Power generation using nuclear energy is an activity whose risks cannot be ignored and must be subject to an appropriate economic calculation. The specificities of nuclear risk justify the public decision-maker incorporating an adequate valuation of these risks into the balance of costs and benefits: this is a risk which is only partially mutualised, which has a systemic dimension, whose underlying risks are imperfectly probabilisable, and which can lead to catastrophic consequences in the very long term. In recent decades, significant changes have been taking place that have generated new social risks (Beck, 1998), such as rising unemployment and social exclusion. Its impacts have increased as a result of the crisis, creating significant differences between territories. In the Southern District of Córdoba, heavily affected by the crisis, a disused public building was occupied in 2013 and has been transformed into a Social Centre. Given its characteristics and the social and political impact it generated, this work makes it the subject of a study and addresses it through qualitative research techniques: in-depth interviews. In particular, the role analyses whether it is a social innovation. The actions developed there and the methodology adopted for its operation are the result of civil disobedience and the principle of self-management. ; En las últimas décadas se están produciendo importantes cambios que han generado Nuevos Riesgos Sociales (Beck, 1998) como son el incremento del desempleo y de la exclusión social. Sus impactos se han incrementado a causa de la crisis, generando notables diferencias entre territorios. En el Distrito Sur de Córdoba, muy afectado por la crisis, en 2013 se ocupó un edificio público en desuso que ha sido transformado en Centro Social. Dadas sus características y el impacto social y político que generó, este trabajo lo convierte en objeto de estudio y lo aborda mediante técnicas de investigación cualitativas: entrevistas en profundidad. En concreto el papel analiza si se trata de una innovación social. Las acciones que allí se desarrollan y la metodología adoptada para su funcionamiento son el resultado de una acción de desobediencia civil y del principio de autogestión.

Three essential issues are considered: firstly, an elucidation of the concept of person or soul, as the heart of the political subject. Secondly, the tension and, indeed, contradiction between temporality as the intimate and plural dimension of the person, and history as its reductive and insufficient materialisation. Finally, an analysis of absolutism as the underlying structure of totalitarian ways of life. ; [ES] Se plantea una reflexión sobre la actualidad de Persona y democracia y su posible contribución a una crítica de la razón democrática. Para ello, se tienen en cuenta tres cuestiones fundamentales: en primer lugar, una elucidación del concepto de persona o de alma como núcleo profundo del sujeto político; en segundo lugar, la tensión e incluso contradicción entre la temporalidad como dimensión íntima y plural de la persona, y la historia como su plasmación reductora e insuficiente; finalmente, un análisis del absolutismo como estrato profundo de las formas de vida totalitarias.

Summary: This work addresses the problem of deforestation in Costa Rica, from the beginning of independence to the closure of the 19th century. Despite the scarcity of sources and the limited existence of statistics on this subject, the aim is to show that deforestation in the 19th century, although small-scale, had a strong impact on forest cover, especially in the case of high-profitability fine timber, and laid the foundations for the woodworking industry that became effective in the 20th century. From that point of view, the article also shows that there was evidence of the impact of the pattern of logging driven by individuals and by the same State on the national territory. However, that aspect was not taken into account by the economic interests affecting national ponds and forests at a time when the extraction of national wealth and its placing on the market were the fundamental objectives. ; Resumen: Este trabajo aborda el problema de la deforestación en Costa Rica, desde los albores de la independencia hasta el cierre del siglo XIX. A pesar de la escasez de fuentes y la limitada existencia de estadísticas relativas a esta materia, se busca evidenciar que la deforestación del siglo XIX, aunque de pequeña escala, tuvo fuertes repercusiones sobre la cobertura forestal, especialmente en lo relativo a maderas finas de alta rentabilidad, y sentó las bases para la industria maderera que cobró vigor en el siglo XX. Desde esta perspectiva, el artículo también demuestra que existía evidencia sobre las repercusiones del patrón de explotación forestal impulsado por particulares y por el mismo Estado en el territorio nacional, tal aspecto, sin embargo, no fue tenido en cuenta por los intereses económicos que recaían sobre los baldíos y los bosques nacionales en una época en la cual la extracción de la riqueza nacional y su puesta en el mercado eran los objetivos fundamentales.

The aim of this work is to reflect on peace and allegiance in the field of international relations (RR. II.). This attempt is built around the link between peace-critical studies and post-colonial, decolonial and feminist perspectives. Based on a literature review, a reflection on the colonial, belicist and patriarchal nature of academic productions and political practices is proposed. Specifically, this study analyses the realistic and liberal theories of RR. II. and how these disqualify the other/other as an active and diversified subject, treating States with formal equality and as potential enemies. In this perspective, the aim is to outline how the notion of alterility contributes to a more liberal conception of peace. ; El presente trabajo tiene por objetivo reflexionar sobre la paz y la alteridad en el terreno de las Relaciones Internacionales (RR. II.). Esta tentativa se construye alrededor del avínculo existente entre los estudios críticos para la paz y las perspectivas poscoloniales, descoloniales y feministas. Partiendo de una revisión bibliográfica, se propone una reflexión sobre el carácter colonial, belicista y patriarcal de las producciones académicas y las prácticas políticas. Específicamente, en este estudio se analizan las teorías realistas y liberales de las RR. II. y cómo estas descalifican al/a la Otro/Otra en cuanto sujeto activo y diversificado, al tratar a los Estados con igualdad formal y como enemigos en potencia. En esta perspectiva, se intenta esbozar cómo la noción de alteridad contribuye para lograr una concepción más libertaria de la paz.

