The lack of Information and Communication Technologies (ICT) infrastructure in African countries is hampering the successful adoption, development and implementation of e-government in Africa. Electronic government is the use of ICTs to modernize government public administration processes and to provide government services to citizens with a purpose to enhance efficiency, accountability, and transparency in government's interaction with the citizenry. ICT application in public administration has the potential to modernize and create smarter government and improvement in public service delivery. China's Internet Plus policy and One Belt One Road strategy present a golden opportunity for countries in Africa to attract the huge financial investment through Chinese IT companies to develop and close Africa's ICT infrastructure gap. This study recommends the establishment of One Belt One Road ICT Infrastructure Fund for Africa (OBOR ICT Fund for Africa) to enable countries in Africa to source solely for the purpose of ICT infrastructure development in the public sector/government machinery which would in turn promote the adoption and development of e-government in the public sectors of respective countries in Africa.

The rapid economic development of China and the industrial shift from its eastern to western provinces have resulted in significant negative impacts on the environment. Recently, tourism has emerged as an alternative for economic and environmental development, but it is a double-edged sword. Without the required measures to protect environment, the opportunity cost of tourism is environmental degradation. The western part of China holds a significant advantage for the development of travel and tourism (T& ; T), due to One Belt One Road (OBOR), unique ancient culture and spectacular variety of natural scenic spots. This region is among the less explored and less developed, but important, parts of China. Taking this point into consideration, this paper aims to examine the impact of tourism on the environmental pollution of five provinces located in the heart of OBOR over the period of 1991&ndash ; 2016. To explore this link, we used the fully modified ordinary least squares (FMOLS) approach and Gregory-Hansen test for robustness check. We applied the Zivot-Andrews unit root test to deal with structural breaks in data. Our results confirm a negative impact of tourism on environment for Ningxia, Qinghai, Gansu, and Shanxi. However, tourism improves the environmental quality of Xinjiang. The negative impact of energy consumption and GDP growth is significant than tourism. Our findings suggest that the relationship varies for different provinces in the same region depending on the specific provincial features and government policies. Furthermore, tourism development has great potential to improve the economic and environmental sustainability in these provinces.

In the paper the authors proved that China's growth towards dominance in international trade has begun recently, but, on average, the growth of China's trade volume has doubled every four years over the past three decades. The paper analyses that the rapid growth of the Chinese economy provides all countries around the world especially neigh boring countries, with a chance of interconnected development, which had a decisive impact on the economic prosperity of the world economy at the end of the last and at the beginning of this century. The key priority of Chinese economic policy was called attracting FDI, but gradually it focused on foreign direct investment (FDI) from China. Therefore, the "one belt, one road" initiative has brought maximum effect not only on the country itself, but on the entire global economy, and has become the basis for multilateral economic development. Accordingly, we have come to the conclusion that the project the "one belt, one road" has a goal to strengthen the geopolitical cooperation between Asia and Europe, so it is Ukraine that is important in its implementation. Ukraine is a strategically important logistics hub between Asia and Europe. It is proved that Ukraine is now a promising country in Eastern Europe and has a significant deferred purchasing power potential, which will increase if the political and economic situation in the country stabilizes.

Since China's new Silk Road initiative, "One Belt, One Road" (OBOR, see boxed text), was irst announced in 2013, it has provoked a wide variety of reactions, partly because details of the new strategy were slow to emerge. While the stated goal of OBOR is to expand ties between Asia, Africa and Europe across a range of sectors, uncertainty about the precise aims and impact of the policy remain. This is true especially for the states on China's periphery, who face a balancing act between enjoying the potential beneits of increased economic interaction with their larger neighbor and becoming too dependent.

This article aims at discussing the impact of the OBOR on the relations between China and the European Union and its consequences in terms of regional integration and unity. The first part of the article describes the One Belt One Road strategy and its proposals. Sequentially, a short historical account will be presented on the EU-China cooperation since the establishment of diplomatic relations in 1975, characterized by contrasts, but at the same time, the necessity to build a solid partnership. The third part includes an analysis of the EU response to the OBOR, specially focussing on the issues concerning the capability of EU to produce a regional strategy and utilize the opportunity to improve its regional connection and strengthen its relations with the Asian giant. Finally, we will consider the OBOR as an opportunity to strengthen the EU-China relations not only in terms of trade and economy exchange (Hard Connection) but also in terms of Soft Connections necessary to reduce the cultural distance, in order to establish a strong strategic partnership based on mutual understanding. The article will also discuss the opportunity to negotiate the modality of the OBOR implementation not only at a bilateral level but also in multilateral instances that already exist, such as ASEM (Asia-Europe Meeting).
