학위논문 (석사) -- 서울대학교 대학원 : 사회과학대학 정치외교학부(외교학전공), 2020. 8. 신범식. ; 본 논문은 테러와의 전쟁에서 많은 피해를 입은 미국과 러시아의 테러조직 리스트가 예상과 달리 왜 유사점보다 차이점을 더 많이 가지고 있는가를 밝히고자 하였다. 이를 위해 러시아와 미국이 테러조직을 지정하는 과정을 비교함으로써 양국의 테러조직 지정에 영향을 미치는 요인들을 규명하고자 하였다. 우선 미국과 러시아의 국가 안보전략 문서들을 분석함으로써 양국이 시기별로 중요하게 여긴 관심사와 이러한 관심사에 대한 위협이 무엇인지 분석하였다. 그 다음으로, 미국과 러시아의 대통령들이 1993년부터 2017년까지 발표한 테러 관련 연설문, 인터뷰, 공문서들 가운데 제목이나 본문에 'terror' 및 'террор'라는 어근이 포함된 다양한 형태의 텍스트 자료들을 대상으로 워드분석을 함으로써 양국이 테러를 어떠한 위협으로 상정하는지, 국내외의 어떤 안건들과 연결하는지를 파악하였다. 그리하여 본고는 테러에 대한 역사적 경험과 인식, 안보에 대한 이해, 국제 질서와 상황 파악 등 많은 요인들이 테러조직 지정에 영향을 미치면서 양국이 테러에 대한 기본적인 인식, 즉 초국가적인 테러조직들이 한 국가만이 아닌, 국제사회 전체에 위협이 될 수 있다는 인식 면에서는 시간이 지나면서 비슷해졌지만 양국의 안보개념, 안보와 관련된 국익의 우선 순위, 테러에 대한 인식에 영향을 미친 역사적 경험이 상이하기 때문에 테러조직의 지정에서 유사점보다는 차이점이 더 많이 나타나게 되었다는 결론에 도달하였다. 본고는 일견 미국과 러시아가 테러조직을 공동의 적으로 간주하는 것처럼 보이지만 실제로는 다양한 요인들로 인해 테러와 테러조직의 지정에서 서로 다르게 접근한다는 사실을 보여주었다는 데 그 의의가 있다. ; Russia and the United States have been on the front line of the fight against terrorism for a long time, and at first glance it may seem that they are fighting against the same enemy. However, upon careful comparison of the U.S. Department of State list of Foreign Terrorist Organizations(FTO) and corresponding list of the Russian Federation the distinctions are strikingly obvious. The organizations designated by each country outnumber the ones that were appointed by both. This study aims to examine the factors behind the differences in the approaches that Russia and the U.S. took to defining the enemy. It is argued that the designation method is mainly determined by two broad aspects – the security concept and the perception of terrorism. Through the analysis of the national security strategies from 1997 to 2015, this study investigated several crucial issues: the ways Russia and the United States had been perceiving the international order, their place and role in it, as well as changes in their national interests over time, and most importantly, what constituted the perceived threats to the national security. Supporting this with the examination of the perception of terrorism through the word frequency analysis of Russian and American presidents' speeches, the study concluded that despite the fact that both countries claim terrorism to be their main threat, the approach to defining it is not the same as each country bases it on their own historical experience and national priorities. The United States views terrorism largely as a part of the global security framework, inseparably associated with other issues (such as the threat of WMD proliferation) that are claimed to emanate from rogue states and tyrannies. Consequently, the strategy in the fight against terrorism has been derived from the desire to converse these regimes to democracy. On the other hand, Russia was found to view terrorism as a more direct threat to the country's national security. For Russia, terrorist organizations are separate entities that try to violate the country's constitutional order through separatist and extremist slogans. Unlike the United States, Russia does not view terrorist organizations as an instrument in the hands of tyrannical regimes, therefore it condemns the American unilateral approach that is structured around interference into the internal affairs of other states. These differences are reflected in the formation of the terrorist organizations lists. The list of the United States is more comprehensive and geographically global. The FTO list includes not only the organizations that directly threaten US security, but also the ones that harm the partners and allies of the United States. At the same time, Russia is focused on designating the organizations that directly threaten the security of the country and the nearest region like Central Asia. There are also organizations on the list that do not commit terrorist acts, but undermine the values of Russia's constitutional system through the conduct of propaganda on the Internet. After September 11 and the Beslan school siege in 2004, there is a convergence in the perception of the US and Russia on the rise of terrorist organizations network as a major transnational threat in the 21st century. This explains why there are the same ten organizations on both lists. The vast majority of the organizations that have been designated by both countries are affiliates of al-Qaeda, which are fighting not one specific country, but the entire modern international society. Park, Tae Gyun. ; This study examines the background, negotiation process and conclusion of the ROK-U.S. Textile Agreement (1971) with emphasis on its implications for Korea's industrial policy in the context of the changing structure of international relations at the time. Negotiations for the ROK-U.S. Textile Agreement were initiated at the behest of the U.S. domestic textile industry, which held substantial political influence on the Nixon administration and demanded protectionism from Asian competitors. The negotiations took place between the U.S. and four major Asian exporters, namely, Japan, Korea, Hong Kong and Taiwan and spanned two and a half years. They aimed to conclude bilateral agreements for voluntary export restraints on textiles. During the negotiation process, the Korean government repeatedly appealed to its American counterpart to recognize its special circumstances, namely, the expected impact that restrictions on textiles would have on the Korean economy and how this would affect security on the Korean Peninsula. However, the U.S. was determined to push ahead, maintaining its negotiation strategy of concluding four bilateral agreements so as to maximize its bargaining power. Such an attitude, which also coincided with the changes in American policy toward Northeast Asia, in the form of the Nixon Doctrine and U.S.-China Rapprochement, increased the fears of Korean policymakers regarding the future of relations with the U.S. On the one hand, this resulted in the increased emphasis of the Korean government on an independent economy and self-reliant security. On the other, as the expected impact of the textile negotiations became clearer, economic cooperation between Korea and Japan became more pronounced. As the Korean demand for investment in HCI complemented the Japanese call for new investment opportunities and cheap labor, this ultimately led to a decided acceleration in Korea's HCI development. Thus, the ROK-U.S. Textile Agreement reflected the conditions within which Korea shifted its industrial policy focusing on labor-intensive light industry, with dependence on U.S. markets, to heavy and chemical industry, requiring massive capital investment and technological improvements. ; 본 논문에서는 한미 섬유협정의 배경, 협상과정, 한국에 미친 영향을 살펴보았다. 