Summary A summary In view of the contents of the Inter-institutional University Social Responsibility (RSU) programme of Mexican higher education institutions, the aim is to reflect on the phenomenic field of building the identities of academics as the place of intersubjective and symbolic articulation from which professional projects come from citizens' projects. This articulation is reviewed here with the meanings of the subject, moral and ethics for an absent contemporary political culture, however necessary to shape the backdrop of some of the university's narratives as an institution of and between public life. It has been assumed that the philosophy of Paul Ricoeur's hermenic philosophy has been raised and transited to the field of philosophical anthropology and social policy. Summary is a critical review of Motecuhzoma Xocoyotzin's power transfer and submission action in favour of Carlos I of Spain, through captain Hernando Cortés. This fundamental passage in the history of Tenochtitlan's conquest has had important and significant legal, political and historical implications to date, and has therefore been the subject of various analyses from the perspective of European culture. However, little has been explored, not from the Spanish legal, political, documentary and historical point of view, but from what is known about the institutions, beliefs and political practices of the former nahuas. This work looks at the náhuatl perspective of the issue. ; Resumen Este artículo es una revisión crítica de la acción de entrega del poder y sumisión atribuida a Motecuhzoma Xocoyotzin, en favor de Carlos I de España, por intermediación del capitán Hernando Cortés. Este pasaje fundamental en la historia de la conquista de Tenochtitlan ha tenido importantes y trascendentes implicaciones legales, políticas e historiográficas hasta el día de hoy, y por ello ha sido objeto de diversos análisis desde la perspectiva de la cultura europea. Sin embargo, poco se ha explorado el problema, no ya desde la perspectiva jurídica, política, documental e historiográfica española, sino desde lo que se sabe acerca de las instituciones, creencias y prácticas políticas de los antiguos nahuas. The article provides a tentative reading of Hegel's police as a concept that constitutes a crucial test for the rationality of Hegel's state and that actually played a very important role in the formation of his model of rationality. It starts by considering some significant changes in Hegel's approach to the subject in the Jena period, especially in reference to Fichte and Spinoza; then, it presents Hegel's conception of the police as the interface of the universal in his mature political philosophy, together with his treatment of the disturbing problem of poverty and the rabble; and to conclude, it adds some general remarks on Hegel's police, then and now. ; Članak pruža probno čitanje Hegelove policije kao pojma koji predstavlja ključni test za umnost Hegelove države i koji zapravo igra veoma bitnu ulogu u formiranju njegovog modela umnosti. Na početku se razmatraju neke značajne promene u Hegelovom pristupu toj temi u jenskom periodu, posebno u vezi sa Fihteom i Spinozom; članak, zatim, iznosi Hegelovo poimanje policije kao međusklopa onog opšteg u njegovoj poznoj političkoj filozofiji, zajedno sa njegovim obrađivanjem uznemiravajućeg problem siromaštva i ološa; i u zaključku, članak dodaje neke generalne primedbe o Hegelovoj policiji, nekad i sad.

29 48 5 2 ; SWORD ; [EN] The goal of this essay is to draw a concept for Cultural Diplomacy from three points of view: public diplomacy, actors and goals, and the connection between diplomacy and culture. Once we have reached an agreement about the concept, we examine the Spanish model of Cultural Diplomacy. We start from some practical examples to analyze ideas given by different authors about this subject. The main conclusion is a concept of cultural diplomacy as a type of diplomacy where the cultural instruments are used to achieve the diplomatic goals. That is why it is essential to clarify the political messages to be disseminated, which is, maybe, the main flaw of the Spanish model. ; [ES] El presente ensayo gira en torno al estado de la cuestión de qué es la diplomacia cultural desde varios puntos de vista, ya planteados por distintos autores: la diplomacia pública, sus actores y objetivos, y la relación entre diplomacia y cultura. Una vez delimitado el concepto, se repasa el modelo español de diplomacia cultural, destacando una serie de apuntes críticos sobre el mismo. En el análisis, hemos partido de ejemplos prácticos de diplomacia cultural, para insertarlos en algunas de las líneas académicas ya planteadas por distintos autores sobre esta cuestión. A new, simple and sensitive method, based on photoinduced chemiluminescence, was developed for the determination of quinmerac. The photoproduct, obtained after UV irradiation in basic medium, was mixed with sodium sulfite (sensitizer), and Ce(IV) (oxidant) in acid medium. A wide linear dynamic range (2-600 ng mL-1) and a limit of detection of 0.6 ng mL-1 were obtained without any pretreatment (0.08 ng mL-1 after solid phase extraction). The determination was performed using a flow injection manifold, which allowed a high throughput (144 h-1). The inter-day reproducibility was 5.6% (n=5), and the intra-day repeatability was 3.9 and 2.9% for 20 and 200 ng mL-1 of quinmerac, respectively (n=21). Finally, the method was applied to surface and ground waters with recoveries ranging from 78.1 to 94.5%. Universities generate significant daily mobility flows and transport is a key challenge for them both in terms of attractiveness and ecological footprint. This article, which focuses on the University of Lausanne (Switzerland), analyses student and staff mobility practices (through 13 consecutive annual surveys) and the main logic behind the use of different means of transport. It then identifies four types of intervention: development of transport supply, demand management, urban planning and digitalisation. Overall, the article brings new knowledge about mobility on university campuses and levers to turn them into sustainable communities. ; Les universités génèrent d'importants flux de mobilité quotidienne et les transports représentent pour elles un enjeu central tant en termes d'attractivité que d'empreinte écologique. Cet article, qui porte sur l'Université de Lausanne (Suisse), analyse les pratiques de mobilité des étudiants et du personnel (grâce à 13 enquêtes annuelles consécutives) et les principales logiques expliquant le recours aux différents moyens de transport. Il identifie ensuite quatre types d'intervention : le développement de l'offre de transport, la gestion de la demande, l'urbanisme et la numérisation.
