Die Bundesregierung hat sich ambitionierte Klimaziele gesetzt: Die Treibhausgasemissionen sollen bis zum Jahr 2020 um 40%, bis zum Jahr 2030 sogar um 55% sinken. Zum Erreichen dieser Klimaziele sprechen sich die meisten Ökonomen für eine Ausweitung des europäischen Emissionshandels auch auf Nicht-ETS-Sektoren, vor allem auf Gebäude und auf den Verkehrssektor, aus. Auch die Einführung einer nationalen CO2-Steuer für Sektoren außerhalb des EU-ETS findet bei den Teilnehmern des 24. Ökonomenpanel von ifo und Frankfurter Allgemeinen Zeitung Anklang. Ein nationaler Emissionshandel und eine Ausweitung des Ordnungsrechts werden von deutlich weniger Ökonomen befürwortet.

AbstractDemocratic institutions that coordinate diffuse interests might be beneficial for climate protection. Because the implementation of democratic institutions varies among democracies as well as among autocracies, this study examines whether institutional aspects of different models of democracy affect CO2 emissions in democracies and autocracies. Similar studies have assumed uniform effects of democratic aspects in regimes of both types. The extent of the dependence of autocratic leaders on the support of the ruling party, the military, and/or a hereditary council might make them less responsive to incentives generated by democratic institutions to reduce CO2 emissions. This article, therefore, examines data on CO2 emissions from 1990 to 2020 in 66 democracies and 69 autocracies separately and analyses whether nondemocratic institutions limit the effects of democratic institutions. As democratic institutions might affect climate outcomes only in the long term, we examine cross-national variation in the long-term development of CO2 emissions and short-term changes in CO2 emissions within countries. In democracies, civil society participation and social equality contribute to a decrease in the long-term development of CO2 emissions. In autocracies, local and regional democracy contributes to lower CO2 emissions in the long term, and social equality decreases annual changes in CO2 emissions. Military influence limits these effects. In contrast, the dependence of the executive on a ruling party strengthens the negative effect of social equality on annual changes in CO2 emissions.
In recognition of fundamental changes in the way governments approach energy-related environmental issues, the IEA has prepared this publication on CO2 emissions from fuel combustion. This annual publication was first published in 1997 and has become an essentail tool for analysts and policy makers in many international fora such as the Conference of the Parties. The data in this book are designed to assist in understanding the evolution of the emissions of CO2 from 1971 to 2007 for more than 140 countries and regions by sector and by fuel. Germany is obligated to report its national emissions of greenhouse gases, annually, to the European Union and the United Nations. Over 80 % of the greenhouse-gas emissions reported by Germany occur via combustion of fossil fuels. The great majority of the emissions consist of carbon dioxide. To calculate carbon dioxide emissions, one needs both the relevant activity data and suitable emission factors, with the latter depending on the applicable fuel quality and input quantities. In light of these elements' importance for emission factors, the German inventory uses country-specific emission factors rather than international, average factors. To determine such factors, one requires a detailed knowledge of the fuel compositions involved, especially with regard to carbon content and net calorific values. The present publication provides an overview of the quality characteristics of the most important fuels used in Germany and of the CO2 emission factors calculated on the basis of those characteristics. Since annual greenhouse-gas emissions have to be calculated back to 1990, the study also considers fuels that are no longer used today. To that end, archival data are used. Gaps in the data are closed with the help of methods for recalculation back through the base year.