한미 섬유협정은 미국 국내의 섬유업계가 닉슨 정권기에 가졌던 강력한 정치적 영향력을 바탕으로 보호무역주의적 요청을 한 것이 발단이 되었다. 미국의 주도 하에 2년 반 동안 진행된 섬유 협상은 일본, 홍콩, 대만, 한국 4개국의 대미 섬유수출을 각각이 미국과 수출자율규제를 위한 쌍무협정을 체결하는 것을 골자로 하였다. 섬유 협상의 진행 과정에서, 한국 정부는 미국의 섬유수입규제가 초래할 한국 경제에의 충격과 북한과의 대치상황이라는 한국의 특수한 사정을 고려해 줄 것을 거듭 요청했지만, 미국은 미국 내 섬유 산업의 정치`경제적 영향력이라는 국내정치적 고려와 동아시아 4개국과의 동시다발적 쌍무협정 체결이라는 협상 체결 전략을 견지함으로써 비교적 강력하게 자신의 입장을 관철하고자 하였다. 이러한 미국의 태도는 이 시기 미국의 동아시아 정책의 변화(닉슨 독트린, 미중 화해모드 등)와 맞물려 한국 정부가 느끼는 방기의 위협을 증가시켰고, 한국 정부가 자주국방, 자립경제를 강조하는 계기가 되었다. 섬유 협상이 구체화되어 가는 과정 속에서 한일 경제협력은 더욱 긴밀해졌으며, 중화학공업화에 대한 한국의 요구와 일본 재계의 요청이 상응했던 점은 한국의 중화학공업화를 촉진시키는 요인이 되었다. 결국 한미 섬유협정은 한국의 산업화 전략을 미국 시장으로의 수출 급신장을 배경으로 한 노동집약적 경공업의 수출 전략에서 대규모 자본 투자를 요구하는 중화학공업 중심의 산업화로 변화시키는 중요한 계기가 되었다. ; Master

Once limited to opportunistic private criminal groups, the concept of cyberattack transformed into a country's important means to bolster national security and further propagate national stance in cyberspace. Henceforth, cyberspace emerges as compelling security realm. When compared to traditional security environment, judging the situation is convoluted on account of the unique characteristics of cyberspace. Under the amorphous nature of cyberspace, if anything, nations become more nationalized. The nature of cyber realm characterized by innate openness and hyper-connectivity will trigger structural change in cybersecurity landscape. Thus the thesis argues that although nations will actively interact and engage in collective initiatives fueled by the rising voice of forming global governance for cybersecurity, the overriding state sovereignty in the end would breed discord in the cyber era. Every move in cyberspace rests upon a nation's political end thereby taking account of geopolitical interests assumes greater importance since invisible borderline matters. Given the nations' inclination to utilize cyber capabilities for political ends, what happens in conventional security realm can also occur in cyberspace. The thesis chooses the US and China, allegedly Group of Two (G2), to study how both country take governmental measures vis-à-vis cybersecurity. Two great powers, with no doubt, are the pioneers in this emerging security realm. Not only both actively engage in building up cyber capabilities but also actively engage in appealing for cooperation to its allies. By conducting a comparative study on Cybersecurity Act of 2015 in the US and Cybersecurity Law of the PRC in 2016, the thesis aims to demonstrate how G2 implement legal regulation to safeguard domestic information infrastructure amidst the rising cyber threats posed by both state and non-state actors. In doing so, the thesis will research how respective country exerts its national interests in cyberspace while cooperate with other countries to defend global security. The thesis will add a new dimension on current cybersecurity studies by filling the gaps in previous literature. Previous studies dwell on either how the U.S. Constitution supposedly envisions the conduct of policymaking between the president and Congress, or why the executive branch persistently outmaneuvers Congress. Yet insufficient attention is paid to the fact that the unitary executive is for the purpose of exacting collective decision-making between the two branches of government. This paper is a preliminary endeavor to put American presidency in perspective. In outlining the constitutional foundation of the unitary executive theory, I trace the sources of executive power in the context of separation of powers, and checks and balances as its functional mechanism. Then, I look into the evolving conduct of modern presidents to explore how executive power is often befuddled with executive unilateralism ever since America was built on the principle of presidentialism. By illuminating how some entrepreneurial presidents managed to expand their claims on prerogative powers, I argue that the precedents set by their predecessors in combination with their use of rhetoric unwittingly enable them to justify executive unilateralism at times. I conclude by stipulating whether Barack Obama can overcome the presidency of George W. However, it now faces an unprecedented challenge to its fundamental reform since the paralysis of the Appellate Body (AB) function in December 2019. Among many other topics, the area for imperative reforms includes the existing rules associated with "unfair" trade. This study considers two main backgrounds underlying the need for newly refined rules on trade remedies in legal and economic contexts. The first one relates to widening the discrepancies among nation-states' trade policies, which is largely attributable to substantial discretion to Member states rendered by the ambiguity of the WTO legal texts. Furthermore, along with the criticism for "judicial activism", the conflicts between the panels and the Appellate Body in understanding and interpreting the trade remedy laws of the WTO have certainly aggravated the integrity of the dispute settlement system expected to provide "security and predictability" to the multilateral trading system. The other aspect to understanding the discussion for the refinement on trade remedies is that the existing trade remedy rules have not reflected adequately the profound changes to the degree of the economic integration across the world. Indeed, multilateral rules on unfair trade practices such as dumping and subsidization are regarded as one of the most long-standing trade norms. Anti-dumping and countervailing rules made more than one hundred years ago are still the core framework at the WTO, but already conceptually outdated as national economies are inextricably interdependent with each other. Especially, proliferation of global value chains (GVCs) in the twenty first century calls for new thinking on invocation of traditional trade defense instruments and on reform of all disciplines, rules, and decisions governing trade remedies to incorporate such economic changes into the relevant regime. In all this respect, this study aims to assess legal adequacy and economic reasonableness of existing WTO disciplines on unfair trade and to suggest possible areas for improvement and refinement. This study particularly examines two specific topics, namely, targeted dumping and input subsidies, which have many economic and legal problems in its national operation, but the WTO provides little disciplines regarding these matters. Although this study attempts to analyze the possibility of the WTO to embrace more reasonable disciplines on such specific issues legally and economically, the study lastly addresses the area of retaliation when it comes to non-compliance with WTO rulings in anti-dumping or countervailing disputes. The present study in conjunction with an examination of two contentious dumping and subsidies ultimately aims to contribute to effective function of the WTO's dispute settlement system. ; 세계무역기구(WTO)는 출범 이후 지난 25년 여간 다자통상기구로서 큰 성과를 거두어 왔지만 2019년 12월부터 상소기구 기능이 마비되면서 분쟁해결제도와 국제통상규범에 대한 근본적인 개혁의 필요성에 직면해 있다. 