Fondé sur une enquête de terrain développée à partir du Groupe de Travail sur les Populations Autochtones qui relève de la sous-commission sur la promotion et la protection des Droits de l'Homme de l'ONU, il analyse cette communauté politique transnationale d'un genre nouveau que constituent les " peuples autochtones ". La recherche conduite à partir de ce groupe de travail de l'ONU permet d'aborder trois points. Le premier concerne le déplacement de la notion de périphérie, le second la centralité de la mondialisation tandis que le troisième évoque les mouvements disciplinaires que suscite l'appréhension analytique d'objets globalisés.

The debate on the European Enlargement to East and Central Europe and the negotiations with presently thirteen and possibly more countries later, raise a cultural problem at large, briefly summarized by two questions: what do we have in common? And what is the European identity? Practically it raises the problem of what language will we speak? The paper, written by an anthropologist, is based on extensive periods of observation of EU institutional life and several months of participation to the Commission working operations. It intends to clarify the linguistic situation of the EU, considered as a political entity, by making explicit the relations between three articulated layers that are: the realm of an official polity, the world of the institutions, and society at large. Within the general context of EU making, I distinguish the problematic of the official European languages policy, the use of languages that is made by European officials and their impact on policy making, and the delicate shifting from monolingualism to multilingualism in a social context. The EU destiny is to carry together two antagonistic perspectives such as Unity and Diversity, which constitute its motto. Diversity is at the core of the European identity and within the institutional process itself, bringing, in terms of language, interesting issues for improving communication, through translation, interpretation and personal attitudes. Progresses towards the forms of unity that represent the integration policies and the adoption of a single currency do not lead simply to a linguistic unification, nor to the adoption of English as a common vehicular language. European elite (usually trained in English) and people (located in their own multiple languages) do not live identical linguistic situations. What is at stake is the possibility for individuals to manage several languages for being really part of a European space, which does not limit itself to national and regional boundaries.

Cet article, publié en 2002, propose une analyse de la notion de terrain en anthropologie, des objets de recherche et des conditions d'enquête à partir de trois expériences de longue durée, près des Mai huna, société tukano d'Amazonie péruvienne, des membres de l'Ecole Nationale d'Administration en France, et des fonctionnaires de la Commission européenne. Il évoque, à travers le récit de terrains contrastés, aussi différents que peuvent l'être un peuple amérindien et des institutions politiques, les développements d'une anthropologie post-coloniale, les apports du post-modernisme en termes de réflexivité, tout autant que les efforts pour rénover les relations entre les disciplines des sciences humaines stimulant la réflexion sur le cadre théorique de notre discipline.

'Auf der Grundlage von Feldforschung in der Europäischen Kommission nähert sich die Autorin der Frage nach methodischen Neuerungen in der politischen Anthropologie aus zwei Blickwinkeln. Zum einen beschäftigt sie sich mit der Identifizierung der Europäischen Kommission als Feld für anthropologische Forschung und mit der Frage, welche Veränderungen für die Anthropologie selbst die Wahl eines solchen Feldes mit sich bringt. Zum anderen beleuchtet sie das Problem der Konstruktion eines Forschungsobjekts innerhalb einer Institution sowie der Subjektivität der/s Forschenden. Die Verschiebung des analytischen Fokus auf sowohl die internen (Herausbildung einer spezifischen 'europäischen Kultur') als auch die externen Aspekte (Verhältnis zu anderen Organisationen) der europäischen Institutionen bedeutet nicht nur eine Herausforderung für die politische Anthropologie, sondern auch für die Institutionen selbst, insbesondere, wenn diese zukünftig tatsächlich eine neue Politik der 'Transparenz und Offenheit' implementieren wollen.' La récurrence de l'expression « culture de Lomé » dans les institutions européennes et dans la plupart des espaces et des formes de dialogue que les Européens ont établis avec leurs partenaires des pays d'Afrique, des Caraïbes et du Pacifique (cadre dit de la Convention de Lomé) nourrit une réflexion sur les constructions sémantiques institutionnelles dans le contexte des politiques de coopération au développement. A partir d'une analyse de l'émergence historique de cette « culture », de sa définition contextuelle et rhétorique, et présentant les acteurs et les modalités de son développement, l'article explore les relations entre les représentations de la construction européenne, ses enjeux institutionnels, culturels, identitaires et linguistiques, et la validation économique et politique d'un modèle d'organisation régionale fondé sur des valeurs spécifiques, dans un espace géopolitique mouvant. La fabrication dans un cadre institutionnel d'un ensemble de relations résumées sous le nom de « culture » met à l'épreuve les théories anthropologiques de la culture.

The author approaches the culture of institutions, both theoretically and empirically, with case studies at the French National School of Administration and the European Commission. She discusses the way institutions, through the practices and discourses of their representatives and agents, construct their territories, perform activities and define political spaces. She asks why the institution has become a place of culture, while society, as a coherent whole is a concept that fades away in the wake of globalisation. Bureaucratic cultures cannot be treated in the same way as national, social or local culture. The agents of power institutions are not the objective agents of a neutral institution. There are power relations at work. Their culture is not the expression of a system but the particular declension of subsystems inside a more complex unit. ; L'auteur traite de la culture des institutions, au plan théorique et empirique, à partir des études de cas de l'Ecole Nationale d'Administration et de la Commission européenne. Elle analyse la manière dont les institutions, via les pratiques et les discours de leurs représentants et agents, construisent un territoire, développent des activités et définissent des espaces politiques. Elle s'interroge sur la raison pour laquelle l'institution est devenue un lieu de culture alors que la société, comme tout cohérent, est un concept qui disparaît dans le contexte de la mondialisation. Les cultures bureaucratiques ne peuvent être traitées de la même manière que les cultures locales, sociales ou nationales. Les agents des institutions de pouvoir ne sont pas les agents objectifs d'une institution neutre. Des relations de pouvoir sont en jeu. Leur culture n'est pas l'expression d'un système, mais la déclinaison particulière de sous systèmes inscrits dans une unité plus vaste. .
