This book develops a comparative study on violence in Jamaica, El Salvador, and Belize based on a theoretical approach, extensive field research, and in-depth empirical research. It combines the Caribbean and Central America into a single comparative research that explores the historical (from the conquista onwards) as well as contemporary causes of violence in these societies. The volume focuses on forms of violence such as gang violence, police violence, every day forms of violence, vigilantism, and organized crime. Political corruption in the Caribbean Basin retards state economic growth and development, undermines government legitimacy, and threatens state security. In spite of recent anti-corruption efforts of intergovernmental and nongovernmental organizations (IGO/NGOs), Caribbean political corruption problems appear to be worsening in the post-Cold War period. This work discovers why IGO/NGO efforts to arrest corruption are failing by investigating the domestic and international causes of political corruption in the Caribbean.

Taxation in Latin America is largely viewed as a means of generating income to keep the government in business. In recent years, progress has been made towards increasing total revenue, but most countries in the region still lag well behind other countries with similar levels of development. More importantly, Latin American policymakers still largely ignore the potential of taxation to contribute to other important development goals. Yet dependence on consumption taxes such as the VAT and the regressive bent of the personal income tax structure have squandered the opportunity to attack the region's serious income inequality. In addition, the importance of efficiency in taxation has also been underestimated with a proliferation of inefficient ad hoc taxes such as those on bank transactions and exports. Governments have repeatedly missed the chance to influence consumption and production patterns by using taxes to effect relative price changes. Que les raisons soient politiques et sociales, que les considérations soient économiques et humaines, force est de constater que le rayonnement international de ces îles et territoires est limité.Pour essayer d'y pallier, des efforts, depuis le milieu des années 80, ont été effectués pour intégrer les éléments francophones aux mécanismes de coopération régionale en vigueur dans la région Caraïbe. Mais de quelle coopération s'agit-il ? Pour essayer d'y répondre nous avons défini trois sphères possibles d'un système de coopération régionale afin de contribuer à la compréhension des mécanismes pluriels qui définissent et régissent les regroupements régionaux.L'intégration régionale, bien que nécessaire pour combattre l'isolement économique et politique, est à double tranchant car elle présente le risque de diluer la communauté francophone caraïbe dans la future et probable zone de libre-échange des Amériques (ZLEA).
