The decision-making process in governments is examined and the role of a number of factors which appearto account for the characteristics of this process is discussed. The object of this article are governments ofLithuania acting during 1990-2000. The analysis concentrates in particular on whether decisions tend to betaken collectively, partially collectively or hierarchically and on the extent to which the decision-making modeltends to be monocratic, collective, ministerial or bureaucratic. The basic source of information was the interviewswith ministers who have served in different cabinets. The unit of analysis was an individual cabinet. Acabinet was defined by three criteria: those of the same prime minister continuously in office, of the same partyor parties in government, and of the same legislative period

Abstract: Nowadays, the region of Middle East and North Africa has become a "testing ground" where the competition between the great powers takes place . The importance of this region is determined by its geopolitical position, concentration of large natural resources, as well as the fact that it represents the greatest threat to the international security - the bases of terrorist organizations, the strengthening role of the group "Islamic State", drug trafficking and the proliferation of weapons of mass destruction (WMD). Socialist People's Libyan Arab Jamahiriya was one of the most developed and richest countries on the African continent: the crisis events of 2011, which resulted in the overthrow of the government, the murder of Muammar Gaddafi and the crisis in the country. From the viewpoint of the neoclassical realism the Libyan crisis is explored in the article. The causes of the crisis (both internal and external) as as well as the interests of the great powers - the United States of America, France and Britain are analyzed.
The primary question that this paper seeks to explore is: Why Albania did not successfully democratize in the aftermath of Communism although it did not have the nation-building problems that others, from neighboring republics of former Yugoslavia to Baltic countries faced? Intuitive hypotheses would have predicted the Albanian case as a likely case of rapid democratization, given its ethnically homogeneous population of the youngest age in Europe, coming out of the most isolated communist regime with strong totalitarian tendencies. Quite the opposite, not only Albania is facing an uphill battle to democratize to the date, but the quality of political representation has worsened and currently the main debate evokes the question of decriminalization of political elite. In the eve of the 25th anniversary of regime change in Albania, this question seeks additional attention to explore the barriers Albania faced and why they have persisted for so long? In the present study I undertake a critical approach of political antagonism and I argue that the increasing authoritarian tendencies and lack of institutional bedrock as the primary factors that can explain the Albanian case synchronically from 1992 to present day. I particularly focus at certain critical junctures which I deem to have had more impact in Albania`s lack of progress. To investigate the course of events in the two countries I use both discourse and content analyses. Through process tracing I investigate particular critical juncture that I render to be more significant than others to explain shifts in Albania`s democratization process and analyze why the transition has been a challenge. The structure consists in a short overview of democratization process in Eastern Europe, then it focuses on Albania`s transition, before it continues with an emhpasizes of external constraints. Abstract
This paper examines the relationship between internal factors of an organization and employees' perception of organization's green performance – EPGP. An organization's green performance is greatly influenced by its internal efforts toward the implementation of green practices (such as internal green marketing – IGM and its dimensions), and it can be greatly influenced by employees' attitudes and behavior as well (such as organizational identification – OI, employees' satisfaction – ES, employees' eco-friendly behavior – EFB). Therefore, it was considered justified to examine whether each IGM dimension is related to EPGP, and whether each observed employees' attitude and behavior is related to EPGP. Hypotheses were tested on a sample of 177 respondents – employees working in different, mostly service organizations in Serbia, using the regression and correlation analysis. The obtained results revealed that each observed variable is positively related to EPGP. However, in predicting EPGP the contribution of green internal communication – GIC (as the IGM dimension), OI and EFB is statistically significant. The findings provide insight into the relationship between each observed variable and EPGP, and it may be useful for managers in the environmental management process.

The article describes the internal processes in Romania after the collapse of the communist regime. The author attempts to determine the connection between the domestic and foreign policy of the country. This issue deserves attention since Romania's National Defence Strategy 2020–2024 prioritises the strengthening of the country's resilience and at the same time increasing international political weight. Having taken this into consideration, the author evaluates the domestic policy factors which have influenced the image of Romania in the international arena.
