AbstractIncumbent city councillors have an almost insurmountable advantage in Canadian municipal elections. This article aims to improve our understanding of the municipal incumbency advantage by considering the ability of electors to correctly identify the two most competitive candidates in one's ward and the factors associated with being able to do so. Using survey data from the Canadian Municipal Election Study (CMES), we consider the case of the 2018 elections in Mississauga, a city with typically high rates of incumbent re-election. Survey respondents were asked to identify the two most competitive candidates in their local ward races. We find that comparatively few electors are able to recognize which challenger serves as the strongest threat to a sitting councillor, a finding that suggests that coordination problems may help to contribute to high rates of incumbent success. We identify several individual-level and ward-level correlates of correctly identifying the first-place and second-place finishers. We do note, however, that there is a significant amount of variation among the thousands of municipalities in Canada, so findings from this case should be tested in other settings, including larger or smaller cities where levels of information might be different.

The province of Ontario, Canada, has a longstanding history of non-partisanship in municipal elections. In this distinctive context, we report results on citizen attitudes toward municipal partisanship using a survey of eligible voters in Canada's most populous province. Using a mixed-methods approach, we focus on three interrelated research questions. First, how much does citizen support for municipal parties depend on the type of party under consideration? Second, what reasons do citizens provide for their preference for either municipal political parties or independents? Finally, what are the correlates of support for municipal parties? We find little support for municipal political parties, and that many voters have sophisticated reasons for preferring either independents or parties. We also identify several factors associated with support for parties. These results provide an in-depth picture of attitudes on municipal partisanship in Ontario, and suggest that public opinion may provide an overlooked mechanism that maintains Ontario's non-partisanship.

AbstractParty identification is a well‐documented force in political behaviour. However, the vast majority of work on partisanship considers only its positive side, rather than recognizing that partisan identities may also have a negative component. Recent work has shown that negative partisanship has important effects, such as reinforcing partisan leanings, directing strategic behaviour and increasing the rate of straight‐ticket voting. This study takes a step back to explore the sources of such orientations, rather than the effects. Specifically, it considers whether the electoral system context contributes to the presence of negative affective orientations towards parties. Using data from the Comparative Study of Electoral Systems, we examine the influence of factors related to electoral system features and consider whether their influence is moderated by voter sophistication. Data reveal significant variation in the rate of negative partisanship across countries, and that these differences are related to the electoral system context in which voters are making decisions. We also find some evidence that these effects are moderated by sophistication. This work adds to our understanding of the role of affect in political behaviour, as well as the impact that country‐level institutional factors can have upon the relationship between voters and parties.

Are citizens more likely to vote when they are asked to make plans about how they will cast their ballots? Such planning—typically described as "implementation intentions"—has been shown to increase many types of desirable behaviors, including exercising and healthy eating, receiving vaccinations, physical rehabilitation, and recycling. Important earlier work in political science suggests voter turnout can also be influenced by implementation intention interventions, whereby electors are prompted to "make a plan" to vote (Nickerson & Rogers, ), though this finding has gone largely unreplicated. At the same time, elections management bodies (EMBs) in many contexts regularly conduct informational campaigns in the period leading up to elections, though little is known about the effects of such efforts upon turnout. Using data from an online experiment conducted at the time of the 2015 Canadian Federal Election, we demonstrate that implementation intention interventions can improve voter turnout but that this effect is conditional upon electors being exposed to informational materials about how to vote in the election. When survey respondents were provided with information on voting requirements and methods, and then prompted with questions forcing them to contemplate the act of casting their ballots, we observe a sizable increase in turnout rates.

Past work has shown that economic conditions influence electoral outcomes at multiple levels of government in Canada and in democratic states around the world. However, there is significant variation in the jurisdictional ability of different governments to influence economic conditions; in particular, municipal governments may be least able to influence the economy. As a result, voters may be less likely to hold municipal incumbents accountable for economic conditions than either provincial or federal politicians. Building on this discussion, this article explores several questions. First, do citizens differentiate between the impacts of different orders of government on economic conditions? Second, does the economy affect incumbent support in local elections? Finally, does knowledge of the jurisdictional responsibilities of the three levels of government condition economic effects at the municipal level in Canada? We consider these questions using individual-level data collected during the 2014 Toronto municipal election.