특히 불공정 무역과 관련된 무역구제 규범은 가장 빈번하게 WTO 분쟁 대상이 되었을 뿐 아니라 현재 WTO 개혁 논의 중 가장 핵심 이슈로 부각되고 있어 규범의 정비와 개정이 시급해 보인다. 이는 WTO 무역구제규범이 이미 태생부터 법적 모호성을 내포하고 있었을 뿐 아니라, 과거 전형적인 국가간 무역형태를 기반으로 만들어져 급변하는 경제적 현실과의 괴리가 커져갔기 때문이다. 먼저, WTO 반덤핑 협정과 보조금 및 상계조치에 관한 협정 문언의 모호성으로 인해 각 회원국이 시행하는 반덤핑 및 상계조치 정책 간에는 상당한 불일치 및 재량권 남용이 발생해왔다. 또한 '무역구제'와 관련된 분쟁에서 협정문의 모호성을 보완하기 위한 상소기구의 해석은 사법 적극주의로 종종 비판받으며, 일부 쟁점에 대해서는 패널과 해석 상의 갈등이 지속되어 WTO 분쟁해결제도 기능의 약화에도 공히 기여했다. 이러한 문제를 근본적으로 해결하기 위해 그동안 국내 정책상의 무역구제제도 활용과 WTO 분쟁해결절차의 판정 과정에서 WTO 무역구제 협정문이 어떻게 남용되거나 확대 해석되었는지를 면밀히 검토할 필요가 있다. 무역구제 규범의 재정비가 필요한 또 다른 배경은 WTO 무역구제 규범이 국가간 투자 확대, 초국경 기업들의 성장, 글로벌 공급망의 발전이라는 세계 통상환경의 변화를 적절히 반영하지 못하고 있다는 점이다. 현재 무역구제 규범의 기본 틀은 원재료 조달에서 상품의 생산이 모두 한 국가 내에서 일어난 뒤 다른 국가에서 소비되는, 이른바 '국가 영역' 개념에 기반한 전통적 형태의 상품무역 구조를 전제하고 있다. 현행 무역구제 규범이 지속되는 한 변화된 통상환경을 적절히 고려하지 못 해 개별 국가 차원의 무역구제 제도가 무차별적으로 제정, 적용될 수 있으며, 이로 인한 국가간 분쟁이 증가할 소지가 크다. 무역구제 규범과 관련된 상기 두 가지 과제를 염두에 두고, 동 연구는 현재 WTO 무역구제 규범의 법적 충분성과 경제적 타당성을 평가하고자 한다. 동 연구는 특히 WTO 법 상 구체적인 규율은 없는 반면 미국에서 별도의 규정을 두고 적용해 온 '표적 덤핑'과 '원재료 보조금' 문제를 법적 측면과 경제적 측면에서 검토하고 WTO하에서 보다 타당한 규범의 정비 가능성에 대해 고찰하였다. 먼저, '표적 덤핑'은 WTO 무역구제 분쟁 역사 상 가장 큰 논쟁 대상이었던 제로잉이 허용될 수 있는 마지막 영역으로서 그동안 여겨져 왔던 반면, 반덤핑 협정문 자체는 표적 덤핑 하에서 예외적 가격 비교 방법을 허용하는 것 외에 이 문제를 다루는 별도의 규범을 두고 있지 않아, 각국의 관련 정책에 많은 차이와 남용을 야기하였다. 동 연구에서는 '표적 덤핑'이 일반적 덤핑의 개념과 구별되는 경제학적 근거가 있는지 살펴보고, '표적 덤핑' 조항의 발생 배경과 이 문제를 처음 다룬 US-Washing Machine 상소기구 판정을 비판적으로 검토하였다. 그 결과, 상소 기구의 판정이 표적 덤핑 조항인 반덤핑협정 제2.4.2조 제2문의 실질적 기능을 가능케 하기는 어렵다는 점을 사례 연구를 통해 확인하였으며, 제로잉에 대한 문제도 근본적으로 남아있다는 점에 비추어 동 항에 대한 재정비 필요성에 대해 모색하였다. 두 번째 연구에서는 WTO하에서 원재료 보조금의 규율가능성을 검토하였다. 원재료 보조금은 지속적으로 국가간 통상분쟁을 야기해 왔는데, 이에 대한 구체적인 규율은 보조금 협정상 마련되어 있지 않다. 동 연구는 이미 1984년 국내법 상 원재료 보조금 규정을 도입한 미국에서 해당 조항을 어떻게 적용해 왔는지 사례와 법규를 분석하며, WTO하에서는 원재료 보조금 규율에 대한 법적 논의와 발전이 어떻게 있었는지 검토하였다. 그리고 간접 보조금으로서의 원재료 보조금을 규율할 경우 원재료의 범위를 정의하는 문제와 보조금 혜택의 크기 측정 문제에 대해 경제학적 측면에서 분석하고 원재료 보조금 규율 가능성의 한계를 분석하였다. 마지막으로, WTO 분쟁해결제도의 마지막 구제절차인 양허 또는 기타 의무의 정지, 소위 보복 조치와 관련하여, WTO법 위반인 반덤핑, 상계관세 조치에 대한 불이행에 대해 보복조치 수준 계산 시 발생되는 방법론적 문제점을 분석하였다. 이 연구에서는 US-Washing Machines (Art. 22.6)에서 보복조치 수준을 산정한 방법론을 중심으로, '반덤핑 조치'와 관련된 보복조치 수준의 산정 방식은 중재 패널이 여타 수입 제한적 조치에 대해 산정해 온 전통적 방식과 유사하면서도 고유의 구별되는 시장 환경적 특징으로 인해 특별히 신중한 고려가 필요하다는 점을 분석한다. 특히 기업의 전략적 경영활동과 반덤핑 조치 간의 불명확한 인과관계, 기업과 국가에 귀속되는 무역흐름의 불일치를 고려할 때 기존에 '이행기간 종료일'에 근접한 최근 기간을 분석 기간으로 삼았던 관행을 수정하는 것은 다소 불가피한 측면이 있음을 확인하였다. 또한, 방법론 측면에서 경제학적 모델을 사용하여 무역효과를 산출할 때 사용되는 가정과 변수에 따라 무역효과가 얼마나 크게 변하는지 살펴보았다. 특히 세탁기 사건에 사용된 Armington가정과 대체탄력성의 문제점을 검토함으로써 보다 정교한 무역효과를 산출할 것으로 기대되는 경제학적 모델이 '동등한' 수준의 이익의 무효화 또는 침해수준을 산정함에 있어 가정적, 데이터 측면에서의 취약성을 가지고 있으며, 상당히 제한된 수준의 분석을 제공한다는 점을 비판적으로 고찰하였다. 상기와 같이 '표적 덤핑' 과 '원재료 보조금', 그리고 반덤핑, 상계관세 조치 불이행시 '보복조치 수준의 산정'을 통해 본 연구가 추후 WTO 무역구제 규범 재정비와 관련된 논의에 도움이 되고, 궁극적으로 분쟁해결제도의 기능이 개선되는데 기여하고자 한다. ; Chapter I. 학위논문(석사)--서울대학교 대학원 :인문대학 국사학과,2019. 8. 정용욱. ; This paper analyzes the organization and activities of the UNKRA(United Nations Korean Reconstruction Agency), which was established and operated under the UN General Assembly in the 1950s for Korean rehabilitation and reconstruction. Through this, this research tries to understand the problem of economic reconstruction in Korea after the Korean War. When UNKRA was founded, the United Nations forces anticipated military success and an early cessation of hostalities. However, Chinese intervention in Korea might prolong hostilites and hamper rehabilitation and recovery indefinitely. In the early years, UNKRA could not fully implement the reconstruction program until the military situation had settled down. Instead, it operated under military supervision. During the war, UNKRA mainly seconded its experts to the UNCACK(United Nations Civil Assistance Command in Korea). After September 1952, CINCUNC, UNKRA and the Government of the Republic of Korea agreed to start as much basic rehabilitation and reconsruction program as the military situation would allow. Nevertheless, the general situation had made it necessary to accord the first priority to the importation of consumer goods. Furthermore, UNKRA proceeded to develop comprehensive plans and programs in the support of the UN specialized agencies and the Nathan Associates. The Nathan Associates developed the Five-Year Plan for the reconstruction of Korea, which meant Korea could achieve economic independence in five years. It suggested that the major portion of investment would go into sectors of physical production and distribution where the direct, measurable impacts on national output would be heaviest and quickest. However, despite of the desirability of a large social investment programs in Korea after the Korean War, they did not emphasize upon social investment because of limited resources for reconstruction. After Armistice in July 1953, UNKRA actually launched the reconstruction program. However, UNKRA could not take over responsibility for all relief and rehabilitation activities because the United States developed a defense support program for South Korea after the war. That is, UNKRA was assigned a certain segment to operate and the rehabilitation of the war was coordinated through the OEC(Office of the Economic Coordinator). Nevertheless, UNKRA was independent from the defense support program of the United States and could emphasize on non-military areas of the economy. UNKRA's largest over-all investment allocation was made in the idustrial field. UNKRA undertook the reconstruction of the major industrial plants and the construction of new manufacturing facilities in the important sectors of manufacturing industries. In spite of many problems in operation and shortages of funds, it provided the capital and engineering for industrial expansion in Korea. ; 본고는 1950년대 한국의 전후 재건과 부흥을 위해 유엔 총회 산하에 설립되어 활동했던 유엔한국재건단(UNKRA: United Nations Korean Reconstruction Agency)의 조직과 활동을 고찰하였다. 