The article aims at revealing the features and approaches in the auditing of public research institutions in the leading EU member states - Germany and France. To achieve that goal the authors provide a comparative analysis of the assessment systems of scientific organizations in the countries mentioned. The choice of focusing on Germany and France was made because French and German research institutions had held leading positions in the international ratings of scientific organizations. The study reveals the common features of the evaluation system of scientific organizations in France and Germany, including the predominance of qualitative expertise carried out by international experts over the quantitative ones, based on the measurable indicators, as well as their distinctive features. In conclusion the authors give recommendations on the possibilities of using the strengths of the European research evaluation systems in Russia.

Abstract
This article details the influence of Russian psychologist Sergei Chakhotin on the propaganda of the Iron Front, an antifascist organization that resisted the rise of the Nazis in the dying days of the Weimar Republic. Notably the creator of the Three Arrows symbol, Chakhotin espoused theories and methods that used Ivan Pavlov's notion of the conditioned reflex and Fredrick Taylor's theory of scientific management to transform socialist propaganda to better combat the rise of fascism. By scrutinizing Social Democratic Party of Germany (SPD) periodicals and Iron Front propaganda, I argue that Chakhotin's ideas played a crucial role in catalyzing changes in the form and content of street campaigning throughout 1932. Chakhotin provided a scientific lens through which his allies in the SPD could view and understand the mass appeal of the Nazis, as well as the necessary changes in party tactics that were required in the age of mass media, popular spectacle, and emotional struggle.

The relevance of public relations (PR) efforts of scientific organizations for public communication of science is increasingly recognized. PR departments are not mere mediators between scientists and journalists but represent the stakeholder interests of their organizations in the public sphere and are communicative actors themselves. Previous Taiwanese studies focused on university PR in the educational context, whereas the potential function in the communication of research and scientific knowledge received less attention. This study explores how PR departments of academic organizations in Taiwan view their role in the public communication of science. Insights from eleven semistructured interviews with PR officers suggest that public relations departments of academic organizations in Taiwan only half-heartedly contribute to the communication of science. Another interesting finding is that even in the era of social media science, PR still relies heavily on journalism, which in Taiwan lacks professionalism in the communication of science. We suggest a more active role of academic organizations in the public communication of science, pursuing not only marketing or self-presentation goals, but also assuming genuine responsibility for public information about research and scientific knowledge.

The reform of science and the restructuring of academic institutions have entailed transformation of library systems. Under the influence of both external and internal factors activities and forms of interaction of information and library units of the Siberian Branch of the Russian Academy of Sciences (SB RAS) have changed.

The formation of scientific organizations, as well as their networks, are traditionally determined through an economic base – by the need to develop either individual sectors of the national economy, most significant in a certain period, or the entire economy. At the same time, specific influences generated exclusively by the political sphere of public life are beyond consideration. This article attempts to comprehend these processes by examining the formation and development of not central, but peripheral, regional systems of scientific organizations. The author analyzes the role of political entities in the development of the scientific organizations structure of the Krasnoyarsk territory and identifies two main acting actors – the state and regional nomenclature with bureaucracy. While the state provides overarching directives and resources, regional elites wield significant influence over the allocation and distribution of scientific resources within the region. This interplay between central and regional actors results in a complex network of scientific institutions characterized by both cooperation and competition. In conclusion, the study underscores the importance of understanding the interplay between political, economic, and institutional factors in shaping regional scientific systems. By elucidating the roles of central and regional authorities, the research contributes to a nuanced understanding of the dynamics driving scientific development in peripheral regions.