Der weltweite Klimaschutz hat im vergangenen Jahr erneut einen Rückschlag erlitten. Nach vorläufi gen Schätzungen stiegen die Emissionen von Kohlendioxid (CO2 ), dem mit weitem Abstand wichtigsten Treibhausgas, im Jahre 2005 gegenüber 2004 weltweit um etwa 2,5 %; gegenüber 1990 betrug der Anstieg nahezu 27 % mehr. Immerhin fi el die Zunahme 2005 schwächer aus als im Jahr davor (4,5 %). Für die Treibhausgasemissionen insgesamt liegen lediglich Angaben für die Länder vor, die sich im Rahmen des Kioto-Protokolls zu Emissionsbegrenzungen oder -minderungen verpfl ichtet hatten. In diesen Ländern sind die Treibhausgasemissionen im vergangenen Jahr schätzungsweise um 0,4 % gestiegen. Gegenüber dem Basisjahr 1990 waren sie um fast 14 % niedriger. Dies ist jedoch fast ausschließlich eine Folge des drastischen Emissionsrückgangs im Zuge des Transformationsschocks in den Ländern Mittel- und Osteuropas (1990 bis 1998: -40 %); inzwischen ist es hier aber wieder zu einem deutlichen Emissionsanstieg gekommen (1998 bis 2005 um rund 10 %). Die Treibhausgasemissionen in den Ländern der EU-15 dürften sich 2005 gegenüber dem Vorjahr leicht vermindert haben (-0,5 %); demnach lägen sie um reichlich einen Prozentpunkt niedriger als im Basisjahr. Dies geht weitgehend darauf zurück, dass in den 90er Jahren die Emissionen vor allem in Deutschland und in Großbritannien deutlich gesenkt werden konnten. Die Treibhausgasemissionen in den anderen 13 Ländern der EU-15 waren dagegen 2005 um etwa 13 % höher als im Basisjahr. In den neuen Mitgliedsländern lagen dagegen die Emissionen im Jahre 2005 um fast ein Viertel unter dem Vergleichswert im Basisjahr. Allerdings nehmen hier die Emissionen seit Ende der 90er Jahre eher wieder zu. Alles in allem steht ein messbarer Erfolg der internationalen Klimaschutzpolitik weiterhin aus - statt der angestrebten Reduktion sind die Treibhausgasemissionen in der Mehrzahl der Länder weiter gestiegen. Selbst viele der Länder, die das im Februar 2005 in Kraft getretene Kioto-Protokoll ratifi ziert haben und damit eine verbindliche Verpfl ichtung eingegangen sind, sind noch weit von ihrem Emissionsziel bis zu der im Kioto-Protokoll genannten Periode 2008/2012 entfernt. Wie schon im Jahr 2005 vom DIW Berlin hervorgehoben, werden diese Ziele innerhalb der noch verbleibenden vergleichsweise kurzen Zeit nur mit erheblich intensivierten klimaschutzpolitischen Maßnahmen zu erreichen sein. In Europa bleibt abzuwarten, ob die derzeit von den EU-Mitgliedstaaten im Zusammenhang mit dem Emissionshandel vorzulegenden nationalen Alloka tionspläne für die Periode 2008 bis 2012 hierzu beitragen können.

One of today's major challenges is to tune environmental sustainability with economic growth and welfare by decoupling resources use and environmental degradation from the growth of the economy. However, the continuous growing demand for energy and resources - to sustain human needs and economic growth - and corresponding consequences on climate change are challenging this objective. The main aim of this work is to assess these energy-economy-environment interactions by focusing on the analysis of energy and CO2 emissions intensities through a comparative examination of their recent progress in the EU countries, using data from the World Input Output Database (WIOD). The analysis of the progresses achieved in these indicators will be performed both by assessing whether resources use and/or environmental degradation are decoupling from the growth of the economies, and by the decomposition of the overall rates of change of energy and CO2 emissions into the different explanatory effects contributing to such progression (using a LMDI-Logarithmic Mean Divisia Index approach). One of the major contributions expected from this work is to derive policy recommendations from the analysis of energy and CO2 emissions intensity trends, with a greater geographical and temporal focus than prior studies (by exploiting the international dimension of the WIOD). Assessing decoupling became evident that to accomplish the important move towards more energy (resource) and CO2 emissions (impact) efficient economies there are still many improvements to be made.