재건단 원조는 1950년대 대한원조의 주축이었던 미국의 대한원조와는 독립된 방식으로 운영되었다. 그러므로 본고는 재건단의 설립과 위상변화 과정, 재건구상과 활동의 실제를 살펴보고 그 의미를 밝히고자 하였다. 유엔한국재건단은 한국전쟁에서 유엔군이 승리하여 조속히 전투가 종료되고 통일이 이루어질 것이라는 전망 속에서 설립된 기구였다. 재건단은 전투 종료 이후 통일된 한반도에서 긴급 구호와 기초시설의 재건, 생산성 확대에 이르기까지 대한원조 전반을 총괄하는 기구로서 수립되었다. 그러나 1950년 12월 1일 수립 이후 전쟁이 장기화되면서 독자적인 활동영역을 확보하지 못하였고, 유엔군사령부가 경제원조를 포함하여 한국에서의 전반적인 권한을 보유하는 가운데 재건단은 주로 유엔사의 활동을 보조하는 위치에 머물렀다. 그리하여 전시에 재건단은 본격적인 사업에 돌입하지 못하는 대신, 유엔사 산하에서 구호와 단기복구를 담당하는 기관인 유엔한국민사처(UNCACK)에 민간인력을 파견하는 것으로 주요 활동을 대체하였다. 1952년 중반 이후 전선이 안정되고 한국 경제의 위기가 심화되면서 유엔사, 한국정부, 재건단 사이에 본격적인 재건사업이 시작되어야 한다는 합의에 이르렀지만, 극심한 인플레이션으로 인해 재건단의 활동은 일부 소비재를 수입하는 것에 그쳤다. 이와 더불어 전시 재건단은 전쟁 종료 후 본격적인 재건사업에 돌입하는 단계를 준비하며 각종 조사를 실시했다. 재건단의 의뢰에 의해 유엔 전문기구들은 농·수산업, 교육, 보건 등 분야별 조사를 담당하였고, 네이산 협회는 이를 포괄하는 전반적인 재건계획을 제출하였다. 재건단의 의뢰로 작성된 네이산 보고서는 한국에서 5년 간의 재건계획을 수행하여 전전과 비슷한 생활수준을 회복하고, 국제수지의 균형을 맞출 수 있을 것으로 전망하였다. 이를 위해 생산영역에 집중적으로 투자하면서, 농산물, 수산물, 광물 등 자연자원을 개발하여 수출을 증진한다는 계획을 제시하였다. 전후 한국사회에서 주택, 보건, 복지 등의 분야에 대한 필요가 절실했지만, 사회서비스나 복지 분야는 직접적인 생산력 증대를 불러오는 분야가 아니라는 점에서 재건계획 상 상대적으로 후순위에 배치되었다. 1953년 7월 휴전협정 체결 이후 재건단은 본격적으로 재건사업에 착수하였다. 그러나 이때에도 재건단은 한국 재건사업에서 전반적인 권한을 보유하지 못했는데, 미국의 전후 구상에 따라 방위지원을 주축으로 하는 미국의 대한원조가 중심이 되고 유엔 원조기구의 위상이 상대적으로 축소되었기 때문이다. 결국 재건단은 미국 원조기관과의 협의에 따라 한정된 영역에서만 사업을 진행할 수 있었다. 그럼에도 재건단은 독자적인 조직을 유지하며 담당 부문에서 자체 사업을 진행하였고, 원조의 내용에서도 미국 원조와는 다른 특성을 보였다. 즉 미국 원조가 주로 소비재 판매대금을 통해 막대한 국방비를 충당하고 경제를 안정화하는 데 초점을 맞추었던 것과 달리, 재건단은 장기적으로 한국경제의 생산력을 증진시키는 것이 필요하다고 보고 시설투자와 기술원조가 결합된 형태의 원조를 주로 진행하였다. 재건단 원조에서 전시기에 걸쳐 가장 많은 비중을 차지한 것은 공업 부문이었다. 재건단의 공업 부문 원조는 소비재에서 생산재까지 여러 분야에 걸쳐 진행되었고, 노후화된 기존 시설을 대체하고 전쟁으로 파괴된 시설을 복구하는 것 이상으로 신규투자를 통해 새롭게 공장을 건설하기도 했다. 특히 재건단은 중소규모 기업에 자금과 기술, 시설을 제공하는 한편, 면방직 공업이나 시멘트 공업, 판유리 공업과 같은 몇몇 분야를 전략적으로 성장시켜 국내 생산을 증가시키고 수입을 대체하고자 했다. 이와 같은 재건단의 원조는 운영상의 여러 문제점을 노정하였으나, 한국의 초기 전후 복구 과정에 상당 부분 기여했다. ; 머리말 1 一. 전시 유엔한국재건단의 설립과 재건구상 7 1. 재건단의 설립과 유엔군사령부와의 관계 정립 7 2. 전후 재건구상 18 二. 전후 유엔한국재건단의 조직과 활동 25 1. 휴전 이후 재건단의 대외적 위상 변화 25 2. 재건단 내부의 조직운영과 예산 구성 34 3. 재건단의 활동 분석―공업 부문을 중심으로 47 맺음말 59 참고문헌 62 Abstract 67 ; Master

Its theoretical framework is supported by three different fields of investigation: critical studies in humanitarianism, disaster studies, and economic geography theory. In this model, humanitarianism is seen as a discourse supporting a particular North-South hierarchy, while empire is conceptualized as a core-peripheral geographical division of production spread across various nation-states. When a disaster occurs in the periphery, it is hypothesized that a core state will primarily try to 'manage' it so as to pose the minimum threat to the imperial configuration, the humanitarian discourse serving a legitimizing function. By highlighting the discrepancy between discourse and practice, this research ultimately reveals how the U.S. intervention cannot be reduced to a humble, altruistic humanitarian effort, but should rather be understood as an exercise in governmentality designed to reinforce certain economic relations and prevent deviations. ; 본 논문은 2010년도 아이티에서 발생한 지진사태 이후 행해진 미국의 개입에 대한 특징을 연구하였다. 논문의 이론적 틀은 인도주의에 대한 비판적 연구와 재난 연구, 그리고 경제 지리학 연구 세 가지 조사 영역으로 이루어졌다. 이 연구 모델에서 인도주의는 특히 북-남 위계질서를 지지하는 담론으로 사려되는 반면 제국은 다양한 민족 국가에 걸쳐 퍼져있는 생산의 핵심-주변부의 지리학적 분리로 개념화되었다. 재난이 주변부에서 발생했을시 핵심 국가는 우선 재난을 '관리'하여 제국적 형상에 미치는 위협을 최소화하고자 노력하는 것을 가정한다. 이때 인도주의적 담론은 이를 정당화하는 기능으로 이용된다. 담론과 실천 사이의 불일치를 강조함으로써 본 논문은 궁극적으로는 어떻게 미국 정부의 개입이 겸손하고 이타적인 인도주의적 노력으로 축소되지 않고 오히려 특정 경제관게를 강화하고 일탈을 방지하도록 디자인된 정부통제의 이행으로 이해되어야 함을 밝혔다. ; Master

학위논문 (석사)-- 서울대학교 대학원 : 정치학과, 2012. 2. 신종갑. ; This paper aims to examine the alliance policy of Roh Moo-Hyun (Roh) government by focusing on its strategic flexibility and missile defense. More specifically, this paper argues that Roh government's dependency on the United States is the main variable that describes Roh government's alliance policy. The Bush administration realized the uncertainty of threat and the vulnerability of its homeland security following the September 11 attacks in 2001. The new military security strategy appeared to be coping with the changed international security environment and have maintained the United States' unipolarity. The core of the military security strategy was the war on terrorism and military transformation, and the United States was preparing to consolidate its alliances and partnerships in order to implement these strategies effectively. The United States emphasized Global Defense Posture Review (GPR) and Missile Defense, and demanded the cooperation of its allies. The United States' demands brought about the alliance security dilemma to the Republic of Korea (ROK), a weaker state in the asymmetric alliance. Cooperation with the United States could cause the ROK to become unintentionally involved in the northeast asia conflict and Peninsula conflict, while noncooperation could cause abandonment from the United States in facing the threat of North Korea. In the alliance security dilemma, Roh government gave an opposite decision, that is, the agreement of strategic flexibility and the decision not to participate in missile defense. In the case of strategic flexibility, Roh government recognized that South Korea was superior to North Korea in terms of conventional power. But what Roh government ultimately pursued was not the power to win the war, but the power to deter the war (deterrence). North Korea, as a result of its aggressive military strategies and its strengthening military power, could cause immense damage to South Korea by launching a sudden attack on South Korea. The participatory government judged that South Korea was not equipped for deterrence to prevent North Korea's sudden attack alone. The United States Forces Korea (USFK)'s fighting power (especially counterfire warfare power, intelligence capabilities) contributed to South Korea's deterrence against North Korea immensely, and South Korea realized that it would be difficult to replace USFK's fighting power within a short period of time. A combination of the degree of threat South Korea faced from North Korea, the extent to which the United States could contribute to deterrence and defense against the threat of North Korea, and the limited availability and high cost of alternative means of meeting the threat made Roh government more dependent on the United States. A high degree of alliance