The cities of South Asia are growing at an unprecedented rate, and there is potential to steer this development onto a sustainable and green path. Carbon financing serves as a valuable revenue source to help cities earn additional income to support low-carbon development. With the end of the first commitment period of the Kyoto Protocol on 31 December 2012, a fragmented international carbon market now exists with various approaches to reducing greenhouse gas emissions outside the national borders of Annex I (industrialized) countries. Considering the potential for low-carbon development in South Asia, there is a need to help countries understand and navigate this new international carbon market. This guidance note (i) provides an overview of the carbon financing market in the post-2012 context, (ii) guides readers on how to access carbon finance, and (iii) highlights good practices in low-carbon urban development. Asia's cities have been the drivers of the economy and have lifted millions out of poverty. However, the environmental consequences of this rapid development are apparent, and the citizens of Asia's urban areas are increasingly insistent that something should be done. And there is an investment deficit in Asian cities' infrastructure spending, mostly in environmental infrastructure, of some $100 billion per annum. Asian cities can be more environmentally friendly. The resources are there to achieve this. Up to 80% of gross domestic product today comes from urban areas in Asia, and its megacities are nation-sized in population and economic product. New cities, such as the innovative "eco-towns" in Japan and "eco-cities" in the People's Republic of China (PRC), have begun to put into action a sustainable urban development model.

This report - Green Growth, Resources, and Resilience - describes an evolving policy landscape characterized by a changing economic reality, rising demand for resources, increasingly apparent impacts of environmental and climate change, and increased risk and uncertainty. The report provides new insights into Asian and Pacific resource use trends and outlines key actions, including reforming economic incentives and promoting more inclusive and adaptive governance approaches, that governments can pursue to help bring economic growth strategies in closer alignment with the objective of sustainable development. It also provides examples of strategies for improving resilience to help deal with the increasing levels of risk faced by societies and economies. The report is the product of a combined effort by three institutions: the Asian Development Bank (ADB), the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP), and the United Nations Environment Programme (UNEP). It is the sixth in a series of reports prepared by ESCAP for successive Ministerial Conferences on Environment and Development in Asia and the Pacific, and is the third in ADB's Asian Environment Outlook series. It is also in line with the mandate of UNEP to keep the state of the environment under review. The report provides timely support to policymakers and other stakeholders as they prepare for the 2012 United Nations Conference on Sustainable Development (Rio +20) and as they continue work to address persistent and emerging challenges on their way to more sustainable development.

This publication presents a snapshot of the Asian Development Bank's (ADB) environmental strategies, programs, initiatives, partnerships, and a range of activities that demonstrate ADB's commitment to support environmentally sustainable growth in Asia and the Pacific - a strategic agenda of ADB's Strategy 2020. The report highlights innovations designed in selected ADB-supported projects with environmental sustainability as a theme that were approved in 2008-2010. It also discusses the emerging environmental challenges in the region, and previews ADB's strategies to strengthen its operational emphasis on the environment, including climate change, that would help realize green growth in Asia and the Pacific.

This publication lays out a strategy which identifies and presents a broad framework for integrated water resources planning and management, to increase the level of resilience to climate change in Himachal Pradesh. It is based on an assessment of the status of water resources in the state, including the present and planned water utilization examined within a framework of environment, conservation and sustainability. The strategy also examines the present institutional arrangements for water resources management and assesses the requirements for institutional development, strengthening and necessary reform measures to support the development of robust and sustainable water resources management.

Until 1989, legal cases arising from these disputes were usually heard in the People's courts of general jurisdiction. In that year, however, the development of the environment court system accelerated, leading to the creation of 11 such courts for pilot cases, a sign of the high priority the PRC has given to environmental protection over the past two decades. This paper examines the effectiveness of environment courts in the PRC and elsewhere, so that the lessons learned can be applied in the PRC and in other developing countries. It also recommends ways to promote environmental justice in the PRC, given that the 11 environment courts are no longer enough to handle the rapidly increasing caseload throughout the country.

Waste management issues have been hounding both urban and rural communities for decades. The passing of Republic Act 9003 or the Ecological Solid Waste Management Act of 2000 was meant to ensure the protection of public health and environment, while encouraging resource conservation and recovery, and public cooperation and responsibility. Among its critical provisions were the formal devolution of waste management to local levels, the forced closure of illegal dumpsites and investment on facilities; and the reduction and proper treatment of solid wastes. This study looked into the implementation of the law in both national and subnational levels through desk review and the conduct of case studies in selected areas, and the processing of available quantitative data. Results showed varying implementation templates across study sites, reflecting different enabling mechanisms and replicable initiatives. Documented best practices include the legal waste facility transition of the Payatas dumpsite in Quezon City and the organization of its informal economy; the clustering of waste management service of Teresa, Rizal and its province-wide incentive mechanism and partnership with construction companies; and the market linkages for revenue generation; and the strong LGU-CSO partnership in San Fernando, Pampanga. The overly simplistic transfer of responsibility to LGUs have largely resulted to two decades of mediocre policy grounding. Common avenues for improvement were also identified including the need to fast-track transition timelines; augment national and local government complementation; invest on appropriate technologies and facilities; and sustain public and private sector engagements.

This publication summarizes the current status of urban sanitation in Papua New Guinea, highlighting conditions in informal settlements in Port Moresby and peri-urban communities in selected provincial towns. It discusses opportunities to make sanitation more inclusive through the introduction of an operational fecal sludge management framework and offers lessons and practical recommendations for the government and sector stakeholders.
