the research is that Brexit will not lead to a reform of the EU in the coming years, which is what some of the Visegrad Group countries are trying to do. The article is provocative, because, during the migration crisis, the Visegrad Group was shown as a brake on the European integration process. After Brexit, it was considered that some of EU Member States could follow Great Britain and leave the EU. The article complements the scientific achievements in this field, as it presents the view from the country of Central and Eastern Europe.

Can there be such a thing as a European sociology of law? The uncertainties which arise when attempting to answer that straightforward question are the subject of this book, which also overlaps into comparative law, legal history, and legal philosophy. The richness of approaches reflected in the essays (including comparisons with the US) makes this volume a courageous attempt to show the present state of socio- legal studies in Europe and map directions for its future development. Certainly we already know something about the existence of differences in the use and meaning of law within and between the nation states and groups that make up the European Union. They concern the role of judges and lawyers, the use of courts, patterns of delay, contrasts in penal 'sensibilities', or the meanings of underlying legal and social concepts. Still, similarities in 'legal culture' are at least as remarkable in societies at roughly similar levels of political and economic development. The volume should serve as a needed stimulus to a research agenda aimed at uncovering commonalities and divergences in European ways of approaching the law.
This book examines the role and utility of competition law within the EU's legislative and regulatory dialogue, using its response to crisis conditions as a test of its aims and abilities. As such, its main conclusion is that competition policy acts as a forum for debate as to the direction of the European integration project, while competition law can serve as a tool for aiding in the implementation of broader policy objectives. The analysis here explores the role of the general economic context in the application of competition law, the existence of identifiable baselines applicable in crisis conditions, the ability and role of national competition authorities in applying competition law, and the ways in which the European Commission's overarching policy goals can influence the application of competition law.The decision to take an empirical approach to this research project stems from a conviction that an investigation into the real world situations faced by firms and consumers should underpin the evaluation of the applicable legal rules. Over the past number of years, the Commission has exerted more and more influence over the development of the regional and global airline industry, and this book identifies the emergence of an apparent overarching aim on the part of the Commission to create a market with a handful of ultra-competitive airlines with international reach serviced by an array of smaller feeder airlines on a regional basis. The study of Irish beef processing, on the other hand, identifies a high level of government involvement in providing the strategic thinking behind a crisis cartel scheme, and then demonstrates how the economic context exerted considerably more pressure on the government and the national court than on the competition authorities involved.

The purpose of the research: to analyze the main tendencies of the tax revenue and social contributions in EU countries, to study the hypothesis concerning convergence of the annual growth rates of the total tax revenue (including social contributions) to the GDP in European Union countries during the last decade and to build the predicted values for the total tax revenue (including social contributions) as GDP percentage in EU countries. The research was conducted based on the time serious analysis) and forecasting method to predict data values of the total revenue to the GDP. The analysis presented in the research has shown that tax revenues in the main tax categories displayed a corresponding pattern, with a differing fiscal lag for direct taxes, indirect taxes and social contributions. Correlation analysis has shown that many countries of EU essentially correlate ratio of the total tax revenues to the GDP. Using the presented models for the time series of the total revenue to the GDP in Eiropenean Union counties, the predicted values were obtained. The research has shown that some countries have common characters of the total revenue, and some gruop of countries has varies. Regardless of the declaration of the common economic policy in EU, as well as levy system in EU, the research has noticed some differences in the total revenues concerning the GDP trends. The impact of possible convergence in tax burden policy in EU countries explains these differences.In order to harmonize tax policy and to increase the fiscal role of taxation in the EU countries, such measures are proposed: application of unified procedures and conditions of administration of taxes and other budget revenues; differentiation of tax rates and establishment of the upper limit of their size; introduction of a unified tax base; differentiation of objects of taxation with the purpose of increase of tax revenues to the budget and avoiding increase of tax burden for population and others. ; Цель исследования — проанализировать основные тенденции налоговых поступлений и социальных взносов в странах ЕС, изучить гипотезу о сходстве годовых темпов роста общих налоговых поступлений (в том числе социальных взносов) в ВВП стран ЕС и построить прогнозные значения доли общих налоговых поступлений (включая социальные взносы) в ВВП. Анализ показал, что для многих стран ЕС существует существенная связь между отношением показателя общих налоговых поступлений к ВВП. Несмотря на декларацию единой экономической политики в ЕС, а также систему налогообложения в ЕС, исследование определило некоторые различия в тенденциях отношения совокупных доходов к ВВП. За допомогою представлених моделей для часових рядів показника відношення загальних податкових надходжень до ВВП у країнах Європейського Союзу отримано прогнозовані значення. Результати прогнозування показали, що деякі країни мають спільні характеристики формування податкових надходжень, а інші країни мають різний характер їх формування. Незважаючи на декларацію єдиної економічної політики в країнах-ЄС, а також систему оподаткування на території ЄС, дослідження визначило деякі відмінності в тенденціях відношення сукупних податкових надходжень до ВВП. Ці відмінності пояснюються впливом можливої конвергенції у політиці щодо податкового навантаження в країнах ЄС. З метою гармонізації податкової політики та підвищення фіскальної ролі податків у країнах ЄС запропоновано заходи: застосування єдиних процедур і умов адміністрування податкових та інших надходжень до бюджету, диференціація податкових ставок і встановлення верхньої межі їхнього розміру, запровадження єдиної податкової бази; диференціація об'єктів оподаткування з метою збільшення податкових надходжень до бюджету та уникнення збільшення податкового навантаження для населення та інші.