dependency led Roh government to perceive the fear of abandonment by the United States as greater than the fear of being involved in unwanted conflicts; accordingly, Roh government agreed to the strategic flexibility of USFK in order to decrease the possibility of abandonment by the United States. In the case of missile defense, Roh government perceived North Korea's weapons of mass destruction as weapons for the purpose of maintaining its regime or having leverage during negotiations rather than for threatening South Korea. Therefore, Roh government sought a peaceful resolution through dialogue. In addition, a missile defense system asked by the United States would not be reliable enough to be suitable for deployment, and was not suitable for the geography of the South Korean peninsula. The perception of a low level of threat and the small amount of security contributions made by the United States to protect South Korea against North Korea's weapons of mass destruction led Roh government to become less dependent on United States' security umbrella. A low degree of alliance dependency led Roh government to perceive the fear of abandonment from the United States as less than the fear of being involved in unwanted conflicts; accordingly, Roh government decided not to participate in a missile defense system in order to decrease its possibility of entrapment. However, in October 2006, North Korea's nuclear testing led Roh government to perceive North Korea's weapons of mass destruction as a 'serious threat'. Therefore, Roh government needed to protect South Korea against North Korea's weapons of mass destruction and then officially declared the need to construct the Korea Missile&Air Defense (KAMD). This paper concluded that a combination of Roh government's threat perception and United States' security contributions had a decisive effect on the decision of USFK's strategic flexibility and missile defense. In other words, while a low level of United States dependency led Roh government to present a strong level of commitment to the United States, a high level of dependency on the United States led Roh government to present a weak level of commitment to the United States. This conclusion shows that asymmetry between allies within an asymmetric alliance differs depending on the case; it also suggests that studies on the ROK-US alliance should overcome limitations of claims that weak states have no choice but to accept strong states' demands. ; 본 논문은 참여정부의 동맹정책을 전략적 유연성과 미사일방어체제 결정사례를 중심으로 살펴보는 것을 목적으로 한다. 보다 구체적으로 주한미군의 전략적 유연성 합의와 미사일방어체제 불참 결정을 비교분석함으로써 참여정부의 동맹정책을 설명하는 주요 변수가 참여정부의 미국 의존성이라는 점을 주장하고자 한다. 부시 행정부는 2001년에 발생한 9․11테러를 계기로 위협의 불확실성과 본토안보의 취약성을 인식하였다. 변화된 국제안보환경에 대응하고 미국 중심의 단극질서 유지를 위해 나타난 것이 새로운 군사안보전략이었다. 군사안보전략의 핵심은 테러와의 전쟁과 군사 변혁(Military Transformation)이었다. 그리고 미국은 전략의 효과적인 수행을 위해 동맹 및 파트너십의 강화를 도모하였다. 미국은 군사안보전략의 구체적 실천에 있어 미국의 전 세계 군사태세의 변화를 의미하는 해외주둔미군재배치계획과 새로운 능력의 구축이자 전쟁수행방식의 변화를 의미하는 미사일방어체제를 강조하였으며, 동맹국에 동참을 요구하였다. 미국의 동참 요구는 비대칭동맹인 한미동맹 내에서 약소동맹국인 한국에 동맹의 안보딜레마를 야기하였다. 각 쟁점에의 협력은 한국이 동북아 분쟁 및 한반도 분쟁에 의도치 않게 개입되는 상황을 야기하는 반면, 미국에 대한 비협조는 북한의 위협에 대한 미국으로부터의 방기를 야기하는 것이었다. 참여정부는 연루와 방기의 딜레마에 직면하여 주한미군의 전략적 유연성 합의와 미사일방어체제 불참이라는 상반된 결정을 내렸다. 전략적 유연성의 경우, 참여정부는 재래식 전력에서 한국이 북한보다 우위에 있다고 인식하였다. 하지만 참여정부가 궁극적으로 지향하는 바는 전쟁에서 승리할 수 있는 전력이 아니라 전쟁 자체를 예방하는 전쟁억제력이었다. 북한의 공세적인 군사전략과 군사력 증강은 북한이 기습적으로 공격을 가해 한국에 막대한 피해를 야기할 수 있었다. 참여정부는 북한의 기습적인 공격을 예방하기 위한 전쟁 억제력을 한국 단독으로 갖추고 있지 않다고 판단하였다. 주한미군이 갖추고 있던 전력, 특히 대화력전 능력과 정보력이 한국의 대북억제력에 지대한 기여를 하였으며, 한국이 이를 단시간 내에 대체하기는 어렵다고 보았다. 북한 위협에 대한 인식과 미국의 안보기여에 대한 고려는 참여정부로 하여금 안보획득을 위해 미국에 보다 의존적이 되도록 하였다. 높은 의존성은 원치 않는 분쟁에 연루되는 위험보다 미국으로부터 버림받는 위험을 더 크게 인식하도록 하였으며, 이에 따라 참여정부는 방기의 위험을 줄이기 위해 미국에 강한 공약, 즉 전략적 유연성 합의를 결정하였다. 미사일방어체제의 경우, 참여정부는 2006년 북핵 실험 이전에는 북한의 대량살상무기를 한국에 대한 위협용이라기보다는 체제 유지용 혹은 협상용으로 인식하였다. 따라서 대화를 통한 평화적 해결을 모색하였다. 그리고 북한의 대량살상무기를 방어하기 위해 요구된 미사일방어체제는 운용 신뢰성이 배치에 부합할 만큼 높지 않았으며, 군사분계선과 서울과의 인접성과 협소한 면적을 특징으로 하는 한반도 지형에는 적합하지 않는 체계였다. 북한의 대량살상무기에 대한 낮은 위협인식과 낮은 미국의 안보기여는 참여정부로 하여금 미국의 안보우산에 덜 의존적이 되도록 하였다. 낮은 의존성은 미국으로부터 방기되는 위험보다 원치 않는 분쟁에 연루되는 위험을 더 크게 인식하도록 하였으며, 이에 따라 참여정부는 연루의 위험을 최소화하기 위해 미국에 약한 공약 즉 미사일방어체제 불참을 공식화하였다. 하지만 2006년의 북핵 실험은 참여정부가 북한의 대량살상무기를 '심각한 위협'으로 받아들이게 하였다. 이는 북한의 대량살상무기 공격으로부터 한국을 보호할 필요성을 야기하였으며, 그 결과는 한국형 미사일방어체제의 공식적 구축이었다. 본 논문은 주한미군의 전략적 유연성 합의와 미사일방어체제 불참 결정에는 참여정부의 위협인식과 미국의 안보기여가 결합된 미국 의존도가 핵심적으로 영향을 미쳤음을 밝혔다. 미국 의존도가 낮을 경우 참여정부는 연루의 위험을 줄이기 위해 약한 공약을 제시하고, 반면 의존도가 높을 경우 방기의 위험을 줄이기 위해 강한 공약을 제시하였던 것이다. 이는 비대칭 내 동맹국들 간의 비대칭성이 쟁점별로 다를 수 있으며, 한미동맹에 대한 연구들이 약소국은 강대국의 요구를 수용할 수밖에 없다는 주장의 한계에서 벗어나야함을 보여준다. ; Master

학위논문(석사)--서울대학교 대학원 :사회과학대학 정치외교학부(외교학전공),2019. 8. 조동준. ; 국제 무역을 설명함에 있어서 기존 연구들은 상대국이 동맹국인지 아닌지의 여부에 주목해왔다. 적대국은 무역으로 인해 발생하게 되는 경제적 혜택을 군사력을 증강시키는데 이용할 수 있는 반면, 동일한 조건에서 동맹국의 국력 및 군사력 증강은 동맹 전체의 이익이 될 수 있기 때문이다. 그러나 적-친구의 이분법적 구분에서 벗어날 경우 정치와 안보 요인은 국제 무역 관계에 어떤 영향을 미칠까? 본 연구는 부정적인 무역안보외부효과가 적용되지 않는 동맹 내부의 무역 관계에서는 '동맹'이라는 상대적인 지위보다 동맹국이 무역 상대국에게 얼마나 협조적이었는가의 여부가 더 중요한 영향을 미친다는 점을 지적한다. 본 연구는 전쟁 연합에 주목해 동맹 내부의 무역 관계를 심층적으로 다룬다. 전쟁 연합에서의 책임 분담은 국력 수준에 따라 다르게 배분된다. 전쟁 연합에서 강대국에 비용 분담이 편향되어 나타나는 까닭은 강대국이 해당 전쟁에 대해 많은 이권을 개입하고 있으며, 동시에 전쟁에 참여할 수 있는 많은 역량을 보유하고 있기 때문이다. 반면, 전쟁의 당사국이 아닌 국가들은 집단 공동의 이익을 달성하기 위해 자국의 희생을 감수하려고 하지 않는다. 강대국을 제외한 다른 국가들은 집단행동에서 발생하는 책임과 분담을 회피함으로써 강대국에 무임승차할 수 있다. 그러나 일부 국가들은 전쟁 연합에 참여함으로써 연합군의 일원으로 참여하지 않은 국가들과 서로 다른 행동 양상을 보인다. 또한 동일하게 전쟁 연합의 참여를 결정하였더라도 국가들은 서로 다른 수준으로 연합에 기여한다. 이처럼 동일 전쟁 내에서도 국가들의 참여 여부가 달라지며, 참여를 결정한 국가들도 전쟁 연합에 제공하는 기여의 수준과 규모가 상이하다는 점을 나타낸다. 전쟁 연합에 대한 국가들의 서로 다른 수준의 기여도는 전쟁 연합을 주도하는 국가로부터 차별적인 무역 혜택을 야기한다. 보다 구체적으로 본 연구는 베트남전의 사례를 통해 동맹국들의 차별적인 행동 양상과 미국과의 무역 관계 간에 어떠한 연관성이 있는지를 분석한다. 당시 미국이 제공한 차별적인 무역 혜택으로는 1960년대에서 1970년대 사이 미국 동맹국들의 대표적인 대미 수출품목 중 하나인 섬유산업을 살펴보았다. 가설을 검증하기 위해 본 연구는 통계분석방법론과 사례 연구를 접목시켰다. 우선, 동태적 패널 데이터 분석방법인 시스템 일반화적률법을 이용해 베트남 전쟁 연합에 대한 동맹국들의 기여도에 따라 그들이 미국으로부터 제공받는 섬유 수출량이 어떻게 변화해나가는지를 살펴보았다. 심화적으로 본 연구는 당시 경제 성장 정도와 국력 수준, 미국과의 군사적 관계, 그리고 섬유 산업이 당시 국가의 경제 성장에 미치는 영향 등을 고려하여 가장 유사한 특성을 지니고 있는 한국과 대만을 비교하였다. 파병과 동맹국들의 기여도에 대한 논의가 활발하게 진행되었던 기간 동안 한국과 미국, 그리고 대만과 미국 사이에 파병에 대한 대가로서 섬유 산업 수출에 대한 무역의 혜택이 있었는지를 살펴보았다. 두 실증분석은 모두 전쟁 연합에 더 높은 수준으로 기여한 국가일수록 전쟁 연합 주도국인 미국으로부터 더 많은 섬유 수출량과 섬유 쿼터를 배정받았음을 나타낸다. 