Résumé La fin de la Guerre froide a laissé les organismes de réflexion stratégique sans ennemi planétaire. Les think tanks américains (les strategists ), en charge de mesurer les risques et les menaces, de formater l'effort de défense et de justifier l'emploi de la force, ont donc fabriqué de l'ennemi sur des analyses dont le temps a révélé le caractère artificiel. La « menace Sud », la « guerre des civilisations » et enfin la « guerre globale contre le terrorisme et la prolifération » ont toutes été analysées et débattues par des Européens tétanisés par ces nouveaux paradigmes. La faillite des systèmes de réflexion stratégiques européens a laissé la place aux intellectuels médiatiques, aux humanitaires et aux diasporas, devenus très influents dans la détermination de l'adversaire. La machine à produire de l'ennemi est donc loin de s'être assagie.
Metropolisation is considered as a set of processes, which revolutionize, since the 1980s, interactions between societies and their territories. In particular, these changes have re-examined the role of transport as a tool for land planning. Thus, transport networks display the ability to structure the metropolitan areas. They permit functionning by interactions between places and also appropriation from individuals and social groups that manage and use networks. The aim of this research is to build a tool for decision support in planning and transport policy that can show the potential of transport networks to provide the structure of the metropolitan area. In the spirit of offering an alternative to "car only" policies, this work focuses on mass transit. Specifically, a modeling approach is conducted and mobilizes the concepts of accessibility and capillary, which are the subject of measurements. These indicators can inform policymakers about the qualities of transport networks studied. The application is conducted on the transportation networks of Nord-Pas-de-Calais and Provence-Alpes-Cote d'Azur regions. The analysis highlights some misses, and to address that development projects in transport were simulated in each region. The results show how mass transit networks can promote metropolitan construction, but also their limits. Indeed, this thesis argues for a coordination of transport policy and land planning. ; On considère la métropolisation comme un ensemble de processus, qui, depuis les années 1980, bouleversent les rapports des sociétés à leurs territoires. En particulier, ces changements ont réinterrogé le rôle du transport comme outil d"aménagement du territoire. Les réseaux de transport présentent ainsi des aptitudes à structurer les territoires métropolitains, en permettant un fonctionnement des lieux en interaction et une appropriation de la part des individus et des sociétés qui les gèrent et les utilisent. L"objectif de cette recherche est de construire un outil d"aide à la décision en aménagement du territoire et politique des transports qui puisse rendre compte du potentiel que les réseaux de transports offrent à la structuration du territoire métropolitain. Dans l"esprit de proposer une alternative au tout-automobile, le travail se concentre sur les réseaux de transport collectif. Concrètement, une démarche modélisatrice est menée et mobilise les notions d"accessibilité et de capillarité, qui font l"objet de mesures chiffrées. Ces indicateurs peuvent informer les décideurs sur les qualités des réseaux de transport étudiés. L"application est menée sur les réseaux de transport collectifs des régions Nord-Pas-de-Calais et Provence-Alpes-Côte d"Azur. Les analyses mettent en relief certains dysfonctionnements, c"est pour y remédier que des projets d"aménagement en matière de transport ont été simulés dans chacune des régions. Les résultats montrent comment les réseaux de transport collectif peuvent favoriser une construction métropolitaine, mais aussi leurs limites. En effet, la thèse plaide pour une conception coordonnée des politiques de transport et d"aménagement.
