Ana Ivanova untersucht anhand elaborierter Inhaltsanalysen von über 100.000 Zeitungsbeiträgen aus 21 Medien, 11 Ländern und multivariater Zeitreihenauswertungen, wie transnationale Governance und Betroffenheit die Entgrenzung nationaler, durch Massenmedien strukturierter Kommunikationsnetzwerke bei globalen Problemlagen prägen. Es werden inhaltsanalytische Verfahren eingesetzt und weiterentwickelt, die u.a. eine völlig automatisierte Erfassung von Sinneinheiten in großen Textkorpora ermöglichen. Die interdisziplinär verankerte Studie bearbeitet Desiderata in drei Forschungsfeldern - transnationale Öffentlichkeit, Klimakommunikationsforschung und kommunikationswissenschaftliche Methoden - und legt Befunde zur Entwicklung von bisher kaum untersuchten transnationalen und globalen Öffentlichkeitsformen vor. "The industrialization of information resources has been a growing trend across the world in recent years, especially in China, where the information resource industry (IRI) has expanded exponentially for over more than a decade. While analysing the development conditions of China's IRI, this book clearly defines the implications and strategic value of the industry, summarizes basic IRI theories, and clarifies the history of its development and special regional characteristics within the Chinese context. Drawing on the statistics and measurement of various economic indicators of IRI, the authors propose four stages of development: a germination period; an initial development period; a subsequent rapid development period; and lastly, a steady development period. At the same time, the book draws upon various theoretical models such as the "Dynamic Resource Triangle" model, the "Information Resource Industrial Symbiosis" model, the value chain model and the explanation model of information consumption in order to shed light on IRI's elements and the optimization of its management. In addition, the authors present the Information Resource Industry Development Index (IRIDI) to evaluate IRI's development in different provinces and cities across Mainland China and monitor its dynamics from the point of view of industrial value and the external environment. Kultur und damit Öffentliche Bibliotheken ist gegenüber den harten Standortfaktoren wie Steuern, Abgaben, Immobilienpreise, Verkehrsanbindung, Arbeitsmarkt ein nachgeordneter Standortfaktor für Unternehmensentscheidungen. Weiche Standortfaktoren wie kulturelle Angebote, Wohn- und Freizeitwerte, Schulen, Stadtattraktivität aus Sicht der Bürger und Konsumenten sind im Allgemeinen von nachgeordneter oder nur mittelbarer Relevanz für Unternehmensentscheidungen. Hinzu kommt, dass kulturelle Angebote nirgendwo systematisch als Standortfaktor in der kommunalen Politik eingesetzt werden. Passantenfrequenzen sind für die Einzelhandelsansiedlung eine wichtige Größe. Im Vergleich zu den Passantenzahlen in innerstädtischen Einzelhandelslagen sind die Besucherzahlen Öffentlicher Bibliotheken i.d.R. marginal. Doch zeigt die Betrachtung von Einzelfällen, dass Öffentliche Bibliotheken in bestimmten Lagen im Vergleich zu vergleichbaren Einzelhandelsgeschäften durchaus wettbewerbsfähige Besucherzahlen aufweisen und unter besonderen Voraussetzungen in kleinräumigen Kontexten einen Beitrag zur Steuerung und Steigerung von Passantenfrequenzen darstellen können. Dies gilt für die Öffentliche Bibliothek insgesamt; mit einzelnen Informationsdienstleistungen wie z.B. Datenbankrecherchen sind die Öffentlichen Bibliotheken nur in Ausnahmefällen gegenüber Mitbewerbern wie den Zentralen Fachbibliotheken wettbewerbsfähig. Es wäre kontraproduktiv, wollten sie mit derartigen Angeboten unter dem Gesichtspunkt Standortfaktor Öffentlichkeitsarbeit betreiben. Entscheidend ist, dass die Bibliothek ihre Argumente auf Basis ihrer Dienstleistungen oder auch auf Basis ihres entsprechend zu verändernden Profils in vorhandene Argumentationslinien einbindet statt Einzelargumente, die im konkreten Diskurs der Kommunalpolitik nicht anschlussfähig sind, vorzutragen.

The success of Google Maps suggests that free access to public sector information (PSI) contributes to a prosperous economy. While there has been considerable attention for legal and economical considerations concerning the implications of policies on public sector information (PSI), also labeled as open data (OD), organizational consequences regarding the nature and shape of the public sector are hardly anticipated. We focus on organizational settings by comparing policies and outcomes of PSI reuse in EU member states and are looking into distinct market sectors within the European realm by making analyses of both a Dutch national case and a cross-national case. In many discussions on PSI reuse, government is treated as a unitary phenomenon with a single voice. We found considerable differences among EU member states concerning the implementation of PSI policies and that there are indications that they are connected to the nature of the public sector in a specific state. Furthermore, we discovered that where specific actions stimulate the creation of arenas of opportunity with both public and private parties gathered around a specific information theme, new innovative arrangements emerge. Therefore we suggest that policies on PSI reuse to stimulate economic prosperity should be aimed at creating arenas of public and private organizations gathered around specific PSI themes. This will stimulate PSB organizations to engage actively in arrangements with multiple private organizations to develop new forms of reuse. When national government develops policies aimed simply at disclosing PSI without paying attention to the development of PSI reuse arenas, it runs the risk of unleashing narratives of control within the public sector, preventing them from releasing the innovative potential that PSI reuse intrinsically has.

The software and information services (SIS) sector is at the heart of the New Economy and has been rapidly growing through the whole world during the last decades. This is also the case in Argentina where in the middle of a deep recession, the turnover of the sector augmented by 40 per cent and employment by 43 per cent between 1998 and 2000. The objective of this paper is to analyse the evolution, present situation and prospects for the Argentine SIS sector, relying on a detailed survey recently made to 100 firms operating in this developing country. Most of these firms are locally-owned and young SMEs supplying the domestic market but there are also a few large firms accounting for the lion's share of that market. Exports are negligible in terms of the sector's turnover. Argentina seems to have some advantages to exploit in order to make significant inroads in this sector: it has a relative abundance of high-skilled labour, a sizeable domestic market and a cultural influence in Spanish-speaking South America. SIS activities began in the 1970s and the sector has developed so far without any government support. None the less, SIS firms in Argentina have been basically tied to one particular segment of the domestic market—i.e., software for accountancy, management, etc.—where they enjoy advantages derived from the idiosyncratic feature of the domestic regulations and their knowledge about the business culture and the needs of their local clients. Firms experience problems in competing via costs, while, apart from some isolated exceptions, have never competed through innovation. Besides, they lack marketing capabilities as well as access to investment and working capital. Programming and analysis skills are available but they are relatively expensive in comparison to the situation in other developing and latecomer countries. Furthermore, management skills are imperfect. In turn, networking mechanisms are weak, both among SIS firms as well as with their customers, R&D institutions, etc. There is then a need both for action aimed at improving the SIS firms capabilities and endowments, as well as for intelligent public policies to foster this sector and dramatically increase its export capacity. The experiences of other developing and latecomer countries should help in finding ways to overcome the problems faced by this promising sector and significantly enhance its prospects.