이러한 연구 결과는 국가가 단순히 동맹-비동맹의 구분에 따라 무역 관계를 형성해나가는데 그치지 않고, 동맹국의 행동 변화를 유도하고 이를 평가함에 있어 무역을 적극적인 외교정책 수단으로 사용한다는 점을 밝힌다. ; This dissertation aims to explore how the different commitments of allies in war coalitions affect bilateral trade relationships. According to the framework of security externality, allies are assumed to be reliable partners committed to the common interest, as opposed to non-allies. However, allies may not be reliable partners. Alliances differ in their contributions; some are more cooperative with certain trading partners than others. Therefore, literature thus far on the relationship between alliance and trade has been limited because they uniformly categorize allies with little regard to their behavioral differences. In order to analyze the effects of alliances on commerce, behavioral patterns within the alliance group and their impacts on trade need to be considered as well. In a bilateral trade relationship among allies, states no longer decide upon trade relations on the basis of the fear that trading partners may increase their military power through the gains from trade. Instead, the state strategically uses trade as a foreign policy tool in order to induce behavioral changes in allies and to evaluate their performances. Therefore, I argue that when a bilateral trade relationship is formed, the state scrutinizes not only the fact that the trading partner is an ally, but also the varying levels of ally commitments as well. This paper observes the relationship between allies' different behaviors and trade flows by inquiring into the Vietnam War coalition. The United States as a coalition leader promoted participation and contribution by discriminately handing out trade benefits to potential participants. As a result, the behavior of allies in terms of their participation and contribution are most clearly diversified in the case of the Vietnam War. Based on this, I derive the following hypothesis: allies that contribute more to coalitions are more likely to be rewarded with trade benefits by the coalition leader. To measure trade benefits what the United States offered to its allies that joined in the coalition, this study investigates bilateral trade flows in textile and apparels. I conduct both statistical analysis using the system Generalized Method of Moments (GMM) and case study comparing South Korea and Taiwan in order to test the hypothesis. The results of this study show that allies' different behaviors in the Vietnam War coalition have significant and large effect on textile trade flows. According to Greenhouse Gases Reporting Program dataset for S&P 1500 firms from 2011 to 2017 and classification data of institutional investors, ownership of a firm by dedicated institutional investors who look for long-term returns is positively associated with environmental performance. In contrast, ownership by transient institutional investors, who make frequent trade for quick financial earnings, is negatively related to environmental performance of firms. Finally, this study confirms firm age and CEO discretion are also positively related to environmental performance of firms. Facilitated by its relative freedom from realistic representation, the romance engages in a reconstruction of legendary history that departs from official records of the past. This reconstruction not only reveals a history of elided conflict but also leads to a critical portrayal of domestic ideology in antebellum America. Chapter one examines Hawthorne's theory of romance as delineated in the preface to The House of the Seven Gables while also discussing its relation to the task of historical reconstruction. Chapter two discusses the New Americanists' reassessment of the American romance before reiterating the significance of Hawthorne's work in questioning the validity of historical narratives. By drawing upon legendary accounts of the Maules, the narrator challenges official records of the past that favor the Pyncheons' claim to entitlement while also questioning the ideological narrative of history legitimized as a realization of democratic polity. Chapter three analyzes the manner in which a newly established domestic home temporarily resolves the historical antagonism between the Pyncheons and Maules. Sympathizing with characters victimized by Judge Pyncheon's effort to take possession of the dynastic house, the narrator portrays the development of a democratized community made possible by Phoebe's domestic arrangement. This community based on ties of sympathy prompts the aristocratic Hepzibah and Clifford, as well as the radical Holgrave to accept a "peaceful practice of society." Chapter four examines the heightened fictionality of mise-en-abyme as cases of narrative distanciation. Holgrave's narration of "Alice Pyncheon" allows readers to discern the author's critical stance towards this disruptive version of history founded on resentment. In the case of "Governor Pyncheon," the narrator becomes both author and character in entering the scene and staging a spectacle for the readers. This distanciation of the narrator provides the key for evaluating the work. While the narrator depicts the domestic home as a resolution to historical conflict, the author remains critical of the fanciful arrangement of such reconciliation. Despite striking a regrettable moral compromise of supporting the Union and its rhetoric of democratic polity at the expense of abolition, Hawthorne presents in his work a qualification of both conservative wish for continuity and radical zeal for reform. The purpose of this research is to understand the adoption intention of potential electric vehicle (EV) consumers by analyzing the various factors affecting the EV adoption intention, including psychological factors, behavioral factors, and demographic factors, and comparing the results between two regions: California, United States, and Korea. Key psychological factors utilized were 'environmental concern', 'consumer innovativeness', and 'motives for car use'. The study analyzed the data collected from 438 respondents in total, from which 202 respondents were from California, United States, and 236 respondents were from Korea. The results show that environmental concern is an important indicator of EV adoption intention for both sample groups, whereas their innovativeness was not found to have significant effect on the adoption intention. EV potential consumers in both regions cited the 'lack of charging facilities', 'high vehicle price', and 'short driving range' as the top three deterrents for considering an EV for their next vehicle option. The study suggests that the managers to focus on delivering marketing messages that fit the characteristics of the consumers in each region, and the government to quickly develop charging infrastructure for the EVs. ; 환경 문제에 대한 관심이 증대되면서 온실 가스 배출의 주요 원인으로 자동차 시장이 대두되고 있다. 