The institutionalization of mountain regions in Europe, Regional Studies. Since the 1990s, many 'project regions' have emerged in Europe, a trend deriving from the tendency to adopt ad hoc institutions for specific spatial and environmental issues and the empowerment of diverse stakeholders who compete with the dominant role of states. This article addresses the building of institutionalized mountain regions in Europe, analysing how the specificity of mountain areas was considered in policies by states and the European Union, and later for transnational mountain ranges. Environmental and trans- boundary issues have been major driving forces for new institutional arrangements combining a territorial and environmental focus and complex networks of stakeholders.

Le débat sur l'Europe des régions à la fin des années 1980 et au début des années 1990 a influencé le processus de régionalisation suédois en cours ; les acteurs régionaux l'ont utilisé comme un argument pour une plus grande décentralisation du pouvoir, avec un certain succès (Warleigh-Lack & Stegmann McCallion 2012). En conséquence, un élément important dans toute discussion autour d'une Europe des régions et son éventuelle obsolescence est son impact non seulement au niveau de l'UE, mais aussi dans les processus de régionalisation au sein des États membres. Si l'UE est une entité politique à plusieurs niveaux, pour qu'une Europe des régions soit vraiment « obsolète », elle doit être absente à chaque niveau de l'organisation politique de chaque État membre. L'article soutient que l'Europe des régions est loin d'être obsolète, bien qu'elle puisse être inégale et exprimée différemment, ou à des degrés divers, dans chaque État de l'UE. En se concentrant sur le cas des acteurs régionaux suédois, l'article fait valoir queles autorités et les hommes politiques de ce niveau, qui participent aussi à la vie politique au niveau de l'UE ou dans l'arène de l'UE, voient cette participation comme une situation gagnante - gagnante qu'ils souhaitent préserver.
