V. Pareto's conception of democracy is analyzed, as found in 2 works (TRAITE DE SOCIOLOGIE GENERALE [Treatise of General Sociology] Geneva, Switzerland: Droz, 1968 & LA TRANSFORMATION DE LA DEMOCRATIE [The Transformation of Democracy] Geneva, Switzerland: Droz, 1970). According to Pareto, man acts logically & nonlogically. Because of this, a vast array of variables must be considered to describe society, which he divides into elite & nonelite groups. The elite is composed of those aspiring for power & those exercising it. This is a static conception; a social system changes with the change of ruling elites. Economic influence is linked to political power. Governments are classified as to whether they use force or ruses. For Pareto, a regime in which 'the people' rule has never existed. What people call democracies are more properly 'demagogic plutocracies'. This is the theory that Pareto presented in his TRAITE; it was tested in the TRANSFORMATION DE LA DEMOCRATIE. R. Aron has proposed ("Lectures' de Pareto" [Readings of Pareto] Contrepoint, 1974, 13, Feb, 175-191) 4 possible approaches to reading Pareto: (1) the Fascist or Darwinian reading, (2) the Machiavellian or authoritarian, (3) the liberal Machiavellian & (4) the cynical or skeptical reading. One other possibility is proposed: that of mitigated pessimism. 1 Appendix. D. Burkenroad.
