This type of research used in this research is normative legal research. Corruption has become a chronic disease where no panacea has yet to be found to eliminate or reduce corrupt acts committed by almost every line of power, executive, legislative, and judiciary. This is a bad behavior or habit, resulting in corrupt crimes that can harm oneself and others and even state revenues. Therefore, the act of corruption arises because of the evil intention and will to commit acts and acts of abuse of power. Departing from what has been described above, in fact the determination of a (justice collaborator) is an attempt by an investigator to incover the network of criminal acts of corruption, with the aim that the disclosure of criminal acts of corruption involving many parties can be unraveled and resolved complete, so that no person is protected and enjoys the result of the corruption committed by the congregation.

The article investigates the theoretical and methodological foundations and the organizational and legal aspect of the selection and recruitment for holding public service positions in Ukraine, taking into account modern trends. The basic concepts «selection of personnels», «recruitment of personnels», «personnel assessment» and its importance for the effective functioning of public services are considered. The key methods and principles of personnel assessment popular in Ukraine and abroad were analyzed. The last publications the decision of this problem is examined in which are considered. The current legal framework regulating personnel issues for civil service positions and the competition procedure are analyzed. Application of modern methods of selection and recruitment of personnels is offered on government service. It is well-proven that a selection and recruitment of personnels is a difficult multistage and multidimensional process. Quality of realization of this process depends on introduction of control the system by quality of personnel. A selection of personnels is the process of search, selection and recruitment of workers on vacant positions and workplaces. The basic methods of search of personnels are certain, modern approaches of their selection are rotined. The necessary condition of high-quality selection of civil servant is an analysis of process of search and selection of candidates. The process of selection must engulf all of the stages of estimation of personnel during holding a competition, beginning from a serve announcements on vacant position to the decision-making by a commission in relation to the choice of applicant on position of civil servant. Possibility of the use of modern methods of selection and selection of personnels, in-use in the conditions of inert economy is well-proven, in activity of organs of public power. At the use of different methods of estimation of personnel criteria must be taken into account which activity of civil servant is determined on. In obedience to criteria, estimations must be realistic and to assume the certain measure of estimation of competence. ; В статье исследованы теоретико-методические основы набора и подбора кадров для получения должностей государственной службы в Украине с учетом современных тенденций. Рассмотрены основные понятия «подбор кадров», «набор кадров», «оценка персонала» и их важность для эффективного функционирования государственных служб. Проанализированы ключевые методы и принципы оценки персонала, которые популярны в Украине и за рубежом. Рассмотрены последние публикации, в которых отражены основные направления решение этой проблемы. Проанализирована действующая нормативно-правовая база, регламентирующая кадровые вопросы для занятия должностей государственной службы и процедуры проведения конкурса. Предложено применение современных методов набора и подбора кадров на государственную службу. Определены основные методы поиска кадров, показаны современные подходы их набора. Доказана возможность использования современных методов набора и подбора кадров, используемых в условиях инертной экономики в деятельности органов публичной власти. ; У статті досліджено теоретико-методичні засади відбору та набору кадрів для заняття посад державної служби в Україні з урахуванням сучасних тенденцій. Розглянуто основні поняття «набір кадрів», «відбір кадрів», «оцінка персоналу» та їх важливість для ефективного функціонування державних служб. Проаналізовано ключові методи й принципи оцінювання персоналу, які популярні в Україні й за кордоном. Розглянуто останні публікації, в яких започатковано вирішення цієї проблеми. Проаналізовано діючу нормативно-правову базу, що регламентує кадрові питання для заняття посад державної служби та процедури проведення конкурсу. Запропоновано застосування сучасних методів відбору та набору кадрів на державну службу. Визначено основні методи пошуку кадрів, показано сучасні підходи їхнього відбору. Доведено можливість використання сучасних методів відбору та набору кадрів, які необхідні в умовах інертної економіки у діяльності органів публічної влади.
