In 1962 an article by Mr. Angelos Angelopoulos, professor at the Pantheios School of Political Sciences (Athens), entitled "The Third World, the European Common Market and the West", was published in the Annals. In that article the author described, with the freedom which is by tradition allowed to all contributors to the Annals, the fears and anxieties of the newly developing countries regarding the European Economic Community.In the present article Mr. André Marchal, lecturer at the Faculty of Law and Economics of the University of Paris, discusses the same problem with the same freedom and a viewpoint radically different from that of Professor Angelopoulos.

Community Economic Development (CED) is a strategy to revitalise a community's economic, social and cultural dimensions. It is meant to help ailing communities heal and grow through a process of community-directed analysis, planning and project implementation. Because CED is a non-market response to social and economic problems, it necessarily depends on financial and institutional support from the government. CED's success hinges on the amount and type of support received from the three levels of government. It is important, therefore to undertake a detailed analysis of government policy towards CED in order to determine if it is properly formed and directed. The literature review at the beginning of the thesis provides a theoretical background for CED, including a working definition, the political economy of CED and some ideas on the economic theory of CED. The literature review is followed by an examination of 40 years of government policy towards CED. The government has been involved in CED in Manitoba for the past 50 years. The considerable archival material that documents this relationship is examined. This analysis will trace the evolution of government policy up to the present. Both successful and not-so-successful programs will be analysed. The results of semi-structured interviews with a variety of key informants will reveal how government policy has significantly impacted CED and will offer recommendations for its improvement.

Purpose: In this paper, we lay out the analysis and provide an overview of the functions carried out by the national competition authorities in the Western Balkan countries and demonstrate their compliance with EU rules. We deal with the level of implementation of competition rules on prohibited agreements, abuse of dominant position, notification of concentration and state aid. Design/Methodology/Approach: We provide an overview of the stage these countries have arrived at in fulfilling their obligation on competition issues based on the Stabilisation and Association Agreement, which is a step forward for EU integration. We do this by carrying out a comparative analysis of the data collected from both primary and secondary sources, in order to demonstrate the current situation on competition in the Western Balkan countries and determine the most appropriate means to build strong and efficient National Competition Authorities. Findings: Findings show that competition in Balkan countries is still in a phase of development and more needs to be done in order to create an adequate competition regime. Practical Implications: We propose measures in order to ensure the effective implementation of the law on the protection of competition and the market economy. Originality/Value: When going through a phase of transformation, political change and integration, it is important to refer to other experiences, especially when trying to form part of the EU integration. ; peer-reviewed

Operating a complex competition policy, the EU intends to ensure undistorted competition within the Single Market. Today, with competition being increasingly necessary for Europe in order to combat the challenges of globalisation, the global crisis has shed light on some of the existing weaknesses in the system, especially regarding consumer welfare. In this article, the author brings to light the importance of implementing an economic approach to competition policy. This approach offers more consumer protection as well as giving businesses the opportunity to freely choose the most profitable commercial practices available to them.
