Uno de los efectos más latentes ocasionados por la estrategia de confrontación abierta al crimen organizado, mantenida en México desde el sexenio pasado, ha sido el traslado de los principales grupos criminales hacia el Triángulo Norte de América Central. A partir de ese escenario, el presente artículo de investigación tiene como objetivo responder la siguiente pregunta: ¿Por qué aquel territorio se ha transformado en el nuevo centro de operaciones para los principales carteles mexicanos? Para tal efecto, se analizan, bajo un enfoque cualitativo, los principales factores que han facilitado la expansión del crimen organizado mexicano en esa área geográfica. Luego, se abordan las conexiones y dinámicas entre los carteles mexicanos y otras organizaciones criminales operativas en esa subregión como los transportistas y maras. Finalmente, se evalúa la viabilidad de una alianza estratégica entre dos actores con mayor preponderancia en la escena criminal de aquella zona: Los Zetas y Mara Salvatrucha. El trabajo concluye que, por su ubicación geográfica, sus fronteras porosas, su debilidad institucional y creciente sofisticación de sus grupos criminales locales −transportistas− y maras, el Triángulo Norte de Centroamérica ofrece amplias oportunidades para la expansión del narcotráfico mexicano.

Los altos niveles de inseguridad que afectan al Triángulo Norte de Centroamérica (El Salvador, Guatemala y Honduras) y la falta de capacidad de sus policías han sido la base para sustentar la colaboración policial-militar como estrategia. Este artículo tiene como objetivo analizar los desafíos que dicha colaboración presenta a las instituciones del sector seguridad, analizando en primer lugar los vacíos de la normativa vigente y, en segundo lugar, las capacidades institucionales (en cuanto a presupuesto y personal) en cada país. Luego se analizan los resultados de dicha estrategia de acuerdo con los datos de delincuencia disponibles y, por último, se entrega una reflexión sobre los desafíos de esta estrategia de acuerdo a la información presentada, demostrando que el acomodo institucional no ha sido del todo desarrollado y que faltan aún materias por resolver para transparentar estos procesos. ; The three-fold justification for collaboration between police and the armed forces in the Northern Triangle (El Salvador, Guatemala and Honduras) has generally included the persistent violence, the high level of insecurity, and the inabilities of police to address these problems. This article compares and considers the institutional challenges of police-military collaboration for the security sector in each country. The analysis focuses first on the legal framework that conditions such a collaborative strategy, and second on the materiality of budgets and the institutional capacities of personnel. The results of this strategy are analyzed based on available data. The argument ends with a reflection on existing challenges, demonstrating that inter-institutional accommodation has not been fully developed in areas that require greater accountability and transparency.

Abstract Latin America is the most violent region in the world. Yet, decades of political and financial investment by the international community have not had the desired results. Using the work of the European Union in the Northern Triangle of Central America as a case study, this article asks what explains this failure. Utilizing the conceptual framework of Complexity and Human System Dynamics, it argues that current policies actually entrench the pattern of conditions which lead to, and sustain, violence. It shows how, by reconceptualizing this problem using the concepts of Complexity, policies could be made more effective and sustainable.

El Salvador, Guatemala, and Honduras constitute the most violent region on the globe outside a declared warzone: The Northern Triangle. Cities in these countries have dominated the list of most dangerous cities in the world for years. For instance, Honduras' San Pedro Sula had been at the top of the list for four consecutive years - only overtaken by Caracas, Venezuela in the latest report (Seguridad Justicia y Paz, 2016). El Salvador has, at the time of writing, an average of twenty-four homicides per day (Marroquin, 2016), and Guatemala is the fifth country with the highest homicide rate in Latin America (Gagne, 2016). Most of the violence in these countries is generally attributed to the Maras, urban gangs that formed in marginalized neighborhoods in Los Angeles, California by Central American migrants and refugees, and then strengthened in the Northern Triangle following mass deportations from the United States, including the expatriation of criminals (Cruz, 2010).