본 연구의 목적은 가스 배출을 저감시키는 측면에서 전기차를 내연기관을 대체할 친환경 자동차의 핵심으로 삼고, 소비자의 전기차 수용 의도에 영향을 미치는 주요 심리적, 행동적, 인구통계학적 요인을 분석해 미국 캘리포니아와 한국의 응답 간 비교를 하는데 있다. 주요 심리적 요인으로는 '환경에 대한 염려', '소비자의 혁신성', '자동차 사용 동기' 등이 포함되었다. 캘리포니아 응답자 202 명과 한국 응답자 236 명의 응답자를 합해 총 438 명의 응답자로부터 얻은 데이터를 분석하였다. 연구 결과, '환경에 대한 염려' 요인이 전기차 수용 의도를 예측하는데 매우 중요한 지표인 반면, '소비자의 혁신성'은 수용 의도에 유의미한 영향을 미치지 않음을 확인하였다. 두 지역 모두에서 '충전 시설 부족', '높은 전기차 가격', '짧은 주행거리'가 전기차 구매를 망설이게 하는 가장 주요 요인으로 나타났다. 본 연구를 바탕으로 전기차 시장의 활성화를 위해서는 각 지역의 소비자 특성에 맞는 마케팅 메시지를 전달해야 하고, 정부 차원에서 전기차를 위한 충전 인프라를 빠르게 구축해야 한다는 시사점을 제공하였다. ; I. Governments constantly seek innovation, but there is not much knowledge on the reasons and processes of governments' adoption of innovation. This dissertation tries to answer why and under what conditions governments adopt budgeting innovation, by identifying the overarching factors that influence the innovation adoption. This study seeks to explain why the U.S. state governments adopted performance budgeting in a certain time and conditions by focusing on their adoption of budgeting innovations in the 1990s. This research employs a statistical method that analyzes associations between the state governments' adoption of performance budgeting and the factors that varied over time and it focuses on budgeting innovation history from 1991 to 2000. Definitions of performance budgeting from theorists and organizations are reviewed and in this research performance budgeting is defined by budgeting with linking performance information, which is looking for efficient, effective and accountable government. In my research, innovativeness of performance budgeting is extensively examined by re-defining performance budgeting and finding components: measuring performance, strategic planning, utilizing performance information, reporting performance, rewarding performance, participation and institutional changes. The literature review helps to find important mechanisms for designing research framework. First, innovation is defined as 'an idea, practice or object perceived as new' and performance budgeting is qualified to be called an innovation. Following the 'Walker-Gray-Berry-and-Berry's research framework,' this research on performance budgeting may complement with other studies on the state governments' innovation adoption studies. Second, like most innovation adoption studies, this research focuses on the impact of state governments' characteristics on the adoption of performance budgeting. Especially, innovation studies on state governments have tendency of finding economic, political and administrative factors influencing adoption of innovation rather than relative advantage of innovation in itself. The research design includes formulating hypotheses, building frames of explaining state governments' innovation adoption, designing event history analysis and measuring variables. Research hypotheses are derived from research questions. Since this research is to answer why state governments adopted performance budgeting in a certain time, several variables affecting state governments' adoption of performance budgeting were found for formulating research hypothesis – administration, politics, economy, and diffusion. The event history analysis (EHA) has recently received attention in the context of policy and administrative innovation. Since events are regarded as transition from one status to another and history is regarded as proceedings of events, event history analysis aims to understand discrete time change within multiple units or organizations. For this study, the event, adoption of performance budgeting from 1991 to 2000, is a single event that does not repeat itself during the discrete time periods that were selected for analyzing legislative adoption. This study employs the Cox model, a semi-parametric model of EHA. Most interest of this research is to test the relationships between state characteristics and state governments' adoption of performance budgeting by finding statistically significant variables from each EHA model. This study examines the EHA model's results and checks the consistency of their results. Three variables, financial resource, power distribution and financial administrators, draw our attention because their coefficient estimates are statistically significant in each of the EHA models. Also, the statistical results of three variables are consistent in terms of coefficients and zero scores with EHA models' Chi2 values. Regarding to the hypothesis tests, the estimates have the following inferences: i) the more financial resource, the higher the probability of a state governments' adoption of performance budgeting; ii) performance budgeting is more likely to be adopted by a state government that has more power-distributed government structure; and iii) the higher ratio of financial administrators in state government, the less possibility of adopting performance budgeting. EHA results of this research support the slack theory of innovation. The results seem to confirm that performance budgeting innovation is slack-induced innovation rather than problem-oriented innovation: even though performance budgeting innovation looks like a performance-gap and problem-oriented innovation, the statistical results indicate that slack is very likely a stronger influencer. The statistical results can be interpreted to mean that a more power-distributed state is more likely to adopt performance budgeting. In addition, this dissertation study found that there is a negative association between the ratio of financial administrators and the possibility of adopting performance budgeting. Performance budgeting innovation is not demand-oriented but supply-oriented. Fiscal austerity situations are likely to trigger the innovation process by the states looking for solutions to escape economic and fiscal stress. If performance budgeting were a solution, the statistical results of this research would show a significant and negative association between economy variables and adoption of performance budgeting Budgeting innovation in the form of legislation is the product of consensus building between the executive branch and legislature or among the participants of the budgeting process. The adoption of performance budgeting changes decision rules and the change of the decision rules might yields the changes of budget allocation at last. This study has a couple of limitations: focusing on legislative adoption of innovation, censoring a specific periods of innovation adoption in EHA model, and possible omitting significant variables. The further research should include comparative case study on state governments of budgeting innovation and employment of more articulated EHA methods. ; 정부는 항상 혁신을 추구해왔지만, 정부 혁신 채택의 원인과 과정에 대한 지식은 많지 않다. 