This paper investigates potential business cycles determinants for the EMU countries among financial sector indicators examining at the same time the link between financial sector variables and business cycles volatility. We find that the total value of stocks traded, the private sector debt and the net inflows of FDI constitute significant determinants of business cycles fluctuations. Financial openness has an increasing effect on business cycles volatility while there is an unsettled relationship between financial depth and volatility. Another important finding of the paper is that the analysis provides evidence in favor of the occurrence of opportunistic political business cycles among EMU counterparts. The robustness of the above findings is verified via the use of relevant econometric methods such as EGLS, GLM and fixed-effect models. ; peer-reviewed

This paper studies economic and financial spillovers from the euro area to Poland in a two-country semi-structural model. The model incorporates various channels of macrofinancial linkages and cross-border spillovers. We parameterize the model through an extensive calibration process, and provide a wide range of model properties and evaluation exercises. Simulation results suggest a prominent role of foreign demand shocks (euro area and global) in driving Poland's output, inflation and interest rate dynamics, particularly in recent years. Our model also has the capability for medium-term condi

Enlargement has been fundamental to the idea of European unification from the start, & between 1957 & 1965 the EU grew from six to 15 members. But it was not necessarily ready to welcome others when communism collapsed in Eastern Europe in 1989. For their part, the newly liberated countries were too pleased to have regained their independence to be prepared to surrender it to what they saw as another possible overlord. The dissolution of the Soviet Union in 1991 & the realization of the mutual advantages that might flow from the enlarged EU changed attitudes on both sides & terms were set out at Copenhagen in 1993. Since then, this meeting of minds has been strained by problems & suspicions in both East & West & by the disintegration of Yugoslavia. However, the recurring crises over Yugoslavia have brought the EU to the point of considering eventual enlargement to the whole of Eastern Europe, & extensive negotiations are in train with a view to the first new members joining in 2003. But a real meeting of minds depends on the outcome of the Inter-Governmental Conference already meeting. It needs to ensure that the terms of entry for the new East European members do not involve any greater loss of precious sovereignty than for the present 15. Adapted from the source document.

"This book explains why the European Union member states - in response to the Euro crisis - agreed to establish banking union, despite previous objections, and why they chose its hybrid institutional design. Analysing its establishment from 2012 to 2020, the book offers a comprehensive view of the preferences of the member states and EU institutions, as well as of the negotiation dynamics and latest developments in the three pillars of banking union, namely; the single supervisory mechanism, the single resolution mechanism and the common backstop, and the European deposit insurance scheme. Furthermore, empirically, the book looks beyond the usual focus of the northern and southern coalition of states to underline the influence of powerful smaller member states in the intergovernmental bargaining process. Adopting a range of theoretical perspectives, it questions the solidity of the northern versus southern camps and reveals distinctive and particular positioning from individual countries during the process. This book will be of key interest to scholars and students of European financial market regulation, European economic governance, EU institutions, European integration theory and European Union politics more broadly."

This book reports on results achieved in a research project that dealt with agriculture and the food industry in Central and Eastern European Countries (CEEC). It examines the current economic conditions and the changes that are taking place and yet must occur, in the process of preparing for accession to the European Union. The project was structured in six tasks, ranging from methods to analyse the economic situation in agriculture, through an analysis of productivity in CEEC agriculture, a study of economic transfers along the food chain, research into market developments under policy adjustment to the Common Agricultural Policy (CAP), and an analysis of macroeconomic implications of accession, all the way to an investigation of agricultural policy developments in CEECs.

As Malta's term to lead the EU Presidency between January and June 2017 is under way, the main political issues that are on the political agenda and that are ultimately discussed by the EU citizens are the immigration crisis and Brexit. Both issues are undermining the foundations of the European Union and had stalled the EU project of becoming stronger and more unified, at least for the foreseeable future. There is another fundamental issue that is a growing concern amongst the EU member states, that of detachment between the political class, the public administrations and the citizens. Although this issue is now defined as a major challenge to the EU, there is no clear focus on how to overcome this problem. Dealing with such a massive task is not easy especially when considering the long list of factors and the continuum of stakeholders at play. One silent reform that could bring a real change in the day-to-day lives of EU citizens is the way public services are offered and managed. Public services are expected to meet the aspirations and the needs of the various spectra of groups within a society in a timely manner. Red tape and bureaucracy have become commonly used 'buzz words' and such a perception is weakening the good work done by the respective public administrations of the EU member states. A holistic performance management approach incorporating Key Performance Indicators (KPIs) could be the answer to streamline and improve the quality of public services while strengthening the efficiency and effectiveness in the way the services are offered to the citizens. This document was prepared between September 2016 and March 2017. It includes a literature review (Section 1) and an analysis of a survey conducted with all the European Commission and EU member states (Section 2) regarding the implementation and use of KPIs. The questions asked are detailed in the Appendix. The aspiration of the authors is that the theoretical and practical underpinnings outlined in this document be a channel to bring the citizens closer to the public administrations, the political class and ultimately the European Union. ; peer-reviewed

This paper assesses the progress in EU product market integration by analyzing price differentials in a multivariate framework for 22 industrialised economies and almost 200 product categrories. We model changes in bilateral price similarities as a function of initial bilateral similarity levels, bilateral trade intensities, the bilateral correlation between expenditure shares and various variables reflecting EU membership, product category, the tradability of the product and the presence of non-tariff barriers throughout 1985-1999. The results suggest that price structures within the EU are more similar than among other OECD countries, especially for energy products and consumer goods. After correcting for factors such as catchingup and trade intensities, prices in the EU have almost consistently converged faster than in the rest of the OECD. Finally, we find that the countries in the so-called D-Mark area have witnessed a significantly stronger tendency for prices to converge than countries which have had relatively higher exchange rate fluctuations. This gives some foundation to hopes that monetary union will promote price convergence.
