The Functional Elites of Quito

When the educated natives of the capital city of Ecuador are questioned about social class and the power structure of their country, the answer comes unhesitatingly and with little variation. Everyone, and of course the educated are as yet few in number, knows who is who and what is what. The sampler of random opinion concludes that the real power is no longer in Quito but in the port of Guayaquil. This has been documented by Díaz, who claims that the traditional aristocracy today owns only about 50 percent of sierran acreage, most of it impoverished and ruined, and that this class is declining steadily with the growth of various coastal "bourgeoisie" classes which stem from the commercial and banking interests of the coast. Politically, too, according to Lang, the coastal influence is undermining that of the sierra, the deposition of the military junta in 1966 being attributable to pressures from the Guayaquil commercial oligarchy.
OBRAS PÚBLICAS Y MODERNIDAD EN QUITO
El presente artículo expone el proceso de modernización de Quito y la transformación de la ciudad, mediante iniciativas del Estado y la empresa privada, entre 1906 y 1960. Una de las acciones fue la ejecución de obras públicas que dan cuenta del interés de los gobiernos por implantar infraestructuras urbanas que preparan a la ciudad al cambio de época. Este proceso fue posible por la aplicación de políticas públicas de salubridad y la provisión de equipamiento urbano como electricidad, agua potable y alcantarillado, además de telecomunicaciones y arquitectura pública moderna, en altura y construida en hormigón armado. Estos fueron algunos recursos que viabilizaron el discurso de la modernidad y el de la arquitectura moderna. En la práctica, representan otra manera de entender la salud, la higiene personal, el confort, la movilidad; es decir, ser moderno. El artículo fue elaborado, sobre todo, a partir de notas de prensa del periódico El Comercio, medio de comunicación que fue un gran aliado del cambio hacia la modernidad.Palabras clave: Periódico El Comercio, obras públicas, Quito, ciudad moderna, modernidad, siglo XX. AbstractThis article presents the modernization process of Quito and the transformation of the city through initiatives of the State and private companies, between 1906 and 1965. One of the activities was the execution of public works that show the interest of governments to implement urban infrastructures that prepare the city the conditions to stablish modern architecture. This process was possible due to the submission of public health policies and the provision of urban equipment: electricity, drinking water, sewerage, followed by telecommunications and modern public architecture built in reinforced concrete. These were some resources that made the discourse of modernity and that of modern architecture viable. In practice, they represent another way of understanding health, personal hygiene, comfort, mobility, that is, being modern. The article was elaborated mainly from press releases by "El Comercio" newspaper, a means of communication that was the great ally of the change towards modernity.Keywords: "El Comercio" newspaper, public works, Quito, modern city, modernity, Twentieth century.

The incursion in Quito, the capital of Ecuador, of a series of starchitects like Bjarke Ingels, Philippe Starck, Marcel Wanders, Moshe Safdie, and Jean Nouvel, has propitiated for a couple of years the controversial discussion about the influence and relevance of their presence. The text raises the state of the debate in several spheres, a discussion in seeds that the guild and the academy begin to address in a complex panorama of interactions between the architectural, the social, the political and the economic. ; La incursión en Quito, la capital de Ecuador, de una serie de starchitects como Bjarke Ingels, Philippe Starck, Marcel Wanders, Moshe Safdie y Jean Nouvel, ha propiciado desde hace un par de años la discusión polémica sobre la influencia y pertinencia de su presencia. El texto plantea el estado del debate en varias esferas, una discusión en semillas que el gremio y la academia empiezan a abordar en un panorama complejo de interacciones entre lo arquitectónico, lo social, lo político y lo económico.

Experimental Infrastructure: Experiences in Bicycling in Quito, Ecuador

AbstractBicycling infrastructure has flourished across Latin American cities as urban activists who cycle have pressed municipalities to grant space on the streets. This article analyzes the ways urban cyclists use and create bicycling infrastructure in the city of Quito, Ecuador. It uses an ethnographic approach to understand how infrastructure is systematically produced through various relationships with human actors and non‐human phenomena. The article starts from the perspective of the ethnographer moving within the assemblage of the feminist bicycle collective Carishina en Bici. The ethnographer drew on feminist science and technology studies (STS) approaches to cultivate everyday relationships of 'care' to become a moving part of an infrastructural assemblage. The study of infrastructure entails carefully choosing research relationships that result in intra‐action, or the coming together of the subjects and objects of a study to produce infrastructure. The article uses the term experimental infrastructure to reveal the procedures of studying and analyzing the political dynamics that result from bicycling infrastructure. It draws on 15 months of fieldwork in Quito, Ecuador, and participatory photo travel diaries of cyclists to demonstrate how bicycling infrastructure is a point of intersection as well as an active site for making democratic claims to the Andean city.
Articulación de las políticas de vivienda en Quito: el caso del concurso del corredor metropolitano de Quito

Treballs Finals del Màster de Planificació Territorial i Gestió Ambiental, Facultat de Geografia i Història, Universitat de Barcelona, Curs: 2020-2021, Tutor: Lluis Frago Clos ; En la ciudad de Quito, a partir de la iniciativa de la administración pública de lanzar un concurso para pensar la ciudad del futuro, a través de la conformación del Plan Especial de Intervención para el Corredor Metropolitano de Quito, se abre la puerta a la participación de equipos interdisciplinarios que trabajan en propuestas en materia de movilidad, sostenibilidad, espacio público, normativa y sobre todo vivienda. A la luz de este acontecimiento y de sus implicaciones en cuanto al impacto que podría tener en la planificación de la ciudad, de aprobarse su consecución; se decide hacer para efectos de este trabajo, un acercamiento a las políticas y lineamientos en materia de vivienda planteados por el equipo ganador, con el objetivo de saber que podría aplicarse o no de estos planteamientos, y que podría cambiar el rumbo del crecimiento de la ciudad. Este trabajo hace énfasis en los conceptos que rodean tácitamente al proceso del concurso del corredor, la gobernanza, los agentes urbanos que intervienen, los distintos tipos de asociaciones que se dan entre estos, y la problemática de la vivienda como punto clave de anclaje al objeto de estudio, para luego descender a un recorrido desde las diferentes escalas en las que se inserta la ciudad de Quito, haciendo una reflexión breve de su papel en la región y a nivel nacional, y así llegar a la descripción y reflexiones sobre el concurso, sus bases y el contenido medular de la propuesta. Finalmente nos insertamos en un análisis contemporáneo de las políticas de vivienda que rigen en el Distrito Metropolitano de Quito, y nos concentramos en la discusión de las propuestas actuales versus lo que plantea el concurso. Este proceso nos ha permitido encontrar similitudes, diferencias , pero sobre todo claves que permitan entender la articulación de las políticas de vivienda y como pueden ser mejoradas para lograr satisfacer la demanda de vivienda .

Controversy still surrounds the Charter of Economic Rights and Duties of States, adopted by the UN General Assembly on 12 December, 1974 with the overwhelming affirmative votes of the developing countries, supported by the countries with planned economies, the industrialized capitalist countries either opposing or abstaining. The idea of economic rights and duties was first mooted by the President of Mexico, Luis Echeverria Alvarez, at the UNCTAD meeting m Santiago, Chile, on 19 April, 1972. Subsequently, the series of international meetings that were held to prepare a draft brought out the fundamental divergencies between the viewpoints of the industrialized capitalist northwest and the rest of the world. This paper analyzes one of those meetings, the one held at Quito, Ecuador, in March 1973 under the auspices of the United Nations Economic Commission for Latin America. It then goes on to examine some historical considerations that shed light on the viewpoint of the Latin American spokespersons in global councils.
