A state-of-the-art, one-stop resource, Public Administration in South Asia: India, Bangladesh, and Pakistan examines public administration issues and advances in the Indian subcontinent. The book fulfills a critical need. These nations have the largest public administration programs in South Asia, yet existing knowledge on them is fragmented at best. Bringing together leading scholars from these countries, this book provides both an insider perspective and a scholarly look at the challenges and accomplishments in the region. Focusing on the machinery of government, the book explores questions such as: What is the history of public administration development? How are major decisions made in the agencies? Why are anti-corruption efforts so much a challenge? What is the significance of intergovernmental relations? What is the success of administrative reform? Special districts are increasingly important in the landscape of public organizations and now constitute about 40 percent of all U.S. jurisdictions. Yet little is known about the public value commitments of managers in special districts. This systematic study of senior managers in large special districts finds that support for public values is strong and similar to that of senior managers in cities. This study explores the effect of concomitant commitments to "businesslike" values on public values and the impact of concomitant commitments on perceived organizational outcomes. Though a positive relationship exists between commitments to public and businesslike values among senior managers, the authors find evidence that both too much and too little commitment to businesslike values has a negative impact on perceived organizational outcomes, which are furthered by strong commitment to public values. This article demonstrates that special districts are a relevant but underresearched area of public administration.

This study finds that hands-on strategies of working with individual managers are effective in identifying, addressing and overcoming bad management work habits. Up to now, very little has been known about the work habits of public sector managers and their impact on perceptions of organizational performance. Based on a national survey of senior managers in city governments with populations over 50,000, this study finds that while productive work habits are widely present, bad management work habits are also significantly present. The latter most commonly involve managers being overly passive, judgmental, defensive, intimidating, closed-minded or tardy in their performance. Bad (or, unproductive) management work habits significantly 1) offset performance gains from good (or, productive) management work habits, and 2) are a highly significant barrier to cultivating good work habits. Raising awareness of managers' bad habits is an essential step in addressing them. Managers' work habits are significantly associated with perceptions of organizational productivity, and addressing bad management work habits is therefore a significant pathway to higher performance.

Little is known about special districts and their personnel. This study examines the job satisfaction and professional backgrounds of senior managers in large special districts. Senior managers in these districts report very high levels of job satisfaction, possibly among the highest of all such managers in public administration. Senior managers are satisfied or very satisfied with four of the most important determinants of job satisfaction: pay, the opportunity to use one's talents at work, job security, and the ability to make a meaningful impact on one's region or community. About one fourth of administrators on management teams in large special districts have their highest degree in public affairs, and among those with an MPA degree, three fourths have experience in business. This study concludes that it is time to take special districts more seriously both in research and as a locus of activity and career development for public managers.
