Die Vertreibung der Deutschen aus Polen nach dem Zweiten Weltkrieg gilt vielen als Auslöser der Spannungen zwischen beiden Völkern, die auch heute noch nicht überwunden sind. Doch die Geschichte des wechselseitigen Unrechts und der gewaltsamen Aussiedlungen reicht viel weiter zurück: Schon Bismarck praktizierte eine antipolnische Siedlungspolitik. Ihr folgte die erzwungene Emigration zehntausender Deutscher aus Polen infolge der polnischen Staatsgründung nach dem Ersten Weltkrieg.- Ausführlich behandelt das Buch die deutsche Besetzung Polens und das brutale Vorgehen gegen polnische Staatsbürger sowie die ebenso völkerrechtswidrigen Vertreibungen der Deutschen aus Polen zum Ende des Zweiten Weltkriegs. Die faktenorientierte Darstellung wirft die Frage nach Ausgleich, Aufarbeitung und Neuorientierung beider Völker im 21. Jahrhundert auf.

This paper theoretically argues that urban settlement planning vested in gated-communities for "security reasons" in a democratic South Africa's towns and cities, still perpetuates the past spatial legacies of apartheid urban settlement planning model. Of late, the gated-community settlement planning model has been adopted in most urban areas in South Africa. These gated-community urban settlements offer security as a private market commodity instead of a public good or right. In this way, the neoliberal urban security governance appears to provide justification for the renewed urban displacement, fragmentation, distortion, incoherence, inequality and inefficiency during South Africa's 20 years of democratic dispensation. Seemingly, this settlement planning to some extent, indirectly maintain the past spatial fragmentations and inequalities promoted by the apartheid government. The footprints are interspersed with gated-communities such as security villages and enclosed neighbourhoods, all sailing freely under the same old flag of "security", now formalized into official urban residential planning. The paper concludes that the gated-community settlement planning model perpetuates spatial, social and economic exclusions of the poorest sections of the urban population especially those who are residing in townships and the congested urban centres. Thus, this accepted urban settlement planning model which is considered as "new" is basically an old strategy which uses class instead of race as a decisive factor to separate people. Schweden gilt als Prototyp des sozialdemokratischen Sozialstaates. Das Prinzip des Universalismus garantiert allen EinwohnerInnen die gleichen sozialen Rechte. Die schwedischen Sozialversicherungen werden vom Staat organisiert, der Markt wird nur in geringem Maße an Lösungen beteiligt. Das Ziel des Beitrags ist es, auf diesem Hintergrund den Weg Schwedens zum modernen Sozialstaat nachzuzeichnen und die Krise zu diskutieren, in der sich der schwedische Sozialstaat in den letzten Jahrzehnten befindet. Nach einem historischen Exkurs konzentriert sich der Beitrag auf den Aufbau des Sozialstaates zwischen 1932 und 1950 und auf die sozialpolitischen Schwerpunkte wie Einkommenssicherung und Rentengesetzgebung. Die Entwicklung nach 1950 zeichnet sich vor allem durch die Gleichstellung der Geschlechter und durch eine Politik der Restabilisierung aus. Die abschließenden Überlegungen zeigen die Gründe für die schwerwiegenden Krisen des schwedischen Sozialsystems auf und geben einen Ausblick auf Konturen eines Sozialstaatsmodells, bei dem private und staatliche Lösungen miteinander verbunden werden. In order to face the challenge of sustainable urban development on its own territory, China has chosen Singapore as its model and privileged partner. By analysing more than 20 years of cooperation, the aim of this article is to study what sort of vision and model for development China is pursuing, how the "Singaporean model" is imported and incorporated by Chinese stakeholders, and in what ways it is transforming the specificities in planning, building, and organising the country's cities. Our analysis covers two Sino-Singaporean urban operations that are currently leading the way in China: the Suzhou Industrial Park and the Tianjin eco-city. The incorporation of the Singaporean model into these two operations shows that the latter offers an effective way of linking economic development with urban production, and of enabling the building of orderly cities with good environmental standards. However, these advances have only been made possible by the capacity to take political and financial initiatives that are still exceptional in the country as a whole, and until now do not appear to be easily extendable to other Chinese cities. Moreover, the Sino-Singaporean view of urban development based on productivity and concentrating on supply, infrastructure, and technology encounters major limitations in terms of environmental sobriety and the cities' social integration.
