The Russian invasion of Ukraine was a watershed moment in global security affairs comparable to the end of World War ii and the Cold War. UN Secretary-General António Guterres has forewarned "Geostrategic divides … are paralyzing the global response to the dramatic challenges we face." This article assesses the implications of this paralysis for peacekeeping and suggests what the US and nato can do to cope with the impact. Five of the UN's six peacekeeping missions addressing internal conflicts are in Africa, and the most likely future for UN peacekeeping is to be endlessly mired in quagmires there, exacerbated by Russia's mercenary Wagner Group. This paper offers measures to address the threat the Wagner Group poses by bolstering the capacity of peacekeeping operations to deal with its spoiling behavior, as well as that of other criminalized power structures, and to ameliorate the risk of destabilization in Africa.

Peacekeeping und Menschenrechte
Seit dem Zeitpunkt ihrer Gründung im Jahre 1945 unterliegen die Vereinten Nationen, aufgrund ihres einzigartigen Charakters, einer kontinuierlichen Abfolge aus Krise und Reform. Insbesondere in der heutigen Zeit, in welcher die Welt eine Dynamik durchlebt, geraten die Peacekeeping- Einsätze der Vereinten Nationen an ihre Grenzen. Aufgrund der Komplexität der multidimensionalen Einsätze können oftmals vorort unvorhersehbare Problematiken in den Einsatzgebieten auftreten. Diese können einerseits struktureller sowie andererseits administrativer Natur sein. Darüber hinaus resultieren diese häufig aus der Vagheit und Intransparenz des Sicherheitsratmandates, was in der Folge den Bruch und den Verstoß gegen die Menschenrechte verursachen. Die vorliegende Arbeit beschäftigt sich mit der Rolle und der Effektivität des Menschenrechtsschutzes der Zivilbevölkerung, im Rahmen der Peacekeeping- Einsätze und soll die damit einhergehenden Herausforderungen und Schwierigkeiten veranschaulichen. Sie soll Aufschluss darüber geben, welcher Rang den Menschenrechten bei der Umsetzung der Friedensmandate zukommen und ihr Verhältnis zu der UN- Charta aufzeigen. Weiters wird die einschlägige Staatenpraxis, den kodifizierten Prinzipen und Befugnissen der Vereinten Nationen gegenübergestellt, um schließlich Parallelen zwischen dem geltenden Völkerrecht und der Umsetzung der Vereinten Nationen ziehen zu können. ; Since its inception in 1945, the United Nations, because of its unique nature, has been subject to a continuous succession of crisis and reform. Especially in today's dynamic world, the United Nations peacekeeping operations are reaching their limits. Due to the complexity of multidimensional missions, unpredictable problems can often arise in the field. These can be of a structural or administrative nature. In addition, these often result from the vagueness and intransparency of the Security Council mandate, which subsequently causes the breach and violation of human rights. The present paper deals with the role and effectiveness of human rights protection for the civilian population in peacekeeping operations and is intended to illustrate the challenges and difficulties involved. It should provide information on the rank of human rights in the implementation of peace mandates and their relationship to the UN Charter. The article describes the growing participation of Brazil in peacekeeping operations. Initially, the author provides an overview of the origin and evolution of these operations, the first of which date back to the 1920s and 1930s. Recent operations, however, point out the trend to broader and more complex mandates. The peacekeeping operations in which Brazil took part, from the 1940s onwards, are briefly reviewed, and emphasis is given to the positions defended by the country in regard to these operations on the debates held in international forums. Was bestimmt nach einem Krieg ob der Frieden andauert oder die Kämpfe wiederaufflammen? Der Artikel behauptet, basierend auf Kooperationstheorien, das Kriegsparteien Hindernisse auf dem Weg zum Frieden aus dem Weg räumen können, indem sie Anreize verändern, die Unsicherheit über Absichten reduzieren und Unfallfolgen begrenzen. Das Gegenargument legt nahe, dass Abkommen Begleiterscheinungen darstellen, die lediglich die zugrundeliegende Wahrscheinlichkeit der Wiederaufnahme des Krieges widerspiegeln. Es werden Hypothesen über die Dauer des Friedens mittels einer Hazard-Analysegetestet. Wenn man Faktoren, welche die grundlegenden Perspektiven eines Friedens beeinflussen, berücksichtigt (wie z.B. die Überlegenheit des Sieges, die Kriegskosten, relative Fähigkeite, etc.), zeigt sich, dass stärkere Abkommen die Dauer des Friedens verlängern. Insbesondere wirken sich Massnahmen wie die Schaffung einer entmilitarisierten Zone, friedenssichernde Massnahmen und gemeinsame Kommissionen für die Lösung von Streitfällen positiv auf die Dauer des Friedes aus. Abkommen sind nicht nur Papierstücke, ihr Inhalt hat Auswirkungen auf die Errichtung eines Friedens, der andauert. (SWP-Jns)