본 연구는 왜 그리고 어떠한 조건에서 정부가 예산혁신을 채택하는지 답하려고 한다. 미국 주정부가 왜, 언제, 그리고 어떠한 상황에서 성과예산을 채택하였는지, 특히 1990년대 성과예산혁신 채택에 대해서 설명하고자 한다. 이 연구는 미국 주정부의 1991년부터 2000년까지의 예산혁신 역사에 주목하면서 성과예산 채택과 그에 영향을 주는 요인들간의 관계를 분석하기 위해 통계기법을 사용하였다. 이론에서 논의되고, 실제 사용되는 성과예산의 개념에 대해서 살펴본 결과, 이 연구에서는 '효율적, 효과적, 책임 있는 정부를 만들기 위하여 예산결정을 성과정보에 연계시키는 예산제도'를 성과예산이라고 정의하였다. 이 연구는 성과예산의 혁신성(innovativeness)을 폭넓게 검토하였으며, 특히 성과예산 이상형(ideal type)의 구성 요소로 전략기획, 성과측정, 성과정보 활용, 성과보고, 성과보상, 참여, 제도 변화 등이 있다. 문헌연구는 연구프레임을 만드는데 도움을 주었다. 첫째, 혁신은 '새롭게 인식되는 아이디어, 실천, 사물'이라고 정의되는데, 성과예산 연구는 혁신에 관한 연구라고 할 수 있다. 그리고, 미국 주정부 혁신에 관한 연구들이 많이 채택하고 있는 Walker-Gray-Berry-and-Berry의 연구프레임을 따르고 있는데, 본 연구도 다른 주정부의 혁신 채택 연구와 유사한 연구프레임을 사용하고 있다고 볼 수 있다. 둘째, 다른 혁신채택에 관한 연구처럼 이 연구도 주정부의 특성이 성과예산채택에 영향을 미치는 것에 중점을 두고 있다. 특히 주정부의 혁신에 관한 연구들이 혁신의 상대적 이익 자체보다는 혁신채택에 영향을 미치는 경제적, 정치적, 행정적 요인을 찾는 경향이 있다. 연구설계에는 가설설정, 주정부의 혁신채택을 설명하는 프레임 구성, 사건사분석(event history analysis, EHA) 설계, 변수 측정 등이 포함된다. 연구가설은 연구질문에서부터 도출되었는데, 주 정부가 왜 특정한 시기에 성과예산을 도입하였는지에 대해 답하기 위해서 행정적, 정치적, 경제적, 그리고 확산 요인들이 검토되었다. 사건사분석(EHA)은 최근에 정책 및 행정 혁신 연구에서 주목을 받아왔다. 사건(events)은 한 상태에서 다른 상태로의 변화, 역사(history)는 이러한 사건들의 연속적인 발생들을 의미하고 있으며, 사건사분석은 다수의 조직들의 단절적 시간 변화를 이해하는데 목적이 있다. 이 연구에서는 1991년부터 2000년까지의 성과예산 채택이 사건이며, 법률적 채택을 분석하기 위해서 이산적 시간(discrete time) 기간 내에서 반복되지 않는 단일사건을 분석하고 있다. 이 연구에서는 준모수(semi-parametric) 모델인 콕스(Cox)모델 사건사분석을 채택하고 있다. 이 연구의 주된 관심은 사건사분석으로 주정부의 성과예산채택에 영향을 미치는 통계적으로 유의미한 변수를 찾는 것이다. 본 연구는 여러 변수들간의 결합에 따른 다양한 분석모델들의 사건사분석 결과들을 검토하였으며, 각 분석모델들의 결과 추정치들의 일관성을 검토하였다. 이에 따라 세 변수 – 재정자원, 권력분산, 그리고 재정공무원 – 의 계수(coefficient) 측정치가 통계적으로 유의미하게 나온 것을 발견하였다. 가설검증과 관련하여 이러한 통계측정치들이 갖는 추론들을 본다면, 첫째, 재정자원이 더 있을수록 주정부가 성과예산을 채택할 확률이 높아지며, 둘째, 권력이 분산된 정부 구조를 갖은 주정부가 성과예산을 더 채택하는 경향이 있으며, 셋째, 예산공무원의 비율이 높을수록 성과예산채택의 가능성이 낮아진다고 볼 수 있다. 이 분석의 결과는 혁신에 관한 여유자원이론(slack theory)를 지지한다고 볼 수 있다. 즉 분석 결과에 따르면 성과예산은 문제해결지향(problem-oriented) 혁신이라기 보다는 여유자원유도(slack-induced) 혁신이라고 볼 수 있다. 또한 이 연구를 통해서 권력이 더 나누어져 있는 주정부가 성과예산을 채택하는 경향이 있으며, 재정공무원의 비율과 성과예산 채택 확률 사이에는 역(negative)의 관계가 있음을 알 수 있다. 본 연구에 따르면, 성과예산은 문제해결과 관련한 수요지향적 혁신이라고 보기는 어렵다. 재정압박은 경제적 재정적 문제 상황을 벗어나기 위한 해법을 찾기 위해, 정부의 혁신 절차의 시작을 유발(trigger)시킨다고 볼 수 있다. 만약 성과예산이 그 해법이라면, 경제변수가 통계적으로 유의미하게 역의 관계를 보여주었어야 하는데, 결과는 그렇지 않다. 예산혁신은 행정부, 입법부, 그리고 예산과정의 여러 참여자들간의 합의에 의해서 만들어진 법률로 나타난다. 성과예산 혁신의 채택은 의사결정의 규칙을 변화시키고 이 변화는 궁극적으로 예산배분의 변화를 가져올 수 있다. 본 연구에 있어서 혁신을 법률적인 채택 중심으로 분석한 한계, 사건사분석에 있어서 특정시기를 중도절단(censoring)하여 생기는 한계, 그리고 혹시라도 있을 변수 누락의 한계 등이 있을 수 있다. 향후 연구로는 성과예산 채택에 대한 비교사례연구 그리고 보다 정교한 사건사분석 등이 제안될 수 있겠다. ; Doctor

Dieser Artikel untersucht die dritte Publikationsperiode der Zeitschrift für Geopolitik, die seit 1951 in der Bundesrepublik Deutschland zunächst durch Karl Heinz Pfeffer (1951 bis 1955) und danach von Rolf Hinder (1956 bis 1968) herausgegeben wurde. Das Monatsblatt war vorher bereits in der Weimarer Republik und im NS-Deutschland erschienen. In der Einleitung werden die Herausgeber Pfeffer und Hinder, beide promovierte Soziologen, kurz vorgestellt. Im zweiten Teil werden vier klassische geopolitische Denker, nämlich Alfred T. Mahan, Halford J. Mackinder, Karl Haushofer (Gründungsherausgeber der Zeitschrift für Geopolitik von 1924 bis 1944) und Nicholas J. Spykman erörtert. Es wird gezeigt, wie ihre häufig gegenläufigen Ideen im Kalten Krieg Verwendung finden. Der dritte und vierte Teil behandelt Versuche der Entwicklung eines westdeutschen "Nationalneutralismus" und die darauf folgende Hinwendung der Zeitschrift zu einer machtkritischen und pazifistischen Position, die sich teilweise in Reaktion auf die Erfahrung des Korea- und Vietnamkriegs herausbildet. Im Schlussteil wird die fortdauernde Relevanz eurasischer Kontinentalblockideen einerseits und globaler Hegemonieverlangen andererseits – Denkfiguren der klassischen Geopolitik – in Gegenwartskonflikten zwischen den USA, Russland und China herausgestellt. ; This article examines the third publishing period of the 'Journal of Geopolitics' (Zeitschrift für Geopolitik) following its re-founding in the Federal Republic of Germany under the editorship of sociologists Karl Heinz Pfeffer (1951 to 1956) and Rolf Hinder (1956 to 1968). The monthly journal had already been published in two earlier periods, namely in Weimar Republic Germany and under the Nazi regime (1924-1944). The first section provides some biographical background on the two editors Pfeffer and Hinder. The second part discusses four classical geopolitical thinkers, namely Alfred T. Mahan, Halford J. Mackinder, Karl Haushofer (the founding editor of the Journal of Geopolitics in charge of the publication between 1924 and 1944), and Nicholas J. Spykman. This section further examines how their often rather contradictory geopolitical ideas were applied during the Cold War period. The third and fourth parts deal with efforts to develop a West German 'national neutralism' during the Cold War, examining shifts in the journal's political line away from power politics and in favor of pacifism, which was at least partially motivated by the experience of the wars in Korea and Vietnam. The conclusion highlights the ongoing relevance of ideas of a Eurasian continental bloc, on the one hand, and of demands for global hegemony on the other – major themes of classical geopolitical thinking – in contemporary conflicts between the USA, Russia, and China. ; 본 논문은 지정학논총(Zeitschrift für Geopolitik)의 세 번째 출판시기를 연구한 것이다. 1951년부터 서독에서 출간된 이 시기의 잡지 편집자는 1951년부터 1955년까지 칼하인츠 페퍼(Karl Heinz Pfeffer)였고, 1956년부터 1968년까지는 롤프 힌더(Rolf Hinder)였다. 물론 이 잡지는 이미 바이마르공화국과 나치독일에서 출간된 바 있다. 본 논문의 서론에서는 편집자이자 사회학 박사인 페퍼박사와 힌더박사에 대해 짧게 소개한다. 제2장에서는 고전적인 지정학자인 알프레드 T. 마한(Alfred T. Mahan), 핼포드 J. 맥킨더(Halford J. Mackinder), 지정학논총의 창간시기인 1924년에서 1944년까지의 편집자 인 칼 하우스호퍼(Karl Haushofer)와 니콜라스 J. 스파이크맨(Nicholas J. Spykman) 의 4명의 사상가에 대해 설명한다. 여기서 이들의 냉전에 대한 때로는 모순적인 생각들이 어떻게 이용 되었는지 보여줄 것이다. 제3장과 제4장에서는 서독의 "내셔널 중립주의"의 발전시도를 다루고, 이어서 부분적으로 냉전 중의 한국전쟁과 베트남전쟁의 경험에 반응하여 형성된 권력비판적이고 평화적인 입장에 대한 지정학논총의 관심을 다룬다. 결론 부분에서는 한편으로 유라시아 대륙의 블록 아이디어의 의미와 다른 한편에서는 미국, 러시아와 중국 사이의 현재진행중인 갈등 속에서 글로벌한 헤게모니 요구 (고전적인 지정학의 사고형태)의 지속적인 중요성을 강조하고자 한다.
