Ultimately, it concludes that Chinese behaviour on the Lancang does not conform to that predicted by the theory of the peaceful rise China has by and large pursued its own interests without regard for how these actions will affect its downstream neighbours. The Greater Mekong Subregion (GMS) has experienced rapid economic growth and urbanization. However, few studies have paid attention to urban land use dynamics, especially spatiotemporal patterns of urban expansion and land use change, in this region. This research aimed to conduct a comprehensive study of urban land use change in Xishuangbanna, Yangon, Vientiane, Phnom Penh, Bangkok, and Ho Chi Minh City, from 1990 to 2015. The analysis was based on land use maps derived from Landsat satellite products and employed urban expansion intensity, sector analysis, gradient-direction analysis, and landscape metrics. The results show Xishuangbanna, Yangon, Vientiane, Phnom Penh, Bangkok, and Ho Chi Minh City all experienced dramatic urban expansion and land use change since 1990, with urban expansion intensities of 15.01, 5.26, 9.15, 1.56, 11.88 and 11.91, respectively. The landscape metrics analysis indicated that urban areas were always aggregated and self-connected, while other land use types showed trends of disaggregation and fragmentation. In the process of urban expansion, paddy and natural land use types were commonly transformed to built up area. The results further reveal several common issues in urban land use, e.g. land fragmentation and loss of natural land use types. Finally, the discussion on the relationship between government policy and land use change for these cities shows land reform and attitude toward foreign direct investments played important roles in urban land use change in GMS.

Over the past century, the Mekong River Delta of southern Vietnam has undergone a series of transformations. In the early twentieth century, its forests and marshes were cleared for extensive rice production under French colonial rule; rice production was then intensified along Green Revolution lines under the post-colonial regimes of the 1960s to 1990s, before a dramatic shift toward export-oriented shrimp aquaculture since 2000. Drawing on archival and secondary data, as well as theories of extraction and unequal exchange, this paper traces the development, expansion, intensification, and eventually crisis of rice cultivation in the Mekong Delta. After a brief literature review, the paper consists of three sections. The first examines the origins and drivers of export-oriented extraction in the French colonial period; the second, the shift toward intensive rice production in the developmental states of the postcolonial period; and the third, the return to extraction, in the form of shrimp aquaculture, in the 1990s and 2000s. Building on Bunker's notion of "extractive cycles," I argue that the Mekong Delta's history of extraction has exposed the region to ecological and economic crises, as well as shaping the long-term trajectory of subsequent development toward the extractive cultivation of export-oriented commodities.

Der einzige Staat Südostasiens ohne Zugang zum Meer (die Grenzziehungen in dieser Region erfolgten gemäß den Interessen der Kolonialmächte) war in Geschichte und Gegenwart stets von allen Seiten bedroht. Die beiden seit Jahrzehnten mit dem Thema "Südostasien" vertrauten, engagierten, profilierten Journalisten (vgl. zuletzt "Vietnam", BA 9/01, und "Der Traum von Angkor", BA 9/00) vermitteln in ihren Reportagen reiche Informationen zu diesem Land, das unbeschreibbar unter den amerikanischen Bombardements im Gefolge des Vietnamkrieges litt (es fielen mehr Bomben als im gesamten 2. Weltkrieg in Europa), auch danach noch schwerste politische Verwerfungen erlebte und bis vor einigen Jahren in fast völliger Abgeschlossenheit existierte. Unter den Hauptabschnitten "Geschichte", "Wirtschaft", "Politik", "Kultur" werden jeweils mehrere der informativen und Kenntnisse und Fakten vermittelnden Einzelbeiträge zusammengefasst. Sie ergeben ein anschauliches Bild der gegenwärtigen Situation. Mit Glossar, Literaturauswahl und ausführlicher Zeittafel. Informationen über Laos sind selten; Vergleichbares ist mir nicht bekannt. Asien gehört zu den vom Klimawandel besonders betroffenen Gebieten: Von den zehn Ländern, die von 1999 bis 2018 am meisten von Extremwetter geschädigt wurden, liegen sieben in Asien. Sehr schwer getroffen ist derzeit die Mekong-Region, die von einer Jahrhundertdürre geplagt wird. Ernteausfälle, Nahrungsmittelknappheit und Wassermangel sind nur einige Auswirkungen. Verschärft werden sie durch den Bau von Staudämmen am Oberlauf des Mekong, was oft lokale wie zwischenstaatliche Konflikte nach sich zieht. Daher ist es notwendig, ein nachhaltiges transnationales Wassermanagement für den Mekong zu etablieren. Unter dem Gesichtspunkt einer globalen Klimapolitik sollte Deutschland sich weiterhin dafür engagieren. (Autorenreferat)

'Die Konkurrenz um Wasser, insbesondere um die Süßwasserreserven der großen Flüsse, gilt als eine der entscheidenden Herausforderungen des 21. Jahrhunderts. In der Mekong-Region haben sich zwei Regionalorganisationen herausgebildet, die 'Greater Mekong Subregion' (GMS) und die 'Mekong River Commission' (MRC), die mit unterschiedlichen Vorgehensweisen vergleichbare Ziele anstreben: Überwindung überkommener Frontstellungen und Entwicklung des gesamten Mekongbeckens in eine wirtschaftlich prosperierende Region, die sich durch ein hohe Maß von Zusammenarbeit auszeichnen wird. Obgleich alle Mekong-Anrainer während des vergangenen Jahrzehnts ein beachtliches Wirtschaftswachstum zu verzeichnen hatten, haben es beide Organisationen nicht vermocht, das Entwicklungsgefälle zwischen ihren Mitgliedsländern zu verringern und verbindliche Verfahren zur Lösung jener Konflikte zu entwickeln, die sich aus den unterschiedlichen Zugriffsmöglichkeiten auf die gemeinsame Ressource Mekong ergeben. Deutsche und europäische Politik ist daher gefordert, ihre Kooperation mit beiden Organisationen kritisch zu überprüfen und neue Strategien auszuarbeiten, mit deren Hilfe regionale Kooperation und wirtschaftliche Entwicklung in einer Schlüsselregion entwicklungspolitischer Zusammenarbeit nachhaltiger befördert werden können.'
